The International Legal Foundation (ILF) is a not-for-profit organization created for the purpose of establishing public defender systems in post-conflict countries and countries in transition. The ILF operates on the belief that indigent representation is crucial to a functioning criminal justice system. Without defense lawyers ensure that judges, prosecutors and police officers follow the law, reform and reconstruction of the justice system is impossible. By fighting against arbitrary detention, public defenders are often the first line of protection against human rights violations. For the past ten years, the ILF has focused solely on providing criminal defense services to the poor, first in Rwanda, and later in Afghanistan, Nepal and the West Bank.
1) Volunteer Lawyer Opportunity – Nepal
2 positions available:
- January 1, 2012 – March 31, 2012
- April 1, 2012 – July 31, 2012
The International Legal Foundation (ILF) seeks two experienced lawyers to help build a proactive approach to indigent criminal defense in Nepal by training and mentoring a group of local lawyers. Volunteer lawyers serve in the ILF’s public defender offices in Nepal for three months and are paid a
stipend but no salary.
Nepal is currently undergoing a transition after a period of conflict. This presents the country with a real opportunity to strengthen the rule of law through the development of a strong proactive criminal defense culture and practice.
The ILF seeks volunteer lawyers to help bring about historic change in Nepal’s justice system. These volunteers, known as Kathryn Wadia Fellows, mentor local criminal defense lawyers in ILF-Nepal’s public defender offices, who represent indigent clients accused of crimes. Fellows oversee criminal cases in their entirety, mentoring Nepali staff lawyers as they visit clients in jail, conduct investigations, write motions and make court appearances. Fellows, as representatives of the ILF, also participate in meetings with government officials, other NGOs and donor countries involved in rule of law projects in Nepal.
Fellows are based in Kathmandu, where the ILF has an office and residence, but occasionally travel to ILF-Nepal’s district offices are required. Travel, lodging, traveler’s insurance and a small living stipend are paid by the ILF, however, the organization cannot be responsible for any other expenses incurred during the assignment (e.g. health insurance). Nepal is a transitional country, and applicants should be aware of the potential risks involved in living there.
Qualifications:
All applicants must have at least 5 years experience practicing criminal law, either as a defense lawyer, prosecutor or judge. Applicants should be sensitive to cultural differences and must be willing to work on Fridays and Sundays.

Netherlands Organizations for International Cooperation in Higher Education (NUFFIC) is currently inviting applications for the Netherlands Fellowship Programmes (NFP) that are offered to promote capacity building within organisations in 61 countries. NFP programs aim to help alleviate qualitative and quantitative shortages of skilled manpower within a wide range of governmental, private and non-governmental organisations. Under NFP programs,training and education are provided to mid-career staff.  The Dutch Ministry of Foreign Affairs funds NFP under the budget for development cooperation.

NFP Sub-Programmes

  • Master’s degree programmes: Fellowships are available for a selected number of master’s degree programmes. These programmes are of duration of between 12 and 24 months. A master’s degree programme leads to a Dutch master’s degree.
  • Short courses: Fellowships are available for a selected number of Short courses offered by Dutch institutions that provide professional training at post-secondary level. These courses are of duration of between two weeks and twelve months. The courses lead to a Dutch certificate or diploma.
  • PhD studies: Fellowships are available for PhD research with a maximum duration of four years. You are allowed to seek alternative sources of funding. A minimum of 25% of your research must take place in an NFP country.

Eligibility Criteria

To be eligible for an NFP fellowship you must:
  • be a mid-career professional with at least three years’ relevant work experience;
  • be a national of, and working and living in one of the countries on the NFP country list valid at the time of application;
  • be nominated by your employer, who pledges to continue paying your salary and guarantees that you will be able to return to the same or an equivalent position at the end of your fellowship period;
  • have been unconditionally admitted by a Dutch institution to one of the Master’s degree programmes or Short courses on the 2012-2013 course list, or have agreed upon a PhD research proposal with the Dutch institution. This means that you must have met all the academic requirements set by the Dutch institution;
  • not already have received an NFP fellowship for a master’s degree programme or a PhD fellowship.
  • not already have received two NFP fellowships for a short course and you must not have already received a fellowship in the year preceding your application.
  • have completed and submitted an NFP PhD study, master’s degree programme or short course application, including all the required documentation, before the applicable fellowship application deadline;
  • be employed in an area to which the study will make a relevant contribution;

Preferred Qualities

Your chances of obtaining an NFP scholarship go up if you:
  • live and work in Sub-Saharan Africa;
  • are a woman;
  • belong to a priority groups and/or are from a marginalized region as defined by the Dutch embassy in your country.
Last date for submitting the applications is February 7, 2012.

