Hi Everyone:

       The most important meeting of the year is here, October is the
meeting for renewal at HCRA. You can join, or tell your friends to join,
but this is the meeting we count on to get us rolling for the year! As
an incentive we will give everyone that renews or joins before the end
of the meeting one (1) chance to win a brand new Yaesu FT-1802 2 meter
rig. You can't buy 20 tickets, or join more than once to get more
chances! So the odds of each individual ticket winning is very good.
     The speaker of the October meeting is Bob Laflamme, W1SQ. He will
talk about a program that runs on computers that have XP or VISTA as an
operating system. This program allows you to use older Dos based
programs on the newer computers. So if you have that favorite program
that you've used for years and it doesn't run on the New computer here's
your chance to get it up and running again.
     So there are two really good reasons for going to the October
Meeting of the H.C.R.A.  The third reason is to support your club.
Without you it's a room full of seats, with you it's a room full of old
friends that have something in common their love of radio.
So come on down, Doors open at 6:30, Meeting starts at 7:30 P.M. at the
Feeding Hills Congregational Church, Westfield St. Feeding Hills,
(Agawam) Ma. Just across the street from the Pride station and the
Dunken Donuts. Which reminds yes as usual there will be coffee and
Donuts at the meeting!

HAM RADIO PROMOTION: MGM FILM PRESENTS RADIO HAMS

A film from Metro Goldwayn Mayer that promotes Amateur Radio has
surfaced on the Internet. Produced in 1939 by Pete Smith, "Radio Hams
centers on a family called to dinner. All but the teenage son
respond. When family members go looking for him, one by one they are
snared into a world of ham radio high adventure. One that includes a
rescue in Alaska and a tragic search for a downed aircraft at sea.

Unlike most films promoting ham radio, this one is not a documentary.
It's a fully scripted 10 minute dramatic presentation featuring a
cast of professional actors well directed by Felix Fiest. E. Mauriece
Adler is credited with writing the screen play.

"Radio Hams" is really a nostalgic look back at ham radio the way it

TUNISIA, 3V.  Dimitri, RW4WM will be QRV as 3V8SS from October 2 to
8.  Activity will be mainly on the low ends of 30, 17 and 12 meters
using mostly CW with some RTTY.  QSL this operation via RW4WM.

MALAWI, 7Q.  Ely, IN3VZE will be QRV as 7Q7CE from southwest of Lake
Malawi from October 4 to 25.  Activity will be on all bands using
SSB and especially RTTY.  QSL to home call.

BARBADOS, 8P.  Richard, G3RWL is QRV as 8P6DR until October 13.
Activity is on 80 to 10 meters using CW and various digital modes.
He plans to participate in the CQ WW RTTY contest.  QSL to home

BALEARIC ISLANDS, EA6.  Javi, LU5FF is QRV as EA6/LU5FF from Can
Picafort, IOTA EU-004, until November 16.  Activity is on 30 to 10

IRELAND, EI.  During the CQIR contest, look for special event

as H40MY from Tikopia Island, IOTA OC-178.  Their length of stay and
activity are unknown.

LIECHTENSTEIN, HB0.  DF4OR, DJ5BX, DK9FEC, DL1FX and DL1ZBO are QRV
as HB0/homecalls until October 1.  Activity is on 80 to 10 meters
using CW, SSB and RTTY.  This includes an entry in the CQ WW RTTY

CRETE, SV9.  Uli, DJ9XB is QRV as J49XB.  He will be active in the
CQ WW RTTY contest as a Single Band entry on 15 meters.  Before the

SAN MARINO, T7.  John, T77CD will be QRV in the CQ WW RTTY contest.

CAYMAN ISLANDS, ZF.  Operators W4YCH, W6JND, W6OMF, W6BO, K6SUE and

respectively, until October 1.  Activity is on 160 to 6 meters.

….Isolated to Scattered Strong to Severe Thunderstorms possible today with damaging winds and large hail being the primary threats as near record heat continues across portions of Southern New England. Additional isolated to scattered severe weather threats are possible Thursday and Friday of this week….

….SKYWARN Activation with Ops at NWS Taunton is possible today anytime after 3 PM. Updates on any severe weather threat for Thursday and Friday will be posted as we get closer to those events….

 

A cold front will slowly approach Southern New England over the next several days bringing with it a return to Fall weather. In the meantime, near record heat will occur today and the cold front will only slowly push through the region finally moving off the coast of New England on Friday. Prior to its arrival, there will be the threat of Isolated to scattered strong to severe thunderstorms with damaging winds and large hail the primary threats. The threat for today will be confined to Southwest New Hampshire as well as Northern Massachusetts along and north of Route 2 and in Western Massachusetts down through possibly Northern Connecticut. Additional isolated to scattered strong to severe thunderstorm threats are possible for Thursday and Friday but it is too early to know if those threats will materialize.

With less than four weeks to go until the New England Amateur Radio
Festival, anticipation and excitement is beginning to build all over
the Northeast and Canada as radio enthusiasts are turning their
thoughts towards the trek to Deerfield NH once again.

"NEAR-Fest I in May was an unqualified success, beyond our wildest
dreams," reports Mister Mike, W1RC, General Chairman of the semi-
annual event.  We promise you NEAR-Fest II is going to be bigger and
even better! if that's possible."

"We have several new activities and events to offer besides the huge
tailgate swap-meet.  There will be something for everybody at
Deerfield."

The big news this time is that the proceeds from NEAR-Fest II will
go to funding a fully operational amateur station at the CHRISTA
McAULIFFE PLANETARIUM in Concord NH.  The planetarium staff are very
excited at the prospect of having a radio station they can exhibit
and operate with which they can communicate directly with the
International Space Station and other NASA facilities.  They are
currently building a new addition and have already pledged a
permanent location for this purpose.  A local area radio club has
offered to represent NEAR-Fest and assist Planetarium staff members
become licensed and proficient in the use of the equipment.  A
presentation to Planetarium officials will be made at the Prize
Drawing ceremony at 2:00PM on Saturday October 13th.

Some of the new attractions include a number of technical symposia
and workshops such as the R-390 Workshop moderated by George
Rancourt, K1ANX, a fascinating lecture on the WW-II German ENGIMA
machine and its derivatives presented by Professor Tom Perera W1TP
and "DXing 101" hosted by Neil Kaltman, K6SMF.  Neil is travelling
all the way from Los Angeles California to be with is at NEAR-Fest.
The current ARRL DXCC Honor Roll list shows K6SMF with 352 Confirmed
contacts so he knows his subject very well.

In addition Mister Mike is pleased to announce the addition of more
food vendors and washroom facilities as well as three buildings with
over 30 commercial exhibitors, including several well-known ham
radio equipment dealers.  This promises to be the largest commercial
electronics shopping mall in the Northeast!

Another new feature is overnight camping/parking facilities are
available at the Fairgrounds.  Join us for the pre-hamfest
festivities.  However this area is not located inside the tailgate
area so early setup & shopping is not an option.  The fee is $20.00
per vehicle and includes hookups.  The camping area opens at 3:00PM.

Tickets are $10.00 for Friday and Saturday.  Admission is reduced to
$5.00 at 6:00 AM Saturday.  The entry fee for vehicles entering the
flea market is $10.00 with the exception of campers, RVs and
trailers who pay a $20.00 charge which includes all hookup charges.
Advance tickets are available and those holding them will be
admitted first.  Furthermore, there will be two special door prizes
drawn exclusively for advance ticket holders.  Mister Mike promises
that these prizes won't be insignificant either.

