Biking as Sustainable Transportation
Speaker

George Crabtree is Professor of Physics at University of
Illinois-Chicago and Senior Scientist in the Materials
Science Division at Argonne National Laboratory. He has
published more than 400 papers in leading scientific
journals and has given over 100 invited talks at national
and international scientific conferences. His research
interests include materials science, sustainable energy,
nanoscale superconductors and magnets, vortex matter in
superconductors, and highly correlated electrons in metals.
He has led workshops for the Department of Energy on
hydrogen, solar energy, superconductivity, and materials
under extreme environments, and co-chaired the
Undersecretary of Energy’s assessment of DOE’s Applied
Energy Programs. He has testified before the U.S. Congress
on the hydrogen economy and on meeting sustainable energy
challenges.

than any motorized transport, provides valuable
cardiovascular exercise, uses a small fraction of the space
required for driving and parking cars, and costs less than
private cars or public transport. Why don’t we bike more?
The Netherlands, Denmark and Germany have created
bike-friendly transportation cultures that attract riders to
the road. Bike culture is now emerging in the US and Canada.
Find out what happened in Europe and how Chicago fits into
this picture.

The UIC Sustainability Lunch Series is designed to increase
UIC staff, faculty and student engagement in activities that
reduce negative environmental impacts both at home and on
campus. By providing information that relates to our lives
on and off campus, we hope to demonstrate how and why
stewardship of the environment matters, and that simple
actions can scale up to big impacts.

Sessions begin at Noon and are an hour in length, generally
held on the first Wednesday of the month, alternating
between the east and west side locations. Please feel free
to bring a brown-bag lunch. Drinks and cookies will be
provided.

A City Hall rewrite to tighten rules for protesters at this spring's
gathering of international leaders in Chicago would also place permanent
and little-publicized restrictions on all future demonstrations.

Mayor Rahm Emanuel proposed the changes to the city's parade ordinance in
his December request to the City Council for expanded powers to deal with
the NATO and G-8 summits, set to overlap between May 19-21. The mayor said
his request for new spending authority and additional restrictions on
public gatherings "is temporary and it's just for the conference and it's
appropriate."

*But the mayor's office now acknowledges the protest rules would be
permanent. *And a closer look at Emanuel's proposals reveals a series of
changes to arcane parade regulations that would be accompanied by a large
boost in fines for violations — from the current $50 for some to a minimum
$1,000 per violation.

Stiffening rules on typically fluid demonstrations will increase the
likelihood of violations, giving police more opportunity to crack down and
making it more costly for demonstrators, free speech advocates said.

"It's clear the more stringent the provisions, the more numerous, the
greater the difficulty in complying with those provisions," said Harvey
Grossman, legal director for the American Civil Liberties Union of
Illinois. "It's an unnecessary show of authority and something that will
have very little meaning in terms of altering conduct."

The city has yet to detail how authorities will aim to contain protesters
and deal with violators, and it is unclear that increased fines or other
rules would deter the types of violent protesters who have disrupted some
gatherings of the world's business and government leaders.

"Our goal is to ensure that participants and visitors enjoy productive and
safe summits and that the First Amendment rights of those that wish to
protest are protected," police Superintendent Garry McCarthy said.

*The City Council is expected to consider the changes at its Jan. 18
meeting.* But before that, demonstration organizers for the most well-known
local protest groups plan to submit applications for an assembly point and
parade route on Tuesday, the day for groups wanting to be first in line for
consideration.

To rally at Daley Plaza, where protesters want to start their
demonstration, they must file an application with the private real estate
company that manages the coveted gathering spot on behalf of the city. To
march in Chicago's streets, a separate form must be filed with the city's
Department of Transportation.

Joshua Kaunert, an Occupy Chicago protester who plans to demonstrate during
the international summits, said Emanuel is attempting to "punish those who
seek to voice their grievances, while simultaneously obstructing the permit
process for rallies or marches."

"This legislation is not a temporary solution to the perceived problems
that the mayor supposes the upcoming NATO and G-8 summits will present the
city of Chicago, but a permanent legislative change that will restrict our
freedoms indefinitely," Kaunert said.

