Tapanuli, not pataknuli.  Tapanuli or tapian na uli means the beatiful
beach located in Indian sea West Sumatra.

Yes, dating record is one problem that is to be solved by ours.  Maybe
research will be done by Batak student later.  We just did now some
estimation only.

Horas Jean,

Visiting North Sumatra today is very much safe, just like visiting any
other city like Singapore.  During next May, there will be pre-election
campaign. On June 7, this is election day. These activities, usually
attract mass crowded in city center.
If she is going to the Orang utan areas (National Park Protected area), I
am sure the place is very safe.

Kabupaten baru ini diresmikan <BR>                                               Menteri Dalam Negeri Syarwan Hamid tanggal 9 Maret 1999. Luas <BR>                                               Mandailing Natal 6.620,70 km persegi, penduduk 333.073 jiwa. <BR>                                               Bersamaan dengan itu, diresmikan pula Kabupaten Toba Samosir, <BR>                                               pecahan dari Kabupaten Tapanuli Utara, yang luasnya 71.680 km <BR>                                               persegi. Sumut kini memiliki 19 Dati II. <P>                                               Dipimpin Gubernur T Rizal Nurdin, dari 19 Daerah Tingkat II itu, enam <BR>                                               berstatus kotamadya, 13 kabupaten. Kotamadya masing-masing <BR>                                               Binjai, Medan, Tebingtinggi, Pematangsiantar, Sibolga dan <BR>                                               Tanjungbalai. Kabupaten masing-masing Langkat, Deliserdang, Karo, <BR>                                               Simalungun, Asahan, Labuhanbatu, Tapanuli Utara, Tapanuli Tengah, <BR>                                               Tapanuli Selatan, Dairi, Mandailing Natal (Mantal), Toba Samosir dan <BR>                                               Nias. <P>                                               Kenapa keamanan menjadi masalah paling penting bagi penduduk <BR>                                               Mantal, ternyata terkait dengan situasi yang terjadi akhir-akhir ini di <BR>                                               berbagai daerah di Tanah Air. <P>                                               "Yang paling kami harapkan pada Pak Bupati dan pejabat lainnya, <BR>                                               janganlah peristiwa seperti di Ambon dan daerah lainnya sampai <BR>                                               terjadi di daerah kami. Kalau kerusuhan seperti itu sampai terjadi, <BR>                                               kehidupan kami yang sudah susah ini akan bertambah susah," ujar <BR>                                               Bachrum polos. <P>                                                                       *** <P>                                               DI tengah kesusahan yang membelit selama ini, ketiganya bukannya <BR>                                               tidak punya harapan lain. Rasidah sebagai istri tukang kayu, Supardi <BR>                                               pemilik dua hektar kebun karet di samping setengah hektar sawah, <BR>                                               serta Bachrum yang nelayan tradisional, tahu kalau daerahnya cukup <BR>                                               kaya. Mulai dari potensi pertanian, pertambangan, kehutanan, <BR>                                               perikanan, sampai kekayaan alam lainnya. <P>                                               Sebagai istri tukang kayu, Rasidah mengaku pendapatan suaminya <BR>                                               hanya pas-pasan untuk makan. Sedangkan Bachrum, lebih <BR>                                               tergantung pada keramahan laut pantai barat Sumut. <P>                                               Supardi bisa dibilang lebih lumayan. Apalagi sekitar tiga bulan lalu <BR>                                               harga getah melonjak dari Rp 800/kg menjadi Rp 2.000 lebih/kg. <BR>                                               Hasil sawahnya