Dear colleagues,

I warmly reccomend you this event that I attended in 2008:

In an effort to support the integration process in Southeast Europe, the sixth
“Southeast Europe and the EU – Leadership Development Programme†supports
30 young people from the countries of Southeast Europe as well as broader
Europe. The programme was initiated in 2006 by the College of Europe, Bruges,
and the TRANSFUSE Association, Berlin. The European Fund for the Balkans has
been generously financing the programme since 2008 and is now, since 2009,
organising it jointly with the College of Europe and the TRANSFUSE Association.

The Programme will consist of the following activities:

Two-week Summer Academy in Austria and Slovakia
September 2011
The curriculum will include topics related to the European Union and the
development of its relations with Southeast Europe as well as wider issues of
international and economic relations. Practical training components focussing on
project management, leadership, communication and presentation skills will
provide participants with essential leadership qualities.

Group Activities in Southeast Europe
Between November 2011 and March 2012
The participants will work together in small multicultural groups to develop and
implement a group activity in Southeast Europe.

Five-day Spring Seminar in Belgium
April 2012
The Final Seminar offers visits and briefings in the EU institutions and NATO in
Brussels and in the Campus of the College of Europe in Bruges.

The Programme will be led by an Academic Dean, who will guide the participants
through the different aspects of the Programme. The working language of the
Programme is English. Participants are expected to be available during the
overall period of the Programme (July 2011 – April 2012) and to attend each
planned activity.

Only 30 selected applicants will be invited to participate. Their participation
in the Programme is financed by the European Fund for the Balkans, an initiative
by the Robert Bosch Stiftung, the King Baudouin Foundation, the Compagnia di San
Paolo and the ERSTE Foundation, hosted by the Network of European Foundations.

CALL FOR PAPERS

Populismus und Euro-Skeptizismus in Südosteuropa nach 1989
Wissenschaftliches Symposium des DFG-Graduiertenkollegs 1412 "Kulturelle
Orientierungen und Gesellschaftliche Ordnungsstrukturen in Südosteuropa" der
Friedrich-Schiller-Universität Jena und
der Universität Erfurt

Termin: 17.-18. Juni 2011
Ort: Friedrich-Schiller-Universität Jena, Rosensäle
Das interdisziplinäre DFG-Graduiertenkolleg 1412 „Kulturelle Orientierungen und
Gesellschaftliche Ordnungsstrukturen in Südosteuropa" lädt am 17. und 18. Juni
2011 zu einem
wissenschaftlichen Symposium an die Friedrich-Schiller-Universität Jena. Die
Themen Populismus
biografische
Angaben enthalten.

The preliminary program of the ASN 2011 World Convention can be downloaded
www.nationalities.org. Updated versions will be posted regularly on the ASN
website. The Convention, sponsored by the Harriman Institute, will be held at
Columbia University, New York, on April 14-16, 2011.

**Registration fees are $70 for ASN members, $90 for nonmembers, $50 for

As always, the Convention boasts the most international lineup of panelists of
North American-based conventions, with more than half of the 400+ scholars
delivering papers, currently based outside of the United States in nearly 50
countries. More than 750 panelists and participants are expected at the
Convention. The program features 140+ panels, including the screening of several
new documentaries that will be announced later.

A number of special panels are featured on the program, including a presentation
by Father Patrick Desbois, President of Yahad-in Unum in Paris, on his
multi-year project "The Holocaust by Bullets" in Ukraine; a roundtable on the
role of blogging in academic social science, and a roundtable on the unity
crisis currently experienced by Belgium. In addition, the panel/workshop "How to
Get an Article Published," one of the most attended panels at the 2010
Convention, will be making a repeat appearance, with the editors of
Nationalities Papers, Ethnopolitics, and Europe-Asia Studies. Several panels are
also adorn the three thematic sidebars of "History, Politics, and Memory",
"Ethnicity and Violence," and "Debating Self-Determination after Kosovo."

These panels will enrich an exceptionally strong lineup of panels in all regions
of the former Communist world and Eurasia: Russia, the Caucasus, Central
Asia/Turkey/China, the Balkans, Ukraine and Central Europe (including the
Baltics and Moldova). Every year, the Program Committee has to be more selective
in devising the lineup, due to the increasing number of proposals. Central
Europe leads the way with 25 panels each, followed by the Balkans, with 20,
Central Asia/China/Turkey—with a combined 18 panels, Russia—14, Ukraine and
Belarus—10, and the Caucasus—9. Thirteen panels appear in the "Thematic"
section. Recurrent themes on the program, other than the sidebars, include War

Policy and Diasporas.

