DATE/TIME: March 11, 2012 from 1800Z to 0100Z March 12 (1:00PM CDT to 8:00PM CDT)
Note: This is the first day of Daylight Savings Time!
MODES: CW and Phone. All stations may be worked once per mode on each band. In addition, mobiles may be worked once per mode per Wisconsin county that they operate from. Mobiles cannot sit on a county line.
ENTRY CLASSES: Single Operator Fixed Single Operator Mobile Single Operator Tech Single Operator Beginner Multi Operator Fixed Multi Operator Mobile Multi Operator Tech Multi Xmtr/Multi Op Fixed Multi Xmtr/Multi Op Mobile
EXCHANGE:
Wisconsin stations send County.
Non-Wisconsin stations send State or Province or Country.
POWER LEVEL:
(Choose one)
QRP (less than 5 watts) Low (5 to 150 watts) High (over 150W)
SUGGESTED FREQUENCIES: All amateur bands and modes not prohibited for contesting may be used. No Repeater QSO's.
CW:
Phone:
3.550, 7.050, 14.050, 15M, 10M, 6M, 2M and up.
3.890, 7.230, 14.290, 21.350, 28.400, 6M, 2M and up.
SCORING: Phone contacts count 1 QSO Point; CW contacts count 2 QSO points (digital scores as CW).
Multiply CW + Phone points by Power Level multiplier (QRP = 2.0; Low = 1.5; High = 1.0) to determine CONTACT points.
WISCONSIN STATIONS: Multiply CONTACT points by the sum of Wisconsin counties (max. 72), plus states (max. 50) plus Canadian provinces (max. 13) worked. Note: DX countries worked count for QSO points but not as multipliers.
NON-WISCONSIN STATIONS: Multiply CONTACT points by the number of Wisconsin counties worked (max.72). Note: Only Wisconsin contacts count.
BONUS: WISCONSIN MOBILES/PORTABLES: Add 500 bonus points for each county that you operate from outside your home county. A minimum of 12 QSOs per county is required to qualify. Portable location cannot be at existing station location. Must be a temporary location just for WIQP.
LOGS:

Electronic log format
Entries must contain a log consisting of: time (GMT), call, band, state/province, Wisconsin county, mode and a complete Score Summary including YOUR name, address and call. Paper logs containing more than 200 QSOs must be accompanied by a dupe sheet (separate dupe sheet for each mode). Mobile entries must indicate county changes in log. Logs are due by April 12, 2012, either by email to k9kr@... or by regular mail to:

  1. Highest single operator score in the QSO Party.

  5. Highest aggregate club score (club member stations to be located within 50 miles of the club, except for mobiles and portables).
NON-WISCONSIN: Awards will be presented to the following:

Have had a couple queries about the new changes to the 60 meter band that went into effect March 1, 2012.  This is the link to the ARRL information pages on "what' new".   And there are some new operating modes we can use..   Just as a casual precaution , when using the 60 meter band, remember we are on a secondary allocation basis, meaning we are allowed to use these frequencies provided we cause no interference with ANY other service.   If requested, we are to cease transmitting immediately.    These are not "ham band" only frequencies   Abuse them and we will lose them.    Also keep an ear out for information forthcoming on progress allowing amateur operation in the "land down under" below 200 meters, or below 500 kHz.   Happy hunting.!!!!!!..   Who will be the first to come out with a rock bound CW QRP transceiver for this band????       KV8X

Yes, it's only one week until International  π (pi) day.  Several of us will be operating with the Lake Effect Amateur Radio Club call KD8DKU during the day (0000z - 2359Z 3.14.2012  (Yes, I understand that 3.14159.... is closer to the actual number for  π (pi) but we had to fit in the year somehow.)

If propagation permits, we will attempt other band/modes and times  - so look on QRP-SPOTS for KD8DKU's location.
And, note that CW crew will be as near 31.4 KHz from the lower end of the band(s) as possible ± QRM. 