juga lebih dari cukup. <P>                                               Harapan mereka? Amru Daulay SH yang dipercaya sebagai Bupati <BR>                                               Mantal, diminta sungguh-sungguh memperjuangkan nasib penduduk. <BR>                                               Bupati baru itu diminta sering turun ke desa-desa terpencil, berdialog <BR>                                               dengan penduduk. <P>                                               Lebih dari itu diharapkan bisa segera merealisasikan harapan <BR>                                               masyarakat. Secara sederhana, menurut Bachrum dan Supardi, <BR>                                               bagaimana supaya kekayaan alam daerah Mandailing Natal bisa <BR>                                               meningkatkan taraf hidup penduduk yang sebagian besar masih <BR>                                               terbelenggu kemiskinan. Selain itu, bagaimana membuat beberapa <BR>                                               desa tidak lagi "terisolir". <P>                                               Memang belum ada data konkret tentang jumlah penduduk miskin di <BR>                                               Mantal. Tetapi mengacu data sebelum ini, dari 1.542 desa yang ada <BR>                                               di Tapsel (termasuk Mandailing Natal), 647 tercatat sebagai desa <BR>                                               penerima Inpres Desa Tertinggal (IDT). Sebagai kabupaten terluas di <BR>                                               Sumut (18.897 km persegi, atau empat kali luas Kabupaten <BR>                                               Deliserdang yang 4.339 km persegi), Tapsel berpenduduk 1.073.600 <BR>                                               jiwa. <P>                                               Dari sekitar 300-an desa yang ada di Mandailing Natal, hampir <BR>                                               separuh tergolong miskin. Contohnya, lihat saja Desa Teluk Balai, <BR>                                               Tabuyung dan Batu Mundom di Kecamatan Batang Natal. <BR>                                               Kemiskinan memang pantas akrab di desa-desa itu karena lokasinya <BR>                                               terpencil. Untuk ke sana yang jaraknya sekitar 200 km dari <BR>                                               Padangsidempuan, diperlukan waktu delapan jam perjalanan darat. <P>                                               "Sekarang malah jalan darat tidak bisa lagi karena rakit <BR>                                               penyeberangan di Sungai Kunkun dan di Sungai Tabuyung rusak, <BR>                                               sehingga terpaksa melalui laut dengan kapal motor dari Sibolga," <BR>                                               kata Bacrum. <P>                                                                       *** <P>                                               KEKAYAAN Kabupaten Mandailing Natal memang menjanjikan. <BR>                                               Selain minimal separuh dari luas kawasan ini (sekitar 3.310,30 km <BR>                                               persegi) cukup berpotensi untuk lahan pertanian dan perkebunan, <BR>                                               ribuan hektar hutannya juga memiliki kayu-kayu berkualitas. Yang <BR>                                               tak kalah penting, di bumi ini tersimpan bahan-bahan pertambangan <BR>                                               seperti emas, timah, batu bara, marmer, gas alam dan semen. <P>                                               "Kita belum tahu persis berapa besar depositnya. Tetapi kalau bahan <BR>                                               baku semen bisa untuk produksi selama 150 tahun," kata Amru <BR>                                               Daulay SH yang dihubungi akhir pekan lalu. <P>                                               Bupati yang mantan Pembantu Gubernur Sumut Wilayah IV ini <BR>                                               menyadari benar tugas berat yang menghadang