In its most visible section, the Convention will be hosting twelve special

Nettelfield (Courting Democracy in Bosnia and Herzegovina, Columbia 2010), and
Milica Uvalic (Serbia's Transition: Towards a Better Future, Palgrave 2010).

Two of these book panels are part of the section "Nationalism Studies", which
offers a platform for the latest trends in nationalism studies worldwide. Ten
more panels appear in the Nationalism section, such as "Historical Legacy in the
Making of Boundaries, Loyalty and Political Identity,""Power Sharing: Theory and
Practice," and "Multiethnic Socieites".

Since 2005, the ASN Convention has acknowledged excellence in graduate studies
research by offering Awards for Best Doctoral Student Papers in five sections:

Subject: New Publication: Local Violence and Divided Remembrance in Serbia
mabst67
Send Email Send Email

The Carl Beck Papers in Russian and East European Studies has recently
published an article that should interest scholars of the Balkans with
a focus on the dynamics of violence and post-conflict remembrance in
the region.

"When All Could No Longer Be Equal in Death: A Local Community's
Struggle to Remember Its Fallen Soldiers in the Shadow of Serbia's
Civil War, 1955-1956," by Dr. Max Bergholz, is a detailed study of the
conflicts that took place in a single Serbian village over the
remembrance of the war dead in the aftermath of the mutual killings by
local Partisans and Chetniks during the Second World War. The article
is part of the new wave of research on violence and memory that makes
the history of the local community the central analytical focus.

Abstract: In the spring of 1956, a plaque was hung in the Orthodox
Church in the village of Brezna, located in western Serbia. On it
were carved the names of local men who had been killed fighting during
the Second World War. However, contrary to Communist policy, the list
included not only those who had fought with the Communist-led Partisan
resistance movement, but also those they had fought against, the
Chetniks. Based on archival documents, the contemporary press, and
interviews with local residents, this article reconstructs the
dynamics of local violence in this region, the factors that led to the
hanging of the plaque, and the consequences faced by the village
priest for its creation. The purpose is to examine how a local
community, composed of combatants and their families from both sides
of the wartime and postwar ideological divide, dealt with the mandate
to simultaneously remember and forget the war dead.

The article can be obtained at the following website:
http://www.ucis.pitt.edu/crees/cbpaper.html

About the author: Dr. Max Bergholz recently defended his doctoral
dissertation, "None of us Dared Say Anything: Mass Killing in a
Bosnian Community during World War Two and the Postwar Culture of
Silence," in the Department of History at the University of Toronto.
In addition to the Carl Beck Papers, his work has been published in
East European Politics and Societies, as well as the Annual for Social
History (published in Belgrade). In July 2011, he will join the
History Department at Concordia University in Montreal, Quebec,
Canada, as the James M. Stanford Professor of Genocide and Human
Rights Studies.

Pozdravljeni,

Kratko o simpoziju:
vojn njenih držav naslednic predmet intenzivnega akademskega in drugih oblik
Saidovega dela Orientalizem) poimenuje »balkanizem«.
vzpostaljala paralele Balkan-Evropa.

*Kemalism beyond Turkey: the state of the Art *

Also before receiving a codification at the middle of the Thirties,
Kemalism became a controversial product on the ideological market of the
interwar period. Based on different political references, and tempered
by pragmatism and /realpolitik/, the ideology and practices produced by
Mustafa Kamal's bureaucratic and intellectual entourage triggered a
bitter debate everywhere around the world, from Europe to Maghreb, from
China to South America. Usually introduced through its six key
principles -- the so called "six arrows": Republicanism, Populism,
Secularism, Revolutionarism, Nationalism, Statism --, the Kemalist
ideology proposed a model of social transformation to the geographical
and symbolic core of the former Ottoman empire, without experiencing the
colonial situation.

In 1984 the
/Groupe////d//'É//tudes////sur////la////Turquie////Contemporaine/(GETC)
of the/Maison////des////Sciences////de////l//'//Homme/(MSH) organized a
first recognition of the dynamics of circulation of Kemalist ideology
and practices beyond Turkey's borders. The result of this roundtable was
a collective work published by I.skenderGökalpandFrançoisGeorgeon,
/K//é//malisme////et////monde////musulman/(CahiersduGETC, 3/1987).
Without claiming comprehensiveness, the volume proposed a series of case
studies related to the Muslim world: Algeria, Egypt, Syria, Iraq, Iran,
Muslim India, Malaysia, and the Muslims of the Soviet Union. In the
aftermath, some experts -- W. Höpken, K. Manchev, E. Doynichova,
D. Dalilov and M. Mancheva, just to limit the recognition to the
Balkans -- approached the subject, contributing to trace what François
Georgeon has called a "geography of Kemalism" beyond Turkey.