DRILON's Lies VS The Truth

LIE: The Truth Commission was arbitrarily struck down because of partisan
reasons and because the Supreme Court does not want to find out the truth

TRUTH: Unrevised, the creation of the Truth Commission goes against the Equal
Protection Clause. The SC decision's last words are as follows:

"Lest it be misunderstood, this is not the death knell for a truth commission as
nobly envisioned by the present administration. Perhaps a revision of the
executive issuance so as to include the earlier past administrations would allow
it to pass the test of reasonableness and not be an affront to the Constitution.
Of all the branches of the government, it is the judiciary which is the most
interested in knowing the truth and so it will not allow itself to be a
hindrance or obstacle to its attainment. It must, however, be emphasized that
the search for the truth must be within constitutional bounds for “ours is
still a government of laws and not of men."

The problem was minor and could have been remedied by a simple amendment to
include all other past administrations. But the fact is there has been no effort
to rectify that particular defect, yet the President is blaming the Supreme
Court for its demise.

LIE: Drilon claims that Corona has had a “consistent voting pattern favoring
the Arroyo government’s controversial policies.” 

TRUTH: These Supreme Court decisions were either unanimous decisions, or those
in which only one to five justices dissented. 

LIE: Drilon alleges that in 2004 Corona favored Arroyo by voting as
constitutional her Proclamation No. 427 which declared a state of rebellion in
the wake of the 2003 Oakwood mutiny. 

TRUTH: What he doesn’t mention: only one out of the 15 justices dissented.
Hilario Davide, then the chief justice, and his successor Artemio Panganiban
voted for the proclamation. Is Drilon saying that these two chief justices were
Arroyo’s stooges as well? Drilon even forgets that Arroyo consulted him on
that proclamation, when he was a supportive Senate president then.

LIE: Drilon complains that in 2005, Corona voted to dismiss a petition by
communist-affiliated groups to declare unconstitutional “Arroyo’s VAT reform
act.” 

TRUTH: It was also a unanimous Court decision. Drilon is saying that Corona is
pro-Arroyo for voting for a law which he forgets he pushed for when he was
Senate president.

LIE: Drilon whines that in 2006, Corona voted to uphold Arroyo’s executive
order that invoked executive privilege in congressional investigations.
TRUTH: The Court’s decision was unanimous, and was even penned by
Carpio-Morales. 

LIE: Drilon claims that “Corona concurred in the Court decision stopping
Aquino from revoking the appointment of alleged midnight appointees made by
Arroyo.” 

TRUTH: There is no such decision. There is only a status quo ante order, and
only for one official. And even that order was agreed to by 12 justices, while
three were on official leave.

LIE: The Chief Justice allegedly favored the former president in Gudani

TRUTH: The records of Court show that the Chief Justice was on leave at that
time. 

LIE: Coming from a trip from the US, Corona cut his trip short to make sure the
TRO for the DOJ circular would be given.

TRUTH: Corona's itinerary was never changed. He was scheduled to receive the
main award of the Seagull Philippines' First Asian Leaders Awards for
Excellence, Best Values and Social Responsibility in Makati City, November 11
which was a Friday. The SC met en banc on Nov 14 which was a Monday. The event
was even covered by ABS-CBN's Ina Reformina here

LIE: Chief Justice Corona has a consistent voting pattern ALWAYS favoring of the
former administration's policies

TRUTH: CJ Corona voted against the former administration in the following:

In Islamic Da’wah Council of the Philippines v. Office of the Executive
Secretary, the Chief Justice nullified EO 46 which was issued on 26 October 2001
by the former administration. 