The Deerfield Fairgrounds is located on Route 43 approximately 15
miles NE of Manchester NH.  Please note that Fair Association rules
and local ordinances prohibit any alcohol and open fires anywhere on
the grounds.  Charcoal grills, barbeques, gas grills are okay!
A "Pack it in - Pack it out" philosophy regarding garbage is highly
recommended because it helps us keep down the costs of hosting this
event.  The now-traditional NEAR-Fest policy regarding abandoning
unsold junk and trash will be strictly enforced.  Offenders will be
sorry!

The NEAR-Fest Team looks forward to seeing you all at Deerfield on
October 12th & 13th.

==> CANDIDATE FOR ARRL SOUTHWESTERN DIVISION DIRECTOR DISQUALIFIED;
NORTON DECLARED RE-ELECTED

Carl Gardenias, WU6D, the challenger seeking the position of ARRL
Southwestern Division Director, was declared disqualified Thursday by
the ARRL Ethics and Elections Committee. Gardenias was running against
incumbent Richard "Dick" Norton, N6AA. Due to the disqualification, the
Committee has declared Norton re-elected.

According to ARRL CEO David Sumner, K1ZZ, writing on behalf of the
Committee, an e-mail signed by "Cathy K6VC, Newsletter editor" was sent
on behalf of Orange Section Manager Carl Gardenias to ARRL Orange
Section newsletter editors and Web masters, among others, on September 1
regarding the Southwestern Division election for Director and Vice
Director. The e-mail encouraged "ARRL Full members to vote and vote
wisely" in the upcoming election. Recipients were also asked to
encourage clubs to "post to their websites and into their newsletter
information regarding each candidate," and went on to list information,
including e-mail addresses and campaign Web sites, for the two Director
candidates and four candidates for Vice Director. Cathy Gardenias, K6VC,
is Assistant Section Manager for the ARRL Orange Section and the wife of
Carl Gardenias.

The information given in Cathy Gardenias' e-mail was incorrect, in that
the e-mail address for Norton was wrong. The e-mail also stated that
Norton and Vice Director candidate Marty Woll, N6VI, did not have
campaign Web sites, when in fact they did.

Cathy Gardenias' e-mail went on to say that "Since all candidates are
listed with e-mails and websites if they have one, there is no show of
favoritism or bias. Please vote. Approved by the ARRL k1zz."

The ARRL Ethics and Elections Committee received a complaint regarding
the misinformation and concluded that the email violated the standard of
"truthful and not misleading" that applies to candidates' mailings. It
instructed Sumner to notify Carl Gardenias that "a correction must be
circulated to everyone who received the incorrect information, i.e.
everyone on the above distribution list and anyone else to whom it may
have been sent." Carl Gardenias was also told that should he "become
aware of any postings of the original, uncorrected item, you should
immediately endeavor to have them corrected or removed."

Specific language for the correction was supplied by the committee. It
was to list correct e-mail addresses for each candidate, including
Norton, and to supply the Web site addresses for Norton and Woll that
had been missing from the original message. It was to further state,
"Finally, the item was NOT approved by the ARRL or K1ZZ, as incorrectly
stated," and that "The Orange Section regrets the errors and apologizes
to those affected."

Carl Gardenias acknowledged receipt of Sumner's September 5 e-mail. On
September 7, having seen no evidence of compliance with the Committee's
directive, Sumner sent him another e-mail, asking for a copy of the
correction that Gardenias was supposed to have sent out. Gardenias
replied via e-mail, "OK on Monday we are at the convention," meaning the
ARRL Southwestern Division Convention. Since that response, Gardenias
has not communicated with Sumner, "nor has any evidence of your
compliance with the committee's orders been received," according to an
e-mail Sumner sent Gardenias September 13.

In that e-mail, Sumner reminded Gardenias that he was previously advised
that "candidates' statements 'must be truthful and not misleading, which
matters will be conclusively determined by the Election Committee.' The
standard of truth applies to all mailings by a candidate. The email that
was sent on your behalf on September 1 violated this standard, as
documented in my September 5 message. You failed to follow the
instructions of the Ethics and Elections Committee to make a timely
correction, although you had ample opportunity to do so."

Sumner advised Gardenias that he has "been disqualified as a candidate
for the office of Director of the Southwestern Division. Your name will
not appear on the ballot." Since Dick Norton is the only eligible
candidate, Sumner said, the Committee has declared him re-elected.

==> HURRICANE HUMBERTO CAUSES HAVOC ON GULF COAST

Hurricane Humberto, a Category 1 hurricane and the first hurricane to
make landfall in the US in two years, came ashore in Texas on Thursday,
September 13 not even 50 miles from where Hurricane Rita hit in 2005.
Stronger than initially expected, Humberto continued eastward toward
Louisiana and Mississippi, where flood warnings were in effect.

In response to Humberto, several ARES groups were activated. According
to Brazoria County Emergency Coordinator Terry Bowersmith, W5SRG,
Brazoria County (Texas) ARES activated a complex Net at 6 PM Wednesday,
involving repeaters in Freeport and Alvin. One member was dispatched to
the Brazoria County Emergency Operations Center, and another to the
Pearland EOC, while others remained in "standby ready condition. By 9
PM, Humberto had cleared Brazoria County with little rain and no damage,
so we secured the operation," according to Bowersmith.

ARRL Louisiana Section Emergency Coordinator Gary Stratton, K5GLS, said
Alan Levine, WA5LQZ, District Emergency Coordinator for Southwest
Louisiana, reported minimal flood damage in his area, and little wind
damage. "About three spans of power lines down in this area but should
be repaired within a few hours. The weather has cleared that area and
will continue along a projected path across central Louisiana and
Northwest Mississippi today," Stratton said. "We were lucky that the
system spawned offshore and moved inland quickly as a minimal
hurricane."

Orange County (Texas) Emergency Coordinator Rocky Wilson, N5MTX,
reported that as of Thursday, Orange County had a "massive power
outage"; all schools are closed, as are most retail stores and
businesses, until power can be restored, expected sometime on Saturday,
September 15. "Most petrochemical facilities are shut down due to no
power," Wilson said. Many oil refineries are located on the Texas Gulf
Coast.

Humberto didn't even exist until Wednesday, only becoming a tropical
storm that afternoon, strengthening from a tropical depression with 35
MPH winds, to a hurricane with 85 MPH winds in just 18 hours. Only three
other storms have pulled off a similar feat, growing from depression to
hurricane in 18 hours -- Blanche in 1969, Harvey in 1981 and Alberto in
1982 -- but all of them were out at sea at the time, not about to crash
ashore like Humberto. A Bridge City, Texas man died when the carport at
his home collapsed on him; Bridge City is between Port Arthur and
Orange.

Editorial and Production staff judged the nearly 50 entries and chose
the best ones to be published in the magazine and in other ARRL

Norm Fusaro, W3IZ, Assistant Manager for ARRL's Membership and Volunteer
Programs Department, reviewed the Yaesu FT-2000D HF and 6 meter
transceiver. According to the ARRL Lab test results, "The FT-2000D
offers 200 W of transmitter power or a cleaner 75 W in Class A mode.
It's similar to the base model FT-2000 in other respects, with a lot of
flexibility that rewards the operator who takes the time to learn about
and test its many features and settings." There is also a report from
the Lab describing the changes to the way ARRL conducts receiver
testing.

