I am with you after a long time. This time with festival news. The defining moment of post Vedic period of Hindu society came during the Kurukshetra war when the Poornavatar Krishna chose to reveal the mightiest of secrets of creation to his friend and disciple Arjuna.  Every year that day is remembered as Gita Jayanti. Ihereby remind you all to celebrate this momentous day of Hindu society in a pious and fitting manner and Glorify Krishna and his upadesh.

The Shukla Paksha Ekadasi (11th day of the bright lunar fortnight) of the month of Margasirsha (Nov-Dec) is observed as Gita Jayanti.  Lord Sri Krishna revealed the sacred knowledge of the Bhagavad Gita to Arjuna on the battlefield at Kurukshetra on this auspicious day.

Hence, special poojas are performed at all Vaishnava temples on this day and devotees chant the 700 verses of the Bhagavad Gita with faith and devotion on this day.

The Gita Mahatmya mentions manifold benefits for those who chant the sacred verses of the Bhagavad Gita. Lord Sri Krishna himself has give numerous assurances to his devotees in the Gita that his devotees will never perish or come to harm.

For all those who want to do Gita Jayanti at home, this simple procedure may be followed. Decorate the picture of Lord Krishna with flowers and other decorative items. Place the Holy Gita in front. Light the oil or ghee lamps. Offer kumkum, Haldi (turmeric), Chandan, Akshada, water sprinkling (snanam), achamanam (sipping thrice of water), arghyam )pouring water by the spoonful on the feet of the Lord), fruits, milk,  dhoop, cooked prasadam like kheer or any sweets you have prepared and finally culminate the pooja with karpoora (camphor) arati.

After this, you can chant the Dhyana slokas of Gita followed by the full recitation or at least one chapter in which you are thorough. Or else you can play the gita audio and chant along. For those who still do not have the mp3 of Gita please download with the following links

President confers awards on State innovators

 GUWAHATI, Nov 18 – Two innovators from the State have been honoured by the National Innovation Foundation (NIF) with the National Innovation Award for their innovations. President of India Pratibha Devisingh Patil presented the awards to the two innovators – Kanak Gogoi and Uddhav Bharali – at a function held at the auditorium of the Indian Institute of Agricultural Research, New Delhi today.

While Guwahati-based innovator Kanak Gogoi won two awards for his innovations –compressed air vehicle and gravity bicycle, North Lakhimpur-based innovator Uddhav Bharali was presented the award for his device – pomegranate peeler device.

Talking to this newspaper Kanak Gogoi said that he had developed the gravity bicycle that can be run using gravitational pull, in 2002. Gogoi developed his compressed air vehicle that uses compressed air as its fuel, by labouring for two years since 2006.

Bharali, who had won the National Innovation Award on a previous occasion also, developed his pomegranate peeler after several years of experimentations. This machine is highly appreciated by the experts of several foreign countries and it is in high demand in the developed countries where pomegranate juice is very popular and also used for therapeutic preparations.

Presenting the awards to the innovators, who included several others from other parts of the country, besides Gogoi and Bharali, President Patil said that an exhibition of the award-winning innovations would be organised at the Mughal Garden of the Rashtrapati Bhawan from February 14 next for a one-and-a-half-month period.

Each of the National Innovation Awards consists of a trophy, a certificate and a cheque of Rs 1 lakh .

A Day after the body of a rhino was found with bullet injuries in Jaldapara
Wildlife Forest Reserve, Government Employees Federation demanded a CBI inquiry
into the incident on Sunday.

The federation, with a large number of forest officials, demanded the
resignation of the state forest minister and principal chief conservator of
forest.

On Saturday, the rhino had crossed over the Torsha river from the reserve.
Thereafter, the forest officials along with the villagers pelted stones and
fired tranquilliser shots to drive the animal back to the reserve. The officials
also employed elephants to drive the animal back but failed to do so. Finally,
it fell in the river and died.

The carcass of another injured female rhino was also recovered from the forest.
“A CBI inquiry should be conducted. How can an animal be found dead with a
bullet injury in the restricted area?” said Sanjib Chatterjee, state secretary
of the Federation.

