As annoying as the existing traffic pattern is, I am concerned that there
even greater congestion at that intersection will be caused by permitting
16th Northbound traffic to turn left on Park.

With the proposed 16th St left lane for turning onto Park Road, all
northbound 16th traffic will have to merge into one lane while they cross
the intersection since the curb lane just beyond the intersection has parked
cars.

A possible solution is to make the curb lane on 16th just north of Park
closed to parking at all times.   However, that is a large loss of parking
in an area tight for spaces.

It would be great if the Traffic Study group would quantify the impact of
the proposed traffic pattern on northbound 16th traffic and share possible
congestion-alleviation solutions.

Jack are you working with the Traffic Study group?
Or, could someone refer me to the right person to whom I can make this
request?

The notion of turning Sacred Heart Way / Pine Street and the area in
front of the Shrine of the Sacred Heart into a "Sacred Heart Plaza"
is receiving serious consideration from the Columbia Heights Traffic
Study professionals. They see no value in the current arrangement for
the left turn from 16th onto Park, which routes traffic around Pine.
That section of Park Road already suffers from severe congestion,
especially in the morning, and it makes no sense, they said, to pour
still more traffic onto that road. For traffic flow, it will be much
better to permit 16th-to-Park traffic to make a conventional left
turn off 16th.

The principal objection to closing Pine is the loss of parking. So
let's leave Pine open, but traffic on Pine will drop to near zero,
once people are no longer compelled to loop around Pine to get onto
Park Road. The only drivers entering Pine would be those planning to
park there. So the place will become extremely pedestrian-friendly,
and those awful barriers put up to stop people from stepping into the
street can be removed.

The Sacred Heart pastor wants automobile access for special services.
He will have that, and, with negligible traffic on Pine, it will be
much easier for wedding and funeral groups to handle their
ceremonies. They won't be dodging traffic as they arrive and depart.

Furthermore, the section of 16th Street that is now a right-turn-only
into Pine can instead become on-street parking, providing about five
new spots.

I think we have a very good chance of making this idea become reality.

As far as I can see these neighborhood participant meetings are little more
than political dog and pony shows. There are designed to be politically
popular but are more or less worthless so far as recommendations.

The real problem is going to be with parking and traffic. The crosstown
routes (Park, Harvard, Irving, Columbia) are already jam packed in rush hour
and Sundays. What is going to happen with a 55,000 sq.ft. grocery, over
500,000 sq.ft. shopping complex with big box, new consolidated middle-high
school, Dance Theater, an office building, new condos, etc. all within two
blocks at a traffic bottleneck?

A traffic nightmare as far as I can see. So what does the City do? It is
going to reduce the streets and expand sidewalks around the developments if
one is to believe the citizen/city plans.

Pretty pictures yes. Will it ever happen? No, because it would create an
even bigger disaster if that is possible. Remember my words because I want
to be able to say "I told you so" in the years ahead.

OF PARKS & RECREATION FACILITIES
Councilmember Graham has donated ten computers and two printers among four
recreation centers throughout Ward One. The computers and printers will
ensure a better means of technology at each of the recreation facilities.
Graham cites the fact that Ward One recreation centers have such out-of-date
technology that they are in dire need of updated computers for community
member use. The donations are part of an allotment each Councilmember
received of computers and printers from The Wilson Building.
The four locations where the technology will be installed are Parkview
Community Center on Warder St., Banneker Recreation Center on 2500 Georgia
Avenue, Harrison Recreation Center on 13th and V Streets and Marie Reed
Recreation Center at 2200 Champlain St.

