Wednesday Morning..
A strong storm system will bring a variety of winter weather impacts to
the region. The following is a breakdown of the various threats:
Snow and Ice Potential:
A Winter Storm Warning is in effect from 4 AM-5 PM Wednesday for Cheshire
and Western and Central Hillsborough Counties of New Hampshire for 4-8"
of snow and a light coating of ice of up to 1/3rd of an inch. The snow
and ice combination may have the potential to cause isolated pockets of
tree and power line damage and a few power outages. Snow will fall heavy
at times during the morning hours before mixing with sleet and freezing
rain by late morning and afternoon and possibly changing to rain before
ending in this region.
A Winter Weather Advisory is in effect for Western and Central
Massachusetts including Northern and Central Middlesex County
Massachusetts from 4 AM-1 PM Wednesday. In this area 2-6" of snow will
fall with the 6" amounts falling in higher terrain locations before a
changeover to sleet and freezing rain and then a changeover to rain after
1 PM. A light coating of ice of up to one-third inch is possible. The
snow and ice may result in isolated pockets of tree and power line damage
and power outages in a few areas.
A Winter Weather Advisory is in effect from 4-9 AM Wednesday for Northern
Connecticut, Northwest Rhode Island, Essex, Suffolk, Southeast Middlesex,
and Western Norfolk Counties of Massachusetts. In this area, a quick 2-4"
of snow will fall with amounts of up to 6" in parts of Hartford County
Connecticut before a brief changeover to sleet and freezing rain and then
plain rain by mid-morning.
Coastal Flood Potential:
A Coastal Flood Advisory is in effect for the South Coastal Massachusetts
and Rhode Island for the Wednesday Afternoon high tide from 12-3 PM. This
event should be a bit less than the Thursday event due to a lower
astronomical high tide but sufficiently strong winds out of the southeast
will cause minor coastal flooding of shore roads and low lying coastal
areas. This may affect a few shore roads but no structural damage is
expected.
A Coastal Flood Advisory is also in effect for East Coastal Massachusetts
including Cape Cod for the Wednesday late afternoon/early evening high
tide from 3-7 PM. Winds out of the east and southeast may cause minor
coastal flooding of shore roads and a few low lying areas at the time of
high tide across the east coast of Massachusetts but no structural damage
is expected.
Strong to Damaging Wind Potential:
Another strong to damaging wind event is expected along east and south
coastal Massachusetts. A High Wind Watch remains in effect from Wednesday
Morning through Wednesday Afternoon for Cape Cod and the Islands for the
potential of sustained winds of 30-40 MPH with gusts up to 60 MPH. This
will be converted to either a High Wind Warning or Wind Advisory in th
next forecast cycle update. A Wind Advisory is now in effect for the
remainder of South Coastal Rhode Island and East and South Coastal
Massachusetts from 8 AM-3 PM Wednesday. In the advisory area winds
sustained from 25-35 MPH with gusts up to 50-55 MPH are possible.
Heavy Rainfall and Urban/Poor Drainage Flooding:
Rain in Eastern New England and spreading into Connecticut and other
parts of Massachusetts by early to mid-afternoon may be heavy at times.
The rainfall coupled with snow melt, may result in some urban and poor
drainage flooding with 1-2" of rain possible. Rivers and streams may have
some sharp within bank rises but are expected to remain below flood
stage.
SKYWARN Activation with Ops at NWS Taunton will be active beginning at 6
AM Wednesday and lasting through Wednesday Evening. This will be the last
coordination message on this event as we move to operations mode. Below

for late tonight through Wednesday Afternoon. Snow will reach the
Connecticut River Valley between 3-5 AM and then reach the Merrimack
River Valley between 5-7 AM with snow beoming heavy at times. The snow
will potentially be heaviest during the morning commute with 1-2" per
hour snow rates possible. 4-8 inches of snow can be expected in the
Winter Storm Watch area before a change over to sleet and freezing rain.
At this time significant icing is not expected, but a light coasting of
ice could occur. The snow maybe a bit wet and between that and the light
coating of ice, there is the possibility of downed tree branches and
scattered power outages.
Away from the Winter Storm Watch area, Winter Weather Advisories could be

Hello to all..
Just a reminder and special announcement on SKYWARN Recognition Day
(SRD'09) as posted in SKYWARN Newsletter #264. It is also noted that the
Boston Amateur Radio Club (BARC) will be on the air on 20 Meters, 2
Meters and potentially PSK-31 as a SRD station under call-sign W1BOS/MQE
from the Blue Hill Observatory in Milton, Massachusetts. It has been a
tradition that has gone out for many years for SRD. They have done it in
snow and in good weather and have done experiments such as a 'kite
antenna'. They will be another station to work during the SRD event.