Following the incident, the Forest department had conducted a postmortem on
Saturday.

The department, however, dismissed allegations of negligence on the part of
forest officials. “We are not aware whether it was a poacher who killed the
rhino or not. But the bullet does not appear to have been fired by any forest
official,” said a forest official. “The animal was already injured and the
forest authorities tried to tranquillise and send the animal back to the
forest,” added the official.

PM promises action in Assam scribe murder case
 
Guwahati: The Prime Minister Dr Manmohan Singh has promised to take
initiative on the process to nab the killers of Assam based journalist
Kamala Saikia, who was murdered by the separatist militants 18 years
ago. Dr Singh was briefed about the professional hazard of media
persons in Assam-where more than 20 editor-journalists had fallen prey
to various anti-social elements in the last two decades-by the Editors
Guild of India president Rajdeep Sardesai during a meeting on August
14 in PMO.
Interacting with the editor’s guild president, the prime minister
assured to raise the matter with the Assam chief minister Tarun Gogoi
once again. Dr Singh, who represents Assam in Rajya Sabha, also
expressed his willingness to meet a delegation from Journalist Kamala
Saikia Memorial Trust during his next visit to Guwahati.
Mentionable that  Sardesai came to Guwahati to deliver the 8th  Kamala
Saikia memorial lecture on August 9 to commemorate the death
anniversary of the freedom fighter turned teacher-journalist. Saikia
was killed on August 9, 1991 by the intolerant militants belonged to
the banned United Liberation Front of Asom to stop his critical write
ups against the outfit.
Sardesai, who is the Editor-in-Chief of CNN-IBN, was handed over a
memorandum by the JKSM Trust during his stay in Guwahati, where it was
expressed anger at the unexpected delay in the investigation process
to identify and punish the killers of Saikia.
“It is a matter of grave concern that the family of a journalist, who
was killed to stop his critical writings against the banned outfit,
has to wait for justice for all these long years. Even today, the
family and the entire media community of Assam do not have any idea,
if justice will be delivered in the coming days,” said in the
memorandum.
Demanding a prompt investigation, the JKSM Trust had also submitted
two memorandums to the State chief  minister Gogoi. The trust has been
organizing the memorial lectures annually with the support from
Guwahati Press Club.

In Manipur, death comes easy. In this damning sequence of photos, a local photographer captures the death of a young man, killed in a false encounter by the police in broad daylight, 500 metres from the state assembly. How can a State justify such a war against its own people, asks TERESA REHMAN

If any picture can speak a thousand words, these photos — available exclusively to TEHELKA — could fill volumes. They capture a shootout that happened in the heart of Imphal, Manipur’s capital, barely 500 metres from the state assembly, on July 23. They show the moments before, during and after the ‘encounter killing’ of a 27-year-old Indian citizen – a young man called Chongkham Sanjit, shot dead by a heavily-armed detachment from Manipur’s Rapid Action Police Force, commonly known as the Manipur Police Commandos (MPC).

There is a grotesque and brutal history to the bullets that killed this young man. For years, decades even, security forces in Manipur have faced allegations of human rights violations and extrajudicial murders committed under cover of the draconian Armed Forces Special Powers Act (AFSPA). In 2000, Irom Sharmila, stirred by the gunning down of 10 civilians, including an 18-year-old National Child Bravery Award winner, by the Assam Rifles, started a hunger fast — that lasts to this day — in protest against the AFSPA. In July 2004, the nation was rocked by the protests of a group of Manipuri women who marched to an Assam Rifles base in Imphal, stripped naked and raised a searing banner: “Indian Army Rape Us”. They were protesting the rape, torture and murder, a fortnight earlier, of Thangjam Manorama, 32, who was picked up from her home at night by the Assam Rifles.

Manipur rose up in protest that day, and in August 2004, the Centre relented, withdrawing the AFSPA from Imphal’s municipal zone. ‘Post-Manorama,’ as history is marked in Manipur, the army has taken a backseat, withdrawing outside the municipality. However, life in Manipur is still lived on the tightrope. In a seemingly new counter-insurgency strategy, the MPC has unleashed a reign of terror in the state.