I think you're right Dave.   If anyone believes that all this large scale development is going to benefit Columbia Heights, they are sadly mistaken.  Columbia Heights is the sacrificial lamb whose quality of life the government chose to offer up to the developers who want to get all the money they can out of the rights they've been given.  For its part, the government wants to generate as much tax revenue as it can get out of the deal.  If anyone thinks that the developers care about our community, they are simply being naive.  Columbia Heights will be defiled for the sake of commercial development that will, in the end, benefit most DC residents east of the park by making shopping relatively close but not TOO close.  After all, who would want to live in the middle of all that traffic. For Columbia Heights residents, I say it's never too late to make certain that Columbia Heights does NOT become "a nice place to visit, but I wouldn't want to live there".  Larry

A woman just rang our doorbell repeatedly and banged on the door (yes, at
11:20 p.m.).  She was asking for money to pay for insulin.  You know the
story.  She had AIDS, she had a sick child, the insulin was for her mother,
etc.  She claimed she was our neighbor at 1342 Kenyon, and she said her name
was Yurena Brooks.  So, we gave her some money.  It wasn't enough for her.
She wanted $20.  If she shows up on your door, then we need to do something
about this.

details.  Mother with a broken truck, sick child.  She says stuff about
your neighbors to make you think she's a neighbor.  She said the
Italian guys next door were going to drive her to Thomas Circle to help
her.  The Italian guys next door all have bicycles.  I'd love to see
them drive her to Thomas circle.  Maybe with a very swift kick in the
ass she can FLY all the way to Thomas Circle.

Don't believe a word she says and don't give her a dime.

It could be the woman that has been living in her car parked on 11th st. between Harvard & Columbia.  She has been living in a green explorer (I believe that is the make and color of the car) with a folded up baby stroller strapped on top of the car.  Several of us have called the police several times to get her to move on and hopefully put her in touch with some resources that can help her, but they don’t seem interested and she’s still there frequently strolling up and down the ally and the street.

 

I guess that’s the DC way of dealing with such problems…wait until she is so desperate or hungry or scared, that she resorts to crime, and then throw her in jail.

This sounds very much like the woman (and her copycats) who was the
subject of a city paper expose a few years back. Knocks on doors, has
a good story usually involving a sick child, and gets some of your
money. If I recall correctly, the woman in the city paper story had
no desire to get to the "resources that could help her" but perhaps
its a different woman with real problems.

Also, a question: if there's a baby stroller, where's the baby? Why
put the baby stroller on the top of the car? Sounds fishy to me.

I received a visit from her on Friday--baroque story about sick children and broken cars.  She claimed to live across the street but didn't know the names of any of her "neighbors." 

I offered to call the police and/or an ambulance for her but apparently her immanent diabetic coma wasn't that urgent.

A woman with the same MO used to work capital hill.

I can't say I think the current arrangement is great, but it does
serve as a de-facto left-hand turn lane for all the traffic heading
cross-town via Park.  At the very least, if the city is going to
close this road, they ought to consider putting in a green left-turn
arrow in the left lane (similar to what you have at 16th and Harvard)
to give traffic turning left a dedicated time to make the left turn.
Without it, I imagine you'll see some pretty big backups there when
traffic is heavy both ways, as cars wait to make that turn.

While using Pine as the left-turn lane is a bit ugly, it seems to
make a lot of sense from a traffic planning perspective.  The light
on Park at Pine is generally timed to turn red in a way that lets
traffic on Pine funnel in to the 40 feet or so of Park that is
between Pine and 16th, which allows traffic on 16th to proceed
smoothly without having any backups on 16th due to traffic turning
onto another main road.

As someone who has not been able to make the planning public
sessions, is there any place online or on paper where an interested
citizen can get a copy of all these proposed changes?  I've heard
rumors here and there of some rather kooky ideas as to what will be
done to some roads, and would love to get a better understanding of
what is being discussed in general.

DEPARTMENT OF PUBLIC WORKS BEGINS LEAF COLLECTION MONDAY, Nov. 3

(Washington, DC) As part of its annual operations, the District Department
of Public Works (DPW) deploys personnel with leaf vacs and leaf blowers,
packers, dump trucks and roll-offs to tackle the daunting job of clearing
away autumn leaves from public space, as well as private property.

