Join us in Berkeley, on world-famous Sproul Plaza when World Can't Wait brings the "detainees" in orange jumpsuits to bear witness to the presence of a torturer - John Yoo - on the UC Berkeley campus.

During the busiest time of the campus day, we'll display this reality. And we'll give out our new brochure, "The Truth About Torture: Why John Yoo Should be Fired, Disbarred, and Prosecuted", and talk to everyone we meet.

August 27 is the second day the campus as a whole returns to classes. Read our report about the action at Boalt Hall on the law school's first day back, and think about why it's crucial for students to take up the challenge of saying NO to torture. How important is it for every student to have the information they need to understand why torture matters and what it means to take responsibility for stopping it - or not?

All ages welcome. Take an hour or two of your Thursday and wear a jumpsuit, or pass out flyers, and meet students. The more of us take part, the more people we can reach out and talk with. We'll have a brief orientation at 11:45 - meet at the Sproul Hall steps - then put on the jumpsuits and begin.

UC can not be allowed to harbor a war criminal. People of conscience have to step forward, have to stand up to the great crimes being committed in our names. And we have to resist.

A new coalition of rank-and-file workers (including service workers, librarians,
GSIs, technical workers, and clerical workers) and students is calling a meeting
this Wednesday August 5th to discuss and organize against the proposed cuts to
classes, possible lay offs, tuition hikes, furloughs, etc.
Wednesday's meeting will provide a critical space to orchestrate the united
resistance of workers and students.

We would also like to extend an invitation to other sectors of workers who are
also facing cuts to attend, inform us about their struggles, and help coordinate
unity of struggle of workers across the Bay. We are especially interested in
ongoing struggles in other sectors of public education: teachers, workers, and
students from K-12, community colleges, and CSUs. Community members are also
enthusiastically encouraged to attend.

We recognize that neither cuts nor tuition hikes have ever saved jobs or quality
of education. In fact, the recent history of tuition hikes clearly shows us that
each time we accept a new fee increase it paves the way for more in the future.
The Regents have consistently raised student tuition year after year in the
absence of united student opposition. It will be no different with the attacks
on workers.

We are publishing a newsletter written by workers and students that documents
our fight, presents our demands, and will serve to organize and strengthen our
struggle. It is attached. Please forward, print and distribute it widely.

Following our published election procedure, the North Bay Election Committee Coordinators, Bob Moore (Napa), David Quinley (Marin), and Tim Morgan (Sonoma), met this evening (June 23, 2009) at 7pm to review the required 7-day period following the June 14, 2009 regional meeting and election. The ECC has received no protests to the election as held and has also received acceptance of the elected positions by the elected North Bay Regional members. Therefore the ECC confirms the election of Lew Tremain as Regional Representative, Larry Bragman as 1st Alternate, and David Quinley as 2nd Alternate. They will serve the our region as representatives to the Green Party of California Coordinating Committee (GPCA CC) for a period of two years effective from June 14, 2009 until June 14, 2011.

We request that Mike Wyman, the out going Regional Representative, please provide this announcement to the GPCA CC and that the appropriate email lists and other info be updated. We also request that Lowell Downey and Marnie Glickman (County Council members from Napa and Marin) ensure that the certification of this result is passed to your respective counties.

With this notification, our term as ECC members is complete.

Regional Meeting

Tim Morgan, (ECC, Sonoma); Erica Martenson, (CC, Napa); Tim Smith (CC, Sonoma); David Quinley, (CC, Marin); Bob Moore, (CC, Napa); Mike Wyman (Incumbent Regional Representative, from Marin).

Meeting roles:

By consensus, Mike Wyman selected as Facilitator, Bob Moore as Note-taker, Tim Morgan as Vibes monitor

Agenda was reviewed and amended, by consensus to remove the brief review of history of the region and the California Green Party.

Election procedures were reviewed for the group, based on the Regional Bylaws approved in 2008. This included a review of the roles and responsibilities of the regional representative and alternates.

Discussion of one area:

Tim Smith asked the group to consider the option of provisional ballots being allowed for the regional representative. Meeting attendees all presented their views of this idea, which would require amendment of the bylaws. David Quinley agreed to discuss this with the Marin CC to see if there was any interest in making this change to the Regional Bylaws. Tim Morgan indicated that although he did not favor this, if David would put some proposal forward, Tim would work on it with the Sonoma CC.

