BOARD OF FOREIGN SERVICE EXAMINATIONS

A N N O U N C E M E N T


The Board of Foreign Service Examinations, pursuant to the provisions of the Foreign Service Act (R.A. 7157) of 1991 and the Revised Administrative Code of 1987, announces the holding of the 2011 FOREIGN SERVICE OFFICER (FSO) EXAMINATIONS to recruit candidates for appointment to the position of Foreign Service Officer, Class IV.
Applicants for the examination must be knowledgeable on the economic, political and social conditions of the Philippines, and must possess not only facility in oral communication, but must also possess the personality traits essential to the performance of the duties of Foreign Service Officers. They must also be willing and able to accept assignments to any post where their services may be required.
Applicants are advised to check the eligibility requirements to ensure that they meet the said admission requirements. No exemptions from the requirements shall be considered. Applicants who are found ineligible, or who have submitted incomplete application forms and requirements, shall not be allowed to take the examination, and their admission fees shall be forfeited.

DUTIES OF A FOREIGN SERVICE OFFICER

The duties of a Foreign Service Officer include: gathering information, analyzing and reporting political, economic, technological, cultural and other events and developments; drafting diplomatic notes and other forms of diplomatic correspondence; preparing briefing papers and other foreign policy papers for the Department and other offices of government as may be required; assisting in the preparation and conduct of international conferences; managing and supervising staff; disseminating information; working with other government agencies and private groups and individuals in promoting Philippine interests abroad; undertaking negotiations; assisting Filipinos abroad and protecting their rights; promoting Philippine culture and trade; bringing in foreign investments and promoting tourism to the Philippines; performing consular functions; and representing the Philippines in various international fora.

FSO EXAMINATIONS
The 2011 FSO Examinations is composed of five (5) parts:
(1) Qualifying Test;
(2) Preliminary Interview;
(3) Written Test;
(4) Oral Test; and
(5) Psychological Test;

I. Qualifying Test - 20 March 2011
The Qualifying Test covers (1) English grammar and correct usage; (2) reading comprehension; (3) logical reasoning; (4) quantitative reasoning/data interpretation; and (5) leadership/ knowledge of management concepts.
The testing centers for the Qualifying Test are in Baguio City, Cagayan de Oro City, Cebu City, Davao City, Iloilo City, Legazpi City, Quezon City, San Fernando City (Pampanga), and Zamboanga City.
Candidates must obtain a passing grade of at least 80% in the Qualifying Test in order to qualify for the Preliminary Interview.

II. Preliminary Interview - 4 & 5 June 2011 (tentative)
The Preliminary Interview shall be held after the results of the Qualifying Test have been determined. Candidates shall be interviewed by a panel of Foreign Service Officers to evaluate their overall potential for becoming Foreign Service Officers and future Ambassadors.
The Preliminary Interview shall be held in Metro Manila, Cebu City, Davao City, Iloilo City and Cagayan de Oro City. However, the Board reserves the right not to conduct the Preliminary Interview outside Metro Manila depending on the number of qualified candidates.
Candidates must obtain an overall rating of "PASS" from the panel in order to qualify for the Written Test.

III. Written Test - 8, 9, & 10 June 2011 (tentative)
The Written Test covers the following six subjects with the corresponding weights:

 

1. English 20%
2. Filipino 5%
3. Philippine Political, Economic, Social and Cultural Conditions - Philippine history, culture, foreign policy, geography, government, development issues and goals
30%

4. International Affairs - Theory and practice of international economics and trade, international politics, international law and treaties

20%
5. World History 20%
6. Foreign Language - Arabic, Bahasa Indonesia, Chinese, French, German, Japanese, or Spanish 5%

 The testing centers for the Written Test are in Metro Manila, Cebu City, Davao City, Iloilo City and Cagayan de Oro City. However, the Board reserves the right not to conduct the Written Test outside Metro Manila depending on the number of qualified candidates.

Candidates must obtain a passing grade of at least 75% in the Written Test in order to qualify for the Oral Test.