The 30-year-old auto rickshaw driver was allegedly killed by the Imphal West Police Commandos and 16 Assam Rifles on January 21, 2009. A complaint has been filed with the NHRC

The organisation known as the Manipur Police Commandos (MPC) was first set up in 1979 as the Quick Striking Force (QSF). Former Inspector General of Police, Thangjam Karunamaya Singh told TEHELKA, “They were trained for special operations. But the men had strict instructions. They were told to fire only when fired upon and pay special attention to the needs of women, children and the elderly. If they arrested somebody on suspicion, they had to take responsibility for their security,” stated Singh.

The MPC does not fall under the AFSPA but has now become notorious across the state. It operates only in the four districts of Manipur – Imphal East, Imphal West, Thoubal and Bishnupur. The MPC is housed in isolated commando barracks and has minimal contact with the general population, though its personnel are all locals.

Extra-judicial killings, and, in particular, fake encounters by the MPC have become common in Manipur. In 2008, there were 27 recorded cases of torture and killing attributed to the MPC. Where once they conducted ‘encounters’ in isolated places, they now do not think twice before operating in cities, in broad daylight, as they did on July 23. In several incidents, innocent civilians carrying money and valuables have been robbed and sometimes killed. In some cases official action has been taken against commandos for misconduct. For instance, in July 2009, five police commandos who had reportedly robbed three youths were suspended. But for the most part, their extra-judicial activity goes scot free.

According to the official version of Sanjit’s encounter death at 10:30am on July 23, a team of MPC personnel was conducting frisking operations in Imphal’s Khwairamband Keithel market. They saw a suspicious youth coming from the direction of the Uripok locality. When asked to stop, the version goes, the youth suddenly pulled out a gun and ran away, firing at the public in a bid to evade the police.

The official record states that the youth was finally cornered inside Maimu Pharmacy near Gambhir Singh Shopping Arcade. He was asked to surrender. Instead, he fired at the police. The police retaliated and the youth was killed. The account states that a 9mm Mauser pistol was “recovered”. The youth was identified from his driver’s license as Chongkham Sanjit, son of Chongkham Khelson of Kongpal Sajor Leikai, Manipur.

Usually, such official versions of encounters are difficult to disprove though everyone may know them to be false. But in an almost unprecedented coincidence, in Sanjit’s case, a local photographer rushed to the scene and managed to shoot a minute-by-minute account of the alleged ‘encounter’. The photographs (shown in preceding pages) clearly reveal that, contrary to the official version, Sanjit was, in fact, standing calmly as the police commandos frisked him and spoke to him. He was escorted inside the storeroom of the pharmacy. He was shot point blank inside and his dead body was brought out. The photographer, fearing for his safety, does not dare publish these pictures in Manipur.

Eyewitness accounts partly corroborate the police version — except their account is obviously about a young man other than Sanjit. These witnesses state that a youth did escape from a police frisking party about a hundred metres away from where Sanjit was killed. The police chased this youth and opened fire, killing an innocent bystander, Rabina Devi — who was pregnant at the time — and injuring five other civilians. Afterwards, the police showed the media a 9mm Mauser pistol which they alleged was thrown away by the militant before he fled. After about half an hour, the police claimed to have killed the youth who escaped from their hands “in an encounter”; according to them, this youth was Sanjit. The photographs clearly indicate otherwise.

The police claim Sanjit was a member of the People’s Liberation Army (PLA), a proscribed insurgent outfit. Chief Minster Okram Ibobi Singh also made a controversial statement in the assembly that day, asserting that there was no other alternative but to kill insurgents.

Sanjit was indeed a former PLA cadre. He was arrested in 2000 but freed. In 2006, he retired from the outfit on health grounds. In 2007, though, he was detained again under the NSA and was only released a year later. Since then, he had been staying with his family at his home at Khurai Kongpal Sajor Leikai and had been working as an attendant in a private hospital.