The National Weather Service in Taunton Amateur Radio Station, WX1BOX,
will once again be active for SKYWARN Recognition Day 2009. In addition,
for the third straight year, the National Weather Service Gray, Maine
Office will also be active under call-sign, WX1GYX.

in SKYWARN Recognition Day can also use that system to make contact with

9258/EchoLink Conference *NV-GATE* Node: 125266 open for NWS offices.

*WX_TALK* conference after local operations are complete some time
between 1700 and 1800 UTC. This will be after local NWS offices in

A few technical reminders for folks interested in making contacts with
the NWS Forecast Offices on the *WX-TALK* Node: 7203/IRLP 9219 and New
England Reflector Gateway IRLP 9123/*NEW-ENG* Echolink Node: 9123
systems:
-The system allows both EchoLink and IRLP connections. For EchoLink
users, you connect to the *WX-TALK* Node: 7203 conference system. For
IRLP users, you would connect to IRLP reflector 9219.
-If you are using EchoLink, the RF node or PC that you’re using must have
EchoLink conferencing disabled. If it is not disabled, the system will
automatically kick the node or PC off of the system.
The reason this occurs is to prevent unintentional interference from a
conferencing station that may not know the node is connected somewhere
else. This will keep traffic moving on the net and reduce interference
considerably.

Afternoon for Northern Connecticut, all of Rhode Island and Eastern
Massachusetts including Southern Worcester County. A Wind Advisory may be
required for areas not covered by the watch for this timeframe..
..A Coastal Flood Watch is in effect for late tonight through Thursday
Morning for South Coastal Rhode Island and South Coastal Massachusetts
for southern coastal exposure for moderate coastal flooding. Particularly
at risk are areas in Narragansett and Buzzards Bays..
..SKYWARN Activation with Ops at NWS Taunton are likely as early as 3-4
AM lasting through Thursday Afternoon..
A storm system that has been on the models for approximately a week is
taking shape in the Southeast US. The storm will intensify and move into
the Mid-Atlantic and New York State late tonight and Thursday. Southern
New England will be on the warm side of the system. After a cool start
today, temperatures will average 10 degrees above normal today with
temperatures rising to the low to mid 60's over parts of the area
overnight into Thursday Morning. The storm will bring the threat of
damaging winds, moderate coastal flooding and heavy downpours and the
threat of an isolated strong to severe thunderstorm over the region.
A High Wind Watch is in effect for late tonight through Thursday
Afternoon for Northern Connecticut, Rhode Island and Eastern
Massachusetts including Cape Cod and the Islands and Southern Worcester
County. This is for sustained winds of 30-40 MPH with gusts to 60 MPH. It
is possible a few wind gusts over 60 MPH could occur near the coast. The
key item that will determine the extent and threat from the winds is how
much of the very strong winds very low in the atmosphere get to the
surface. Regardless of this item, winds of at least 'solid' Wind Advisory
crtieria are likely in much of the watch area and there is at least a
moderate probability of High Wind Warning criteria winds over portions of
Southeast Massachusetts and Rhode Island particularly at the coast.
Future forecasts will delineate the areas that will get a Wind Advisory
and/or High Wind Warning posted. The region outside of the High Wind
Watch area could have a Wind Advisory posted later today as well. Winds

se magnitude can down trees and power-lines in pockets and cause pockets
of power outages.
The other key threat from this storm is coastal flooding at the time of
high tide on South Coastal exposure particularly at Narragansett and
Buzzards Bay. A Coastal Flood Watch is in effect from late tonight
through Thursday Morning. As the winds increase, this will help to start
piling water into the shoreline of the South Coast. Strong winds will be
near and during the high tide cycle as well. This is likely to result in
a fairly potent moderate Coastal Flood episode affecting South Coastal
Shore roads and beaches and any vulnerable structures near the coast.
The storm will bring heavy downpours to the region as well. The system
will be progressive, meaning it will be moving at a good rate of speed so
no significant river/stream flooding is expected but brief urban and poor
drainage flooding will be possible. In addition, heavier showers and
thunderstorms will have the capability to bring stronger winds down to
the surface. This may result in isolated strong to severe thundersorms as
the system moves through the area.
SKYWARN Activation with Ops at NWS Taunton are likely as early as 3-4 AM
lasting through Thursday Afternoon. This will be fine-tuned in the next
coordination message issued by 9 PM this evening. Below is the NWS