IV. Oral Test - 12, 13, 14 October 2011 (tentative)
The Oral Test shall be held in Manila after the results of the Written Test shall have been determined. The Oral Test shall include an assessment of the candidate's oral skills, logical thinking, values and attitude. Previous records, experiences and conduct of examinees shall also be considered in determining the candidate's fitness and aptitude for foreign service work.
Candidates who obtain a transmuted score of at least 80% shall be deemed to have passed the Oral Test. A candidate must garner an official composite rating of 80% or above in the Written Test and Oral Test in order to be eligible to take the Psychological Test.

V. Psychological Test - 21, 22, 23, 24 & 25 November 2011 (tentative)
The Psychological Test shall be held in Manila after the results of the Oral Test have been determined.
Candidates shall be evaluated and certified as having passed the Psychological Test based on the results of their test.


QUALIFICATIONS AND REQUIREMENTS
Applicants shall meet the following requirements:
1. Age - Applicants should be less than thirty-five (35) years of age on the day of the Qualifying Test or on 20 March 2011. The maximum age limit, however, do not apply to those who have been employed in the Department of Foreign Affairs or Foreign Service Institute for at least two years prior to the date of the FSO Qualifying Examinations and who meet the other qualifications required of candidates for the examination.
2. Education - Applicants should have at least graduated from a four (4) year bachelor's degree course or higher on or before the prescribed due date of submission of requirements, and shall present the transcript of records, and either the diploma, certificate of graduation or its equivalent, from a college or university of recognized standing.
3. Citizenship - Applicants should be Filipino citizens and concurrently permanent residents of the Philippines. Pursuant to Republic Act No. 9225 and its Implementing Rules and Regulations, those who pass the FSO Examinations with more than one citizenship, shall subscribe and swear to an oath of allegiance to the Republic of the Philippines and its duly constituted authorities, and renounce their oath of allegiance to any other country, prior to assumption of office. HOW TO APPLY
1. Application forms may be obtained in the following means:
a. Downloaded from the DFA website (www.dfa.gov.ph);
b. Personally secured from the Main Office or Regional Consular Offices (RCO) of the DFA;
2. Application forms shall be duly accomplished by the applicants and submitted in person, not later than 4 February 2011 to any Regional     Consular Office , or not later than 11 February 2011 until 5:00 p.m. only to the DFA Main Office. Applications shall no longer be accepted beyond the set deadline.
3. The following shall be attached to the completed application forms:
a. Certified True Copy (CTC) of transcript of records from the college or university from which the degree was obtained, bearing the seal of the college or university. Applicants who attended post-graduate schools shall submit a copy of their transcript of records certified as true copy by said school, in addition to their college or university records. Transcript of records obtained from a foreign school shall be certified as true copy by the foreign school, with English translation, or duly authenticated by a Philippine Foreign Service Post which jurisdiction covers said foreign school;
b. Certified True Copy (CTC) of diploma or certificate of graduation from the college or university from which the degree was obtained, bearing the seal of the college or university. Applicants who attended post-graduate schools shall submit a copy of their diploma or certificate of graduation certified as true copy by said school, in addition to their college diploma. Diplomas or certificates of graduation obtained from a foreign school shall be certified as true copy by the foreign school, with English translation, or duly authenticated by a Philippine Foreign Service Post which jurisdiction covers said foreign school;
c. Original birth certificate issued by the National Statistics Office, and
> for a naturalized Filipino citizen: a Certified True Copy (CTC) of naturalization papers or Philippine passport,
> for a Filipino citizen who has dual or multiple citizenships: a notarized affidavit stating that upon passing the examination, he/she intends to renounce his/her oath of allegiance to his/her other countries of citizenship; he/she must also submit a notarized affidavit stating that he/she is a permanent resident in the Philippines.
> for married women: a Certified True Copy (CTC) of marriage contract from the National Statistics Office. If married to a foreigner, he / she must secure from the Secretary of Foreign Affairs, through the Board of Foreign Service Examinations authority to take the FSO Examinations.
> Report of Birth at Post may also be submitted in case the original birth certificate issued by the National Statistics Office is not available. It shall be duly authenticated by the issuing Post. A certification of non-availability of said birth certificate shall be submitted along with the Report of Birth.
d. Eight (8) pieces 1-1/2in. x 2in. black and white or color studio-taken photographs, taken within six (6) months before the date of the examination, showing the full frontal view of the face of the applicant with a name tag (i.e. Juan M. dela Cruz, Jr.) (photocopied, scanned and digitally enhanced pictures shall not be accepted); and
e. Two (2) self-addressed and self-stamped envelopes marked as priority mail.
A non-refundable admission fee of five hundred pesos (P500.00) shall be collected from those who shall take the 2011 Qualifying Test only upon inspection and acceptance of their application.
Applications with incomplete documentary requirements shall not be accepted.