*/The post-Ottoman space in the interwar period: convergences and
divergences/*

The post-Ottoman space embraces an extraordinarily rich socio-political
panorama that represents an exceptional field of research for the social
scientist. This huge region -- lying at the crossroads of three
continents, from the Balkans to Mesopotamia, from Black Sea to
Maghreb -- represents extremely diversified temporalities and modes of
political, economic and cultural interactions and integration to the
Ottoman Empire. The historiography of the countries that were part of
the Ottoman Empire has usually been underestimating that Istanbul had
preserved an important predominance in these former territories,
exercising a real influence in the internal and external policies as
well as in the intellectual life, way of clothing and costumes of these
countries. With the end of the "Turkish yoke", the former commercial,
intellectual, artistic, administrative as well as religious and Sufi
networks did not totally disappear, but were mainly readapted to the
current configuration of international politics.

Nevertheless, the perception of the social transformation in progress
between 1920-1930 in Turkey was affected by geopolitical,
ethno-national, confessional and social (class, gender) factors. Which
impact had Kemalism on the elites and the actors of civil society in the
post-Ottoman States? How was the social position of religious actors and
/intelligentsia/ affected by the reformulation of the relationship
between State and religion, marked by the abolition of the caliphate in
1924? Was the reception and the re-appropriation of Kemalism different
in minorities (Muslims or Turkish-speakers)? Which expectations or
apprehensions resulted from the "reforms from above", for example
regarding justice, lifestyle and the redefinition of gender roles?
Finally, can we talk about a "domestication" of Kemalism beyond Turkey?

*/A transnational perspective/*

Obviously, Kemalism was not the only political reference raising
international interest in the '20s and '30s. Many products were in
competition on the ideological market of the interwar period, each of
them offering different paths for change, organization and
"emancipation" -- of the nation oppressed by imperialist powers, the
/umma/ against the enemies of Islam, the proletariat exploited by the
capital, or even of women /vis-à-vis/ the patriarchal system. In fact,
various political models were likely to interfere as sources of
inspiration or global criticism: Soviet Russia, the Italy of Mussolini,
the Japan of the 1^st Meiji, Nazi Germany, as well as the experiences
proposed by liberal democracies such as France and the United-Kingdom.
Several international movements -- communist, feminist, Islamic
modernist, neo-traditionalist -- expanded their own networks across the
newly established national borders and developed their own institutions
and discussion forums through mutual opposition and imitation. Besides,
Kemalism, often represented as an original product peculiar to the
Turkish Republic, was itself developed within a prism of interactions
that transcended national and linguistic borders.

A transnational perspective focusing on the study of the circulation of
people, ideas, commodities and experiences and at the same time aware of
the networks through which these interactions were concretized appears
as the most adequate approach for this kind of research. Accordingly,
the objective is to answer the following questions: who uses references
to Kemalism or to the governmental reforms considered and adopted in
Turkey, in which forms, under which circumstances and what for? In this
respect, it is important to identify the vectors, places, and modalities
of these transfers, that can follow complex and indirect paths. Finally,
"transnationalizing Kemalism/"/ is an attempt to contribute to the
writing of a history no longer confined to different national narratives
but able to take into account connections and networks that go beyond
the limits imposed by the borders of the political maps.

*//*

*/L'espace post-ottoman dans l'entre-deux-guerres : convergences et
divergences /*

*/Une perspective transnationale /*

24th Annual Conference of the German Peace Psychology Association

„Social Injustice and Conflict"
June 17-18, 2011 Department of Psychology, University of Marburg (Germany)
Understanding and changing the underlying mechanisms of social injustice and
their relationship to social conflicts are core issues in Peace Psychology.
Terrorism, warfare, normative and non-normative collective action, as well as
other forms of intergroup conflict urge researchers to consider social injustice
as a highly important factor. The aim of the conference is to bring together
scholars from all fields relevant to Peace Psychology to discuss their current
research on the antecedents, perceptions, and outcomes of social injustice for
the various forms of contemporary conflicts.

