My name is Alex Lupis. I am currently working as the Europe and Central
Asia Coordinator at the New York-based Committee to Protect Journalists.
I worked in Bosnia for 18 months conducting war crimes and human rights
investigations for the OSCE in 1996-97. After reading your request I
remembered that the OSCE has a Regional Stabilization Branch (see:
http://www.oscebih.org/regstab/eng/regstb-main.htm) which does military
exchange and training within Bosnia. You might try contacting someone there.
Another good idea would be for you to look in Janes Intelligence Review
over the past decade, find the names and contacts of the authors who wrote
their articles related to ex-Yugoslavia and contact these
professors/analysts directly, as they rely on primary sources.
A third place is military literature. There is a magazine in Croatia called
Hrvatski Vojnik / Croatian Soldier which is close to the Ministry of
Defense, as well as a similair magazine in Serbia. I'm sure there must be a
good university in Germany or Austria which has back issues. That would
also be a good place to look for contacts in the region.
A more independent source would Strata Research in Zagreb, which has
published two excellent books on Croatian national security strategy and
reforming Croatian intelligence services. They are quite independent of the
government and even publish some literature in English.
Also, when you do complete your research, I would love to get a copy. I am
currently working on a book about investigating war crimes in Bosnia and
one issue I discuss is assessing / analyzing the national security /
intelligence institutions, which is something human rights people generally
stay away from.