The proposed changes would change the hours for legal demonstrations, add
new requirements and boost punishments for all sorts of violations.

The duration of demonstrations would be reduced by 15 minutes to exactly
two hours. Public parks and beaches would be closed until 6 a.m., two hours
later than now. Loud noise, amplified sound and music at parades and public
assemblies would be allowed only between 8 a.m. and 10 p.m.

One new requirement calls for organizers to provide a parade marshal for
every 100 participants. The marshals would be responsible for ushering
parade participants at the assembly point, along the route and at the
disbanding areas.

None of the changes appear to account for the inherent unpredictably of
public demonstrations, said Andy Thayer, with the group Coalition Against
NATO/G-8 War & Poverty Agenda. It is hard enough to corral a large group of
individuals who want to voice their dissent, much less keep them in line
and get them to disband in a little more than two hours, organizers said.

"We never know how many people are going to show up. The changes are subtle
... but it gives the city a lot more latitude to frankly punish
demonstrating organizers," said Thayer, a longtime activist who said he has
repeatedly been cited for violations of city parade rules.

Under Emanuel's proposed parade ordinance, the maximum fine for violations
would double to $2,000. Emanuel also is asking aldermen to double the
maximum fine to $1,000 for protesters charged with resisting or obstructing
police officers. The minimum fine would be hiked from $25 to $200.

The threat of increased fines is unlikely to deter protesters, Grossman
said, especially those who are interested in conducting themselves in a
lawful and peaceful fashion.

"It's a little bit of phony posturing and a lot of bravado," Grossman said.

The back-to-back summits will be held at the McCormick Place convention
center. The events are expected to bring roughly 10,000 visitors to
Chicago, according to the host committee.

My concern is that Rahm intends this to be permanent and that it may be applied
to many types of protests and gatherings far beyond the scope of G8/NATO. We
don't know how repressive it might get.

I think this is more an issue of police relations for Critical Mass than
law. If the police who ride along decide to go along with historical
precedent, it won't make a difference, but if their attitudes change
(perhaps because of direction from the top), it very well might. We'll see.

What parade?  I only go once a month for a bike ride.

Who would apply for a permit?  Who would the permit be given to?  Nobody
there is going for a parade, a protest, or anything else. Nobody
organized it, nobody runs it.

There's no way it could be 'grandfathered' in because it doesn't exist.

It's just a bike ride.

Yeah I am with Bob on this one. There isn't any pretense of organization
regarding our community. Rahm might not get it but the white shirts do.
When they push we push back harder in greater numbers. (Not talking
violence.)

At this point it looks like we'll be showing 6 features ranging in

local Chicago bike-vlogger.

I was at the city hall press conference this morning and many of the most
egregious elements of Rahm's proposal have received little press coverage.

For protests and demonstrations it will be required to register all
banners, signs, amplified sound equipment and any "attention getting
devices" 2 weeks in advance.  For a march, one must list all groups
attending, the order of the groups in the march and the number of people in
each group.  This could make spontaneous public participation in a march or
rally a permit violation subject to arrest and a $1000 fine.

This doesn't just apply to the NATO/G8 summits.  It will be applicable to
any protest or demonstration.  The St. Ratrick's Day parade will likely get
a pass, but members of the teachers union, transit workers, hotel workers,
parent's fighting the closure of a school or library are all likely to have
trouble with this legislation designed to keep us safe from violent
anarchists.

The city council will be voting on this Jan. 18th.  I am going to call my
alderman and implore him to vote against this repressive legislation.  I
hope you call yours too.

Thank you Todd! Going to the aldermans office and calling is the best way to put
pressure on this thing now, before it gets too far, And if enough people call
(of course) it will have an impact. It doesn't hurt to volunteer to help the
alderman with ward activities either, and you'll have a word in his ear for
these important issues. My opinion...Rahm needs a wake up call! This can be a
Democracy After all!

I think it would be a more effective ploy to have many people visit
individually, rather than gang up on an alderman. That way it is a
public outcry as a one-on-one, as opposed to a small scale ganging up. A
steady stream of individuals in rapid succession sends a message of
broader consequence than a group.

