greetings to all -

as i am one of those folks who are still in europe, it is a bit
easier for me to sneak over to garmisch every once in a while. i took
bsa troop 324 from stuttgart down to garmisch over presidents day
weekend. we all had great fun... stayed in keans lodge.

my god did those memories rush back. the hill with "please walk",
scott wishart, camp commissioner, who was always late for meals,
vinze c. returning from shopping one day with a bunch of giant water
guns, the massive campfire with the old tents after the fianl season
was over, the staffdinner with bruce hornsby "whats all the crying
for", our staff area with the alpspitze in sight, when you out the
tent flap... and so on... it was amazing to have all those things
come back.

i`ll try to post some pics i took soon.

at garmisch and at keans lodge this winter. surely no more snow left,
as it is very hot in germany right now - perfect weather for camp!!!

Dear friends:

Many of you may have had the opportunity to meet my brother
Jason at one time or other.  For the past 8 years Jason has
served as a medic in the U.S. Army Reserves.  Last year, his unit
in Arizona was activated for the Iraq war, but he was not called
upon to travel to the Mideast for combat operations.

A few weeks ago we learned that Jason was activated and would
be going to Iraq.  He left for pre-deployment on Saturday,
traveling to San Diego.  When he arrived, he was told that he was
not going to Iraq.  Instead, he will be going to Afghanistan.
Jason will be training in Fort Hood, Texas for the next month and
should be headed to Afghanistan in May for a one year - 18
month deployment.

I ask that you keep him, his 2 year old daughter and my parents
in your prayers.

Allow me  to take a few moments to mark the  18th Anniverary of
that  Great  Watershed (or is that Watercloset?)  event in the
history of Scouting known as Inter-Expo '86!

Held at the once-peaceful Olympiapark in Munich  this event was
single handedly responsible for extending the cold war  another  4
years,  the end of Falco's career,  and  the friendly-fire deaths of
several innocent panes of  plexiglass.

Not to mention it was the moment when I first met a number of  people
who despite their  desperate attempts to deny everything,   would end
up playing vital roles in global  events that would scar a tierheim
and its staff and a herd of cows for generations to come.  Tom &
Karen "What financial loss?" Slavieck, Dave and Betty "What trading
post mark up?" Perry, Tim "What loose change"? Perry,
James "Computers are  the future!" Manuel, Todd "How do I plug this
slide projector in" Allen, and  last and certainly not least  General
EB "It's a great day to fire howitzers at Cub Scouts" Leedy.

All (ok well not ALL) kidding  aside,  it is amazing to think that we
all met  on that fateful weekend.  So as to paraphrase the OA..
Pause... and look you back on EXPO!  So  raise  a dontation ..err. I
mean a toast  with Coca Cola and  celebrate 18 years of  Freindship,
fellowship and  combined  deniablity!

cooperation with the Department of Defense to provide quality
programs in support of Department of Defense families stationed
overseas.

Mannheim, Germany, 17 November 2004    Since 1950 Transatlantic
Council has provided Department of Defense families with quality
programs that prepare young people to make ethical choices over their
lifetime by instilling in them character, citizenship and personal
fitness. This was an important contribution to the quality of life of
American families living in Europe when we first started to support
families overseas. We remain a vibrant force as an advocate for
American youth on military installations today. The recent settlement
of the lawsuit brought by the American Civil Liberties Union against
the Department of Defense will change how we implement our program in
support of DoD families. In no circumstance will we permit this
decision to deter us from our mission. We will work with scouting
units currently chartered by Department of Defense entities to find
new chartered partners. We will work with civic minded community
organizations to accomplish this task. We do not foresee the loss of
any Boy Scouts of America program, or loss of membership as a result
of the settlement of this unfortunate lawsuit.

        The Transatlantic Council, Boy Scouts of America takes pride
in the great work accomplished by our 3,000 adult volunteers in
service to 10,000 youth. We provide youth and families with quality
programs such as winter camping in the Swiss Alps, a camporee on
Omaha Beach, 17 Cub Scout Day Camps, three Boy Scout summer camps, a
weekend in a German castle for high school aged youth, and much more.
We will continue these quality programs as well as supporting the
excellent work of our local volunteers. We will remain an important
adjunct to each DoD community's quality of life efforts.