Riga Graduate School of Law (RGSL) and the Law Faculty of Copenhagen University jointly call for expression of interest with regard to doctoral studies in:

  • international human rights
  • international public law
  • international private law

Up to three fully paid positions as PhD Research Fellows will be available for research starting in September 2011.

The study period is 3 years and exclusively in the English language. During the studies doctoral students will write and defend a doctoral dissertation, have teaching commitments, and complete courses offered by both host institutions and elsewhere.

It is foreseen that approximately half of the study period will be spent at Riga Graduate School of Law and half at Copenhagen University. This is a full time commitment and study costs, including study visits abroad, will be covered. Research fellows are employed as members of the RGSL faculty during their period of study.

The purpose of the PhD Programme is both to prepare the student for a continuing career in legal research and teaching and to educate highly qualified labour relevant to both the public and private sectors. The degree assures research qualifications at an international level.


Qualifications

  • Applicants must have an educational background that corresponds to an LL.M.-degree or equivalent qualifications
  • Students who are expecting to graduate in the first half of 2011 and are awaiting the evaluation of their master’s thesis may apply
  • Applicants must document an aptitude for scientific work, for instance through a high assessment of their master’s thesis, and must be able to undertake the highly demanding task of independently writing a PhD dissertation.

Application procedure

The deadline for submission of expressions of interest is 28 February 2011.

The expression of interest should be submitted by e-mail only and should contain the following documents (in English):

  • a copy of master’s diploma and of grades, including an explanation of the grading system 
  • a document certifying proficiency in English if previous studies were conducted in other language
  • a letter of motivation
  • a research proposal of maximum 5 pages
  • CV, including list of publications if applicable
  • passport copy
  • two academic references

Call for Applications: Summer School in Human Rights Litigation

The Open Society Justice Initiative and Central European University invite applicants for the 2011 Summer School in Human Rights Litigation, to be held in Budapest from July 11 to 15.

The Summer School provides a unique opportunity for established human rights professionals to build on their experience and to develop their skills. The curriculum will combine presentations, case studies, exercises, and discussion groups with preparatory work and further reading to ensure full maximum benefit for those attending the course. Participants will be invited to provide information on cases they are working on and those concrete examples will help shape discussion.

The curriculum includes a detailed analysis of procedures before the various human rights tribunals, such as the African, Inter-American, and European regional bodies, as well as the most frequently used United Nations committees. It will also review procedural questions, including the exhaustion of domestic remedies, forum choice, admissibility, building evidence in support, remedies, and how to plan for the implementation of a judgment.

Skills workshops will present practical instruction on essential legal skills such as research, drafting, client care, and ethics. As a complement to these legal tools, experts in advocacy, communications and campaigning will draw on their experience to demonstrate how these techniques can support human rights litigation at the national and international level.

The course will allow participants to choose specialist seminars including national security, torture and the right to life, discrimination, freedom of information, corruption, freedom of expression, and arrest rights.

The Summer School faculty consists of academics from CEU and practitioners from the Justice Initiative, combining both an academic analysis and a practical assessment of different human rights situations faced by lawyers and activists around the world.

Eligibility

Participants need not be practicing lawyers. They must have at least three years experience in human rights litigation or activism, and will be required to submit examples of cases and issues that they have been involved in. Practitioners are particularly encouraged from Africa, Central and Eastern Europe, and Central Asia. Instruction will be in English. Bursaries towards tuition fees and expenses including travel are available where the need can be demonstrated.

My dear friends,

On January 24 a very dear friend and colleague Gerry Ortega was shot in the head dead. I was just with him that weekend - and a few minutes before he died what we were discussing over the phone was an anti-mining campaign in Palawan - given that on December two huge mining applications were railroaded - and they were to be near protected sites.

Gerry is dead but we will not let go of his dreams - and mine - and probably yours too.

