I'm really disappointed right now, but since our entire wellness day was
organized around outdoor activities, and given the impending storm this
Saturday, I'm afraid I'm going to have to postpone the event.

Rest assured, we WILL be putting on a Silver Terrace Wellness Day soon.

Assembly Member Alejo and 14 Legislators Sponsor Redevelopment Reform Bill

Assembly Member Luis Alejo (D-Salinas) has amended AB 1250 to include redevelopment reform provisions similar to those in SB 286 authored by Senator Rod Wright (D-Inglewood). Senator Wright has joined Assembly Member Alejo as the principal co-author on AB 1250, and 13 more State Senators and Assembly Members were added as joint- or co-authors.

The current version of the bill contains the redevelopment reforms that CRA and our allies have been supporting as part of an alternative to the Governor’s proposal for the elimination of redevelopment agencies.

Assembly Members Ricardo Lara (D-South Gate), Henry T. Perea (D-Fresno) and V. Manuel Peréz (D-Cathedral City) are joint-authors on AB 1250. Co-authors include Assembly Members Michael Allen (D-Santa Rosa), Nora Campos (D-San Jose), Wilmer Amina Carter (D-Rialto), Mike Davis (D-Los Angeles), Cathleen Galgiani (D-Tracy), Isadore Hall (D-Los Angeles), Bonnie Lowenthal (D-Long Beach), Tony Mendoza (D-Artesia), Jose Solorio (D-Santa Ana) and Senator Kevin De León (D-Los Angeles).

Since all Assembly Democrats voted to eliminate redevelopment agencies in March, please thank these courageous legislators who have taken a public stand in support of “mending it, not ending it.” In addition, encourage other members to add their names as co-authors to AB 1250.

CRA continues to work with Assembly Member Alejo, Senator Wright, and others on ensuring that the redevelopment reforms in this bill are effective and rigorous. The provisions in AB 1250 include specifications for making findings of blight; limiting how much of a jurisdiction can be included in redevelopment project areas, prohibition on using the school share of property taxes for new project areas or additions to existing project areas; requirements for performance-based standards and increased accountability; and restrictions on the use of funds for non-redevelopment expenses.

Reform Bills to Include CRA Member Suggestions

At its May 20 meeting, the CRA Board of Directors considered the input CRA members have provided on SB 286 and voted to ask for changes to subsequent versions of the reform bills when the next opportunity arises. Some of the concerns have already been addressed through the new amendments to AB 1250.

Other changes to be made include:

  • 20-acre limitation: amend to make exceptions for properties owned by agencies on or before the effective date of the legislation and for remediation of contaminated properties.
  • Assistance for job creation: amend to lower the 25-job threshold to 10 jobs. (This provision pertains to authority to aid "industrial and manufacturing uses" and does not in any way limit existing authority to aid other types of businesses.)
  • Race tracks and golf courses: amend to make it clear that redevelopment funds can be spent to convert existing race tracks to other uses and that assistance could be provided under existing agreements in effect on or before the effective date of the legislation.
  • Statements of Indebtedness: amend to limit revisions of the Statement of Indebtedness form to insuring uniformity of reporting by all redevelopment agencies.

CRA Members Urged to Continue Outreach to State Legislators

CRA continues to promote its voluntary contributions to schools proposal and the redevelopment reforms in AB 1250 (Alejo) and SB 450 (Lowenthal) as alternatives to the Governor’s proposal to eliminate redevelopment.

CRA members’ ongoing outreach to local state legislators is as important in this effort as the work of CRA’s team at the State Capitol. Remember:

  • Ask for your local state legislators’ opposition to the elimination of redevelopment and for their support of CRA proposals (click links for sample letters),
  • Thank them if they have taken action to “mend it, not end it,”
  • Ask local redevelopment stakeholders to contact legislators, and
  • Tell the story of redevelopment accomplishments and contributions.

Hello Bayview Friends:  The Shipyard Artists are spreading their wings and showing at ARC studios in downtown San Francisco.

Three Shipyard Artists are in the pop-up exhibit of monotypes called "One Off" on Saturday, June 18:  Richard Bolingbroke, Ellen Markoff, and myself.

What a great spread! If the catering tonight at the Opera House is any
indication we are in for some good Captaining.

The Captain and his 2nd in command do inspire confidence.

I asked if the police were consulted about the closing of Jerrold, since as I
see it the closing affects them being able to serve us as well, not to mention
our access to the fire department on Jerrold.

None of the officers had heard of the closing, but I was told they'd look into
it and call me back. I'll post if I hear anything.