On Wednesday, November 25, the FCC issued a Notice of Proposed Rule Making (NPRM) -- WT Docket No. 09-209 -- seeking to amend the Commission's Amateur Radio Service rules to clarify certain rules and codify existing procedures governing the vanity call sign system, as well as revise certain rules applicable to club stations.
According to the FCC, almost 80,000 licensees have replaced their sequentially issued Amateur Radio call signs with a vanity call sign since the program began in 1996. When the program began, the Commission established what they called "the broad outlines" of the vanity call sign system, concluding that call signs generally should not be available for reassignment for two years following the death of a licensee, or expiration or termination of the license for that call sign. In doing so, the Commission made exceptions for former holders of the call sign, close relatives of a deceased former holder and club stations of which a deceased former holder was a member.
The Commission did not, however, specify all of the procedures governing the vanity call sign system, but indicated that the procedures "would be set out in the Public Notices announcing 'starting gates' for the groups receiving initial priority and that the procedures would be adjusted from gate to gate as experience dictated." The procedures announced in the Public Notices announcing the gates are still in effect, but they are not set forth in the Commission's Rules.
The NPRM states that the FCC "now believe[s] that certain provisions should be codified in our rules, and others added, so that the vanity call sign system will be fair, equitable and transparent to all amateur service licensees. The Commission also decided in the Vanity Report and Order [issued in 1996] to resume issuing new club station licenses. We believe that certain rule changes to the club station licensing rules may be appropriate."

A few technical reminders for folks interested in making contacts with
the NWS Forecast Offices on the *WX-TALK* Node: 7203/IRLP 9219 and New
England Reflector Gateway IRLP 9123/*NEW-ENG* Echolink Node: 9123
systems:
-The system allows both EchoLink and IRLP connections. For EchoLink
users, you connect to the *WX-TALK* Node: 7203 conference system. For
IRLP users, you would connect to IRLP reflector 9219.
-If you are using EchoLink, the RF node or PC that you're using must have
EchoLink conferencing disabled. If it is not disabled, the system will
automatically kick the node or PC off of the system.
The reason this occurs is to prevent unintentional interference from a
conferencing station that may not know the node is connected somewhere
else. This will keep traffic moving on the net and reduce interference
considerably.

Hello to all..
..Strong Coastal Storm will bring strong winds with isolated to scattered
pockets of wind damage particularly along coastal areas of Southern New
England and possibly in the interior higher elevations..
..A Wind Advisory is now in effect through 2 PM Saturday for the entire
NWS Taunton County Warning Area for sustained winds of 25-35 MPH with
gusts to 45-50 MPH. There is a low probability for higher wind gusts to
55 MPH over the Cape and Islands..
..SKYWARN Self-Activation will be utilized to monitor for reports through
the Wind Advisory timeframe. Ops at NWS Taunton are possible Saturday
Morning between 6 AM-2 PM though at this time, this will likely be
handled with remote/self-activation operations..
A strong coastal storm continues to move just off the Southern New
England coast. The storm has brought some precipitation over Southern New
England but the heaviest precipitation has been over Southern Maine and
New Hampshire. The coastal storm will bring strong winds to the NWS
Taunton County Warning Area with a low probability of a coating of snow
in the higher elevations of Massachusetts and Southern New Hampshire.
A Wind Advisory remains in effect for the NWS Taunton County Warning Area
and has been extended through 2 PM Saturday. Sustained winds of 25-35 MPH
with gusts of 45-50 MPH are most likely along Coastal Southern New
England and possible in the interior at higher elevations. These winds
may be sufficient to cause isolated to scattered tree and power line
damage and isolated power outages. There is a low probability of stronger
wind gusts to 55 MPH on the Cape and Islands Saturday Morning into early
afternoon and the strongest winds are expected Saturday Morning into
early afternoon over the rest of the region as well.
SKYWARN Self-Activation for measured wind gusts of 46 MPH or greater and
any wind damage will be utilized for this event. There is the possibility
that Ops at NWS Taunton will be utilized Saturday Morning into early
afternoon. If this occurs or there is an upgrade to the wind/storm
situation, another coordination message will be issued by 7 AM otherwise
this will be the last coordination message on this storm. Below is the

issued from 11 AM-5 PM Friday has been cancelled and pushed to the 6 PM
Friday Evening through Noon Saturday timeframe..
..There is a chance for some mixed precipitation today changing over to
snow tonight in the higher elevations of Massachusetts north of the Mass.
Pike and Southern New Hampshire with a low risk of a coating to a few
inches of snow..

