Fraternal Greetings

 

Dear Comrade,

 

The Communist Party of India-Marxist (CPI-M) is holding its 18th Congress in comparatively changed international, regional and national environments, and it would determine its mode of struggle for the issues accordingly. We feel profound pleasure to extend our fraternal felicitations to you on the occasion.

In every congress of a Marxist Leninist Party, a new life is given to the Party, which charters paths of new strategy and tactics in keeping with the entire perspective. However, the new phase of the CPI-M amounts to new impetus of the Party which has been not only countering so many odds but it is comparatively getting momentum quite evident from its electoral success. The CPI-M along with the CPI and others Left parties now are the second force in the Congress Party-led UPA (United Progressive Alliance) government and a third entity after the Congress Party and BJP at national level. Electoral politics has its own dynamics of the degree of people’s support apart from its inherent flaws in the polluted bourgeois system. International situation is explosive as well as encouraging. US militarism and threat of control of the countries enriched with natural resources and Washington’s diktat are very perilous. On the other side of the fence the people across the globe are in unison to resist US imperialist unilateralism in international arena and their struggle against economic plunder of the developing countries by the United States is getting intensified with the passage of time. After the disintegration of the Soviet Union, a new element of worldwide anti-imperialist movement has begun, the credit for which goes to the people of Western countries who are now conscious of their historic role for being advanced socially and politically. US imperialism is being challenged by the American themselves along with West Europeans and the people of the world at large.

This conforms to the dictum ‘where there is oppression, there would be resistance’ and as such this is the bright side of the dark aspect of US savage military aggression to attain its hegemony in the world. This signifies the end of the beginning of US lust for world domination.

South Asia is a region which is deprived of the fruit of stability and peace due to lack of mutual understanding, cooperation and enhanced trade links among the countries here, and above all the region is missing a common goal, but are at odds with each other. The India-Pakistan, India-Nepal, India-Srilanka, India-Bhutan and India-Bangladesh, including India-China conflicts play havoc in the region. It is incumbent on them to resolve their conflicts through negotiations and peaceful means. However, it is a good omen that New Delhi and Islamabad have realized the importance and compulsion to resolve their disputes through dialogue, The ongoing peace process between them is fully supported by the people of India and Pakistan, including other anti-imperialist democratic and progressive forces. The visit of the General Secretary of the CPI-M, Comrade Harkishan Singh Surjeet and General Secretary Communist Party of India, Comrade A.B.Bardhan on the invitation of the Joint Left Front, Pakistan (JLF comprising Communist Mazdoor-Kissan Party, Communist Party of Pakistan-Qazi group and Labour Party of Pakistan) is a testimony to the fact that communist forces of India and Pakistan and the rest of the progressive and anti-imperialist elements of South Asia are striving hard to bring the two neighbours, having common history and cultural legacy, closer.  The main bottleneck for peace and friendship between the two beighbours is the most sensitive Kashmir dispute, which now needs to be taken realistically and seriously. The claim and counter-claim by both countries on Kashmir continues to trigger off political fuss and military threat in the region. There seems to be no solution to the issue and durable peace is not insight in our region without taking into account the wishes and aspirations of the Kashmiri people, who are the real masters of their destiny. False and self-deceptive patriotism and support to hegemonistic ambitions would be counterproductive. The issue demands correct approach to its solution, otherwise there would be just a disillusionment.

However, South Asia, which constitutes twenty per cent of the world population, have vast economic potentials----natural resources and manpower---- but unfortunately, it is one of the world’s most poverty-hit regions due to imperialist economic hold and political manipulation. The post-Cold War era has opened a new vista for regional economic cooperation and political realignment in the drumbeat of globalization. Regional cooperation is the only counter-measure to effectively offset the imperialist-oriented globalization’s terrible economic fallout. The countries of our region have no option other than the immediate wider range of economic relations for maximum windfall, and it is only possible when political landscape of the region is made pleasant and harmonious through resolving conflicts and removing misunderstanding. Anti-imperialist democratic, progressive and communist forces owe more responsibility to this cherished objective, and they have to make concentrated endeavours to this end.

Moreover, in the backdrop of international and regional politico-economic polarization, there is a need for close liaison and solid fraternal relations among the Communist and working class parties of the region to foil imperialist machinations and encroachment in the area as well as to prevent the bourgeois classes and their leaderships from war mongering. Similarly, the increasing imperialist vendetta in general and American unilateralism in particular demand of the working class parties here to evolve maximum possible strategy and tactics through consensus for social transformation. The chauvinistic and narrow nationalist approach has to be done away with in order to strengthen broad-based regional and international cohesion. Though the task seems to be tough ostensibly, it has to be made a reality through the spirit of Internationalism that needs to be adhered to.

We believe the successful conclusion of the Congress of your Party will add renewed spirit to anti-imperialist and class struggle to ultimately help get rid of imperialist clutches in one hand and set up classless society, burying the evils emanating from the breeding ground of class society on the other.