But even if Sanjit was a former militant, he should not have have been killed in a false encounter. The photos show him talking to his killers, calmly, without offering any resistance. He was frisked moments before the shootout. He was not an insurgent on the run. In fact, Sanjit had to make periodic appearances before the Court, a requirement that the Court later lifted. “Legally speaking, Sanjit was a free man,” says M Rakesh, a lawyer at the Gauhati High Court’s Imphal Bench. There are also significant inconsistencies in the police versions of the recovery of the weapon. First, they said it was flung away by the fleeing militant. Then they said it was recovered from Sanjit after the encounter. As the photos show, Sanjit was ushered into the pharmacy, not chased in. Also, if Sanjit was, in fact, armed with the 9mm Mauser, why wasn’t it found during the frisking? Why, as the photos show, was he taken inside the storeroom?

The law says if a death is caused by state forces in an encounter which cannot be justified by Section 46 of the Criminal Procedure Code, the officer causing the death would be guilty of culpable homicide. In this case, only a rigorous investigation can establish what exactly transpired. Instead of instituting a judicial enquiry, however, the state government is setting up a departmental enquiry, which is unlikely to yield any justice to the victims’ families. Sanjit’s family claims he had broken his earlier links with the militants and was leading a normal life. They say he had gone out that day to buy medicines for his uncle, who is undergoing treatment at Imphal’s JN Hospital. Says Sanjit’s mother, Inaotombi Devi, “Life is very cheap in Manipur.”

Manipur is routinely roiled by such devastating narratives. Ex-MLA 78-yearold Sarat Singh Loitongbam’s son Satish Singh was killed by the armed forces. Though a devout Hindu, he refuses to perform his son’s last rites until his name is cleared of wrongdoing. Like Satish, there is Ningombam Gopal Singh, a 39- year-old Grade-IV employee at the Imphal Bench of the Gauhati High Court, a man who was chatting over tea with women at a hotel when he was dragged off by men in plainclothes, to be shot dead in an ‘encounter’. There is 24-year-old Elangbam Johnson Singh, a student and part-time salesman, picked up by the MPC while out with a friend and killed in an encounter, his corpse at the morgue bearing signs of torture. Stories like these are a grotesque lattice in Manipur. “Life in Manipur,” as one observer puts it, “is like a lottery. You are alive because you are lucky.”

Ladakh Ecological Development Group (LEDeG) in collaboration with Bremen Overseas Research & Development Association (BORDA) has been promoting environmentally friendly Decentralised Renewable Energy Systems (DERES) for the last 20 years in the Western Himalayas. Under this collaboration, with support from various national and international organizations, LEDeG have installed 72 Community-based Micro Hydro Power Units (CMHPU).

 

LEDeG and BORDA, now in collaboration with University of Applied Sciences Northwestern (FNHW) Switzerland, and Consortium for DEWATS Dissemination Society India, is organizing an two weeks training program titled ‘International On-Site Training Programme on Community-Based Micro Hydro Power Units’.  The training program aims to impart basic skill required for planning, implementation and management of Community Based Micro Hydro Power Project. The training is scheduled during 21st September to 2nd October, 2009 in Leh and Kargil districts of Ladakh.

 

The training participant will have an opportunity to implement 30KW community hydro power project at Bartoo Village of Ladakh region. This project has been specifically planned to provide training participants with first-hand exposure and practical experience of Community-based Micro Hydro Power Units. The training team shall comprise experts from different national and international reputed organizations representing a good balance between academics and practitioners. On the successful completion of the training course, participants will receive a certificate from University of Applied Sciences Northwestern (FNHW), Switzerland.

 

 Please find attached training brochure for detailed information. If you are interested in attending the training course, please send the filled-in application form at the earliest. As the seats are limited, relevant participants will be selected on first-cum fist-serve basis. The training program is highly subsidised and full scholarships will be available for 3 selected participants.