Robert Conway, KA0VAN, tells of ways to put retired public service
radios to use on 2 meters. Alan Applegate, K0BG, warns that using the
wrong size fuse can damage your rig, and offers ways to make sure you
have the correct fuse for the job. Kai Siwiak, KE4PT, finds a way to get
around antenna restrictions by putting up an all-band attic antenna.

==> NOMINATING PETITIONS FOR ARRL SECTION MANAGER CANDIDATES SOUGHT

The ARRL Membership and Volunteer Services Department has announced that
nominating petitions for Section Managers are currently being accepted
until December 7 for the following Sections: Eastern New York, Eastern
Pennsylvania, Louisiana, North Carolina, Pacific, San Diego, South
Dakota and Virginia.

To be considered a valid nominating petition, it must be signed by no
fewer than five full ARRL members who live in the Section concerned;
photocopied signatures are not acceptable. Any candidate for the office
of Section Manager must be a resident of the Section, an Amateur Radio
licensee of Technician class or higher and a full member of the League
for a continuous term of at least two years immediately preceding
receipt of a nominating petition.

If more than one member is nominated in a single Section, ballots will
be mailed from Headquarters on or before January 2, 2008, to full
members of record as of December 7, 2007, which is the closing date for
nominations. Returns will be counted February 19, 2008. Section Managers
elected as a result of the above procedure will take office April 1,
2008. If only one petition is received from a Section, that nominee
shall be declared elected without opposition for a two-year term
beginning April 1, 2008.

The ARRL/TAPR Digital Communications Conference, scheduled for September
28-30 in Hartford, Connecticut, has released its slate of speakers. The
three-day conference is an international forum for radio amateurs to
meet, publish their work and present new ideas and techniques.
Presenters and attendees will have the opportunity to exchange ideas and
learn about recent hardware and software advances, theories,
experimental results and practical applications.

Registration for the DCC is still open and will be available at the
door.

Friday's speakers include Bob Bruniga, WB4APR, speaking about "The APRS
Local Voice Repeater Initiative"; Ev Tupin, W2EV, speaking about
"Growing APRS' Value within the Emergency First Responder Community";
Paul D. Wiedemeier, PhD, KE5LKY, will talk about "Performance Modeling
of TCP and UDP over Packet Radio Networks Using the ns-2 Network
Simulator"; ARRL Chief Technology Officer Paul Rinaldo, W4RI, will speak
about "Results of HF Digital Protocol Survey"; Mel Whitten, K0PFX, will
speak about "DRMDV for HF"; Bob McGwire, N4HY, is talking about
"NUE-PSK31: A Digital Modem for PSK31 Field Operation Without Using a
PC," and Bill Tracy, KD5TFD, will give an HPSDR update.

Saturday's line-up starts off with Steven Bible, N7HPR, and Robert
McGwier, N4HY, giving an update on SuitSat-2; McGwier will also speak on
AMSAT's Phase IV and "On a Method for Automatic Image Balancing in IQ
Mixer Based Software Defined Receivers," as well as sharing presenting
duties with Gerald Youngblood, K5SDR, with "The Flex 5000 and SDR
Software." Roderick D. Mitchell, KL1Y, will speak about "The Integration
of Amateur Radio and 802.11"; Martin Ewing, AA6E, will present
"SurgeForge, Hamlib and Rigserve: Free Beer, Free Speech and Rig
Control"; Frank Brickle, PhD, AB2KT, will talk on "The FSM Virtual Radio
Kernel: Why, What and How (in that order)"; John A. Hansen, W2FS, will
speak about "The Nordic nRF2401 Single Chip Data Transceiver," and Hank
Javin and Jerry Newman will present "Transmission Lines, Parameters and
Application in Communications Systems."

Two introductory forums are also scheduled on Saturday: Intro to Eagle
CAD, given by Dan Welch, W6DFW, and Intro to HF Digital, given by Steve
Ford, WB8IMY. The TAPR annual meeting is scheduled for Saturday
afternoon.

Sunday's Seminar, a four-hour presentation led by McGwier on the topic
of "A Stroll through Software Radio, Information Theory and Some
Applications" will cover the basic building blocks of a simple software
radio system, as well as a discussion of information theory and its
practical use in communication systems. As time permits, McGwier plans
to demonstrate several software radio systems ranging from the
Softrock40 to the GnuRadio/USRP and the Flex5000. Attendees will receive
packages containing tutorials and software.

==> 1296 MHZ WAS #1 AWARDED TO TEXAS HAM

Al Ward, W5LUA, of Allen, Texas, is the first person to achieve the
ARRL's Worked All States (WAS) on 1296 MHz, making him 1296 MHz WAS #1.
Ward first started on his pursuit January 25, 1977, with his first 1296
MHz contact with Leroy May, W5HN (SK). His 30 year quest ended last
week, with confirmed contacts with Wyoming, Utah and Idaho, giving Ward
his last three needed states, thanks to Paul Perryman's, WA5WCP, EME
DXpedition.

"I couldn't have done this without Paul," Ward said. "Also, thanks to

After collecting his 50th QSL card, Ward drove from his home in Texas to
Little Rock, Arkansas so ARRL President Joel Harrison, W5ZN, could
verify his cards and complete his WAS paperwork. "Verifying QSL cards
from 30 years of activity brought back a lot of memories of several
stations active on 1296, many who are Silent Keys now," Harrison said.

Tad "Sunspots Cast a Glare in My Eyes" Cook, K7RA, this week reports:
The sun has been blank, no visible sunspots, for the past seven days,
September 7-13. We may not see another spot until September 22, just
before the autumnal equinox. Thursday evening, September 13,
Spaceweather.com mentioned a coronal wind hitting earth this evening,
September 14. The Interplanetary Magnetic Field (IMF) points south,
making the Earth vulnerable to solar wind, but other sources don't call
for an increase in geomagnetic activity today. We might assume that a
solar wind from 27 to 28 days ago could return at this time, based on
the rotation of the Sun relative to Earth. But looking back four weeks
does not reveal any heightened activity. Of course, it could be that the
IMF pointed north, protecting earth from the coronal wind. Sunspot
numbers for September 6 through 12 were 12, 0, 0, 0, 0, 0 and 0 with a
mean of 1.7. The 10.7 cm flux was 66.7, 67.1, 66.6, 66.7, 66.9, 66.1 and
65.9 with a mean of 66.6. Estimated planetary A indices were 13, 12, 6,
2, 2, 2 and 2 with a mean of 5.6. Estimated mid-latitude A indices were
8, 10, 3, 2, 2, 2 and 2 with a mean of 4.1. For more information

* Radio Appreciation Day Is September 15: Amateur Radio operators around
the country really don't need a special day to promote Amateur Radio,
but Saturday, September 15 has been declared Amateur Radio Public
Awareness Day. As part of the Department of Homeland Security's National
Preparedness Month, ARRL Public Information Officers (PIOs) are using
the day as a way to make the media more aware of our Service and
especially its role in emergency communications. The purpose of Amateur
Radio Public Awareness Day, held the third Saturday in September, is to
make the public more aware of the existence, purposes and benefits of
Amateur Radio. ARRL Media and Public Relations Manager Allen Pitts,
W1AGP, said, "Through events such as Amateur Radio Public Awareness Day,
hams can take the opportunity to tell not only their friends and
neighbors about the benefits of the Amateur Radio Service, they can take
the opportunity to let the general public know, too. People willing to
make face to face contacts are always the best ambassadors we have for
Amateur Radio."