We are happy to announce that we will have the next Neighborhood Court
Adjudicator Orientation on Wednesday, June, 15, 6:00pm  8:00 p.m.  The
meeting will be held at the District Attorneys Office, 850 Bryant Street,

Becoming a Neighborhood Court Adjudicator is a wonderful opportunity for
residents and other stakeholders in the community to become involved and
make a difference.  As an Adjudicator you will hear cases in your
neighborhood court and decide the best way to resolve them using the
principles of Restorative Justice and other mediation and community problem
solving practices.

Neighborhood Court is an initiative that addresses quality of life
misdemeanors sponsored by the DAs Office under the leadership of George
Gascn. The program is a diversionary program from the traditional criminal
justice process centered on the principles of Restorative Justice.

This year's collaborative health fair is ramping up to be even bigger and better (than our first) due in part to the support of UCSF to bring the community youth free dental screenings and fluoride treaments, DPH to bring prenatal care to expectant mothers and CPMC to bring massage therapy to a community in need of relaxed Moms with healthy babies and kids with strong teeth!

 

Last year, the city's "emergency responders," EMS Division, Station 49,  volunteered at the Opera House to provide these free health screenings:  blood pressure, blood sugar and spirometry (which measures lung capacity for asmatha prevention). We are excited to be welcoming Station 49 back along with their 40 foot MCU vehicle, which is intended to promote and register folks for an upcoming CPR class to be held at the Bayview Opera House.

I find it is really hard to slog through this on a pdf online.

 

The Blue Greenway is a 13-mile water and land trail fom China Basin to the southern county line. This is the Port part – it stops at Heron’s Head.

 

Reasons to Go:

1.    We will have to live with these elements for a long time. When I went to meetings last year the "plan" was that Mission Bay and Dog Patch waterfront parks would get a higher level of furnishings -- nicer looking, more expensive) than those to be installed in India Basin and Bayview.

2.    I am not sure the India Basin / Bayview part of the waterfront is being treated fairly in this process. For example, they are putting in a community garden, picnic area, etc at Cargo and Third – by the Fish sculpture -- is there a constituency that wants that? If so, cool, but is that our priority? My priority is making Cargo Way safe.

3.    MOST IMPORTANT: The India Basin Community Vision for safe bike / pedestrian transit is being completely IGNORED in this transit plan -- in this plan pedestrians and bike riders will have to fight it out along Jennings, Hunters Point Blvd, and Innes -- just like the current mess on Illinois Street -- rather than Blue Greenway clearly stating that we need the dedicated bike / pedestrian path the community and the Bike Coalition are asking for! We need new thinking on bike transit out here that best serves the existing and new community by being safe and scenic along the waterfront rather than shoved onto dangerous city streets.

4.    Water transit is ignored as far as I can tell! No water taxi, hover craft, ferries that I could see in this plan!

 

It is hard to get to these meetings, for sure. When I requested that the Port be a bit more community friendly about these meetings (coming out here rater than making us go to the Port (north of the Ferry Building) at 5:30 on a weeknight) David Beaupre said he would be coming out for PAC meetings. If anyone sees Blue Greenway on any PAC agenda -- can you PLEASE pass this information on so we can go? And give some real amount of time for real action? Were they at Sunday Streets so people could see and comment live?

Have you seen what they've done to ameliorate the problem under the Phelps Street viaduct (between Oakdale and Jerrold)?  It's pretty ugly, and questionable value. Seems so obvious they need someone to patrol it periodically, clear squatters and call in garbage dumping. They always try to pick the solution that involves less man hours—even if in the end it's more expensive.

Jim,

As for Quint St., I think it now gives a backdrop for us as neighbors to create something quite lovely, like a garden space.  As someone who called police and 311 regularly about the site, I can tell you that those alone just didn’t work.  The problem with the area is that it’s a multi-agency problem, with the Joint Powers Board (Caltrain) and DPW both passing the buck to the other because neither will go near the site while there are people living there.  Getting that fencing installed was not easy, either – it was a four month process, and took police to coordinate with both DPW, Caltrain and the city’s office of homeless services to first clear the people out (something neither DPW nor Caltrain will do), and then to get the agencies to clean the garbage away and then build the fence, which itself took two weeks to install.  Trust me, more man-hours have not been spent on this site since the tracks were laid.

I actually think the fencing has a great deal of value, as prior to it going in, the area appeared abandoned and unmonitored, except by the homeless.  People in their cars would race through, not wanting to look at the mess, and implicitly allowing the homeless people to stay.  Now with the fence, it looks like there are eyes on the site and that someone cares about it.  The homeless people who’d chose to live here now would be brought out from under the cover of the crossing and would be more easily seen when police drive by.  I think it may have little initial impact on dumping, and may just move the homeless encampments down the line, but it certainly feels safer down there now.  Time will tell.