di hadapannya. <BR>                                               Berjanji akan berusaha sekuat tenaga mengangkat tingkat kehidupan <BR>                                               masyarakat daerahnya, Amru pun sepakat masalah keamanan juga <BR>                                               harus menjadi prioritas. <P>                                               "Habis, kalau keamanan tidak terjamin, bagaimana masyarakat bisa <BR>                                               tenang berusaha dan bekerja," katanya. <P>                                               Tetapi untuk konkretnya, Amru berencana sering turun ke desa-desa <BR>                                               berdialog dengan masyarakat tanpa memberitahu lebih dulu. Dari <BR>                                               kunjungan mendadak yang diisi dengan dialog, akan diperoleh <BR>                                               masukan berguna bagi penyusunan program kerja. Mana yang perlu <BR>                                               diprioritaskan, apa hambatan-hambatan selama ini, selain untuk <BR>                                               memotivasi masyarakat. <P>                                               "Seperti beberapa hari lalu ketika saya meninjau desa-desa di <BR>                                               Kecamatan Panyabungan, ternyata persawahan di sana tidak <BR>                                               kecipratan air proyek irigasi sungai Batang Gadis yang dibangun <BR>                                               dengan dana cukup besar dari bantuan Bank Dunia itu. Karenanya, <BR>                                               tidak heran, hasil sawah di Panyabungan dan sekitarnya hanya tiga <BR>                                               ton gabah per hektar," ungkapnya. <P>                                               Ia berjanji akan meminta pertanggungjawaban instansi terkait. <BR>                                               Kenapa hal itu bisa terjadi, apa jalan keluarnya agar para petani <BR>                                               benar-benar bisa memanfaatkan proyek irigasi Batang Gadis? <P>                                                                       *** <P>                                               WALAUPUN belum langsung berdialog dengan masyarakat di <BR>                                               pedesaan, Amru sudah punya konsep yang dianggapnya tepat untuk <BR>                                               membangun daerahnya. Membangun dalam arti yang <BR>                                               sebenar-benarnya, yakni meningkatkan taraf hidup masyarakat. <BR>                                               Kedua konsep itu dirancang setelah memperoleh masukan dari <BR>                                               berbagai pihak. <P>                                               Dalam teori sarjana hukum jebolan Universitas Sumatera Utara tahun <BR>                                               1960-an ini, apa pun bentuk pembangunan itu rakyat harus <BR>                                               dilibatkan. Jika tidak, hasilnya hanya sekadar meningkatkan <BR>                                               pendapatan domestik regional bruto (PDRB) dan pendapatan per <BR>                                               kapita. Itu pun hanya di atas kertas, sedangkan kehidupan penduduk <BR>                                               tetap memprihatinkan. <P>                                               "Makanya, saya akan gariskan, setiap pengusaha yang akan <BR>                                               membuka usaha di daerah ini, harus melibatkan rakyat secara <BR>                                               langsung, Jika tidak, tidak akan diberi izin," tandasnya. <P>                                               Dicontohkan, misalnya ada pengusaha yang akan membuka <BR>                                               pertambangan emas dan sebagainya, dengan segala upaya rakyat di <BR>                                               sekitarnya harus ikut terlibat. Begitu juga jika membuka perkebunan, <BR>                                               