* Representative Ross (D-AR), WD5DVR, Attends ARRL Arkansas State
Convention: Arkansas congressman Mike Ross, WD5DVR, was a featured
speaker at the ARRL Arkansas State Convention on Saturday, September 8.
Ross, who represents Arkansas' 4th District, spoke about the ham radio
legislation he introduced in Congress, the "Emergency Amateur Radio
Interference Protection Act of 2007" (HR 462). ARRL Lab Manager Ed Hare,
W1RFI, was also at the convention, speaking about BPL. Held at Queen
Wilhelmina State Park in Mena, the convention drew hams from several
nearby states including Texas, Oklahoma, Louisiana and Mississippi. Ross
is one of two licensed amateurs in congress; Greg Walden, W7EQI, of
Oregon's 2nd District, is the other.

* ARRL Helps MFJ Celebrate 35 Year Anniversary: MFJ Enterprises observed
their 35th anniversary with "A Day in the Park" open house September 7-8
at their Starkville, Mississippi headquarters. ARRL Chief Development
Officer Mary Hobart, K1MMH, was on hand to help MFJ celebrate, as were
Mississippi Section Manager Malcolm Keown, W5XX; ARRL Delta Division
Director Henry Leggette, WD4Q, and Starkville Mayor R. Dan Camp. This
two-day celebration was filled with tours of MFJ's facilities, a Friday
evening bar-b-que and a Saturday fried chicken picnic. MFJ makes Amateur
Radio equipment such as tuners, SWR wattmeters, antenna analyzers and
power supplies. Martin Jue, K5FLU, founded the company in 1972 while he
was still attending graduate school at Mississippi State University. A
ham since high school, Jue decided to build products for hams -- his
first products were active filters for CW and phone, selling for $9.95
and $12.95, respectively. Thirty-five years later, MFJ features more
than 1000 products.

* ARISS Update: According to ARRL ARISS Program Manager Rosalie White,
K1STO, Clay Anderson, KD5PLA, has started to make general QSOs with hams
after signing off after making school QSOs, even turning on packet radio
for a while. Anderson will continue making school QSOs until he returns
to Earth, currently scheduled for late next month. Due to the schedule
on the International Space Station, the crew will be "terribly busy" for
the next six months; White said that ARISS QSO totals might be low
during this time. The next contacts are scheduled for Monday, September
17 with Mitchell Elementary School in Ann Arbor, Michigan, and Friday,
September 21 with Pueblo Magnet High School in Tucson, Arizona. To date,
the ARISS program has had 315 Earth-to ISS QSOs. For more information on

The Second Annual ARRL On-Line Auction kicks off October 24, running
until November 2 on the ARRL Web site <http://www.arrl.org/auction>.
This is your chance to pick up one-of-a-kind Amateur Radio items. To see
what the Auction will offer this year, be sure to check out the Auction
preview that begins October 17. Last year, the Auction attracted more
than 4300 bidders from 36 countries. While the majority of buyers were
from the USA, Canada and the UK, there were buyers from Australia,
Malaysia, Grenada and Tanzania.

According to ARRL Chief Operating Officer Harold Kramer, WJ1B, "Last
year's on-line auction was our first and it was a great success. When
the bidding ended, we realized that we had sold 104 items and we had
raised just over $37,000." Proceeds from the auction benefit ARRL
education programs including activities to license new hams, strengthen
Amateur Radio's emergency service training, offer continuing technical
and operating education, as well as creating instructional materials.

This year's auction will include many products tested by the ARRL Lab
for QST Product Review. These items include an ICOM IC-7800, a Ten-Tec
Omni VII, a Palstar Auto Antenna Tuner, an MJF 974H Balanced Antenna
Tuner and a Heil Traveler Headset. There will be many vintage items
offered, including the antique transmitter featured in John Dilks' "Old
Radio" column in the November 2007 issue of QST. Also, returning by
popular demand will be five ARRL Lab unique "junque" boxes.

==> IARU REGION 2 CONFERENCE COMPLETES ITS WORK IN BRASILIA

Completing a week that included lengthy committee meetings and a
half-day tour of Brazil's capital city, the delegates to the 16th IARU
Region 2 General Assembly in Brasilia met in Plenary assembly on Friday,
September 14 to complete their work. Members of the ARRL's delegation
included President Joel Harrison, W5ZN; Vice President Kay Craigie,
N3KN, and husband Carter, N3AO; CEO David Sumner, K1ZZ; Southeastern
Division Director Frank Butler, W4RH; Chief Technology Officer Paul
Rinaldo, W4RI, and Technical Relations Specialist Jon Siverling, WB3ERA.

Committee A, which deals with administrative matters, was chaired by
Norma Leiva, HR2NL, of Honduras; the ARRL's Siverling served as
secretary and interpreter. This committee presented the first report of
the Conference and made a number of recommendations for Conference
action, all of which were adopted. They include:

The establishment of a Region 2 Relief Fund with an initial transfer of
$5000 from the general reserve of Region 2; additional contributions
will be solicited. The Fund will be administered by the Executive
Committee and will be available solely to assist Region 2
Member-Societies whose club stations and buildings, including antenna
systems, are damaged by natural disaster.

The Executive Committee will develop a conference call process for
Region 2 that includes objectives, action plans, due dates and score
cards in order to improve communication among the Member-Societies and
the Executive Committee

An offer by Radio Club Argentino to be responsible for the Spanish
translation of the IARU Region 2 electronic bulletin was accepted.

Terms of reference for the Amateur Radio in Education Project that was
adopted by the 15th General Assembly in 2004 were revised slightly to
simplify the grant application process and encourage applications.

The Conference recognized Wolf Baron, TI2BY, of San Jose, Costa Rica,
for his outstanding service to Amateur Radio by conducting on-the-air
training on Sunday mornings for more than five years.

Several recommendations from the Region 2 Working Group on Emergency
Communications were adopted. These include establishing an Emergency
Communications Committee that will be responsible to the Executive
Committee for carrying out planning, training and the maintenance of
equipment and personnel inventories for emergency assistance deployment.

The Conference next received the report of Committee B/C, a combined
technical and operational committee dealing with both HF and VHF/UHF
matters. This committee was chaired by Ramon Santoyo, XE1KK, of Mexico
City, Mexico; the ARRL's Rinaldo, served as secretary. The Plenary
adopted all of the Committee's recommendations, including: A new Region
2 band plan for 160-10 meters was adopted, effective January 1, 2008.
The new plan is modeled on one adopted previously by IARU Region 1, with
regional differences taken into account; steps were taken to try to
reduce interference to national emergency Nets, including establishing
an inventory of such Nets and calling their importance to the attention
of the radio amateur community; and an IARU Region 2 Diploma was
approved, with some details remaining to be worked out by the Executive
Committee.

The next report was from the Finance Committee, Committee D, chaired by
Treasurer Noel Donawa, 9Y4NED, of Trinidad and Tobago. The Plenary
accepted two recommendations from Committee D. The first is an effort to
reach out to Member-Societies that have fallen behind in meeting their
dues obligations to Region 2; they will be offered the opportunity to
pay their back dues through 2006 at a 25 percent discount if they do so
by January 15, 2008. The Plenary also directed the Executive Committee
to study the existing dues structure, along with options and
alternatives, and to report to the next General Assembly.