We will operate for any combination of the following periods of time:

1. For one hour after the specified time and/or
2. Until the pileup subsides and/or
3. Until we get tired and/or
4. Until we suffer a catastrophic breakdown of a critical part of the transmitting/receiving station, and/or
5. If we feel like stopping

As you might guess from the preceding, this is a "fun" event, celebrating  π (pi), and also Albert Einsteins Birthday Anniversary (March 14, 1879).

for the Idaho QSO Party:

The 2012 IDQP starts March 10 Starts 1900Z  --  2PM EST, 1PM CST,  12
Noon MST,  11AM PST..and ends on Marc 11 at 1900Z  --  2PM EST, 1PM CST,
    12 Noon MST,  11AM PST..a full 24 hour period.

Every year the IDQP gets more popular, this year promises to be no
exception,  with lots of sun spots we should have "way" better
conditions on 10 &15 meters.

For out-of-state'rs this is your chance to snag  Idaho and maybe some
rare counties. Or just have fun working the pileups !

For the Idaho stations it a chance to show the world there are indeed
Idaho hams in Idaho !!

Idaho ranks 37 our of 50 states in ham population, we are not California
so you will need to search for us on the bands.

Out of state stations, please feel free to spot  Idaho Stations, help
others find us.   Put IDQP in the comments field..

Many Idaho stations and groups are already planning  to make this year
bigger and better.

one CME on March 8th, a second CME is on the way.  Big sunspot AR1429
unleashed an M6-class solar flare today, and the eruption hurled a cloud
of plasma almost directly toward Earth.  Forecasters say the CME could
reach our planet during the late hours of March 10th or early hours of
March 11th. Strong geomagnetic storms are possible when the cloud

A bunch of years ago I borrowed a military surplus 50' air operated mast
for a field day operation.

I'm doing a field operation from Howard City during the Michigan QSO
Party on April 21.

Does anyone reading this know of such a mast in working condition which
I could rent or borrow?  It would be much easier to raise a small beam
with such a mast than to raise it with my push up mast.

Thanks for any tips.  Private replies seem appropriate.

Yep, it's 3/14/2012, and that's a good reason to celebrate PI
(3.14159xxxxxxxxxxx) which is the ratio of the circumference to the
diameter of a circle.  It is also the birthday of Albert Einstein.

Two good reasons to get on the air.  Wallpaper collectors, please note

At least four of us, WA8REI, KC8ULE, N8XX and KA5S will be sharing the
honors with various times and frequencies noted on the above web site.

WA8REI, N8XX, and KA5S will be operating CW, 31.4 KHz ( QRM) above the
lower end of the CW band, on 3.5 thru 28.0 MHz bands.  We will spot
ourselves on QRPSPots.  Some of the operating times and frequencies are
noted on the above site, but we'll randomly choose other bands and times.

Note - N8XX/KD8DKU will also fire up on 145.27 Mhz FM and the W8HVG
linked repeater system every so often, so look for KD8DKU there!

Come one, come all, and join the fracas!  We'll try to contain our
enthusiasm for the event.

Hello Everyone … We have been asked to help with this years Lubbers cup in Spring Lake. We will be assisting with parking and coordination of traffic in and out of the one way drive into the Spring Lake Yacht Club. There are three parking locations for parking and 2 dial a ride bus’s will bring participants to and from the parking lots and we have been asked to provide communications to coordinate the bus pick ups. We will meet and set up the communications trailer at the water tower Van Wagoner road and West Spring Lake road ( Van Wagoner read east from US 31 to the end). Setup time 6:00am and shifts until finish of race ..last shift should be done before 3:30. If you can help please let me know what times you can help so I can put together a schedule so no one is working to long.  Date of this Event is Sat April 14th

they have continued developing enhanced audio with color.  Initial studies have
been a cooperative effort with both CQ Magazine and INRAD, the filter
specialists.

Studies have been done using eight bit color streams with software written for
the Windows 3.1 platform.

The promise if a marriage of sound and color have shown the most promise in
contesting situations.  Here the colors have helped identify domestic stations
as the color of the operator's signal has been mapped to the colors on a
standard map of the United States.  The next step, begun this April first, is to
have a ham radio operator assign a color to his QSO partner.  The expectation is
that nets will reference both an amateur's call-sign and color.  The addition of
color will help lessen the confusion on a busy net.

