ADOPTIONS ARE CURRENTLY CLOSED FROM CAMBODIA FOR MOST COUNTRIES OF THE WORLD. The Cambodian government is allowing adoptions, it is the receiving countries that have shut down adoptions. To adopt from Cambodia if your home country has shut adoptions, generally you must live outside of your home country for up to two years (eg USA rule) after the adoption of your child. Some countries the rules about time outside of your home country are less strict. BE SURE you are familiar with the rules in your country prior to completing a court adoption. Ministry adoptions are not allowed if your country will not issue a pre-approval to adopt from Cambodia.