The Conference accepted the offer of the Club de Radio Aficionados de El
Salvador (CRAS) to host the 17th General Assembly in 2010.

The Conference's last order of business was the election of officers and
other Executive Committee members for the next three years. Rod
Stafford, W6ROD, declined to stand for re-election as President but will
remain a Director. Moving to the office of President is Secretary
Reinaldo Leandro, YV5AMH, of Venezuela. Dario Jurado, HP1DJ, of Panama
was re-elected Vice President, and Donawa was re-elected Treasurer and
Director. Santoyo was newly elected as Secretary and joins the Executive
Committee for the first time. The other Directors were re-elected:
Daniel A. Lamoureux, VE2KA, of Canada; Pedro Rodriguez, CO2RP, of Cuba;
Marco Tulio Gudiel, TG9AGD, of Guatemala; Gustavo de Faria Franco,
PT2ADM, of Brazil, and Ron Szama, LU2AH, of Argentina. A provision of
the Bylaws was amended to permit the Executive Committee to consist of
10 members rather than the customary nine.

The conferees expressed their deep appreciation to LABRE, host of the
16th General Assembly, for its outstanding hospitality. Forty delegates
and observers representing 18 countries in the Americas -- 11 in person,
seven via proxy -- attended the Conference.

==> ARRL DAKOTA DIVISION VICE DIRECTOR TO RESIGN AS OF OCTOBER 1

Dakota Division Vice Director Twila Greenheck, N0JPH, announced her
resignation effective Monday, October 1, due to family responsibilities;
her term expires in 2008. She plans to continue serving the League as an
ARRL Education Advisor and consultant to the Board of Directors' ad hoc
Scouting Committee.

"Being part of the ARRL Board Family has been an incredible experience
that I will always remember and cherish. The opportunity to serve with
Director Jay Bellows representing the amateurs in the Dakota Division
has surely been an honor," Greenheck said.

Bellows said, "Twila has been a joy to work with over the past eight
years. From the first time I met her to the present she has been a
tireless and effective advocate of increased ARRL efforts to reach out
to youth and strengthen education in Amateur Radio. I look forward to
her continued service to the League, especially as a member of the
ARRL's Educational Advisory Group."

ARRL President Joel Harrison, W5ZN, will appoint a replacement.

==> ARRL ROANOKE DIVISION DIRECTOR TO BE FETED BY RADIO CLUB OF AMERICA

The Radio Club of America (RCA) has named ARRL Roanoke Division Director
Dennis Bodson, PhD, PE, W4PWF, of Arlington, Virginia, as the recipient
of the Sarnoff Citation. The award is given to recognize significant
contributions to the advancement of electronic communications. Barry
Goldwater, K7UGA (SK), was the first recipient of the Sarnoff Citation
in 1973.

"I was shocked when I heard that I would receive the Sarnoff Citation,"
Bodson said. "I find it difficult to believe that I'll be on the dais
with Walter Cronkite, KB2GSD." Bodson, Cronkite and QST and QEX author
John S. "Jack" Belrose, PhD, VE2CV, are to receive the RCA's Armstrong
Medal, the RCA's foremost achievement award and named for its first
recipient, Major Edwin Armstrong, at the RCA's Annual Awards Banquet and
Annual Meeting and Technical Symposium on November 16 in New York City.
Andy Rooney of CBS's "60 Minutes" will be the keynote speaker.

Bodson, who is retired -- "Retired means different things to different
people. I work, but on different things," he said -- displays an energy
level that hardly anyone can match. Bodson is retired as chief of the
Technology and Standards Division of the National Communications System
(NCS) in 1998. In October 2005, he became a member of the executive
staff of the Institute for Defense and Homeland Security where he is
director of Telecommunications and Sensor Systems. Bodson is an ARRL
Life Member and a member of the Institute of Electrical and Electronics
Engineers (IEEE).

"Fifteen years ago, I had the opportunity [to serve on the ARRL Board of
Directors]. I knew the former Division Director, and he suggested, 'get
involved and run for Vice Director.' I was elected to that, and when he
retired, I moved up to Director. I have enjoyed it, but everything comes
to a change. I still have this year and two more years, and then I'll
decide whether to run for re-election," Bodson said. He also is Vice
President of the Arlington (Virginia) Amateur Radio Club (AARC).

Born in Washington, DC, Bodson always wanted to be an electrical
engineer. He earned a BEE in 1961 and an MEE in 1963, both from The
Catholic University of America in Washington. From 1963-1966, he served
as an officer in the US Air Force assigned to the National Security
Agency. From 1966-1969, he was with Vitro Laboratories, Atlantic
Research Corporation and the US Army Materiel Command where he was
engaged in research and development and systems engineering.

In 1970, Bodson began his long career with NCS, an interagency group of
23 federal departments and agencies managed by the Department of
Homeland Security (DHS). While at NCS, Bodson continued his formal
education and earned a Master's in public administration in 1976 from
the University of Southern California's Washington Center for Public
Affairs, and completed his PhD in electrical engineering in 1985 from
California Western University. In recognition of his accomplishments in
federal service, in 1999 Dennis received the IEEE's Charles Proteus
Steinmetz Award. According to the IEEE's Web site, the award is
"presented to an individual for exceptional contributions to the
development and/or advancement of standards in the field of electrical
and electronics engineering."

IEEE has seen a lot of Bodson since his beginning days as a student
engineer. "My major professor said, 'Become active in your professional
society.' I took him at heart and did so and never regretted it," he
said. After retiring from NCS, Bodson increased his IEEE involvement,
and by 2000, he was chairman of the IEEE Vehicular Technology Society
(VTS) Standards Committee, reflecting his work on standards at NCS. He
was a senior editor for the VTS quarterly bulletin, "News Digest," and
later became its editor. "I became editor because we needed to do
something, but then we got a real editor, Dr James Irvine. We went from
a bulletin to a 60 page magazine," he said. Bodson is a Life Fellow of
IEEE, where new Fellowships are limited to no more than one-tenth of one
percent of the membership per year, making elevation to the status of
Fellow in IEEE a particularly high distinction.

Soon after his retirement from NCS, Bodson served as president of the
IEEE Engineering Management Society (EMS). For his service to EMS, he
was given the EMS Engineering Manager of the Year Award. The IEEE
Standards Association (IEEE-SA) bestowed on Bodson the IEEE-SA
Distinguished Service Award in 2002. Bodson was then was elected
President of VTS, where he continues on its board of governors as Junior
Past President.

Bodson has written more than 60 technical articles and has published
four books. He joined RCA in 1976, became a Fellow in 1981 and became an
RCA Life Member in 1996.

==> ARRL CONTINUES TO DEAL WITH DEPARTMENT OF DEFENSE OVER PAVE PAWS
SITES

The ARRL participated in a teleconference call on Wednesday, September
19, with the Department of Defense (DoD) regarding Amateur Radio
repeaters interfering with the Air Force's PAVE Paws radar system.

According to ARRL Regulatory Branch Manager Dan Henderson, N1ND, "The
DoD acknowledges that it has seen changes at some repeater sites, but
not all of them." He said the DoD has revisited the Massachusetts
repeaters, located near Otis Air Force Base on Cape Cod, to "remeasure
the numbers. Some Massachusetts repeater owners have volunteered to
completely turn off their systems and some others have made changes, but
more is needed at both PAVE Paws radar sites."