Response to Religious Discrimination Charge
November 15, 2004

CHICAGO – In response to a religious discrimination lawsuit brought
by the American Civil Liberties Union of Illinois, the Defense
Department today agreed to end direct sponsorship of hundreds of Boy
Scout units, which require members to swear religious oaths, on
military facilities across the United States and overseas.

CHICAGO - In response to a religious discrimination lawsuit brought
by the American Civil Liberties Union of Illinois, the Defense
Department today agreed to end direct sponsorship of hundreds of Boy
Scout units, which require members to swear religious oaths, on
military facilities across the United States and overseas.

"If our Constitution's promise of religious liberty is to be a
reality, the government should not be administering religious oaths
or discriminating based upon religious beliefs," said Adam Schwartz
of the ACLU of Illinois. "This agreement removes the Pentagon from
direct sponsorship of Scout troops that engage in religious
discrimination."

Previously, Defense Department units held charters to lead hundreds
of Boy Scout troops and Cub Scout packs, which exclude youths who do
not believe in God. Additionally, the Boy Scouts of America requires
troop and pack leaders, in this case government employees, to compel
youth to swear an oath of duty to God. The ACLU of Illinois charged
that the Boy Scouts' policy violates the religious liberty of youth
who wish to participate but do not wish to swear a religious oath,
and that direct government sponsorship of such a program is religious
discrimination.

Today's settlement addresses a major portion of a lawsuit first filed
in 1999. In that lawsuit, the ACLU of Illinois challenged the use of
public funds by the Chicago Public Schools, the Defense Department
and the Department of Housing and Urban Development to support Boy
Scout troops. The Chicago Public Schools previously entered into a
settlement agreeing to stop their direct sponsorship of Boy Scout
troops.

Under the terms of today's settlement, the Defense Department has 60
days to issue a statement to U.S. defense facilities and military
bases across the world making clear that Defense officials may not
sponsor Boy Scout organizations. The settlement, however, does not
prohibit off-duty government employees from sponsoring Boy Scout
troops on their own time. The Boy Scouts will still also have access
to any military facilities that are currently made available to other
non-governmental organizations.

"It is critical that the Pentagon send this very clear signal to its
units across the globe to ensure that government officials are not
engaged in religious discrimination in their official capacity," said
Charles Peters of the Chicago law firm Schiff Hardin who assisted the
ACLU of Illinois in the lawsuit.

The federal court in Chicago still must decide whether the Defense
Department and the Department of Housing and Urban Development can
spend millions of taxpayer dollars to support Boy Scout units that
practice religious discrimination and require religious oaths. The
ACLU of Illinois has raised concern, for example, about the
Pentagon's handpicking the Boy Scouts of America - and no other
organization - for the expenditure of an average of $2 million each
year to support the national Boy Scout Jamboree. A decision on this
and other issues is pending.

The agreement was presented to U.S. District Court Judge Blanche
Manning. In addition to Peters, Laura Friedel and David Scott of
Schiff Hardin are also assisting the ACLU of Illinois in the case.

Dear Transatlantic Council Scouters,

Most of you have probably heard or read of the results of the
American Civil Liberties lawsuit against the Department of Defense
concerning DoD's support of the Boy Scouts of America. We are
heartened by the positive response given by the Installation
Management Agency-Europe in today's issue of Stars and
Stripes.

"We plan to continue our current support to the Boy Scouts and Girl
Scouts, which includes such things as:  facilities to conduct regular
meetings and recreational activities, and to store supplies, local
military telephone service, health care during scouting activities in
accordance with applicable service regulations, and space-available
use of youth services equipment," according to Millie Waters,
spokeswoman for the Installation Management Agency-Europe.

Based on BSA legal counsel and advice from our regional office, the
only change that will occur will be in the area of Chartered
Partnerships. The Executive Officer (head of) of our Chartered
Organizations and Chartered Organization Representatives are
appointed positions. DoD components will be directed to sever
chartered partnerships with our individual scouting units (packs,
troops, crews). This will not affect our units sponsored by churches,
Parent Teacher Organizations, American Legion, VFW and other like
minded civic organizations.

