I use Microsoft's Dvorak keyboard in English. There is no similar option for a
German Dvorak layout. Is there a way to upload one to the system or is there a
way I can create a customized keyboard to serve this purpose?

I also use a Hebrew keyboard from time to time. About this, I have two
questions. First, is there an optimized – a la Dvorak – layout for Hebrew?
Second, Hebrew makes no distinction between capital and lower case letters; so
when I use caps or want to use control plus character commands (e.g. CTRL+C), I
need to revert to a QWERTY layout. As I am still building up my proficiency
with Dvorak, this is slowing me down considerably. So my question again is a
very similar one. Is there a way to set up the underlying keyboard with a
Dvorak layout?

Any advice on these issues would be greatly appreciated.
