If he / you not certain, don't worry about not including the
client ID number. Just make sure other information from whatever
ID he used to enter Canada is part of the request (attach note
or copy of the ID to the request if necessary).

Well, the good thing is, if he can enter Canada even after
further inspection, chances are he should be Ok with PR
application also.