The DoD, Henderson continued, has identified additional sources of
interference in Massachusetts. "This was not really unexpected and is
part of what has become an ongoing project. The ARRL will begin working
with these repeater owners as soon as the DoD provides us with specific
information," he said.

In California, where more than 100 repeaters are being scrutinized by
the DoD, Henderson said the majority of repeaters have not been
mitigated: "The Air Force has not had a chance to revisit Beale Air
Force Base for new measurements, but it will be happening soon."

Reports have circulated that a number of California repeater owners have
decided to take no further action about mitigating the interference
unless they receive official notice from the Federal Communications
Commission. "If these reports are true," Henderson said, "it is
unfortunate. The FCC has stayed abreast of the discussions between the
League and the DoD, and they are prepared to act appropriately if they
are contacted by the DoD."

He continued: "The DoD has indicated they are willing to allow the ARRL
to continue its attempts to mitigate the interference; however, they
have expressed a sense of urgency that this must come to a conclusion.
Those waiting for FCC action may find it coming sooner rather than
later."

==> FCC AMATEUR RADIO ENFORCEMENT CORRESPONDENCE POSTED

On August 23, the FCC's Enforcement Bureau released new Amateur Radio
enforcement actions. Todd C. Browne, KD0PA; Keith W. Coad, KW2C; Santos
J. Rodriguez Colon, KP4DC; Jerry L. Counsellor, WE5JC; Pablo
Diaz-Alequin, KP4MC, and Donald B. Flowers, NC4DF, all received letters
from the Commission concerning their vanity call signs. These amateurs
received their vanity call signs by stating they were former holders of
these call signs, but the FCC can find no documentation substantiating
their claims.

Robert C. Moldenhauer, W9CQ, also received a letter concerning his
vanity call sign that he requested as a "close relative" of the former
holder of that call sign. The FCC told Moldenhauer they can find no
documentation of his claim.

Steve L. Wingate, K6TXH, received notice from the Commission that the
recordings he had requested concerning complaints alleging his lack of
station control and deliberate interference had been sent to him.
Wingate was also granted an additional 30 days to respond to Commission
correspondence.

The FCC Enforcement Bureau now posts Amateur Radio enforcement-related
correspondence and documents -- with some exceptions -- on its own Web
site <http://www.fcc.gov/eb/AmateurActions/Welcome.html>. Direct all

==>SOLAR UPDATE

Tad "All for the Love of Sun(spots)" Cook, K7RA, this week reports:
Fifteen days in a row with no sunspots, but this may change soon. Take a
look at sunspot numbers compared to solar flux for the current third
quarter of 2007 <http://www.sec.noaa.gov/ftpdir/indices/quar_DSD.txt>.
Notice that when there are zero sunspots, the solar flux (the amount of
energy we receive from the Sun at a wavelength of 10.7 cm or 2800 MHz)
is always below 70. Recently, the flux value has been below 70, and for
some time now the US Air Force has predicted a slight rise in solar flux
to 70 for today, September 21. You can see those predictions here
<http://sec.noaa.gov/ftpmenu/forecasts/45DF.html>. If we examine
predictions from early September on that page, note they show a return
to 70 solar flux for September 17; later forecasts show it creeping out
to September 18, then 19 and finally for yesterday, the prediction for
today is 70. We also see the return of sunspot group 970 set for
September 21-23 in September 21 Solar Region Summary
<http://www.sec.noaa.gov/ftpmenu/forecasts/SRS.html>. It would be great
to have at least one sunspot when fall returns. The official autumnal
equinox is this weekend, September 23 at 0951 UTC. Sunspot numbers for
September 13-19 were 0, 0, 0, 0, 0, 0 and 0 with a mean of 0. The 10.7
cm flux was 66.4, 66.8, 67.7, 67, 66.9, 66.5 and 66.8 with a mean of
66.9. Estimated planetary A indices were 2, 4, 4, 2, 2, 3 and 4 with a
mean of 3. Estimated mid-latitude A indices were 1, 3, 3, 2, 1, 2 and 2

* Carl Gardenias, WU6D, Files Appeal with ARRL Executive Committee: Carl
Gardenias, WU6D, who was disqualified last week as a candidate in the
race for Director of the ARRL Southwestern Division, filed an appeal
with the ARRL Executive Committee on Monday, September 17. Gardenias was
disqualified by the League's Ethics and Elections Committee for not
acting promptly in response to communications from that committee
requesting he correct misinformation sent out on his behalf concerning
other candidates. The Executive Board is currently considering
Gardenias' appeal.

* ICOM Returns as November Sweepstakes Principal Awards Sponsor: ICOM
has generously agreed to serve for a third year as principal awards
sponsor for the 2007 ARRL November Sweepstakes. The Amateur Radio
equipment manufacturer's first such sponsorship was for the 2005 events.
The 2007 CW Sweeps takes place November 3-4, while the phone Sweeps is
November 17-18. Under its agreement with ARRL, ICOM will be the
principal sponsor for nearly 150 unsponsored contest plaques that
recognize various levels of operating achievement in the popular annual
competition. "Competitive operating events are the proving grounds for
equipment, operators and antenna systems," said ARRL Membership and
Volunteer Programs Manager Dave Patton, NN1N. "ICOM Amateur Radio
Products National Sales Manager Ray Novak, N9JA, and ICOM recognize the
importance of these testing grounds, as well as the high levels of
achievement in contests that deserve to have 'some wood on the wall.'
The Amateur Radio industry has been terrific in supporting many contests
and activities run by ARRL, and we know first hand that participants
appreciate the attention and devotion shown to these pursuits." Patton
predicts nearly 3000 entries will be received for the November
Sweepstakes this fall.

* Thomas B. J. Atkins, VE3CDM (SK): Former ARRL Canadian Division
Director and IARU Region 2 President Tom Atkins, VE3CDM, passed away
Tuesday, September 18. He was 81. Atkins was the last Director of the
ARRL's Canadian Division before the Canadian Radio Relay League (CRRL),
a predecessor to the Radio Amateurs of Canada (RAC), began to operate
independently in 1988. He served as ARRL Director from September 20,
1982 to January 1, 1988. Atkins also served as President of IARU Region
2 for two three-year terms, 1995-2001, after holding every other office
in Region 2 -- Treasurer, Secretary and Vice President -- in succession
between 1983 and 1995. He also served on the IARU Administrative Council
and as an IARU Expert Consultant

* ARRL Receives MARS Call Sign: The ARRL now has a new Emergency
Communications tool in its toolbox -- MARS call sign AAN1ARL. According
to W1AW Station Manager Joe Carcia, NJ1Q, "The call sign was requested
to reflect both the holder of the license (ARRL) and the various MARS
services (Army, Air Force and Navy)." The MARS station will be housed at
W1AW, the Hiram Percy Maxim Memorial Station. ARRL Emergency
Preparedness and Response Manager Dennis Dura, K2DCD, said, "The
establishment of an ARMY MARS call sign for W1AW begins a relationship
with the Military Affiliate Radio System and the ARRL. Our two
organizations are working toward the near-term establishment of a
Memorandum of Understanding. Additionally, the League and MARS will
utilize each other's personnel and technical capabilities to further
enhance our emergency preparedness and response capabilities." The MARS
program consists of licensed Amateur Radio operators who are interested
in military communications on a local, national and international basis
as an adjunct to normal communications. MARS has a long and proud
history of providing worldwide auxiliary emergency communications during
times of need. The combined three service MARS programs (Army, Air
Force, and Navy-Marine Corps) volunteer force of more than 5000
dedicated and skilled Amateur Radio operators is the backbone of the
MARS program. There are Army MARS stations in Japan, Korea, Hawaii,
Panama, the Virgin Islands, Puerto Rico, Alaska, Central America,
Africa, Germany and the continental United States. MARS responders
operate on specially assigned military radio frequencies in voice,
teletype and packet modes of communications.

