HARRISBURG - Legislation that would end discriminatory contracting practices in
Pennsylvania has been announced in Harrisburg. House Bill 2010 would put an end
to Project Labor Agreements, which provide preference to contractors who employ
union labor for government construction projects. Lancaster County Rep. John
Bear, prime sponsor of the bill, said his proposal would save taxpayer dollars
by reducing construction costs associated with hiring union labor. House Bill
2010 is being circulated for co-sponsors and will be introduced this week. A
number of unionized construction workers tried to drown out the announcement.
Some testy exchanges and pushing and shoving followed. Capitol Police arrested
one man for climbing up scaffolding set up for restoration work on the Capitol.
