JOB POSTING
EQUAL OPPORTUNITY SPECIALIST (CHICAGO)
OFFICE FOR CIVIL RIGHTS, DEPARTMENT OF HEALTH AND HUMAN SERVICES
APPLICATIONS DUE COB 11/9/01
The Department of Health and Human Services (HHS) is currently soliciting
applications from individuals interested in pursuing a career as a civil
rights investigator with its Office for Civil Rights (OCR) Region V office.
OCR ensures that recipients of federal financial assistance from HHS are in
compliance with applicable federal civil rights statutes and regulations
which prohibit discrimination on the basis of race, color, national origin,
age, disability, sex and religion. Headquartered in Chicago, Illinois,
OCR=s Region V office covers entities in the states of Illinois, Indiana,
Michigan, Minnesota, Ohio and Wisconsin.
An Equal Opportunity Specialist (EOS) brings strong analytical and
communications skills to the performance of a wide array of enforcement,
outreach, educational, investigative and technical assistance activities,
designed to ensure that eligible people have equal access to health and
human services in federally-funded programs. Examples of OCR=s current
agenda include: (1) working to eliminate racial and ethnic disparities in
health care; (2) ensuring that individuals with disabilities have equal
access to health and human services; (3) addressing the civil rights
challenges confronting immigrant communities, such as language access; (4)
implementing the newly-adopted medical privacy regulations; (5) tackling
difficult civil rights issues regarding adoption and foster care practices;
(6) confronting emerging civil rights issues in the welfare-to-work
context; and (7) dealing with civil rights challenges in managed care.
An EOS will: conduct investigations into complaints of alleged civil rights
violations, often reviewing government or private agency policy statements,
case records and scholarly materials and interviewing witnesses; conduct
periodic compliance reviews of public and private health and human services
agencies to determine if the agency=s policies and practices are in
compliance with federal civil rights laws; negotiate corrective action plans
and settlement agreements; respond to questions, provide technical
assistance and train Federal colleagues and Federally-assisted entities on
particular civil rights statutes and regulations through speeches, briefings
and other forms of oral communication; and participate in outreach to the
general public on civil rights issues within a health and human services
context.
An EOS must demonstrate the ability to interact effectively with Federal,
state and local government officials, health care and social service
providers, and advocacy organizations, among others. An EOS must have a
strong academic record, demonstrating the capacity to research and write
well and to bring analytic, creative and legal skills to complex civil
rights and public policy issues. Though not required, a graduate degree in
law, public health, public policy, social work or a similar discipline is
helpful, as is fluency in a foreign language. At least two years of
post-graduate work experience, ideally in investigations, including a
knowledge of interviewing techniques, report writing and negotiations, would
also be beneficial.
This position begins at a GS-9 or GS-12 level ($37,577 - 59,105), depending
on experience.

INTERNSHIPS IN ASIAN AMERICAN VOTING RIGHTS Spring 2002
The Asian American Legal Defense and Education Fund (AALDEF), founded in 1974, protects and promotes the civil rights of Asian Americans through litigation, legal advocacy, and community education.AALDEF is seeking undergraduate, graduate, and law school interns to assist with the following projects:
·Meaningful Asian American Political Representation: Redistricting
New York City has the nation’s largest Asian American population, but only 1 Asian American has been elected to the City Council and none to the State Legislature or Congress, notwithstanding a population of over one million.Every ten years, the boundaries of voting districts are redrawn to adjust for population shifts and restore the constitutional imperative of “one person, one vote.”AALDEF’s redistricting efforts seek to ensure that redrawn districts lines will not dilute the voting strength of Asian Americans, as guarded by the federal Voting Rights Act.
Interns will work with census and other data, reports, and studies to identify and legally demonstrate Asian American “communities of common interests,” under Miller v. Johnson.Legal interns will gain substantive experience in legal writing, fact development, legal research, and working with court experts.Graduate and college interns will gain experience working with community groups and in policy advocacy.
·Asian American Access to Democracy and Voter Disenfranchisement
In last year’s elections, Asian Americans encountered many voting problems, including hostile pollworkers, inadequate language assistance, and outright discrimination.Interns will assist with AALDEF’s efforts to remedy instances of anti-Asian voter discrimination and advocate for better compliance with Section 203 of the Voting Rights Act, which mandates the availability of bilingual ballots and voting materials.Interns will gain experience working with community groups and in policy advocacy and legal research.
QUALIFICATIONS:
No specific qualifications are required, but preference will be given to the following:
-second and third year law students,
-undergraduate seniors interested in community organizing and advocacy,
-any student with experience working with data and/or statistical analysis;
-any student with experience in mapping software.
These internships are not paid positions, but academic credit can be arranged.