* North Carolina Ham Celebrates 100th Birthday: Harry Mills, K4HU, of
Hendersonville, North Carolina, celebrated his 100th birthday September
19. In 1922, when Mills was first licensed, there was no Federal
Communications Commission; communications were regulated under the
Department of Commerce with Herbert Hoover as Secretary of Commerce.
Mills has been a member of the League since February 1, 1936 - more than
71 years; he is also a member of QCWA. Still active on the air, Mills
can be heard twice weekly checking into the AM net on 3810 kHz, as well
as the Chapter 76 QCWA SSB net on Saturday mornings on 3930 kHz. Mills
credits a crystal receiver project from the Boy Scout handbook in 1919
for his interest in wireless and radio. ARRL Membership Manager Katie
Breen, W1KRB, passed along birthday wishes: "On behalf of the Board,
Staff and 152,000 members of ARRL -- we all wish a hearty Happy Birthday
to Harry, K4HU. It's not too often that we have the opportunity to wish
a Happy Birthday to someone who has been a member for 71 years -- yes,
71 years! I knew when I started here that we have thousands of dedicated
members, but Harry exemplifies our long-time members. We are so pleased

* Hams Named to Key NASA Positions: Veteran astronaut Ellen Ochoa,
KB5TZZ, has been named Deputy Director of NASA's Johnson Space Center.
Ochoa has served as Director of Flight Crew Operations at Johnson. She
will succeed Bob Cabana, KC5HBV, who was named Director of NASA's
Stennis Space Center in Mississippi. Ochoa and Cabana have each flown in
space four times. Ochoa flew on space shuttle missions STS-56 on
Discovery in 1993, STS-66 on Atlantis in 1994, STS-96 on Discovery in
1999 and STS-110 on Atlantis in 2002, logging a total of 978 hours in
space. She became Deputy Director of Flight Crew Operations at Johnson
in December 2002 and Director of Flight Crew Operations in September
2006. Cabana has logged more than 1010 hours in space. He served as
pilot on STS-41 in 1990 and STS-53 in 1992, both on Discovery. He was
mission commander on STS-65 on Columbia in 1994 and STS-88 on Endeavour
in 1998, the first International Space Station assembly mission. "Having
friends in high places is always a good thing," said ARRL ARISS Program
Manager Rosalie White, K1STO. "It is a great thing for the Amateur Radio
on the International Space Station program to have Ellen and Bob in
these high-level positions at important NASA facilities. They are
familiar with Shuttle Amateur Radio Experiment (SAREX) and ARISS;
recalling good experiences the two programs have provided students over
the years can be very helpful to the future of Amateur Radio in space."

* Oklahoma Hams Assist with Accident Scene: On September 8, Myrna Cobb,
KE5IAD, of Bethany, Oklahoma, and Victor Stillman, KE5LQU, of Edmond,
Oklahoma, were driving home from an ARES exercise and talking with
friends on the K5EOK EARS repeater in Edmond. As they were talking, a
car about 150 yards ahead of them on the highway started hydroplaning.
The car skidded into a tractor-trailer, causing caused both vehicles to
wreck. Still on the radio, Cobb and Stillman told Frankie Tassone,
KE5KQL, about the accident, giving him the accident details. Tassone
then contacted the Oklahoma Highway Patrol. Cobb and Stillman were able
to immediately respond when they pulled up on the scene. Stillman, a
volunteer fire fighter and EMT, supplied first aid to the victims while
Cobb directed traffic, keeping the scene clear for more than 20 minutes

Along with no sunspots, geomagnetic indicators were very stable.

The US Air Force predicts a solar flux value of 70 for September 21
through October 1, and a planetary A index of 10, 15, 15, 10, 8 and
5 for September 21-26.

Geophysical Institute Prague predicts unsettled conditions for
September 21, unsettled to active September 22, unsettled for
September 23-24, and quiet on September 25-27.

Even with no sunspots, you can still get good results with a modest
station.  Rod Vlatch, NN0TT of Willmar, Minnesota reports that with
100 watts and a modest commercial vertical antenna he worked the
3B7C expedition (Saint Brandon Island in the Indian Ocean) on 40
meter CW on September 14.  This is CW DXCC #291 for him, all with
the same modest setup.  Chip Margelli, K7JA, worked them on 40
meters at 0214z long path on September 12 using a 2/3 size loaded
dipole at 30 feet from Southern California.

Last week's Propagation Forecast Bulletin ARLP038 mentioned
http://propnet.org/ and this week Floyd Chowning, K5LA of El Paso,
Texas sent in a link to an interesting report on 10-meter sporadic-E
activity based on data from PropNET.  Read about it at,

Bob Marston, K6TR of Fremont, California says, "If Cycle 23
continues through January 2008 it will match Cycle 20 as one of the
longest in recent history.  You have to go back to Cycle 9 in the
Mid 1800s to find a longer one.  My own estimate is Cycle 23 will
end in Feb 2008 with a SSN between 6.8 and 7.2."

NEPAL, 9N.  Yuki, JH1NBN is QRV as 9N7BN from Kathmandu while on
business here.  He is normally QRV on 20 and 17 meters SSB around

BURUNDI, 9U.  A group of operators will be QRV as 9U0A from
September 26 to October 9.  Activity will be on 160 to 6 meters

DENMARK, OZ.  Lutz, DL3ARK and Peter, DL4AMK will be QRV as
OZ/homecalls from Langeland Island, IOTA EU-172, and Hov Lighthouse,

the SAC SSB contest.  They will be active around the usual IOTA and

The collapse of the Minneapolis bridge brought media comments about
Amateur Radio.  This time the stories were in reaction to the
inability of cell phones in the area to handle all the critical
messages.  Preparing for a recent article in CONTACT! found that most
cell systems can actually carry fewer than 5% of their customers in
voice messages at any one tme.  Some systems were found to be a lot
less robust.  MSNBC noted this on August 2 in their story by Alan
Boyle who interviewed ARRL Section Manager Skip Jackson, KS0J.  While
emergency communications worked well, civilian communications were
called "inadequate."  John Biachtal of Wired News (USA) also wrote
about the cell phones being overwhelmed.  His advice to the readers

report released by NATO on the probable effects of BPL systems (known
as PLT in Europe) operating on HF.  The conclusions largely support
the ARRL's position, including propagation of interference by
skywave.  The report is well-grounded in good science and makes a
strong case supporting that of the worldwide amateur radio community.

The second annual "Microwave Achievement Award" will be presented at
this year's Microwave Update, October 18-20 - in memory of Earl
Price, W8MGJ. Nominations are now being accepted, with a deadline of

introduce a new universal radio band decoder and a unique new W3NQN

A new release of Randy K5ZD's Super Check Partial database files is
now available at http://www.k5zd.com/scp  The SCP master files were
generated from 3,089 logs containing 4,120,305 QSO's (131,804 unique
calls) from contests over the past 2 years. The database was filtered
and sorted to result in a master file with 44,143 calls. Randy notes
that if you ever want to check the version of SCP files, search for a
call beginning with "VER".  Every SCP file includes the version
number in the list of calls in the format VERYYYYMMDD. Send Randy
your logs after each contest by including k5zd@... as a
cc: entry when submitting your Cabrillo format log to the contest
sponsor.