The following is our advice to our unit leaders whose units are
sponsored by Department of Defense Organizations.

1. If a DoD component Chartered Organization charters BSA programs,
units should seek out civic minded organizations who wish to charter
the finest youth program in the world. We believe these type of
organizations can be found in most communities.

2. The BSA has long recognized the right of private citizens to
organize a Scout association for the purpose of chartering a BSA
program. A unit committee could charter their unit by becoming the
Friends of Pack 123. We hope this would be a short term solution and
that eventually we would find a chartered organization that will
bring outside resources to support local leadership.

We believe that the best long term solution in our DoD communities
will be to invite individuals who share Scouting's beliefs and values
to form a private association for the purpose of chartering and
supporting local scouting units. We would hope that that many
individuals who benefited from  Scouting as a youth, and those who
believe in what we do will join to create an even stronger
organization working locally on behalf of our volunteers and youth.
We will keep you informed as additional information becomes
available. We will also be seeking long term solutions to this and
future issues that affect the Scouting program in Europe. A positive
element from what has transpired is the messages of support that we
continue to receive from DoD's senior leadership in Europe who care
deeply about you and your families. Everyone is approaching this with
a single purpose and that is to find a solution that has a minimal
impact on the good work you are doing as volunteers.

As we approach Thanksgiving, we are grateful for your efforts. We
wish you and yours a very happy holiday. Our youth are blessed to
have such caring and dedicated role models.

Some of you who worked at BHAC in the early years may remember Russ Gupton. Russ was a Ranger during my years (85-86) with BHAC. I think he along with his fellow Rangers invented the infamous Booty Juice and the Kramer Boys song (but don't hold me to the that). Well Russ is 38 with a wife and 9 year old son. Russ fought a battle with melanoma and was clean for 8 years before it came back again this fall. He is undergoing chemo and it is a pretty tough battle because the cancer is about everywhere. I know he can use your prayers and good thoughts. Even more, it would be great if you could drop him a line at

Hi All,

I'm keen to travel to BHAC for the reunion this summer with my eldest
son.  Perhaps like some of you, I'd like to save money getting there.
  Have any of you investigated a group rate for air travel from the
U.S.?  Perhaps an inexpensive lift from Uncle Sam for some of us
civilians?

hi,
just wanted to tell you all thanks for the prayers and thoughts. i
will be leaving this place in about a month headed back for the good
old USA. cant wait to get home. the people here in Lashkar Gah, are
happy to see us for the most part, they wave and smile now.  they no
longer glare and throw rocks so we are making progeress. today i went
to the airport and had a "class" gathering of little kids trying to
speak pashto to me and myself trying to speak back to them, i think we
both got an education.

I was at Camp Bayern in the mid-80's and the location was great, I
also remember doing canoeing on a beautiful lake there.  I was
wondering if anyone knew the name of the lake, and the location of the
camp, and the nearby town...I am planning on driving thru Germany soon
and would like to stop there again.

Camp Bayern is located in Garmisch-Partenkirchen, Germany.  The main portion of the camp was situated at Kean's Lodge, which was run by the Armed Forced Recreation Center in Garmisch.  Kean's Lodge sits at the foot of the Kramerspitze, on the west side of town.  The lake you are referring to is the Eibsee, which is at the foot of the Zugspitze, the tallest mountain in Germany.
 
I worked at Bayern High Adventure Camp from 1986-1993.  1993 was the final year for the camp and a sad day for many who literally grew up there.  Garmisch is one of my favorite places in the whole world.  We went back in August 2000 for a staff reunion and had a great time.  If you need recommendations on places to stay, I would be happy to forward that information.

Oh that is sad...all I can say is thanks for what was one of my best
memories growing up!

Yes it would be great to get some recommendation on where to stay in
the area...what was the name of the town there that was near the
camp.  I recall we went swimming and to see a movie there.

by the Armed Forced Recreation Center in Garmisch.  Kean's Lodge
sits at the foot of the Kramerspitze, on the west side of town.  The
lake you are referring to is the Eibsee, which is at the foot of the
Zugspitze, the tallest mountain in Germany.