The Chief Justice also joined the majority in The Secretary of National Defense
v. Manalo in ruling that “[t]he ineffective investigation and protection by
government agents under the secretary of defense and the AFP failed to guarantee
the right of security of respondents as required by the Constitution

Corona voted with the majority in Central Mindanao University v. The Honorable
Executive Secretary, concerning the annulment of Presidential Proclamation 310
that took property from a state university for distribution to indigenous
peoples and cultural communities

In David v. Gloria Macapagal-Arroyo, the Chief Justice, as a member of a
unanimous Court, voted to nullify the warrantless arrests against petitioners
David, Llamas and others, and the searches and seizures against the Tribune,
under authority of Presidential Proclamation No. 1017 and General Order No. 5 of
President Gloria Macapagal-Arroyo for being unconstitutional.

THE TRUTH: As a separate branch of government the Court and the Judiciary must
resist all attempts and efforts to turn it into a compliant tool for any of the
other branches. It is precisely in keeping with the republican system that the
Court must never be seen as a mere lackey or yes man of the executive or the
legislative departments. What others want is to have enough influence to dictate
how justice should be dispensed and what the outcome of cases should be.

The Asia Law and Justice (ALJ) Program, part of the Leitner Center for International Law and Justice at Fordham Law School, studies and promotes the rule of law and adherence to basic human rights throughout Asia. The Program does this through research and advocacy projects; conferences, symposia, and panels; capacity-building initiatives, such as exchanges of lawyers, judges, and scholars; and partnerships with NGOs based in the U.S. and Asia. The program’s primary focus has been on rule of law and justice initiatives in China, including the independence of criminal defense lawyers, women’s rights, and the legal status of North Korean refugees in East Asia.
The ALJ Program is administered by a Fellow who is a law school graduate. The Fellow will conduct research and advocacy for the Program; identify new areas for research; work with the Program’s partners; advise students seeking relevant internships and post-graduate employment; coordinate the work of the Committee to Support Chinese Lawyers, an initiative housed in the Program; and manage day-to-day administration, including arranging events and lectures. The Fellow may also teach a seminar at the Law School as a member of the adjunct faculty.
Candidates should hold a J.D. or equivalent, and have a demonstrated interest in international human rights and Asia. The ideal candidate will have some familiarity with Chinese law or legal developments in other parts of Asia; experience in international human rights advocacy as exhibited by past internships, clinical experience in law school, and/or post-graduate human rights experience; and proficiency or fluency in Mandarin Chinese or another regional language.
The Fellowship begins in mid-August 2012, and is a 12-month position with the possibility of an extension for an additional year. The Fellow’s salary is $55,000 and includes benefits.

The Crowley Program in International Human Rights is dedicated to promoting human rights scholarship and advocacy at Fordham Law School and around the world.  The Program’s core elements include an annual two-week fact-finding project in another country, a human rights lecture and brown bag series, a summer internship program, and student research projects involving various human rights issues. The students involved in the project participate in course work, independent research, planning and conducting the project, and related follow-up work.  The Program has successfully conducted projects in Turkey (1998), Hong Kong (1999), Mexico (2000), Ghana (2001), Malaysia (2002), Bolivia (2003), Kenya (2004), Romania (2005), South Africa (2006), Malawi (2007), New Zealand (2008), Nepal (2009), Tanzania (2010), and Cambodia (2011).
    
The Crowley Program is administered by a fellow who is a law school graduate.  As a member of the adjunct faculty of Fordham Law School, the Fellow will teach a seminar in human rights in preparation for the annual fact-finding project during the spring semester.  The additional responsibilities of the fellow are substantial:  planning all substantive and logistical aspects of the fact-finding project, participating in the project, writing and publishing a post-project report, and day-to-day administration of the program, including running a year-round lecture series, advising students seeking international human rights internships and post-graduation employment, and coordination with the human rights community.