across the region with Ops at NWS Taunton possible..
A Wind Advisory has now been issued for the entire NWS Taunton County
Warning Area from 6 PM this evening through Noon Saturday. Sustained
winds of 25-35 MPH with gusts up to 45-50 MPH are likely across much of
the advisory area with the greatest risk of higher winds and isolated to
scattered pockets of tree and power line damage across coastal locations
in the eastern part of the area and the higher elevations of the
interior. It is noted that there is a High Wind Warning posted by the
neighboring NWS Albany office for the Berkshires and Catskills. The
situation will be monitored for potentially higher winds across the NWS
Taunton County Warning Area.
Rain has overspread much of Southern New England and as cold air works
into the storm system there will be a mix or change to snow across the
higher elevations of Massachusetts and Southwest New Hampshire. There is
a low risk of a coating to a few inches of snow over this area and this
will be monitored closely as well.

SB SPCL ARL ARLX012 ARLX012 NCVEC to Release New Technician Question Pool to Public in January 2010
The Question Pool Committee (QPC) of the National Conference of Volunteer Examiner Coordinators (NCVEC) is due to release the new Technician class (Element 2) question pool to the 14 VECs on December 1, 2009; it will be released to the public in January 2010. Each question pool for the three Amateur Radio license classes -- Technician, General and Amateur Extra -- is reviewed on a four-year rotation. This new Technician class pool will become effective on July 1, 2010.
According ARRL Assistant VEC Manager Perry Green, WY1O, the QPC reviews the three question pools every four years to ensure that the questions are kept current with the latest amateur practice and technology, as well as addresses information relevant to that particular license class. "In the case of the Technician pool, the question set should provide for the new Technician licensee to be able to establish his station and operate it legally, courteously and safely. The Technician question pool and exam are intended to be the beginning of the journey into the Amateur Radio Service. It prepares the person for the enjoyment of operating, and that of preparing to learn electronics, the cornerstone of the education needed to obtain the further enjoyment that can come with the higher license classes."
Green is a member of the NCVEC's Question Pool Committee. Other members of the QPC include Chairman Roland Anders, K3RA (Laurel VEC), Larry Pollock, NB5X (W5YI VEC), Jim Wiley, KL7CC (Anchorage VEC) and Tom Fuszard, KF9PU (Milwaukee VEC).
Green said that earlier this year, the QPC solicited input from Amateur Radio operators concerning the new question pool, accepting input for new question topics and new questions, as well as suggestions for changes or deletions: "The QPC must rely on members of the Amateur Radio community to suggest questions and answers in a responsible manner to preserve a high level of legitimacy for our radio service, so the NCVEC QPC seeks input from the amateur community concerning a revision."
The new question pool will become effective for all examinations administered on or after July 1, 2010, and it will remain valid until June 30, 2014. The current Technician question pool that became effective July 1, 2006 will expire June 30, 2010. The new Technician pool contains approximately 400 questions, from which 35 are selected for an Element 2 examination. This question pool will contain graphics and diagrams, something new for this element.
The current General class question pool was effective July 1, 2007 and is valid through June 30, 2011. The current Amateur Extra class pool was effective July 1, 2008 and is valid until June 30, 2012. NNNN /EX

I'm writing to announce SHAREfest (Surplus for Hams And Radio Experimenters), an
event involving sharing several hundred pounds of electronic components among
members of the amateur radio and experimenter community.
We're going to run SHAREfest Thursday, Nov. 19th (3 PM to 7 PM) and also
Saturday, Nov. 21st, (10 AM to 4 PM). The event will take place in Windsor, VT,
approximately 15 miles south of The intersection of routes I-89 and I-91. It's
approximately an hour's drive from Concord, NH, Montpelier, VT, St. Johnsbury,