Per the election procedures, the Green party membership of the attendees was certified by one of the 4 criteria permitted in the bylaws, and the minimum quorum was noted as being met.

Nominations for the three positions open for election to a two year term were then opened: Regional Representative, Alternate Representative, and Second Alternate Representative.

David Quinley had previously submitted his statement and nomination for Second Alternate. He restated his interest and gave a brief statement, answering questions from the group.

David then nominated Lou Tremain for Regional Representative and Larry Bragman for Alternate Representative. They are both current elected officials, on the city council of the city of Fairfax. They were both unable to attend, due to the Fairfax festival taking place this weekend. Tim Morgan stated that they had expressed interest in running in an email in March through the list-serve, and that Marne Glickman had sent an email indicating that they were interested in being candidates and that the notices of the meeting/duties/ etc. had been sent to all the county lists of which David confirmed that Lew and Larry are on that list. No statements were submitted by the two nominees. David gave some additional information about each nominee: Lou is a environmentalist who is considering running for governor as a Green Party member. Larry is a Lawyer, and former Mayor of Fairfax. David stated that they are both committed to their community and to the values of the Green Party.

The group reviewed the bylaws and agreed that absentee candidates were allowed and that the communication above met the minimum criteria for nomination to the Regional Representative and Alternate representative positions. There were no other nominations.

Election: The group, by consensus, agreed to vote on the slate of nominees as a group. The group then unanimously voted to elect the three nominees to their respective positions:

Lou Tremain: Regional Representative

Larry Bragman: Alternate Representative

David Quinley: Second alternate Representative

For a term of June 14, 2009 to June 14, 2011.

The ECC agreed that the election was fair, impartial, timely and in accordance with the North Bay Regional Representative Alternate election procedure (called by shorthand the bylaws elsewhere in these notes), and officially announced the results.

The registered greens attending voted unanimously to certify the election.

The group made a few recommendations:

1. Since all three representatives are from one county (Marin), they bear a special responsibility to communicate with Napa and Sonoma counties on the activities of the GPCA CC. 2. Tim Smith suggested a memo to Lou and Larry, summarizing their responsibilities and expectations. Bob recommended that the expected summary of the monthly meetings on the List Serve be very concise, as the full notes are available on the state website. Bob also recommended that the current and past Regional Representatives have a teleconference with the new Representatives to give them a history of the region and the GPCA CC and review their responsibilities.

Post election procedures:

Bob will post these send these notes to the attendees for review and changes, and accept changes for up to 24 hours after the election.

The notes and results of the nomination will then be posted to the NorthBay regional Listserv, for the seven day period to allow anyone to contest the election.

The ECC will meet in 7 days (Sunday, June 21 at 7pm) to review any statement of concerns and resolve them, according to the bylaws. The ECC will then inform the GPCA CC and the County Councils of the election results.

The next required regional meeting for Regional Representative election will be in mid 2011.

Mike Wyman thanked the ECC for their service. The group thanked Mike for facilitating and acting as Regional Representative, most recently. The group also thanked Tim Morgan for serving as Regional Representative for much of the past year.

Discussion topics: Tim Morgan reviewed the state of a discussion item that the GPCA CC is considering: regarding examining possible changes to the GPCA bylaws regarding the selection and composition of the Coordinating Committee. A committee has been formed to review options, and bring them back to the GA. Members present discussed the implications of the various options being proposed. Tim Morgan announced that the next GPCA plenary will be in Cotati on October 10th and 11th.

Adjournment at approximately 6:30pm

A Call to Action From the SSCCC President!

Dear Student Advocates,

Yesterday, the Conference Committee met and took action on the community college budget. Please see below Erik Skinner's budget update for the details.

Most notably, the Conference Committee voted to increase student fees to $26/unit. Assemblymembers Niello (R, 5th District) and Nielsen (R, 2nd District) were the only two who voted against the fee increase because they believed the increase to be too small and wanted it raised to $60/unit. This is outrageous and cannot go unnoticed.

Student advocates, we need YOU to call Assemblymembers Nielsen (916-319-2002) and Niello (916-319-2005) immediately in response to their actions yesterday.

