Concurrent Receipt Missing from Subcommittee Mark Up
The House Armed Services' Personnel Subcommittee finalized (marked up) its
portion of the FY2010 National Defense Authorization Act (NDAA, H.R. 2647)
the week ending June 12. Significantly missing from the measure are
concurrent receipt reforms addressed in the President's FY2010 budget and
Budget Resolution (Sen. Con Res. 13).
To address this and other issues, the subcommittee's Ranking Member, Rep.
Joe Wilson (S.C.), has vowed to offer an FRA-supported amendment during full
committee mark-up this next week for service members who were medically
retired with less than 20 years of service (Chapter 61 retirees), eliminate
the Survivor Benefit Plan/Dependent Indemnity Compensation (SBP/DIC) offset,
and lift the age-60 requirement for retired Reservists with 20 or more years
of service to be eligible for TRICARE benefits.
The USDR joins with the FRA in supporting the restoration of CRDP to those
nearly 400,000 Chapter 61 medical disability retirees currently
disenfranchised from concurrent receipt.