Helton Fellowship Overview
The Arthur C. Helton Fellowship Program, established in 2004 on the recommendation of the ASIL Honors Committee, recognizes the legacy of Arthur Helton, a remarkable ASIL member who died in the August 19, 2003 bombing of the UN mission in Baghdad along with UN High Commissioner for Human Rights Sergio Viera de Mello and 20 others.
Funded in part by contributions from ASIL members and private foundations, Helton Fellowships provide financial assistance in the form of “micro-grants” for law students and young professionals to pursue field work and research on significant issues involving international law, human rights, humanitarian affairs, and related areas.
Helton Fellowship micro-grants are intended to ensure that these individuals have access to modest amounts of funding that can often stand between them and their first professional opportunities to become effective practitioners, experts, and scholars of international law.
Helton Fellowship micro-grants are intended to contribute to paying for logistics, housing and living expenses, and other costs related to the Fellow’s international law fieldwork and research in affiliation with the sponsoring organization.
Eligibility/Qualifications
Fellows must undertake their fieldwork between April 2012 and September 2012 in association with an established educational institution, international organization, or non-governmental organization working in areas related to international law, human rights, and humanitarian affairs.
The Helton Fellowship Program seeks applicants in the early stages of their academic and professional careers who demonstrate the potential to make significant contributions to the use and study of international law around the world.
Law students, practicing lawyers, human rights professionals, scholars, and other individuals seeking assistance in conducting international fieldwork and law-related research are encouraged to apply.
Applicants can be of any nationality but must be current law students or have graduated from law school (at either the undergraduate or graduate levels) no earlier than December 2009.
As mentioned above, applicants must also be sponsored or affiliated, for purposes of completing their project, in some way with an educational institution, international organization, or non-governmental organization working in international law, human rights, humanitarian affairs, or related areas.
Applicants should have contacted the sponsoring organization to discuss their proposal prior to applying for the Helton Fellowship. The name of the sponsoring organization and contact information for its representatives must be included in the application.
Individuals pursuing independent research or fieldwork are not eligible for Helton Fellowships.
Applicants should also identify other potential sources of funding, including their own, to cover costs related to their fieldwork. ASIL does not assist in securing organizational sponsoring or alternative funding for Fellows.
In acknowledgement of Arthur Helton’s commitment to human rights and humanitarian affairs in the field, preferential consideration may be given to applications demonstrating a significant fieldwork component as well as those involving the human rights of refugees, internally displaced persons, and other vulnerable populations. Applications for fieldwork in the area of international criminal law and international humanitarian law are also encouraged.
Application Materials
Completed applications will consist of the following materials:

·         Current CV or resume
·         Confirmation of law student status and/or date of graduation from a law school
·         Two letters of recommendation/support, including one from sponsoring organization
 
Writing Sample: The writing sample may take the form of any published or unpublished document which demonstrates in-depth research, critical thinking, and analysis of a topic related to international law. Excerpts of more lengthy documents may also be submitted. However, writing samples should be no longer than 10 pages.
Current CV or Resume: All applicants must submit an updated curriculum vitae or resume, which includes contact information, education, professional employment or volunteer history, and special skills and interests.
Student Status/Date of Graduation: Applicants are required to provide documentation indicating current status or date of graduation. The following documentation will be accepted: photocopy of valid student identification; photocopy or facsimile of current official or unofficial transcript indicating student status; photocopy or facsimile of official or unofficial transcript indicating graduation date; photocopy or facsimile of diploma.
Letters of Recommendation/Support: One letter of recommendation should come from any individual who is in a position to assess academic performance, professional skills and expertise, and any other qualifications for selection as a Helton Fellow (e.g. current or former professor or supervisor). The second should be a letter of support or sponsorship from the educational institution, international organization, or non-governmental organization that has agreed to sponsor the project.
The writing sample, current curriculum vitae or resume, and documentation confirming student status or graduation date should be submitted as a package if possible. Letters of recommendation and support may be submitted separately if necessary.
Applicants will be considered by the Helton Fellowship Selection Committee on the basis of the written materials included in the application package. No interviews, or any other communications with applicants, will be conducted.
Deadlines and Announcement Schedule
Applicants may submit application materials beginning Tuesday, October 12, 2011. All applications must be received no later than Monday, January 9, 2012.
Incomplete applications and those received after January 9, 2012 will not be reviewed under any circumstances.
ASIL will acknowledge receipt of application materials, and the date they are received, in a timely fashion by email.
Due to administrative constraints, only the first 50 completed applications, submitted on-line, and received in full by the submission deadline will be reviewed. A notice that the application process has closed will be posted on the ASIL website once 50 completed applications have been received.
Awards will be announced by February 17, 2012. The Fellowship Selection Committee is unable to respond to individual requests for information about the status of applications prior to this date.