We need to remember too that Niello and Nielsen voted on behalf of the Assembly Republicans. If you have a Repubican Assemblymember, CALL THEM TODAY and express your outrage over their words at the yesterday's Conference Committee meeting.

The Republicans think that increases in fees don't hurt low-income students, because of the BOG Fee Waiver, or middle-income students, because of a federal tax credit called the American Opportunity Tax Credit (AOTC). Please take a look at the attached handout to see why the AOTC isn't the easy solution it's made out to be.

The Assembly Republicans have been incredibly insensitive to our student population. In particular, two large and invaluable portions of our student body have been ignored by those who argue that students won't be impacted by fees due to financial aid options: our AB 540 students, who do not qualify for federal or state financial aid due to residency, and our second-language and immigrant students, whose parents wouldn't dare to fill out a FAFSA. These students would be disproportionately impacted by increased fees since they would not receive the financial assistance that outside sources allude to.

Let's focus the debate on the reality of fee increases rather than the fantasy the Legislative Analyst's Office has created.

Dear Colleagues,

This afternoon the Budget Conference Committee finalized its actions related to the education budget. The committee is still meeting at this time and seems intent on closing out its actions in all sectors of the budget before it adjourns for the evening.

For the California Community Colleges, the package contained $630 million in cuts and $115 million in funding deferrals. The major change compared to the Governor’s May Revision is the addition of $210 million in new revenues ($80 million from a student fee increase and $130 million from federal stimulus funds). In the committee’s spending plan, these new revenues are used to reduce cuts to categorical programs by $140 million and cuts to general apportionments by $70 million. The specifics are as follows:

Current Year (2008-09):
• Defer $115 in apportionment payments from fiscal year 2008-09 to fiscal year 2009-10.
• $85 million in unallocated cuts to be applied to categorical programs and/or general apportionments.
• A $42.1 million local property tax shortfall with no backfill.

Budget Year (2009-10):
• Increase student fees to $26 per credit unit effective Fall 2009 (raises $80 million in revenues that are used to mitigate cuts to categorical programs and general apportionments).
• Assume that community colleges will receive $130 million in federal stimulus funds to backfill cuts (one-time funds).
• Eliminate 3% enrollment growth, cut of $175.2 million (leaves no growth funding)
• $193 million in cuts to categorical programs. Cuts vary by program:
o No cuts: Student Financial Aid Administration, Foster Care Education
o Approximately 16 percent cut: CalWORKs services, Basic Skills, Disabled Students Programs and Services, EOPS & CARE, Fund for Student Success, Nursing
o Approximately 20 percent cut: Telecommunication/Technology
o Approximately 32 percent cut: Academic Senate, Apprenticeship, Child Care Tax Bailout, Economic Development, Equal Employment Opportunity, Transfer Education and Articulation, Matriculation, Part-time Faculty Compensation, Part-time Faculty Health Insurance, Part-time Faculty Office Hours
o Elimination: Physical Plant/Instructional Equipment, California High School Exit Exam (CAHSEE), SB 70 CTE funding ($38 million appropriated in SB 1133 remains intact)
•
Provide categorical flexibility for districts. Specifically, districts would be able to redirect funds from any of the categorical programs subject to the 32 percent reduction (see above) to support any other categorical program funded in the state budget. Before exercising flexibility, districts would be required to discuss the redirection of funds at a regularly scheduled public meeting. This flexibility applies to fiscal years 2009-10 through 2012-13.
•
Reject May Revision proposal to lower the funding rate for Physical Education courses to the noncredit rate. Instead, approve an unallocated $120 million reduction to community college general apportionments ($70 million of this reduction is then backfilled with new revenues).
•
Authorize adjustments to base workload measures commensurate with reductions in general apportionments. This will reduce base workload expectations for purposes of apportionment calculations and make it easier for districts to make necessary cuts to course sections. Language states intent that reductions in course sections, to the greatest extent possible, be achieved in areas other than basic skills, CTE, and transfer.
•
A $116.7 million local property tax shortfall with a partial backfill of $63.3 million.
•
The committee did not act on the Governor’s proposal to suspend the 50 percent law and 75/25 requirements for 5 years.
•
The Conference Committee also took action to reject the Governor’s proposal to eliminate new Cal Grant awards. They did however approve some cost savings beginning in 2010-11 by freezing income eligibility for Cal Grant A and reducing Cal Grant private awards by 5 percent.

