social worker supposedly couldn't decide if releasing my records to   Message List

The following is a letter I submitted to the Arizona Board of Behavioral Health
Examiners. The term "contraindicated" means that in the professional judgment
of the social worker, releasing my psychiatric records to me would result in
harm to me or harm to another person. Yes, this complaint has been pending for
over a year and is just now being heard. That's how slowly the system works.

Dear Board Members:

At the informal hearing before the Social Work Credentialing Committee, a
falsehood was introduced by the investigator of which you should be aware. She
claimed that Ms. Rouzaud was trying to determine if the release of my records
was contraindicated based on my criminal conviction for aggravated assault and
based upon my supposed refusal to take any psychiatric medications. I have been
seen by five psychiatrists employed by Magellan and ValueOptions, and none of
those psychiatrists ever prescribed any medications of any sort to me. At my
last office visit, on April 6th, Dr. Fangohr asked, "Are you okay without
medication?" I confirmed that I was, and that was that. Since I am an
involuntary outpatient, required to submit to treatment as a condition of my
probation, I could have my probation revoked and be sent back to prison if I
refused to take psychiatric medication that was prescribed. The idea that I've
been refusing to take medication is
absurd.

If Ms. Rouzaud thought that release of my records was contraindicated for any
reason, she was required by law to inform me within ten days of my records
request and state the statutory reason forbidding the release. She failed to do
this. Her excuse that it supposedly took over a month to make that
determination,and the false reason she gave that the refusal was due to my
alleged use of inappropriate language are nonsensical and indicative of
incompetence as well as dishonesty. Ms. Rouzaud has no qualms lying about her
clients and lying to her clients. She has no business making a living by caring
for vulnerable adults with mental illnesses. I recommend that her license to
practice social work be revoked.