ERASMUS MUNDUS VISITING SCHOLARSHIPS
IN THE ERASMUS MUNDUS MASTERS PROGRAM IN PUBLIC POLICY

The Erasmus Mundus Masters Program in Public Policy (Mundus MAPP) is a 2-yearlong
international Masters course funded by the European Commission, jointly offered by
Central European University (Hungary), Institut Barcelona d’Estudis Internacionals
(Spain), the International Institut of Social Studies of Erasmus University Rotterdam (the
Netherlands), and the University of York (UK). More information on Mundus MAPP:

The Mundus MAPP Consortium is hosting outstanding third-country scholars who are
interested in contributing to the study program and strengthening academic partnerships
with the Consortium. Selected academics are hosted for a period of minimum of two
weeks and maximum of three months in one of the Consortium's institutions. In addition
to conducting research in one of the disciplines Mundus MAPP draws on, they are
required to teach or develop elements of the Mundus MAPP program (e.g., independently
offer or contribute to courses, supervise thesis projects of Mundus MAPP students,
develop and teach in the Mundus MAPP Summer School.) After ending their visiting
scholar activities, visiting scholars are expected to contribute to the promotion and
dissemination of the Erasmus Mundus Programme in general, and Mundus MAPP in
particular, in their higher their higher education institution and country of origin.
Interested academics are invited to elaborate on their proposed contribution to Mundus
MAPP in the Application Form. The exact form of contribution is determined by a
contract between the visiting scholar and the Mundus MAPP Consortium.

The European Commission supports academics contributing to Mundus MAPP by special
scholarships under the Erasmus Mundus Programme. Each scholarship consists of a 1200
EUR/week stipend for a maximum duration of up to three months. The Consortium
selects, and forwards to the European Commission for approval, a number of scholars
each year.

Erasmus Mundus scholarships are available to academics who are:
- Selected by the Mundus MAPP Consortium based on their outstanding academic and/or
professional experience through the selection process described below;
- Are employed by an institution of higher education in any country except EU, EEA and
EFTA countries, and EU candidate countries (for details on eligibility see
http://www.mundusmapp.org/visiting/aid.htm).
Please note that, unlike in previous years, the citizenship of the candidate is not relevant
for eligibility whereas employment by a third country university is.
The Mundus MAPP Academic Board will select outstanding scholars according to the
following criteria:
- Academic excellence including prominence in the field and publication record;
- Potential contribution to the Mundus MAPP course including relevance of the expertise
and experience;
- Teaching abilities - successful applicants will be able to deliver high quality courses in
English;
- Contribution to diversity (disciplinary and geographic background) and the potential for
future collaboration with the Mundus MAPP Consortium.

Korea Human Rights Foundation is a non-governmental organization that conducts research and promotes human rights education in Korea.
 
I am writing to you to invite you and your organization to join an academic essay contest that we will be hosting as part of the program of the 2012 World Human Rights Cities Forum to be held in Gwangju, South Korea on 16-18 May 2012.
 
The 2012 Global Human Rights Essay Contest on “Human Right City” (Human Rights City Essay Contest, hereafter HRC Essay Contest) is a joint initiative by The Institute for Social Development and Policy Research of Seoul National University, Korea and the Korea Human Rights Foundation with support of the Metropolitan City of Gwangju.
 
The HRC Essay Contest was launched in order to promote the idea of a human rights city as a means to localize human rights in the context of glocalization (global_local). Its primary goal is to promote youth participation in the building of a human rights city through the articulation of their visions, ideas and experiences.
 
The submissions to be received before xcepted until March 15th,
3 finalists to be chosen among submissions will be invited to the 2012 WHRCF (Gwangju, 16-18 May 2012) to compete in the finals.  They will make public presentation of their essay before judges on 16 May 2012 during the WHRCF.  
 