In the coming days, the budget package will then travel to the Senate and Assembly floors where it will be debated and voted upon. It is likely that Big 5 meetings will also take place in which Democratic and Republican legislative leaders from both houses and the Governor will attempt to resolve any outstanding differences. It is quite possible that the Conference Committee’s proposed budget plan, including the community college proposal, will undergo additional modifications before the final budget deal is struck. State leaders are intent on wrapping up the budget deal by June 30 in order to avoid a cash shortfall during the month of July. Time will tell if they are capable of meeting that deadline.

We are still reviewing the details of today’s Conference Committee’s actions and will provide additional details and analysis in the near future.

Novato voters appeared to give their support to a $96 increase in the school district's parcel tax Tuesday, though the presence of many uncounted mail-in ballots leaves the ultimate outcome in question.

Some 67.74 percent of the 13,311 Novato residents who cast their vote in Tuesday's election supported Measure A, which required a two-thirds majority to pass.

"We've gotten in 9,988 vote-by-mail ballots as of today," said Marin County Registrar of Voters Elaine Ginnold, who expected to receive many more mail-in ballots at the district's 31 polling places. "That's going to be a big factor. We'll probably have an updated count by Friday, if not sooner."

If Tuesday's victory holds, the measure would give the district - hit hard by state budget cuts - a financial shot in the arm.

"This doesn't magically take away all our problems, or mean that everything is going to be saved," said Debbie Butler, president of the Novato Unified School District board. "There's a budget conversation that will continue to happen over the next couple of weeks. But this alleviates some of the pressure we've been under from the state."

Supporters of the measure say a last-minute phone drive, following weeks of appeals by parents and teachers, helped encourage voters to pass the measure.

"We called from 9 a.m. until 8 p.m. reminding our supporters to get out and vote," said Leslie Benjamin, chairwoman of the nine-person committee charged with overseeing Measure A spending. "Many people

Measure A raises the Novato school district's annual parcel tax by $96, from $155 to $251, and extends the tax, set to expire in 2010, by another six years. The tax is expected to generate $1.7 million annually.

The ballot measure allows the Novato district board to spend parcel tax money on art and music programs, capping class sizes, libraries, math and science teaching salaries and high school athletics.

District officials say the additional income is badly needed in Novato to offset the ravages of state budget cuts. As one of three school districts in Marin County that depends on state revenues for a large percentage of its budget, Novato has been especially hard-hit by the state's financial crisis.

"Every day, the information we get (about the state budget) changes, and it seems to get worse and worse," said Butler, who noted that the board will hold a budget workshop at the district office at 5 p.m. June 9. "We have some tough conversations ahead of us, looking at what our core programs are."

Nevertheless, Butler said she is encouraged by the vote.

"We are thrilled," she said. "Novato stepped up. We truly appreciate the effort it took to get this win for us today."

UNOFFICIAL RESULTS

Measure A raises the Novato Unified School District's annual parcel tax to $251, a $96 increase. The measure requires 66.6% approval to pass. Some 13,311 cast their vote Tuesday, but at least 9,988 vote-by-mail ballots are uncounted.

"Without it passing, we lose our most important source of local funding," said Debbie Butler, board president of the Novato Unified School District. "The state has failed to provide consistent funding for education. We cannot let education fail."

But educators acknowledge they're fighting an uphill battle - urging residents to vote in yet another special election just two weeks after a confusing series of state ballot measures went down in defeat.

"I've called people about Novato's Measure A, and they've said 'Measure 1A? I already voted for that,'" said Leslie Benjamin, chairwoman of the nine-member committee that oversees spending on the Novato school district's parcel tax. "I have to make it clear that this is Novato's local parcel tax election on June 2, and that this will be locally controlled money - it won't go to the state after the election is past."

Nevertheless, school officials are hopeful that Novato residents will come through for their schools once again. In a December 2008 poll, 85 percent of Novato voters said protecting the quality of local schools was a top priority. No opponent to the measure submitted an argument for publication in the voters pamphlet.

School officials say the $1.7 million the tax is expected to generate each year is desperately needed by a district hit harder than any in Marin by the state's ongoing financial crisis.

