Invisible Fence Rule Background:
What had been brought to the Board's attention by residents was the grave concern that a young child might wonder into a front yard with an invisible fence and be attacked by a dog that may be protecting it's territory or injured by a dog just being overly playful. Another significant concern of residents is the quality of life issue of trying to take a walk around our community without being barked at by a dog or dogs that get close to the sidewalk or, as has happened on at least two occasions, attacked by a dog that charges through the invisible fence.
Also, the Board contacted the SPCA to get their input on invisible fences. They are very much against invisible fences, mainly for safety reasons. They advised that invisible fences are not safe and that a dog will go through an invisible fence in any number of circumstances and that there is no protection against a child wandering into the dog's territory. They stressed that a dog owner must have complete control of their pet at all times when the pet is outside the home and that an invisible fence only provides a false sense of control. Additional safety situations specifically mentioned were the danger to dogs being walked that "cross the fence" into the dog's territory and power failures that eliminate the limited control provided by the invisible fence.