Also of interest to the ARRL, CQ, and INRAD is the addition of more vibrant
color with higher definition and coordination with sound.  For example, QRN will
be green, the noise floor will be pink,  while big gun signals will be an
envious blue.  Rare DX will stand out with an attention getting bright red.

"Studies have shown much promise" was the announcement from WJ0KE, the spokesman
from the ARRL.  Stay tuned as efforts bear fruit which is expected to ripen each

It is our pleasure to announce the 2012 Spring VHF/UHF Sprints. 
 
Everyone is encouraged to participate, even if only in a small way. The rules have intentionally remained simple, and the focus of these FIVE events continues to be for single operator, single transmitter entries, both "fixed", "rover" and "Rookie".
"Distance Scoring" will continue in 2012 for all 5 of the Spring Sprint Bands/events
 
The "Rookie" classification IS continued for 2011, to ENCOURAGE 'first-time' participants, from their own stations OR as "guest-op" at an "experienced" station to introduce newcomers to weak signal vhf/uhf operations which, hopefully, will 'whet' their interest in such and lead to their participation in the future. This is NOT intended to be multi-op, the "Rookie" operator is expected to be the voice behind the mic, hand on the key/keyer, hands on the keyboard, PTT, tuning knobs and rotor controls. When an experienced operator is present for a "Rookie", their role IS to be "Guidance", NOT operating. Clear identification of Rookie entrants is requested by comments in the SOAPBOX: lines for Cabrillo formatted logs or in the Comment area of the Summary Sheet for paper logs. The detail should identify who is the "Rookie" and list any "experienced" operator(s) who was(were) present.

Please note that, for 2012, the shortened log submission date windows remain and consider the following change an EVEN STRONGER encouragement for electronic log submissions using the Cabrillo format. While paper logs will continue to be accepted, the policy that any MAILED logs MUST be RECEIVED by the log deadline for each band that was started in 2009 continues, so those who submit by Mail MUST allow for the post office transit time (probably a week early to be certain, which still allows participants a full week to process logs from a 4 or 7 hour event). There have not been THAT many "paper" logs and generally, they've had smaller numbers of QSOs but I'd really appreciate if "paper" log submitters would at least CONSIDER TRYING the "Web-to-Cabrillo" as described in Rule 7.2.2. If you MUST mail your entry, DO NOTE the log submission MAIL address in 7.3.2.

1. Object: To work as many amateur stations in as many 2 degree by 1 degree grid squares as possible, using authorized amateur frequencies on the 50, 144, 222, 432, 902 MHz and above bands over five separate events during the "Spring" (April and May).
2. Contest Period:
2.1. - 144 MHz
The 144 MHz Sprint will be from 7 PM until 11 PM local time on Monday, April 9, 2012.
2.2. - 222 MHz
The 222 MHz Sprint will be from 7 PM until 11 PM local time on Tuesday, April 17, 2012.
2.3. - 432 MHz
The 432 MHz Sprint will be from 7 PM until 11 PM local time on Wednesday, April 25, 2012.
2.4. - Microwave (902+)
The Microwave Sprint will be on Saturday, May 5, 2012, from 6 AM until 1 PM local time. This includes all Amateur frequencies above 902 MHz. Please include band data in summaries and logs. NOTE: use of Liaison Frequency is encouraged.
2.5. - 50 MHz
The 50 MHz Sprint will be from 2300Z Saturday, May 12, until 0300Z Sunday, May 13, 2012.
3. Exchange: Grid-square locator - PLEASE EXCHANGE and LOG SIX-Character Grid Locators where possible. Correct exchange of FOUR-Character Grid Locator (and call signs) is the minimum requirement for a valid contact but we'd REALLY like to see SIX-Character locators exchanged and recorded in the submitted logs.