Now You Know!: US Call Signs Not Issued by the FCC

If
you're an American ham, chances are that your call sign was issued by
the Federal Communications Commission. A "no brainer," right? Well, if
you're an American ham who happens to be stationed at Guantanamo Bay or
at one of the US bases in the Antarctic, your call sign is not issued
by the FCC -- it's issued by the base commander. Guantanamo Bay (or
Gitmo as it's commonly called) uses the KG4 prefix, followed by a
two-letter suffix; this block is reserved exclusively for American hams
at Gitmo. As for Antarctica, the Antarctic Treaty,
signed on December 1, 1959 (and entered into force on June 23, 1961),
established the legal framework for the management of Antarctica,
including allocation of amateur call signs; the National Science
Foundation received their block on July 1, 1959. US military hams in
Japan and Korea are also issued special call signs:
KA2AA-KA9ZZ -- reserved for US Army-authorized amateur stations in Japan.
KL9KAA -- KL9KHZ -- reserved for assignment to US personnel stationed in Korea.
The
40 call signs having the first two letters AF, KF, NF or WF and the
letters "EMA" following a numeral are available to the Federal
Emergency Management Agency (FEMA).
The FCC once issued
call signs to hams who lived in the Caroline Islands and the Marshall
Islands. Even though these entities -- former United Nations Trust
Territories -- now have their own sovereignty (and DXCC prefixes), the
FCC will not issue call signs in the following blocks:
KC6AA-KC6ZZ
-- KC6 was two DXCC entities: The Eastern Caroline Islands and the
Western Caroline Islands. The Eastern Carolines became the Federated
States of Micronesia (V6) and the Western Carolines became the Republic
of Palau (T8).
KX6AA-KX6ZZ -- the former Marshall Islands, now the Republic of the Marshall Islands (V73).

The following is a reminder from SKYWARN Newsletter #263. There are a
still a number of openings for this presentation. This is open to Amateur
Radio and non-Amateur Radio SKYWARN Spotters. See PR on this presentation
below:
The Massasoit Amateur Radio Association and the Whitman Amateur Radio
Club will be co-sponsoring a Skywarn presentation by meteorologist Mish
Michaels (formerly from WBZ) on Wednesday November 18th, 2009 at 7:00pm
at the
Whitman-Hanson Regional High School on Route 27 in Whitman. Mish has
indicated that she will be discussing her recent research on tornadoes in
New England. While there will be NO CHARGE for this event, seating is
limited. Therefore we are requesting that if you are planning on
attending, please pre-register with NWS Taunton Assistant SKYWARN

Aveni-N1FY at caave@... as he is tracking a list for
pre-registration. In addition, there will be other events going on at the
school that same night so parking may be an issue. The Whitman and
Massasoit Amateur Radio
Clubs ask that you carpool if you can.

Just one day to go until we can have FUN at the HCRA auction! The weather promises to be cool but nice so your last possible excuse has been eliminated.
At 7:00 PM tomorrow evening, (6:00 PM for sellers) the Feeding Hills Congregational Church will be where our annual auction gets started. There's lots of stuff on its way, great HCRA donations, a raffle prize and new food selections for 2009. Here's a short list of what you can expect:
1. A LOT of amateur radio items to bid on. Choose from a few HF rigs, four HT, antenna tuner, headphones and more. And that's only from the donations so far. 2. PDA, tablet PC's, wireless keyboards. 3. A telescope, GPS and lots of A/V gear. 4. J&J (Jim and Jack) Hot Dogs this year. Fresh hot dogs and buns to keep you fueled during the bidding. 5. Win a VX-150R HT in the raffle. 6. NO entrance fees for sellers or buyers! (no need to be a member either - everyone is welcome, bring a friend or two)!
A few rules changes this year:
1. Maximum charge per item is 10% of the first $250 ($25). 2. All items have a minimum bid of $1.00 3. The order of presentation will be managed to keep interest high throughout the auction. 4. Starts promptly at 7:00PM. 5. Additional auctioneers to keep things flowing throughout the evening - no breaks in the action! 6. And as always, please leave your monitors and printers at home. They don't sell.
The HCRA auction is a great place to get started on your station, fill your parts bin or simply see a great cross section of amateur radio technology throughout the years. It won't cost you a penny (unless you buy something) and you WILL have FUN! Of course the prudent amateur will stop by the ATM on the way "just in case" something comes up for auction you just "have to have"!
