As a member of an SNI NAC I was surprised to not (again) be on your email list regarding your RDA budget survey.  I was however, forwarded the survey and found it to be skewed towards getting a specific outcome and also to be deficient in explaining why some neighborhoods get SNI funding and others don't.  It is obvious that what you are trying to craft is a response that supports your recent memo to withhold all funding from housing and SNI because these programs are not part of your vision of "economic development" yet you fail to point out that both programs create jobs, support our economic base and in the case of SNI generate more dollars than they "take".
 
While you were very lengthy in your descriptions of how RDA works, what can be financed, etc. you completely left out how SNI came about, the fact the neighborhoods in question have been declared legally blighted which drags down service requirements across the city and the study done that shows a huge contribution in private funding in the SNI areas.  The SNI areas have targeted capital improvements which bring jobs and have been responsible for a huge amount of money flowing into San Jose, as well as job creation, all while correcting the blighted conditions.  When streets get sidewalks, curbs, gutters and trees, somebody gets a contract to do the work.  I will be glad to forward you the link to the independent study that shows how much money SNI actually generated.
 
You also go back to pitting neighborhood against neighborhood by inferring that a small portion of D6 (and the entire city) is benefitting from the practice while the reality is, those neighborhoods have done without for decades and are suffering from past practices.  On one hand you recommend (through your wording) that we should abandon (for now) building or supporting housing services because low income housing does not bring in park fees.  Yet, you fail to note in your own district how SNI has contributed to those park fees and has put green space in areas previously lacking.  You also note that Shasta Hanchett is outside an SNI when, in fact, they have two members on our board because part of their neighborhood is, indeed, in the Burbank/Del Monte NAC.
 
In your category of "how do you rank your preference for spending redevelopment money" you completely leave out the SNI category, assuming that it's a done deal.  You also left out housing and made it a series of "economic development" bullet points. This will allow you to skew your data when people didn't have the option of casting that vote.
 
If you want specific results when conducting a survey, you should simply state, "Hey, I think we should do this, what do you think" instead of making it look like you are seriously conducting a bit of research and are trying to keep people informed.  This discredits the current "survey" and calls into question any survey you have done.
 
If, however, you truly are asking for full input and not pitting people against each other with incomplete information, then I would suggest that you pull the current survey and re-write it.  I do appreciate the dire straights we are in financially.  I've been involved with Redevelopment and City funding for over a decade.  We must cut, we must be careful with our dollars.  We must also be sure then when asking questions for future actions we are giving out complete information.
 
Finally, beyond the fact I am highly upset by this survey, I want to add I'm insulted by the fact you call District 6 "Greater Willow Glen and Rose Garden" in the opening part of the survey.  Those may be the neighborhoods that brought you the votes on your first election, but they hardly make up the entire district...especially when you are so careful to call out all the other neighborhoods who are getting "special treatment" through SNI.

Gently Used (or New) Halloween Costumes Needed!

Last year, CommUniverCity (a partnership of some neighborhoods east of
downtown, San Jose State University and the City of San Jose) gave away 1400
costumes at its Safe and Green Halloween event attended by over 2500
community members.  The neighborhoods participating are predominantly Latino
working families and immigrants, so the free costumes were eagerly welcomed.

This year the need remains and is even greater, but the partner organization
that provided the costumes last year is unable to do so again.   

We're appealing for contributions of new or gently used costumes -- a chance
to clean out your closet!

If you can help, please bring your costumes to the South Bay Labor Council,
2102 Almaden Road, Suite 107, San Jose, 95125, no later than Wednesday,
October 14.  The Halloween event takes place October 23.

Hi all;
 
Apologies for the mass mailing, but if you haven't seen it already, please read Scott's column in the Mercury News.  I have had a hard time explaining to outsiders why this project was important and why we fought so hard.  Not only does Scott explain the key points in a tiny space (after all, it took us reams of paper), he does it accurately and completely.
 
This is a project that had many issues, but there were two key elements that got lost somehow: (1) We have lobbied, supported and begged for affordable housing in our area, and; (2) While we started off separately, we came together in the last few weeks in a united effort from our poorest neighborhoods to our most wealthy, across the entire district including the business people. 
 
This takes the sting out of the accusations we endured, the snide comments and the implication from people who know nothing about us or our work that we simply were against affordable housing and threw everything, including the kitchen sink, at the project in a desperate last minute rally.
 