To assist you with that, AFTER reading the instructions that follow, please click here.
The click above will take you to a Google Map showing the borders of the 20-degree by 10-degree "MAJOR Grid" of "EM" as well as parts around it. IF you know your FOUR-character Grid Locator (also known as "MINOR Grid"), you can enter it in an entry box at the bottom of the page, which may get you closer to where you want to be looking. In any case, you can then navigate as well as Zoom in and out using the controls at the upper left of the screen.
When you click a point on the map, however, the Latitude and Longitude of that point ALONG WITH THE SIX-Character Grid Locator (also known as "sub-grid") for that point will pop up in a text balloon and the border of the SIX-Character Grid Locator will be shown. If there is good aerial photo coverage in your neighborhood, you might even be able to find your house!

4. Scoring:
Scoring continues to be distance based, 1 point per kilometer, for 2012.
It would certainly make things easier if EVERYONE knew, exchanged and logged SIX-Character locators but it is likely more certain that there will be participants that only know their FOUR-character locator. In such a case, RECORD what the other station actually SENDS as their Grid Locator even if JUST the FOUR characters. DO NOT use "look up" systems in logging programs, such as Ham Radio Deluxe has or can be done with Super Check Partial files...RECORD what the other station sends (it IS okay if what your lookup 'matches' what they sent but be sure to CHANGE it if they send something different).
I believe that W3KM's VHFLOG Logging Program has the capability to record SIX Character Locators (or 4 character) and can calculate distance scores based on 1 point per kilometer BUT the KEY item needed is that the program CAN record SIX-character Grid Exchanges and produce a proper CABRILLO formatted log file.
Rovers can be worked again as they enter a different "Grid Square" (Grid-4) but it is hoped that Rovers will have capability to know their SIX Character SUB-grid locator and give that as their report. "Dupes" will be allowed with Rovers (from different sub-grids in the same Grid-4 locator) but only the LONGEST single path length will be counted for a given Grid-4. 
5. Reporting: Electronic Logs (Cabrillo format ONLY) must be received via e-mail or paper logs WITH summary sheet RECEIVED via Mail no later than following deadlines (roughly two weeks after the close of each event):
5.1. - 144 MHz - April 24, 2012
5.2. - 222 MHz - May 2, 2012
5.3. - 432 MHz - May 10, 2012
5.4. - Microwave (902+) - May 21, 2012
5.5. - 50 MHz - May 29, 2012
6. Awards:
6.1. Certificates will be awarded as follows:
6.1.1. TOP FIVE individual scores for each of the five Sprint "band" events (Single-Op Fixed, Rover and Rookie will be considered for this ranking).
6.1.2. TOP FIVE cumulative Single-Op Fixed scores (adding scores together by callsign used from each of the events, up to 5, for which valid logs are received).
6.1.3. TOP FIVE cumulative Rover scores (adding scores together by callsign used from each of the events, up to 5, for which valid logs are received).
6.1.4. TOP FIVE cumulative Rookie scores (adding scores together by callsign used from each of the events, up to 5, for which valid logs are received).
6.1.5. If any Plaques are sponsored for a particular finish above (targetting to have First Place for each of the Category Cumulative Scores and Top Score for each Band/Event sponsored as a minimum) the Plaque will be given in lieu of the certificate. "Specialty" Plaques will also be considered (such as for best finish in a region) if anyone wants to sponsor such (and can provide a clear criteria). Please e-mail John at springvhfuhfsprints@... regarding that.
6.2. Prizes: As they are sponsored, prizes will be awarded based on criteria of the sponsor. As an example, the simplest criteria will be "random drawing from all logs received."
7. Submission of Logs:
7.1. By submitting a log, participants confirm that they have observed all contest rules, as well as all regulations established for amateur radio in their country and that their log submission is true and accurate to the best of their knowledge. Participants further agree to be bound by the decisions of the Spring Sprint host(s), sponsor(s) and scoring team.

