Tree guards made of bamboo or other type of woody material are not long lasting unless they are painted with creosote type materials. Creosote is the black coloured material on wooden tree guards used by Karnataka Forest Department. Those tree guards cost low and may be less than Rs.300 per unit. Termites attack untreated tree guards.
There are cheaper alternatives that enterprising Forest Department guards use. Collect leaves of wild date palm tree and those leaves tied to the stem keep off animals which tend to eat newly planted saplings. Good luck!

Does anyone have gyan about how to get those bamboo type, low cost tree guards?
I'm trying to plant trees along the roads in my locality. Got the
source for the plants, but the tree guards seems to be the issue.
The metal ones are 2000 bucks and bound to get stolen as well..
Much appreciate any pointers
