Indeed, the logical way WAS the correct until about 5 years ago. The problem was too many people were requesting ITINs, ultimately for fraudulent purposes....
ITIN is not a Social Security Number,can not be use as a BackGround and Credit Check Either. It is only use for the person who is not allow to work in USA...
I agree that an ITIN is not a SSN but I disagree with the part about opening a bank account with one. I did so myself back in 2004 and kept the account open...

Fran Is correct. The only reason the bank needs a tax id number is so that it can inform the IRS about income you earn, so an ITIN is a perfectly valid ID...