7.2. Electronic Logs:
7.2.1. The "Cabrillo" log format is now the standard for the Spring Sprints.
7.2.1.1. Use the following text for the "CONTEST:" line in the header of the Cabrillo Log file:
For 144 MHz, use VHF-SPRINT-144MHZ-SPRING
For 222 MHz, use VHF-SPRINT-222MHZ-SPRING
For 432 MHz, use VHF-SPRINT-432MHZ-SPRING
For "Microwave" (902 MHz & Up), use VHF-SPRINT-MICROWAVE-SPRING
For 50 MHz, use VHF-SPRINT-50MHZ-SPRING
7.2.1.2. Until logging programs with 'official' support for these events become available, the closest format is probably for the June or September ARRL VHF QSO Parties (as long as the logging program knows how to handle SIX-Character Grid Square exchanges). It may be necessary to manually edit the "CONTEST:" line in the file and Claimed Score is pretty much "guaranteed" to be incorrect since scoring is now based on distances as opposed to the "traditional" QSOs time Multipliers but the QSO data should be correct.
7.2.1.3. E-mail logs to: 
springsprintlogs@...  preferably using a "Plain Text" e-mail format, with ONLY "your call" and the "band" in the subject line (WA2FGK 144 -or- K3TUF MICROWAVE for example) and with the log file as an attachment named "<your call>.LOG" (e.g. W9GKA.LOG)
7.2.2. "Web-to-Cabrillo": Bruce Horn, WA7BNM, has graciously agreed to provide 'web forms' to facilitate generation and AUTOMATIC SUBMISSION of Cabrillo-formatted logs for the Spring VHF & Up Sprints at the http://b4h.net/cabforms  web site that he maintains. You may have to scroll down the homepage a bit to the "Other Contests" area to find the ones for the Spring VHF Sprints and they may not be there until just before the actual contests. PLEASE consider using these to generate and submit electronically instead of submitting a paper log. MANY THANKS to Bruce!
7.3. Paper logs:
7.3.1. Paper logs must include a
Summary sheet and the log sheets themselves should include the following information:
Band (in MHz, e.g. 50, 144, 222, 432, 902. For above 902, change to GHz, e.g. 1.2, 2.3, 3.4, etc.)
Mode (e.g. CW, PH, FM, RY)
Date/Time (UTC Date and Time are strongly preferred but "local" are acceptable and it is usually apparent which was used when logs are received)
Callsign SENT (can be listed at the top of a page OR on each line)
Grid Locator SENT (PLEASE give your SIX-character locator when known AND send it as your exchange)
Other Station's Callsign
Other Station's Grid Locator (PLEASE ask for and record SIX-character when the other station provides it BUT, if the other station only reports FOUR-character, record the 4 characters)
7.3.2. "Snail Mail" paper logs to:

Do you live in a CC&R- restricted community or participate in EmComm
activities? Have deed restrictions / HOA covenants prevented you from
erecting amateur radio antennas? Have these restrictions prevented you
from full participation in emergency communications activities during
disasters?

If your answer is "Yes", ARRL needs to hear about your experience.

As you are probably aware, Congress has directed the FCC to conduct a
study of the uses and capabilities of Amateur Radio Service
communications in emergencies and disaster relief. The FCC was directed
to identify " impediments to enhanced Amateur Radio Service
communications, such as the effects of unreasonable or unnecessary
private land use restrictions on residential antenna installations".
Finally, the study is to make "recommendations regarding the removal of
such impediments."

The FCC has issued a Public Notice - DA 12-523- soliciting input from
the public as part of their study. The ARRL is gathering comments from
the Amateur Radio community to present as part of its comments on the
public notice.

The ARRL is looking specifically for input in two specific areas:

*     Recent Amateur Radio involvement in actual emergency
communications and disaster relief;

*     Specific details about how CC&Rs and other private land use
restrictions have impaired licensed Amateurs to participate fully in
these disaster relief communications.

If your ability to participate in ARES, RACES, SKYWARN, CERT, or other
emergency and disaster relief communications has been limited because
the inability to have adequate antennas due to CC&Rs, you are asked to
provide that information to the ARRL.

First, we recommend that you prepare a narrative of your exact
situation, in as much detail as practical. Some areas for you to
consider in writing your story might be:

*     Were there alternative properties without CC&Rs in the area you
wished to reside?