Garmisch and Partenkirchen are the two towns there.  Garmisch is home to the swimming area and is the village closest to camp.  We stayed at the Gasthof Fraundorfer in Partenkirchen.  It is very nice and well priced.  Check online for their website - you can take a virtual tour and make all of your hotel arrangements online.  Let me know if you have additional questions.

Ok,

We  have  gotten email from  a number of  folks  (12 to be exact)
asking if  it would possible to move the  next  BHAC reunion from
this August to NEXT  August (2006)  reasons  for this  ranged from
conflicts with  the National Jamboree (most common reason cited)  to
the  current  Dollar-Euro exchange rate which makes  travel to
Europe  this summer  more expensive.

To be honest,  When the dates were originally set two years ago,  we
had  forgotten that  this was also a Jambo Year.  A guiding
principle  for  other national  scouting events  (NOAC, Philmont
Treks  etc) has  always been you dont  conflict with  the National
Jamboree either directly or  indirectly  (by making  people  choose
between one of the other.)   SO..... that having been said    The
BHAC  Alumni Association  certainly   wouldn't want someone  who
would otherwise  be at the National Jamboree  to NOT go  so they
could attend  a  BHAC reunion.

There will be a  Mini BHAC  Reunion  held in conjuction with the  OAA
reunion at  the National Jamboree.  Information on the OAA  reunion
is  available from Tom Slavicek.

And since Todd Allen would  quickly point out the  "actual" 20th
Anniversary of  BHAC (though not "Chronological")  is  2006 and not
2005  Let's  plan on the THIRD  week of August  2006  in GAP.

Thoughts?  Comments?  Rants & Raves?

WASHINGTON (AP) -- The Senate voted Tuesday to allow U.S. military
bases to continue to host Boy Scouts events, responding to lawsuits
and a federal court ruling aimed at severing relationships between
the government and the youth group.

The vote came one day after four adult Scout leaders were killed on
the opening day of the National Scout Jamboree at the Army's Fort
A.P. Hill in Bowling Green, Virginia, when a tent pole apparently
struck a power line.

In a 98-0 vote, the Senate approved the provision continuing the
hosting of Boy Scout events as part of massive bill setting Defense
Department policy for next year.

Senate Majority Leader Bill Frist, R-Tennessee, a former Boy Scout
who sponsored the Senate provision, said it is necessary to push back
on a spate of lawsuits to limit Boy Scout activities on government
property. The provision adopted Tuesday says Boy Scouts should be
treated the same as other national youth organizations

Frist said it "removes any doubt that federal agencies may welcome
Scouts to hold meetings, go camping on federal property or hold
scouting events and public forums" on government property.

In 1999, the ACLU of Illinois filed a lawsuit claiming the Pentagon's
sponsorship of such Boy Scout activities violates the First
Amendment. The ACLU argues that direct government sponsorship of the
group amounts to discrimination.

Civil liberties advocates have assailed the Boy Scouts organization
because it bans openly gay leaders and compels members to swear an
oath of duty to God.

On June 22, U.S. District Judge Blanche Manning ruled in the ACLU's
favor, saying the Pentagon can't spend millions of dollars to sponsor
Boy Scout events. She said in an earlier ruling that the government
spent between $6 million and $8 million to host the Jamboree on a
military base in 1997 and 2001.

The House in November overwhelmingly passed a nonbinding resolution
that recognized the Boy Scouts organization for its public service
efforts and condemned legal efforts to limit government ties to the
organization that has 3.2 million members.

Well a big hello to all from GAP!

the weather has been a mixed bag of beautiful sunny days and record
rainfall creating floods - but we've enjoyed it all!

I'll send photos and a more complete posting in a week or two if I can
get caught up on 'real' work.

I only got up to the old site once this week and only then in ligt
rain, so photos have been limited. I understand a group of US Scouts
was here this week but I didn't make contact - they may have cancelled
due to the wet weather.