Keynote Speaker: Fathali Moghaddam (Washington D.C.)

We invite submissions of empirical and theoretical papers from all fields of
psychology, sociology, political science and other social sciences, which
contribute to the field of social injustice and conflict. We also welcome
submissions on other topics relevant to Peace Psychology. The conference
language is English. In exceptional cases, it is also possible to submit
presentations in German. Each presentation will be awarded 45 minutes, including
questions and discussion. Submitted papers will be screened with regard to their
general appropriateness and grouped with related papers into thematic sessions.
Please submit your abstract (250 words) to peacepsychology@....
Please indicate a title of your presentation, names and affiliation of all

European Centre for Minority Issues (Flensburg, Germany) and Friedrich Ebert
Stiftung (Baltic Office) are pleased to invite paper proposals for the
conference
*Adjusting to Europe: Institutional Legacies of Communism and Ethnocultural
Diversity*
on August 29-30, 2011 in Kaunas, Lithuania

The impact of the European norms, standards and policies of minority rights
protection on the countries of Central Eastern Europe and in the states of the
former Soviet Union have been intensely studied. However, the institutional
dynamics inhereted from the Soviet nationalities policies have barely been in a
focus of interest. The conference asks how institutional legacies of the past
impact on policies supporting minority communities in the new Europe since a
range of the formerly communist states have accessed the European Union. Much
academic and policy-oriented research has been done on the impact of European
norms and institutions on the post-communist democratisation, yet none on the
reverse influence.

Now, 20 years following the demise of the Soviet states and its nationalities
policies, we ask how the European political institutions reflect the experiences
of the communist era and whether, and if so how, the institutional dynamics are
reflected in the EU relations with its postcommunist neighbours. The issues to
be addressed include - but are not limited to - interpretations of social
equality, ethnocultural development, ethnic representation and autonomy, all
addressing the "systemic hypocrisy" in coping with ethnicity-based claims. We
are explicitly interested in contributions assessing the convergence and/or
conflict between the communist ethnic policies and the minority protection
standards in contemporary Europe.

The conference seeks to bring young and established scholars working on issues
pertaining to contemporary ethnic policies in postcommunist states. The
conference will feature the following panels:
1) Institutional support for cultural diversity;
2) Norms and policies of minority protection;
3) Practical challegenes in diversity management;
4) Nationalities policy and minority rights regime;
5) Territorialisation of minority: USSR vs EU;

The conference seeks to raise questions about the role of communist
institutional and ideological legacies in contemporary European minority
politics. Preference will be given to theory-driven papers that assess norms and
policies of minority accomodation, non-discrimination and cultural diversity
diachronically. A comparison of communist states' - understood here as republics
of the USSR and SFR of Yugoslavia, as well as the European states, members to
the Council for Mutual Economic Assistance - "nationalities policies" with the
instruments of minority proteciton in contemporary Europe is highly encouraged.

Please send your paper proposal of 500-600 words as an email (attachements will
be discarded) to Timofey Agarin t.agarin@... by April 4, 2011. Authors whose
papers are selected will be notified by April 11 and will be receiving further
particulars on the conference. All papers selected must be submitted in their
draft version by July 31 to allow a prompt publication as a special issue of the
ECMI's Journal on Ethnopolitics and Minority Issues
(www.ecmi.de/publications/jemie) by the end of 2011.

NEW BOOK

Detchev, Stefan, Who are Our Ancestors? "Race", Scence, and Politics in Bulgaria
1879-1912, Saarbrcken: LAP, 2010

Ever since the changes of 1989, we have seen an outpouring of academic and
quasi-academic literature in Bulgaria with a particular emphasis on the quest
for origins, and a remote fatherland. Especially important was the revival and
even the enforcement of an openly racial thought and a racial approach not that
typical in the Bulgarian past. This study relies on a wide scope of primary
sources such as references from newspapers and journals, various memoirs,
parliamentary debates, political speeches, historical studies, popular
historical notions and descriptions, studies in the field of physical
anthropology, historical accounts, etc. All these are used to investigate the
political instrumentalization of the quest for origins (Slavic, Old Bulgar,
Turkic, Tartar, Aryan etc.) in "fin-de-sicle" Bulgaria. The book will be of
interest for different specialists in humanities and social sciences working on
modern and contemporary problems as well as those
working on issues related to earlier
periodshttp://www.amazon.de/s/ref=nb_sb_noss?__mk_de_DE=%C5M%C5Z%D5%D1&url=node%\