Thank you, Scott!  And bravo!

Ballpark Economic Impact
 
The Major League Ballpark Economic Analysis was accepted by the City Council and Redevelopment Agency Board at thier September 15, 2009 meeting.  The report to the City Council and Redevelopment Agency Board provides an overview of the anlaysis and summary of key findings.
 
The purpose of this analysis is to provide an estimate of the economic and fiscal impacts associated with the development of a proposed Major League Baseball ballpark in the Diridon Station Area. The analysis was conducted by Convention Sports and Leisure International (CSL).

Hi all;
 
First of all WHOOHOOOOO!!!!!!!
 
The 3 items on the agenda tonight were (1) ruling either for or against the zoning protest (2) ruling on the proposed project (3) annexation of a large part of land that included the Sunol site but was to be zoned residential in large part.
 
City council upheld the zoning protest and did not hear the project per the rules.  The annexation went through with a change to continue to keep the property in commercial zoning.  So, for at least two years we do not have to worry about degrading the commercial aspects of the site.
 
I won't lie, it was very, very close and most of us did not expect the outcome we got.
 
But, for those of you who have been dealing with this area...it is the first victory we've had in the 11 years I've been working on Midtown issues.  And we went three for three!

this parcel is being developed together with the parcel on the other side of the
tracks (between Parkmoor, Lincoln, Race and VTA tracks), which is starting to
look like it is getting close to completion.  I do not know when they will start
building the North part.

The plans are on the permit website, I remember having seen them a while back).

The piles of dirt is the result of grinding up the tilt-up office buldigns that
used to be along Race, and I presume will be reused to make new concrete.

FYI the first date conflicts with the Diridon meeting at the Tech Museum, so if you are interested in attending public meetings for both of them, I'd suggest hitting the Diridon on the 12th and the Greenprint later...And to think I couldn't figure out why we were meeting at the Tech ;)

Good Afternoon,
Please take a moment to consider commenting on the upcoming development (PDC08-034) known as the Sunol Court project.  This project consists of Planned Development Rezoning and subsequent permits for a mixed use development consisting of up to 117 multi-family residential studio units above a podium garage, and up to 2,000 square feet of commercial on a 1.32 gross acre site located on the east side of Sunol St, approximately 120 ft north of W. San Carlos St. (270 Sunol Street and 777 W. San Carlos Street).

The existing General Plan designation for this site is Transit Corridor Residential (12+DU/AC), Transit Corridor Residential (12+DU/AC) with General Commercial Overlay, and Industrial/Commercial with Live/Work Overlay.  The existing zoning is Unincorporated County.  This plan is considered within the Midtown Specific Plan boundary.

The Project applicant is Core Affordable Housing , LLC (Chris Neale) 470 South Market St. San Jose 95113.

The informative Public Outreach meetings on this project started in May 2008 and have been on-going.
The pre-zoning decision is ready to be acted by the Planning Commission on Sept 9th. They will give their recommendation to the City Council which will make the decision on Sept 15th on whether to proceed with this project and grant the zoning for this project.  We are looking into filing a zoning protest due to the belief that the Planning Department will be presenting a staff initiated conventional zoning proposal which has the potential to take zoning level up to 60 - 100 units to the acre.

This project is directly next to the County Office of Education's Foundry Community Day School.  The Santa Clara County School Board has agendized this project for their next board meeting on Sept 2nd.  With only 69 parking spaces for the potential 234 residents, guest, employee, and retail parking… we are concerned the residents will be using the school’s parking and playing fields – as there is very little green space for the potential 234 residents.

The meeting starts at 5pm – however, we have been told that at or around 6pm our Agenda Item 9B will come up.