"The quality of life and property values in Novato are absolutely tied to the health of its community schools," said Ross Millerick, a member of both the school board and the Measure A committee. "We have to separate ourselves from the destiny of the state. By law, this is money that can't leave Novato. The money people are spending on their children's education will stay right here in town."

Novato is one of three school districts in Marin that receives the majority of its funding in per-student revenues from the state. Unlike the Ross Valley and San Rafael Elementary districts, which also depend on "revenue limit" funding, Novato operates elementary, middle and high schools, adding to the district's costs.

At $8,348 per student, Novato spends less than any other school district in Marin - less than the $9,258 San Rafael spends per student, and far less than Sausalito's $38,376. At $155, Novato's parcel tax is among the lowest in the county, far below the $269 San Rafael residents pay for their two school districts and well below the $992 Kentfield residents pay for their elementary and high school districts each year.

In addition, Novato and Bolinas-Stinson are the only school districts whose parcel taxes do not automatically increase each year. Those increases range from 3 percent in the Dixie, Reed and Ross school districts to the Lagunitas School District, where the $287 parcel tax goes up by 6.5 percent every year.

The district spends about 25 percent of the money it raises from its parcel tax on school libraries, and another 24 percent on a fund to stabilize programs in jeopardy. Another 13 percent supports smaller class sizes, 10 percent backs performing arts and 8 percent pays for high school counselors.

"It keeps the music program in the district, keeps the libraries open and contributes to attracting and retaining teachers," Benjamin said. "It's been expanded a little bit to allow more flexibility for covering programs like our outstanding instructional programs in science and math."

School officials say failure of the parcel tax wouldn't necessarily mean that high school sports, libraries, music classes or other programs would be doomed. Nor does passage of the tax extension mean those programs would be saved. Instead, passage of the parcel tax extension allows the school board to use the money it generates to pay for those programs - and only those programs.

If the measure does fail, however, school officials said those programs and many others could be on the chopping block as a result of further state cuts.

This powerful documentary film has won 8 film awards, including the 'Golden
Palm', Best Picture Award at the Beverly Hills Film Festival. It shows the
current and historical root causes of the Israeli-Palestinian Conflict and U.S.
involvement. Unlike any other film produced on the conflict - 'Occupation 101'
presents a comprehensive analysis of the facts and hidden truths and dispels
many of its long-perceived myths and misconceptions. It discusses the major
obstacles that stand in the way of a lasting and viable peace. First-hand
on-the-ground experiences are given from leading Middle East scholars, peace
activists, journalists, religious leaders and humanitarian workers whose voices

24 hours left to protect America's wilderness.
Our national treasures are in danger.

CREDO approves S.22, which will protect public lands that were endangered under the Bush Administration. The bill may not make it through the House — we need your help.


 

In the last eight years, the Bush administration opened up America's wilderness to increased logging, threatened critical habitats and allowed increased pollution into our air and water. Under Bush, record-low additions were made to national parks, and to wilderness and wildlife refuges. Additionally, many endangered species (like polar bears) lost vital protections.
In January, the Senate quickly took action to reverse this dismal record and passed the Omnibus Public Land Management Act of 2009 — S.22. This legislation will protect over two million acres of wilderness in nine states — California, Oregon, Colorado, Idaho, New Mexico, Michigan, Utah, Virginia, and West Virginia — including parts of the Sierra Nevada mountains in California, Mt. Hood in Oregon and the Rocky Mountain National Park in Colorado.

S.22 passed the Senate, but it may not have the votes to make it through the house.

Protecting public lands as wilderness will ensure these wild areas are around for future generations and provide new jobs and new sources of revenue for rural communities. The Senate took action after a year of filibusters. Now it is time for the House to protect wilderness areas.

    5:30 PM The October 22nd Coalition Against Police Brutality Calls for a March on Friday, February 13th at 5:30pm in Courthouse Square, Santa Rosa. We are asking all people to turn out to this march and join us in calling on the Sheriff's Department to BAN TASERS NOW! We want an end to police brutality against our community, and fighting to stop the use of tasers is one step towards that goal. We will march to the Sheriff's Office in Santa Rosa and present our one demand: that they immediately end their use of the Taser.