If you think you are feeling a little old, how about OSCAR-7?  Yes,
OSCAR-7.  From the AMSAT News Service, issue ANS-252
(http://www.amsat.org), since AO-7's miraculous emergence from a
battery problem, it has been an available "other" satellite to use.
It has transponders on it so SSB is the normal mode of ops with
several QSO's allowed at a time. Dust off those mode A receivers (HF)
and try to make a contact on this bird between contests to be sure
your 10 meter antennas are still working!

Jumping back to present-day developments, Rod K5RUD is collecting
digital communications specifications or links to them.
http://thehamnetwork.net is also for collaborating on implementation
of the standards and development of new protocols. Primarily the
focus is on digital messaging, but some of the new protocols will be
of interest to digital contesters.

Thomas KN4LF is beginning a publishing adventure called the "Daily
LF/MF/HF Frequency Radiowave Propagation Forecast" via paid

Would you like to really get to know a band?  In this time of the
solar minimum, when an all-band effort can be a bit of a chore, why
not try a single-band contest entry?  By focusing on one band for the
entire contest, you'll be able to pay more attention to the
subtleties of propagation and odd openings you'd miss while operating
the other bands.

Speaking of radials, Charlie N0TT relays the following method to look
for breaks in buried radials (and conductors of any sort), "I've
checked for breaks in underground wires by using a portable AM radio
placed close to the ground and above where the buried conductor
should be. Listen for a sudden change in level as you follow the
radial.  Tune the radio for noise or a station just strong enough to
be heard."

How far is it from here to there?  Here and There are often defined
in interesting ways, but Marc W6ZZZ has happened upon a distance
calculator at http://www.indo.com that allows entry of place names,
as well as lat/long coordinates.  Paul W8AEF also notes that if you
have the Google Earth software on your computer, zoom in as far as
you want to any image and read the lat/long coordinates at the bottom
of the map.

Segueing into another metal-related topic, attaching aluminum wire to
an aluminum tower, Joe WD0M uses the interesting method of using a
small sheet of stainless steel wrapped around the tower leg so that
there is no direct contact between the aluminum and copper.  Wrap the
sheet around the leg, then attach the copper wire to it with a
U-bolt. There are also copper-to-aluminum anti-corrosion pastes that
can be used.

Dean N6BV reports that he has placed a new set of operating
instructions for the use of MicroDEM to generate HFTA terrain
profiles on the ARRL Web site at

changes that have been made to the USGS and other download sites and
they reflect his new point of view that using DEMs (the old
7.5-minute topo "quads") is generally more accurate than using NED
"seamless" data.

Working on an outdoor project before winter arrives? Ken K4XL
recommends the small black plastic enclosures made by Hammond from
All Electronics (http://www.allelectronics.com) for housing Beverage
and Pennant antenna terminations. They have been outdoors in full
sun, unpainted or protected, for two years and he reports no sign of
degradation.

Linux Lineage

The vast majority of Rate Sheet readers (and you know who you are!)
use the Windows operating system on their shack PCs.  And what's not
to like with the thousands of different applications available, the
graphical user interface, and integration with the Internet?
Nevertheless, hams are experimenters at all levels and so there is a
lot of interest in using the Linux operating system, a descendent of
UNIX.  But how to find out about Linux?  Where are the resources?
What version should I try?

The membership of the QRP-L email list
(http://mailman.qth.net/mailman/listinfo/qrp-l) tackled this subject
recently, led by Dave KC1DI.  While this space is usually devoted to
excessive editorializing, you'll find an edited summary of the Linux
discussion with references to resources you can find on the 'net.  As
computers and radios grow ever more tightly coupled, a discussion of
operating system is just as germane as discussions of filter topology
or antenna design.  Enjoy!

Dependent on how familiar you are with Linux and your intended
purpose in using it, here are KC1DI's recommendations with follow-up
comments interleaved:

1. Debian etch - it's solid has a ton of Ham software that can be
downloaded via apt-get.  It does not represent the cutting edge of
the Linux distro(*). but has a long life and is stable for the most
part. This e-mail is being written on a Debain Etch machine.  On the
down side, it is a little more difficult to get to know than some of
the other offerings.

* - "Distro" is short-hand for "distribution"

2. PCLinuxOS - Great simple easy to use out of the box distro.
Getting  ham software to install and work with this one may be a bit
more  difficult as there is no ham software in their repositories,
but with the desire it can be done quite easily.

3. Ubuntu - It's all the rage in Linux circles, and there is much ham
software available for it which is easily accessed from their
repositories.

4. Knoppix - Distributed as a live CD(**) that you can take anywhere
and use.  Debian-based and easy to re-master, but is not a great
candidate for hard-drive  nstall.  There is a ham version available
but you'll have Google to find it. The down side is that the
ham-mastered CD is an older version.

** - "Live CD" means that the operating system runs from CD and not
from the hard drive.

5.  Puppy Linux -- another LiveCD that can be installed. It takes
some doing but it makes a very small and fast platform for the ham
computer.  The down side is that it does not easily support all
printers and may be a bear to configure your time zones or other non
standard desktop features. It's still a viable alternative. [If you
use a live CD, you don't have to install it on the hard drive. With a
Multi-session CD/DVD, you can store a lot of applications and carry
it with you.  You can easily put it on a USB drive and make that
bootable, and for those who run Windows, you can create a
vmware(free) appliance and run Puppy within windows. Time zones are
easily handled with one of the supplied utilities. - Thom K3HRN]

Dave also discusses the hardest things about learning to use Linux
instead of Windows.

1.  Learning the File system. It's different from Windows, but not
impossible to learn.

2.  Learning about the different ways to install programs and getting
them to work. Installing new software that is not in the Distro
repository lists can be time consuming and frustrating at first, but
stick to it and you will be rewarded with a first class system that
you know how to work with.

3.  Getting used to having all the choices for programs that are
basically free if you hunt around the Web.

If you would really like to learn Linux and use cutting edge
software, take a look at any of the following versions (many more are
listed at http://www.distrowatch.com):

RedHat Fedora 8 (Now in Beta) [Fedora keeps up with the latest stuff
-- Fedora 7 or even 6 is ahead of most of the other distros.
Installing packages and keeping them up to date with the YUM utility
is a piece of
cake. Fedora has a wide selection of system maintenance configuration
and installation operations GUIs. Fedora 6 and later has a HUGE
amount of stuff in the distro, and more in the repository, including
a lot of stuff of interest to hams, including schematic, PCB and
modeling programs, as well as lots of PIC stuff. If you are
interested in security, SELinux installs by default and ratchets
security up to a whole new level. Fedora makes a clear distinction
between things that are totally license-free, and probably
license-free. - John WB8RCR]

Gentoo - Completely built from the source code. It can take days to
install but you end up with a one-of-a-kind system that is really
yours and you'll know how it's put together.

Suse 10.3-- (In Beta)

Diane VA3DB suggests FreeBSD in the form of PCBSD. Its popularity is
catching on especially for digital modes on HF. If you simply want to
try it without touching your hard drive, you can try a live CD before
trying a "real" install of FreeBSD/PCBSD.