Some of the questions you might consider posing:

  • When was this SCC School Board notified about this project?
  • Isn’t it a legal requirement for all adjoining landowners to be notified of an upcoming proposed development so they can be involved in the process, if they wish?
  • What is the profile of the new resident?
  • Does the developer even know what category of affordable housing-type this will be yet? (Extremely low, low, etc?) Is it correct that this cannot be determined until the Developer’s financing is secured? Has this been accomplished?
  • Will this then, determine what type and range of services, and whom the service provider will be? Will this not form the profile of the “new resident”? If so, how can the “new resident” be presented to us, now?
  • What prevents this project from being operated by a drug and alcohol rehabilitation service?
  • What prevents this from becoming a Transition Shelter?
  • What prevents this from being operated as a “wrap-around” service with mental health issues?
  • Who actually “owns” the building?
  • Who is responsible for choosing the service provider -And how are those contracts renewed?
  • How might this new project’s population change over time? Is there a Process to inform the Neighboring Community, if it does?
  • Is it possible that this population could become a halfway house?
  • Using what criteria will the new residents be screened?
  • Will the new project’s population be similar to the Esperanza SRO on Bird Ave – near Auzerais? This complex provides wrap-around services for people from the Shelter. At a recent Planning Commission Hearing, the property manager testified about ongoing alcohol & drug relapse problems at the facility.
  • Is the 2000 sq ft of retail really used as a lobby for this development?
  • How does this fit in with the Midtown Community’s “vision” for vibrant retail on W. San Carlos St?
  • How does this project, with no Park Fees, benefit our Midtown Community’s Vision – especially in it’s close proximity to the valuable Diridon Area site?

In partnership with Knight Foundation, San Jose’s Wikiplanning online pilot project seeks broad input from community about City’s Envision San Jose 2040 General Plan update

 

Participants eligible for complimentary tickets from San Jose arts, entertainment and cultural organizations

 

Beginning midnight Aug. 1 and continuing through Oct. 31, the City of San Jose will be open 24/7 to collect community input concerning the City’s general plan update, Envision San Jose 2040.  The community is invited to visit Wikiplanning, www.wikiplanning. org, San Jose’s new virtual collaboration tool, supported in part by Knight Foundation, to weigh in on the future of San Jose and the best strategies for success.

The Envision San Jose 2040 General Plan Update is the City’s long-range plan for where and how San Jose will grow in the future.  The Plan identifies locations for jobs, housing, stores and shops, parks and open space and other community facilities, guides infrastructure development and has policies that help the City plan for the delivery of important City services such as public safety and libraries.

 
 

“San Jose has a strong tradition of extensive civic engagement.  We value and invest in significant outreach around policy issues, from development projects and neighborhood planning to public art, housing, and parks,” said San Jose Mayor Chuck Reed.  “Using the wiki platform to increase the number and diversity of residents participating in local government decisions around the General Plan furthers our City’s commitment to civic engagement, open and honest government, and reaching decisions in full view of the public,” said Reed.

 

Even with open government and pervasive engagement, it ischallenging to get time-pressed residents to attend evening and weekend meetings—traditional methods of civic engagement.   Wikiplanning allows the community to address Envision San Jose 2040 city planning issues discussed at traditional public meetings.  But instead of attending a meeting, the community will be able to weigh in from their own homes, workplaces or anyplace with an internet connection any time throughout the day or night—allowing a diverse range of residents to make their voices heard with community planning leaders.

An intangible advantage of the Wikiplanning project is the participation of younger members of the community. Given the pervasiveness of internet usage among younger members of the community, Wikiplanning aims to represent all of San Jose’s population—including the age group that will be most active in 2040.

 

“The Envision San Jose 2040 Update conveys the vision for the City’s future, based on the values and priorities of our diverse community,” said Sam Liccardo, councilmember, City of San Jose and co-chair Envision San Jose 2040 General Plan Task Force.  “The wiki platform engages our oft-overlooked younger residents in the public process to shape the future of the San Jose that they will soon lead,” said Liccardo.

On August 25, 2009, the City Council is scheduled to consider an ordinance amending Title 23 of the San Jose Municipal Code (the Sign Ordinance) to allow programmable display signs (LED/electronic signs with changeable messages) for large ground-floor spaces in the Downtown Sign Zone.  A notice of the public hearing is attached. Following is a brief summary of the proposed regulations:

Proposed Programmable Display Sign Parameters for Ground-floor Spaces in the Downtown Sign Zone

Number of Signs-1 sign for each occupancy frontage of 150 linear feet or more

Maximum Sign Area-35 square feet (a programmable display sign may be attached to or surrounded by a conventional sign subject to the overall sign area limits)

Maximum Height-25 feet above grade

Other Restrictions-  • Sign must be attached to a building

• Sign cannot be mounted on or cover a window

• Sign cannot be mounted on or illuminate that portion of a building façade or wall containing residential living units.