This year, the city's leaf collection program lasts from November 3, 2003
through January 10, 2004.   For more efficient collection of leaves, each
ward has been divided into collection zones.  DPW will vacuum leaves from
curbside tree boxes on each street, in each zone, at least twice.
Additionally, bagged leaves will be collected from curbside and alley
collection sites.

A brochure containing a detailed leaf collection schedule has been mailed to

A few months ago I responded to a MtP. forum announcement from Agnieska, a Polish piano teacher looking for students. She has now been giving my son piano lessons at our home for about the last 6 months. She is exceedingly patient with my thirteen year old and has given him basic, essential music reading, technique and fingering exercises he had not received from prior teachers. Her format and manner are very European -she is disciplined and focused on the matter at hand and at the same time has been supportive and encouraging to our emerging teenager. My boy respects her and responds to her coaching.

I highly recommend her to anyone who has a young child who is a beginner or intermediate music student. Her specialty seems to be the violin, but she has been very proficient with my son on the piano and extremely professional with her commitment, timeliness and advice.

    A home theater system. An Ipod. A $60 Levi's T-shirt.
    Four-hundred-dollar sneakers. A Mini-Cooper. Botox injections. An MTV
    Crib. I flip through magazines and want it all.

    Some magazines, I swear, have stopped running articles and just run ads,
    mostly ads for clothes featuring naked models noticeably not wearing any
    of the clothes. I want the clothes I can't see even more. In this
    country's you-are-what-you-have consumer culture, sometimes it's more
    intoxicating to want what you're not even sure you'll have when you get
    what you think you want. How evolved.

    Still, you gotta have priorities, or you'll fast have yourself a
    consumer credit debt counselor, which could be to modern Americans what
    therapists were to narcissistic malcontents of the '70s. So far, I've
    inadvertently employed my own method of control.

    I call it retail bulimia.

    Weaving through the fluorescent light-rich aisles of Target, I indulge
    my every whim and overstuff my cart with every conceivable "essential"
    -- things to organize the home office, things to cook meals I'll never
    make and things to decorate an apartment I'll never even paint.

    When I get near the check-out counter, however, I reassess. Somehow, the
    purchases that seem minuscule at $9.99 a pop have added up to a few
    hundred dollars. Quickly, I empty my cart and leave Target with a tin of
    Altoids and a few hundred dollars in my pocket.

    Waste of time? There are probably more outdoorsy ways to spend a
    Saturday afternoon, sure. But in this binge and purge, there's actually
    a lesson starting to sink in. Each time I look at my potential purchases
    grouped together in the cart, I see them more clearly for what they are.

    Expensive clutter.

  But for nothin'

    While I saved a few hundred bucks, D.C. economic development officials
    were talking to Washington Business Journal reporter Sean Madigan about
    doling out $50 million on subsidies for their retail dreams for Columbia
    Heights.

    City leaders are convinced Grid Properties' $140 million D.C. USA
    project will make the area the "retail center of D.C." (says D.C.
    Councilman Jim Graham, D-Ward 1), and they're equally convinced "without
    public subsidy, this project would not happen" (economic development
    official Michael Jasso).

    Sounds pretty dire till you realize we're talking about the likes of
    Target, Ann Taylor Loft and Whole Foods Market.

    At first, city officials made a case for $73 million in tax increment
    financing. But D.C.'s CFO declined to foot more than half the New York
    developer's bill, and now we have the bargain basement offer of $50
    million, backed by the city's future community development block grant
    dollars and pretty much earmarked to build a parking garage near a Metro
    station.

    So, in essence, the city is putting aside its thoughts of affordable
    housing to make Columbia Heights a drive-by retail utopia with $50
    million for a Target garage.

    Why force it? This project has been in the works for years. So has
    Columbia Heights' revitalization urges. To think expensive big-box
    retail will save the Columbia Heights folk from eternal blight is about
    as plausible as hoping to attain visible abdominal muscles in 20
    minutes. Don't believe the hype.