masyarakat mesti ikut menjadi pemilik. Dengan kata lain, <BR>                                               masyarakat jangan hanya tinggal jadi penonton, tetapi harus ikut <BR>                                               menjadi "tuan tanah" di negeri sendiri. <P>                                               Di samping itu, menurut Amru, yang tak kalah penting adalah <BR>                                               penertiban beberapa pemegang Hak Pengusahaan Hutan (HPH). <BR>                                               Selama ini, katanya, mereka bukan saja tidak memikirkan nasib <BR>                                               rakyat di sekitarnya, tetapi juga dicurigai selalu "main kayu" <BR>                                               sehingga berhasil meraup keuntungan milyaran rupiah. Main kayu <BR>                                               dalam hal ini, juga menggarap hutan di luar HPH-nya. Begitu juga, Bachrum Hasibuan (52), nelayan dari Desa Batu Mundom, Kecamatan Muara Batang Gadis, atau Supardi (44), transmigran yang kini bermukim di salah satu desa Kecamatan Batang Natal di pantai barat Sumatera Utara.<P>"Yang penting, desa kami bisa tetap aman, tidak ada kerusuhan atau kejahatan," kata mereka yang ditanya secara terpisah saat peresmian perkantoran Pemerintah Daerah Kabupaten Mandailing Natal di Panyabungan (520 km selatan Medan), pertengahan Maret 1999.<p> Kabupaten Mandailing Natal sebelumnya merupakan bagian dari Kabupaten Tapanuli Selatan (Tapsel). Kabupaten baru ini diresmikan Menteri Dalam Negeri Syarwan Hamid tanggal 9 Maret 1999. Luas Mandailing Natal 6.620,70 km persegi, penduduk 333.073 jiwa. Bersamaan dengan itu, diresmikan pula Kabupaten Toba Samosir, pecahan dari Kabupaten Tapanuli Utara, yang luasnya 71.680 km persegi. Sumut kini memiliki 19 Dati II. <p> Dipimpin Gubernur T Rizal Nurdin, dari 19 Daerah Tingkat II itu, enam berstatus kotamadya, 13 kabupaten. Kotamadya masing-masing Binjai, Medan, Tebingtinggi, Pematangsiantar, Sibolga dan Tanjungbalai. Kabupaten masing-masing Langkat, Deliserdang, Karo, Simalungun, Asahan, Labuhanbatu, Tapanuli Utara, Tapanuli Tengah, Tapanuli Selatan, Dairi, Mandailing Natal (Mantal), Toba Samosir dan Nias.<p> Kenapa keamanan menjadi masalah paling penting bagi penduduk Mantal, ternyata terkait dengan situasi yang terjadi akhir-akhir ini di berbagai daerah di Tanah Air. <p> "Yang paling kami harapkan pada Pak Bupati dan pejabat lainnya, janganlah peristiwa seperti di Ambon dan daerah lainnya sampai terjadi di daerah kami. Kalau kerusuhan seperti itu sampai terjadi, kehidupan kami yang sudah susah ini akan bertambah susah," ujar Bachrum polos.<p> <P> <B> <h3> <CENTER>***</CENTER> </h3> </B> <p> DI tengah kesusahan yang membelit selama ini, ketiganya bukannya tidak punya harapan lain. Rasidah sebagai istri tukang kayu, Supardi pemilik dua hektar kebun karet di samping setengah hektar sawah, serta Bachrum yang nelayan tradisional, tahu kalau daerahnya cukup kaya. Mulai dari potensi pertanian, pertambangan, kehutanan, perikanan, sampai kekayaan alam lainnya.<p> Sebagai istri tukang kayu, Rasidah mengaku pendapatan suaminya hanya pas-pasan untuk makan. Sedangkan Bachrum, lebih tergantung pada keramahan laut pantai barat Sumut. <p> Supardi bisa dibilang lebih lumayan. Apalagi sekitar tiga bulan lalu harga getah melonjak dari Rp 800/kg menjadi Rp 2.000 lebih/kg. Hasil sawahnya juga lebih dari cukup. <p> Harapan mereka? Amru Daulay SH yang dipercaya sebagai Bupati Mantal, diminta sungguh-sungguh memperjuangkan nasib penduduk. Bupati baru itu diminta sering turun ke desa-desa terpencil, berdialog dengan penduduk.<p> Lebih dari itu diharapkan bisa segera merealisasikan harapan masyarakat. Secara sederhana, menurut Bachrum dan Supardi, bagaimana supaya kekayaan alam daerah Mandailing Natal bisa meningkatkan taraf hidup penduduk yang sebagian besar masih terbelenggu kemiskinan. Selain itu, bagaimana membuat beberapa desa tidak lagi "terisolir". <p> Memang belum ada data konkret tentang jumlah penduduk miskin di Mantal. Tetapi mengacu data sebelum ini, dari 1.542 desa yang ada di Tapsel (termasuk Mandailing Natal), 647 tercatat sebagai desa penerima Inpres Desa Tertinggal (IDT). Sebagai kabupaten terluas di Sumut (18.897 km persegi, atau empat kali luas Kabupaten Deliserdang yang 4.339 km persegi), Tapsel berpenduduk 1.073.600 jiwa.