*     What exactly does your CC&R allow / prohibit (please include a
copy of the specific wording)

*     Have you applied for a waiver of the CC&R with the Home Owner's
Association / Architectural Review Committee but were denied?  If so,
what was the reason?

To assist you in sharing your information with the ARRL, please visit
the special ARRL website built to allow you to readily provide the
pertinent information at <http://www.arrl.org/ccr-study-information>

This page will present you with an overview of what we are asking and
have links to the two forms for you to complete.  Please be as factual

ARLB007 FCC Seeks Public Comments on Emergency Communications by
Amateur Radio and Impediments to Amateur Radio Communications
In response to the Congressional directive to prepare a study to
assess Amateur Radio's role in emergency and disaster communications
and the impact of private land use regulations on the amateur
community's ability to provide such communications, the FCC issued
DA 12-523 soliciting comments from the public. The period for public
comment runs until May 17, 2012.
"As part of the study contained in Public Law No. 112-96, the
Commission has opened a 45 day period for comments to be filed on
the issue," said ARRL Regulatory Information Manager Dan Henderson,
N1ND. "Because of the short deadline for the study to be completed
and presented to Congress -- before the end of August -- the ARRL
and the amateur community must quickly mobilize their response."
The FCC Public Notice focuses on two specific areas for comments.
The first is the role that Amateur Radio has played and continues to
play to support emergency and disaster relief organizations, such as
FEMA and local/state emergency management agencies. The second is to
determine impediments to enhanced Amateur Radio communications. This
would include the impact that private land-use regulations -- such
as deed restrictions and homeowner association covenants -- have on
the ability of licensed amateurs to fully participate in providing
support communications to the served agencies.
"This study is not about zoning ordinances or regulations adopted by
the local or state governments," Henderson explained. "Amateurs
already have the limited protection of PRB-1 to assist them with
those situations. The areas of concern here are the limitations that
are placed on a property when it is purchased, either as part of the
deed of sale or by restrictions imposed by the
neighborhood/homeowner's association. Those restrictions --
sometimes referred to as CC&Rs -- are not currently covered by the
FCC's PRB-1 decision from 1985."
To allow the ARRL to quickly collect and collate relevant
information from the amateur community to help support the filing it
will make with the FCC on this issue, a website has been setup. The
site -- www.arrl.org/ccr-study-information -- provides details about
what kind of information is needed by the ARRL.
Also on the site, you will find links to two online data collection
forms. The first form allows you to provide information about
specific emergency communications in which Amateur Radio has played
a role since January 2000. The second form asks for specific
information on the CC&Rs/deed restrictions that control your
property. It also asks you to provide information on how those
restrictions have impacted your ability to fully support emergency
communications.
"Whether you are an ARRL member or not, your information and
situation are important to helping us make the case for all
amateurs," Henderson said. "Whether your support communications are
with ARES, RACES, SKYWARN, CERT or other emergency and disaster
groups, your voice should be heard. If you cannot operate
effectively from home during an emergency because CC&Rs prohibit
adequate antennas on your property, that is important to document
and quantify. This issue affects all of Amateur Radio, not just ARRL
members."
Henderson said that due to the short timeframe that the FCC has
allotted for public comment, time is of the essence. In order to
allow the ARRL to develop its comments, the ARRL asks that all
information sent by the amateur community be received at the ARRL no
later than April 25, 2012: "We realize this is a very short
turnaround asking for your response, but this is based on the time
provided by the Commission for the comment window."
It is important that when you provide specifics of your CC&R, you
also provide the ARRL with a copy of its actual wording. If you have
the CC&R in a digital format (or you can scan the document into a
file), it can either be uploaded through the website above or it can
be sent via an e-mail to CCRinfo@... . If you do not have an
electronic format, a hard copy may be sent via US mail to: CCR Study
Information, ARRL, 225 Main St, Newington, CT 06111.
"We need factual, specific details," Henderson said. "The more
accurate information we have -- including copies of the CC&R
language -- the stronger case we can make. Having copies of the
exact CC&Rs is important. It allows us to demonstrate the wide
variation of restrictions. Including the specific text is as
important as any other piece of information you provide."