Deadline for the registration to participate is 31 January and actual deadline of essay submissions will be 15 March 2012.  
 
All students, undergraduate and graduate and youth before age 35 interested in the topic of human rights city are encouraged to apply.

Upon the recommendation of the Search Committee for Dean of Ateneo de Manila Law School (ALS), I am pleased to inform the community of the appointment of Atty Sedfrey M Candelaria as Dean of the Law School effective immediately up to 31 May 2015.



Atty Candelaria's appointment as Dean was unanimously approved by the Board of Trustees at its meeting last 4 February 2012.  He has been Officer-in-Charge of the ALS since 1 October 2011.  He has served the University in various capacities as Research Director, Ateneo Human Rights Center; Director of the Adhikain Para sa Karapatang Pambata (AKAP-AHRC), Ateneo Human Rights Center - Child Rights Unit; Associate Dean for Student Affairs and Director for Admissions, ALS; and faculty member in charge of the Juris Doctor Thesis Program.



As faculty member of the ALS, Atty Candelaria teaches Constitutional Law, International Public Law, International Economic Law, Contemporary Developments in International Law, International Criminal Law, International Humanitarian Law, Children's Rights Law, Refugee Law, Street Law, and Indigenous People's Rights. At the Ateneo Graduate School of Business, he also taught Law in a Business Environment, and Business Ethics and Law.



Atty Candelaria has a Master of Laws from the University of British Columbia (1989); Bachelor of Laws, Ateneo de Manila Law School (1984); and AB Political Science, Ateneo de Manila (1980).



On behalf of the Ateneo de Manila, I would like to thank Sedfrey for his generosity in accepting this new mission to lead the Law School.  Let us also thank Atty Cesar Villanueva who led us as Dean of the ALS for more than seven years and is now serving our national government as Chairman of the Governing Commission for GOCCs (GCG).



We are also grateful to the Search Committee composed of retired Justices Hector L Hofileña (Chairperson) and Adolfo S Azcuna, Atty Cynthia Roxas del Castillo, and retired Judge Oscar B Pimentel. They readily gave their time to examine, interview, and discern the potential candidates for the deanship of our Law School.

Maastricht University aims to further strengthen its position as a leading European university offering high-quality education with an international orientation. To this end, the university implements a pro-active recruitment policy for international students, in particular for the Master’s programmes. Scholarships are made available by the Maastricht University Scholarship Fund in order to encourage talented students from outside the EU/EEA to follow a Master's programme at Maastricht University. One of these scholarships is the Maastricht University High Potential scholarship.

Who is eligible?

Applicants must be admissible for a master’s programme or graduate programme for professionals  at Maastricht University and must not be older than 35 years at the start of the academic year (1 September 2012). You may apply simultaneously for a master's programme and this scholarship.

Scholarship applicants must have obtained excellent results in their previous studies. This must be shown in the application file by including, for example, grade lists or reference letters. In case of equivalent qualification, preference will be given to applications, which show that the applicant is among the top 5%.

Applicants must come from a country outside the EU/EEA and meet the requirements for obtaining an entry visa and residence permit for the Netherlands.

Duration of the High Potential scholarship

The High Potential scholarship is awarded for the duration of the Master's programme, with a maximum of 12 months. In case of a two-year Master's programme, the Scholarship Committee will award the scholarship for a maximum of 24 months.

Amount of the High Potential scholarship programme

Living expenses per month € 900
Insurance € 520 arranged and paid by Scholarship Office
Visa Costs € 600 arranged and paid by Scholarship Office

The Human Rights Defenders program works to ensure that human rights defenders in our focus countries are able to carry out their essential function free from harm and repression, in accordance with the 1998 U.N. Declaration on Human Rights Defenders.
Both the Joffe Fellow/Senior Associate and the Pennoyer Fellow/Senior Associate will play a key role in formulating and achieving Human Rights Defenders program goals and objectives, including with regard to issues of religious freedom. About the Pennoyer Fellowship 
Since 2007 Human Rights First has been offering two year, fully funded fellowships named in honor of Robert Pennoyer. Mr. Pennoyer has been a tireless advocate for human rights – in official capacities as well as behind the scenes - for more than 50 years. Through the generous contributions of his friends and family Human Rights First is able to offer these opportunities for talented professionals.

