See my previous answer in Amharic online group also. "Sir'ate tsotawi" may be translated also as "gender-based" , ie "stop gender-based harassment or quarrel-creating" might be a better translation. Note also that this is similar to many other slogans appealing for unity, or directed against fomenting division along narrow lines of religion, tribe, language, etc. It's just that in this case it says "gender".