Ten people at once at an alderman will be quickly dismissed, and if
things get unruly it will lead to bigger problems. Ten in a row would
tie him up for hours and be less threatening. Do that every day, and
something will be noticed.

That seems more effective to me, anyway.. We would want them to be
proactive, and too big a show all at once would be threatening- could
convince them that the stricter laws are necessary.. Unfortunately, I'm
out in the suburbs- I just loved the Critical Mass after Thanksgiving..
I'm new to this game, but would hope to be able to participate again and
again. I wasn't aware of the ride until my son in law invited me out.
(He lives in Bucktown). It was a fun ride- I'd hate to see the gov't
screw with it.. They screw with too many things already. They shouldn't
try to fix a problem that doesn't exist, ya know..

John, good point on looking for the full text of the proposal.  I haven't
seen it and it is awkward to work from hearsay.  I've put in an inquiry
with others I know are working on this issue and if I succeed in getting a
copy of the text I will post it or a link to it here.

It's also been reported in the newspaper stories that Rahm has asked for a
blank check from the city to implement security for the event and has asked
for the power to deputize law enforcement personnel.  In a time of budget
deficits and austerity I'd oppose both of thee if true.  Everything else
must function within budgets, often shrinking.  The city pays out millions
every year for police misconduct.  Deputizing people who likely don't have
the training or experience to be police officers to handle law enforcement
during a time of heightened tension increases the risks that the city, ie
taxpayers, will have to pay crazy fines.

It turns out there are several ordinances in Rahm's security proposal
package for the NATO/G8 summits in May.  All of them should be listed at
http://chicago.legistar.com although I don't yet know how to find them all.

Though they were presented by Rahm as temporary measures for the summit, he
now says that was a mistake that they are to be permanent.

The one changing the rules for parades and public assembly is O2011-9742
and was submitted last month.

articles of clothing or their lack are common attention getting devices.  A
tall bike is undoubtedly an attention getting device.  We don't have to
register one to ride alone, but will it need registration to be ridden at a
rally or protest?

The new definition of who must get the permit is contained within and it
wouldn't surprise me if it has been written in a way to set up for a legal
battle with critical mass.  Even if if CCM can be successfully defended
other rides such as WNBR might also be at risk.

Has anyone had experience getting a folded down kid trailer (Burley
specifically) onto Metra along with their bike? I am contemplating
taking the kids out to Elgin tomorrow with bike and trailer. The hard
part is juggling it all at the station, and getting it aboard. I'm
willing to try if Metra will allow it.

As well, there's live music to accompany our regular Thursday night
happy hour tonite at Boulevard Bikes. Critical Massers the Ordinary
People will be playing folkie music from six to eight. food and drink
will be available.

If the train isn't crowded, the conductor is feeling in a good mood, you can get
the bike on in seconds, the kids can get on without your help AND the trailer is
completely folded up...


You *might* be allowed on the train.


Technically, trailers and trail-a-bike attachments aren't allowed on the train. 
They are pretty strict on this.


I have had success twice:  once when my dh helped me load everything onto the
train (but wasn't himself accompanying us), and once when the trailer was used
as a stroller (ie. no bike).


The Rock Island has been pretty great about bike things on the train.  The Metra
Electric has not.  I've heard a lot of horror stories about the conductors on
the N. and NW Metra lines.  Just sayin'.


FWIW, I've also been told that trailers are not allowed on CTA "el" trains
(including by someone over the speaker while sitting on the train!), but I've
never been physically escorted off.  Mind you, I've only done this after 8 pm,
not during the daytime or rush hour.

I had 14 kids ready for bike riding last night.  :-D
We ended up doing about 5 miles on bike, plus about an hour at a playground.


Gotta love the warm weather!


FWIW, someone gave me some silicone bands from the chainlink/active trans at the
last Critical Mass.  They are the BOMB for attaching flashlights to bike
handlebars.  I used up all of them last night.  If anyone knows where I can get
some more, I would be soooooo grateful!!!!

Someone named Rick made those and I believe he paid for them out of
his own pocket and decided on his own to promote Active Trans, The
Chainlink, and Bike Winter on them. (Bike Winter is on the inside.)

He asked for help passing them out at December's Mass. I have extras
and will pass them out at January's Polka Ride.