<p> Dari sekitar 300-an desa yang ada di Mandailing Natal, hampir separuh tergolong miskin. Contohnya, lihat saja Desa Teluk Balai, Tabuyung dan Batu Mundom di Kecamatan Batang Natal. Kemiskinan memang pantas akrab di desa-desa itu karena lokasinya terpencil. Untuk ke sana yang jaraknya sekitar 200 km dari Padangsidempuan, diperlukan waktu delapan jam perjalanan darat.<p> "Sekarang malah jalan darat tidak bisa lagi karena rakit penyeberangan di Sungai Kunkun dan di Sungai Tabuyung rusak, sehingga terpaksa melalui laut dengan kapal motor dari Sibolga," kata Bacrum.<p> <P> <B> <h3> <CENTER>***</CENTER> </h3> </B> <p> KEKAYAAN Kabupaten Mandailing Natal memang menjanjikan. Selain minimal separuh dari luas kawasan ini (sekitar 3.310,30 km persegi) cukup berpotensi untuk lahan pertanian dan perkebunan, ribuan hektar hutannya juga memiliki kayu-kayu berkualitas. Yang tak kalah penting, di bumi ini tersimpan bahan-bahan pertambangan seperti emas, timah, batu bara, marmer, gas alam dan semen. <p> "Kita belum tahu persis berapa besar depositnya. Tetapi kalau bahan baku semen bisa untuk produksi selama 150 tahun," kata Amru Daulay SH yang dihubungi akhir pekan lalu.<p> Bupati yang mantan Pembantu Gubernur Sumut Wilayah IV ini menyadari benar tugas berat yang menghadang di hadapannya. Berjanji akan berusaha sekuat tenaga mengangkat tingkat kehidupan masyarakat daerahnya, Amru pun sepakat masalah keamanan juga harus menjadi prioritas.<p> "Habis, kalau keamanan tidak terjamin, bagaimana masyarakat bisa tenang berusaha dan bekerja," katanya.<p> Tetapi untuk konkretnya, Amru berencana sering turun ke desa-desa berdialog dengan masyarakat tanpa memberitahu lebih dulu. Dari kunjungan mendadak yang diisi dengan dialog, akan diperoleh masukan berguna bagi penyusunan program kerja. Mana yang perlu diprioritaskan, apa hambatan-hambatan selama ini, selain untuk memotivasi masyarakat.<p> "Seperti beberapa hari lalu ketika saya meninjau desa-desa di Kecamatan Panyabungan, ternyata persawahan di sana tidak kecipratan air proyek irigasi sungai Batang Gadis yang dibangun dengan dana cukup besar dari bantuan Bank Dunia itu. Karenanya, tidak heran, hasil sawah di Panyabungan dan sekitarnya hanya tiga ton gabah per hektar," ungkapnya.<p> Ia berjanji akan meminta pertanggungjawaban instansi terkait. Kenapa hal itu bisa terjadi, apa jalan keluarnya agar para petani benar-benar bisa memanfaatkan proyek irigasi Batang Gadis? <p> <P> <B> <h3> <CENTER>***</CENTER> </h3> </B> <p> WALAUPUN belum langsung berdialog dengan masyarakat di pedesaan, Amru sudah punya konsep yang dianggapnya tepat untuk membangun daerahnya. Membangun dalam arti yang sebenar-benarnya, yakni meningkatkan taraf hidup masyarakat. Kedua konsep itu dirancang setelah memperoleh masukan dari berbagai pihak. <p> Dalam teori sarjana hukum jebolan Universitas Sumatera Utara tahun 1960-an ini, apa pun bentuk pembangunan itu rakyat harus dilibatkan. Jika tidak, hasilnya hanya sekadar meningkatkan pendapatan domestik regional bruto (PDRB) dan pendapatan per kapita. Itu pun hanya di atas kertas, sedangkan kehidupan penduduk tetap memprihatinkan. <p> "Makanya, saya akan gariskan, setiap pengusaha yang akan membuka usaha di daerah ini, harus melibatkan rakyat secara langsung, Jika tidak, tidak akan diberi izin," tandasnya.<p> Dicontohkan, misalnya ada pengusaha yang akan membuka pertambangan emas dan sebagainya, dengan segala upaya rakyat di sekitarnya harus ikut terlibat. Begitu juga jika membuka perkebunan, masyarakat mesti ikut menjadi pemilik. Dengan kata lain, masyarakat jangan hanya tinggal jadi penonton, tetapi harus ikut menjadi "tuan tanah" di negeri sendiri.<p> Di samping itu, menurut Amru, yang tak kalah penting adalah penertiban beberapa pemegang Hak Pengusahaan Hutan (HPH). Selama ini, katanya, mereka bukan saja tidak memikirkan nasib rakyat di sekitarnya, tetapi juga dicurigai selalu "main kayu" sehingga berhasil meraup keuntungan milyaran rupiah.