Palawan has 17 key bio diversity sites - which means it is part of the 70% bio diversity sites which are essential for sustaining life in the planet. It has 2 world heritage sites, 8 protected sites. Yet if you see Palawan on the map you will note that it is a very thin island - which is 82% mountain. It means that if the forest gets denuded and the minerals excavated - the tailings seep directly into the sea affecting the coral reefs. The top soil is thin - and the island eco system is fragile.

Mining is not the way to go for Palawan. I have five eco tourism sites wherein the communities involved can now send their children to school, can dream bigger dreams. Mayor Hagedorn in Puerto Princesa has banned mining and logging - and focused on tourism and agriculture. From 2 flights a week, Puerto Princesa now boasts 10 flights a day. His revenues have gone up from several million to several billion.

Mining as an economic path in a magnificent "Last Frontier" is based on a paradigm of economic growth that is myopic and archaic . In this age of climate change and global warming any economic development that does not recognize and revere the web of life should be thrown in the dustbin.

Alternate routes for motorists traveling along EDSA (Epifanio de los Santos Avenue) will be available during the 25th anniversary celebration of the 1986 People Power Revolution, the Metropolitan Manila Development Authority (MMDA) said Sunday.

The MMDA said in an advisory that parts of the 24-kilometer highway will be closed to traffic for the celebration.

"Closure starts from the Service Road along EDSA after Ortigas Avenue northbound. Two lanes from EDSA-Ortigas flyover (are) still passable up to Aguinaldo Gate. Motorists are advised to take alternate routes on 24 February 2011," it said.

The MMDA said the portion from Ortigas Avenue to Santolan (northbound) will be partially closed from 12:01 a.m. to 6 a.m., and totally closed from 6 a.m. to 9 a.m.

The portion will be partially closed again at 9 a.m. onwards, with the two inner lanes passable.

Motorists can take an alternate route from EDSA northbound lane:
  • Right to McKinley Road to C5 to destination.

  • Right at Kalayaan Avenue to C5 to destination.

  • Take Rockwell flyover, left to Estrella, and use Estrella/Pantaleon Bridge, which is now open to traffic.

  • Right at J.P. Rizal Avenue to C5 to destination.

  • Right at Pioneer Street to C5 to destination.

  • Right at Shaw Boulevard to C5 to destination.

  • Right at J. Vargas Avenue to C5 to destination.
Along Ortigas Avenue, alternate routes include:
  • Left turning traffic from Greenhills to EDSA must go straight along Ortigas Avenue to destination. 

  • Right turning traffic from Meralco Avenue must go straight to Greenhills to destination. — JE/VS, GMA News

This is the latest text message from Ma'am Ampy about Sir Chochoy's state: I just talked to Bea. Chochoy had a CT Scan and has developed brain swelling. He is unconscious at present but the doctors are administering medication at the moment. Please pray very hard that he won't have to be opened again and that he will respond to the aggressive medication.

Important Annoucement: Let us be together at the Holy Mass tomorrow (11 March 2011, Friday) at the Ateneo Professional Schools Chapel at 12:15pm to pray, as one family, for the healing and recovery of our beloved Sir Chochoy.

Please spread the word to all those who love Sir Chochoy. Let us continue to pray from him.

FALSE RADIATION LEAK WARNING

 
There is a rumor spreading about a radiation leak in Japan reaching the Philippines at 4PM, today (March 14). In some instances, the circulating rumor claims to be an advisory from the British Broadcasting Corporation (BBC) and the Cable News Network (CNN).
 
PSA checks with the Philippine Nuclear Research Institute (PNRI) confirm that the rumor is untrue. According to the latest data from the PNRI, which is closely monitoring the developments through its 24/7 link up with the International Atomic Energy Agency (IAEA), the level of radiation in the Philippine atmosphere has remained stable since the explosion at Japan’s nuclear plant in Fukushima. The information is current as of 11AM, March 14. Moreover, the PNRI said the radiation leak in Japan does not pose any immediate threat to the Philippines. Based on the plume trajectory, the plume from the Fukushima incident will not pass Philippine territory anytime today. The PNRI noted that the direction of the smoke is away from Philippine territory as it is being carried away by the northeast monsoon. The wind direction is projected to stay the same until May 15, 2011, provided that a major weather disturbance occur affecting the current wind direction.