Bangladesh has advanced its clock by one hour. Today the clocks of Bangladesh
are running an hour advance to get the advantage of daylight during the evening
hours.
The Bangladesh prime minister Sheikh Hasina released a special commemorative
stamp to implement the decision of her cabinet in this respect.
In Bangladesh the shops, malls and other public halls remain open till 8 in the
evening. Now those will be closed by 7 pm, that way saving
electricity for the energy hungry nation.
The initiative is expected to reduce the demand for electricity and also
optimize the use of morning hour for works.
Dhaka is definitely ahead of New Delhi (by 30 minutes). But geographically, we
(Northeast) are ahead of Bangladesh. So should not we go for an advance time
zone (than the mainland India)?
I am sure, New Delhi will not acknowledge it, because, those people in the
capital some how believe that the initiative would only ‘legitimate the demand
of the separatist armed groups of Northeast’.
Should not we go for a debate once agian?

There is good a news for all. when our so called  middle classes are busy with news of new model of carin the market, vote for india idol etc programme etc etc
 A news appeared in the Assam tribune that the MORAN  community students of upper Assam decided to declare the " HOLLONG " tree as their JATIYA SAMPAD.
They will stand for the  conservation of the tree.The rempant felling of the tree which is used mainly for shuttering in the construction works and in the Ply wood factories attracts such action from this brave community.This reminds of Chipko Movement of Sundarla Bahuguna.
 I convey my heartiest congratulation the Moran Students Of Assam and hope such action hoped from all community from Assam for conservation of our rich bio-diversity as well as enviroment, ecology of the region.

What happened during/after the Burmese invasion in 1820-1826, may happen again if the Infiltrators from East Pakistan (now Bangladesh) be victorious in their civilian invasion.

 

A massive campaign to rehabilitate some of the long lost Assamese brothers back in Assam today like you have suggested may awaken the Assamese to the looming danger of the Damocles Sword hanging over us --- extinction like the Kashmiri Hindus.

                  A thought has been lingering in my mind for quite some time and i want to discuss it with you. During the Maan invasion of Assam many Assamese people fled from the Brahmaputra Valley and settled down elsewhere. There are some Assamese villages in Barak Valley too. The people of those villages are the descendants of those Assamese people who fled during the Maan raids. One such village is near Silchar town itself, in a place called Tarapur. Its name is Assamese Gram. The people of that village have Assamese surnames like Deka, Barua, Saikia, Kalita etc. I stayed in Silchar for four years and my maternal grandfather had told me that before returning back from Silchar i should at least meet those people once. I tried going to the place once but dusk had set in and i had to return without being able to meet those people. My maternal grandfather, when he was an MLA in the 60's , had visited that village and had got a chance to conversate with those people. He had told me once, before he left for his heavenly abode, that the people of that village, spoke Assamese with a Bengali accent. I have heard that there are some Assamese villages in Karimganj district too.
Once i was eating at a stall outside my institute, i met an Assamese person from Maligaon in Guwahati. We chatted for some time and our discussions went over to this topic, that is about those Assamese villages, which i have mentioned. He told me that there actually hundreds of such Assamese villages in Barak Valley.
 
In some discussion forum, i found that there are some Assamese villages in Myanmar on the other side of the Patkai mountains. Those are the descendants of those Assamese people who were captured by the Burmese and taken away as prisoners. As far as i know, there were some 30000 people who were taken away as captives by the Burmese raiders. That was almost 200 years back. Now, that population must have swelled upto a few lakhs.
 
That is about the Assamese who either fled away or were captured and taken away during the Maan invasion. But what if there are Assamese villages whose ancestors migrated even earlier. I read in wikipedia that there are some Assamese villages in Bhutan too and also in Chittagong hills of Bangladesh.
 
What i want to propose through this mail is that, why doesn't some organization, say for example, Assam Sahitya Sabha, establish cultural links with these people ? Why doesn't Assam government reserve some seats in the medical/ engineering colleges of Assam for the wards of these people, instead of reserving seats for the people of the Char areas whose ethnicity is very well known to the people of Assam ? Why not have some documentary serial on the lives of these people, on the hardships faced by them ? Why not we have an encyclopedia on the issues of such people ? It would be an interesting project anyway.Why don't we allow some of those Assamese people in Myanmar settle donw in Assam, instead of settlin down Bangladeshis ?
And it would be very foolish on our part, if we forget them and let them fade away into oblivion.