    7:00 PM, at the Peace and Justice Center: Injustice For an Activist: In 2008, Eric McDavid, an environmental activist was imprisoned, and subsequently sentenced with 19 years and 7 months for crimes he never committed. Loved ones will be giving a 2 hour presentation of Eric's story including the FBI's use of entrapment as part of the government's Green Scare campaign.

    Many commentators have discussed the "pragmatism" of Obama, sometimes
    with praise and other times with a critical edge. What many have
    missed however is the "utopian" dimension of the Obama campaign this
    fall. Berkeley Green Gabriel Hetland will be discussing the
    utopianism of the Obama campaign. In particular, Gabriel will look at
    how this utopian dimension functions in two contradictory ways: 1) as
    a legitimation for the campaign's instrumental politics (which have
    been quite on display in the first several weeks of the Obama
    administration) ; and 2) as a means of inspiring and bringing in a new
    generation to politics, with possibilities that may spill beyond the
    bounds of what the Obama campaign itself may consider acceptable.
    Gabriel will also discuss how this relates to Alameda County Green
    Party, and what potential this offers for radical politics in America.

    The legislation to establish a U.S. Department of Peace was reintroduced into the U.S. House of Representatives this week by Congressman Dennis Kucinich (OH-10) and 62 Congressional cosponsors. Two additional cosponsors signed on after introduction, bringing the total number of supporters to 65. It was assigned the same bill number as in the previous Congress: HR 808.

    This bill has some small but exciting changes. For example, it calls for $10 billion dollars to fund the Department, with 85 percent of funds designated to reduce and prevent violence here in the United States.

    Now is one of our strongest opportunities to raise awareness and gain support for the bill. Please send your member of Congress a Valentine today.

    ABOUT THE LEGISLATION

    There is currently a bill before the House of Representatives to establish a U.S. Department of Peace and Nonviolence. This landmark measure will increase our ability to strategically develop and apply practical, cost-effective and proven means of resolving conflict before it erupts into violence.

    Domestically, the Department of Peace will develop policies and allocate resources to support local communities in finding, funding and replicating effective violence-reduction and prevention programs. Internationally, it will expand our focus on addressing the root causes of violence, providing the President and Congress with expert resources for nonviolently defusing international crises and conflicts.

    HIGHLIGHTS FROM THE LEGISLATION:

    • Develop a coordinated, strategic, sophisticated approach to expanding our nation's ability to nonviolently resolve conflict before it erupts into violence
    • Hold the cultivation of peace as a strategic national policy objective
    • Provide an institutional platform for the growing wealth of expertise in peacebuilding to dramatically reduce the national and global epidemic of violence;
    • Provide much-needed assistance to cities, counties and state governments in finding, funding, replicating and expanding programs to reduce and prevent violence
    • Provide for violence prevention and mediation training to America's school children and teachers
    • Support the use of programs proven to reduce prison re-offending (recidivism) rates
    • Support our military with new peacebuilding capabilities desperately needed in the war on terror
    • Work with other government agencies to apply and practice the science of peacebuilding in their respective fields of responsibility.
    • Create and administer a U.S. Peace Academy to ensure the development and application of the very best nonviolent resources in conflict resolution

    Alex Walker Withdrawal from SD26 Campaign


    Monday, February 9, 2009 is the closing date for nominations for the special election for California's 26th State Senate District. After painstakingly analyzing the situation, I have reluctantly decided to withdraw from the campaign. 
    > I still believe that 2010 will be a good year for the Green Party.  For that very reason, I have concluded that a 5% or 2% showing by me in a "vanity campaign" would probably do more harm to the "Green Brand" than removing my name from the ballot. 
    > I overestimated three factors when I decided to jump into the fray.
    > First, I overestimated the "Obama Effect" and the euphoria about "Change" and a "New Politics" in America.  None of this has "trickled down" to California where Los Angeles Democrats have simply shifted to advertising themselves as "change agents" in a city where they are, in fact, agents of the status quo.
    > Second, I overestimated the political effect of California's continuing budget and economic crisis. So far, there is mostly voter indifference to the possibility this state may run out of cash this month.
    > Finally, I thought the passionate reaction to Proposition 8, including large demonstrations in West Los Angeles, might carry over into a revolt against local Democratic leaders who "sat on their hands," and allowed Proposition 8 to pass with "nods and winks" by those local Democratic leaders to gay-bashing religious leaders in my community. It's not happening.