The Pennoyer Fellow/Senior Associate will play a key role in formulating and achieving Human Rights Defenders program goals and objectives; fostering relationships with human rights advocates, nongovernmental organizations, and the U.S. government; conducting advocacy; engaging in research; developing recommendations, reports, website content, press materials, and other documents; developing specific projects; assisting in efforts to raise funds to support the program; and supervising interns.


PRIMARY RESPONSIBILITIES:
  • Advocate for human rights defender issues in one or more focus countries, developing and maintaining close working relationships with defenders in those countries.
  • Develop and maintain relationships with other NGOs, both in the United States and internationally, to ensure effective and timely responses to threats to human rights defenders as they arise, in accordance with the priorities of the program.
  • Analyze policies and practices of the United States and other governments as well as intergovernmental organizations affecting human rights defenders’ freedom of expression and association, and develop specific legal and practical recommendations to strengthen protections of these rights.
  • Analyze political and other factors to determine feasible blueprints and/or roadmaps for changing laws, policies, and practices to achieve the program’s advocacy objectives.
  • Monitor legal, political, and academic developments across relevant areas involving core HRD program concerns and identify emerging opportunities for engagement by the program.
  • Share information with and represent the positions of the organization to courts, legislators, government officials, representatives of international and nongovernmental organizations, media, and the general public via reports, memoranda, briefs, and other written materials, as well as in meetings, conferences, symposia, and other venues.
  • Work with Human Rights First program staff to identify and respond to situations in focus countries where defenders’ freedom of expression and association are threatened.
  • Work closely with staff in Human Rights First’s Communications department to help shape and inform the production and dissemination of advocacy and public education materials and the development of website content in accordance with the communications strategy to achieve program and organizational objectives.
  • Develop and maintain relations with media representatives in the geographic or thematic area of focus.

OTHER DUTIES
  • Assist with the development of the HRD program’s strategic objectives and annual work plans.
  • Support fundraising efforts through grant proposal and report writing and editing and, in coordination with Development department, through outreach to key donors and foundations.
  • Work closely with other programs to develop, as appropriate, projects that advance the goals and objectives of the organization as a whole as well as the Human Rights Defenders program.
  • Support regular activities of the program such as selecting award honorees, holding public events and conferences, and activities surrounding the annual human rights award dinner.
 
EDUCATION REQUIREMENTS:
  • Law and/or another advanced degree in a discipline related to international human rights.

The Joffe Fellowship honors the legacy of Robert Joffe, a leader of the bar who was known for his brilliance and for his unshakable commitment to human rights. He spent more than four decades at the law firm of Cravath, Swaine & Moore, serving as presiding partner for seven years.

Dear friends,

I write to you having just come back from Mondragon, Northern Samar- one of the poorest places in the Philippines but a piece of paradise I have been going back to for my human rights work the past two years. I stayed in a farm run by four nuns and a handful of volunteers who have become family to me. For almost a decade now, they have been serving the people of Northern Samar.

Together they run a private school for poor children- St. Anthony Academy. I visited the school, and I was captivated by the amazing work that they have been doing to educate the youth of Mondragon. However, despite all their work, the children still lack a lot of facilities and materials needed for their classes. Sister Digna Dacanay, the school principal, has had her friends donate used books to develop a habit of reading among the children through the small library that she has painstakingly put together. 

After joining the children for their Monday flag ceremony and prayer gathering, I felt the nagging desire to do something for the students of SAA. Attached is the document sent by Sr. Digna which details the specific needs they have.

Having been blessed to have finished school only through the generosity of others, I am aware that many poor children can make something of their lives and their future only if they are given the opportunity by others. After their prayer time, I spoke to the children about refusing to give in to poverty in chasing their dreams and in serving others. I hope you can help me show this to be true. A small act of generosity can go a long way to ensuring that they claim a better chance in life this early while they can still afford to be in school.