  Cart before the stores

    The context for such a plan is a city of frustrated retailers.

    "The point is, if you're trying to encourage small retailers ... it's
    all about rent," budding entrepreneur Carla Sabloff told reporter Eleni
    Kretikos.

    And because of D.C.'s high retail rents, Sabloff's idea for a store,
    Mayfair Avenue, which she describes as "Williams Sonoma meets 'Sex and
    the City,'" may never see its grand opening. Apparently, $65 per square
    foot is a little pricey for Sabloff. It's a little pricey for anyone not
    getting millions of dollars in city aid.

    Like the $11 million in tax increment financing awarded to an Embassy
    Suites on K Street. Why the fat incentive? Wouldn't work without the
    subsidy, developers told the city.

    The hotel sits between the new $800 million Washington Convention Center
    and the old convention center, where a redevelopment could see another
    $700 million to $900 million in investment. I can see how this was a
    challenging site to open a hotel.

    Here's where the priorities come in.

    What do we really need in the city? Big boxes? Multiplexes?
    Cookie-cutter strip-style centers? Greedy hotels? Look around where the
    people are -- shopping in Georgetown, sipping blue drinks in Adams
    Morgan and brunching at Eastern Market -- and it's pretty clear what we
    need: money to help small businesses do what they've always done: create
    a neighborhood's character.

    The rest comes later.

    It's time for us to empty the shopping cart and start over.

    The National Capital Revitalization Corp. is beefing up its real estate
    IQ.

    The D.C.-sponsored economic development agency has hired James Noteware,
    chairman and CEO of Houston-based Maxxam Property, to head its real
    estate development operations. A Dallas consultant also will be brought
    on to help with economic development goals.

    Noteware will oversee NCRC's massive property portfolio, worth hundreds
    of millions of dollars, as well as the organization's development
    pipeline, which includes a number of high-profile projects in Columbia
    Heights, Southwest and parts of downtown.

    NCRC created the position and hired a search firm to vet candidates from
    across the country. Noteware, who has 25 years of real estate
    experience, also was once head of real estate advisory services for the
    former Price Waterhouse and served as chairman of Houston's branch of
    the Urban Land Institute.

    Noteware could not be reached for comment.

    Ted Carter, chief executive of NCRC (

    ), confirmed Noteware's hiring and says he is pleased with Noteware's
    depth of experience.

  Critics quelled

    Carter, who has been bullish about getting results since he took the
    organization's helm at the beginning of the year, put together a lengthy
    to-do list for NCRC. Hiring a real estate pro was one of his top
    priorities.

    "I promised I would hire someone of this caliber," Carter says.

    The appointment not only is a check on Carter's to-do list but also may
    quiet some real estate executives who complain that NCRC, although its
    core mission is to redevelop the city's underutilized properties, is
    light on real estate development experience. Carter himself does not
    come from a real estate background.

    Few are willing to air their complaints publicly, however, because
    almost everyone in the region does business with NCRC or would consider
    dealing with the organization in the future.

    NCRC (www.ncrcdc.com) still is vetting bids to redevelop the former
    downtown wax museum site. It also is heavily involved with redevelopment
    of Columbia Heights. And it controls much of the property in the planned
    redevelopment of the Southwest waterfront.

    In addition, NCRC has bought property on Georgia Avenue and is planning
    to lead the redevelopment of the Skyland Shopping Center in Southeast.

  More to do

    While NCRC's principle mission is real estate, turning the organization
    into an economic development entity also was at the top of Carter's
    list.

    Toward that goal, Carter confirms he has hired Anthony Freeman, a
    Dallas-based business development consultant, to serve as NCRC's vice
    president for business development.

    Freeman, a former Blockbuster executive, is charged with leading NCRC's
    retail and venture capital initiatives as well as small business
    development efforts. He could not be reached for comment.

    Freeman also was selected through a national search and will start the
    newly created position in November along with Noteware.
