A. I want to make sure you are all aware of a new law that goes into effect on January 1 regarding texting while driving.The complete text of the law- 265:105-a Prohibited Text Messages and Device Usage While Operating a Motor Vehicle. I. A person operating a moving motor vehicle who writes a text message or uses 2 hands to type on or operate an electronic or telecommunications device, is guilty of a violation. A person does not write a text message when he or she reads, selects, or enters a phone number or name in a wireless communications device for the purpose of making a phone call. II. The fine for a violation of this section shall be $100. Source. 2009, 291:1, eff. Jan. 1, 2010.
Please make sure your teens are aware of this new law!
B. I learned something I was not aware of when doing an investigation last week.I was working on an attempt to scam one of our older citizens and called the business that made the initial contact.While it was a valid call, I found out that many people who believe they are on the “Do Not Call” list are in fact not.They told me that even when someone gets on the list, as soon as they make an on-line purchase, buy a magazine or complete a survey they are automatically removed from the list.
This not what the information on the Do Not Call Registry (https://www.donotcall.gov/) says, but you may want to resubscribe if any of what I was told applies to you.
C. If you have relatives who may be visiting that subscribe to the Care-Trak system, we have access to the receivers, so encourage them to wear their transmitters, and bring the transmitter information with them.For those not familiar, Care-Trak is designed for older dementia sufferers, autistic children, and others who may wander and not be able to find their way back.They wear a transmitter that looks like a wristwatch, or in a belt.We can locate them using a receiver set to the proper frequency.
If we have a wearer in the area who gets “misplaced” we can find them quickly once the equipment gets here.
D. Reminder again, now that our crews are out plowing and sanding, there is no parking on any town road or parking lot between 11pm, and 7 am.Don’t make us call you at a very inconvenient hour.Also, we have been asked to pay closer attention to the handicapped parking space at the General Store.There are 2 signs posted in front of the spot.Please do not park there.It’s a very expensive fine that we do not want to write.Be polite, get a little exercise and move over one place please.
E. As we prepare for the holiday, I want to pass some information along before you don't care about e-mail for a few days:
A. From Health Officer Jim Berry- Vaccine Clinics around the region are being planned for the week of NOVEMBER 30TH. These clinics are for daycare givers, their families and for any 18 to 24 year olds who have a pre-existing medical condition. Please notify the Health Officer at 495-3798 (Leave a Message) or at HealthOfficer@.... if you want to be included to receive your shots.
B. The winter parking ordinance went into effect on November 1. It says there is no parking on any municipal road or lot from 11pm to 6 am from November 1 to April 30. We are not going to make an issue of it until the snow is predicted (which may be this weekend), but to save you from being woken up early in the morning, please find a place off the road to park your car. If you are having a large event at your home,or family staying a night or two and have no choice but to leave a car on the road, please contact the police department.
C. This is another reminder for you all to log on to the Nixle.com service for notices of events in progress or flu clinics. I will be using the service more for those type of messages, and just saving this newsletter for general police information and tips. it is important that everyone get these important notices, so I encourage all residents/citizens/interested friends of Washington with a cell phone and/or e-mail to subscribe. D. Please check with your friends and neighbors who have been getting this newsletter. Several months ago we put a new computer on line, and I am finding that when we migrated the address from the old Eudora, to the new Outlook they got corrupted and some were lost. E. Lastly, a personal plea. Over the years many of you have been so very generous and kind and delivered cookies, baked goods, treats and snacks to the police station during the holidays. We really appreciate it, and are amazed by the goodwill and treatment we get from our community. But you bring us some really big platters! We work alone, and one guy on duty cannot eat that much (and one of us should be not be eating any so I can try and lose about 80 pounds). Our request is that you redirect your generosity to the Washington Food Pantry (unless you are sending a small veggie platter or fruit basket) to help Carolyn care for our neighbors that are not as fortunate right now please. You can put in a note to Carolyn that the donation is made in the name of the Washington Police so we know who to thank.

A. With Halloween coming I thought it important to pass along some information aboutTrick-or-Treating Hours & Halloween Safety Tips
Trick-or-Treating times for Saturday October 31 are suggested from 4-9 pm
Safety Tips-
Instruct your children never to enter the home of a stranger.
Do not allow your children to go out alone.
Instruct your children to stay in their own neighborhood and trick or treat at homes that have porch lights on.
Children should wear costumes made of light colored material. If the costume is made of dark material, attach reflective tape to the costume to increase nighttime visibility.
Children and adults should carry a flashlight so that motorists can see them.
Children should walk on the sidewalks if available, not on the street.
Masks can restrict vision. If your child wears a mask, make sure he or she removes it before crossing the street.
Children should never be allowed to go out alone on Halloween.
Children should never eat any treats until they have been examined.
All fruit should be cut and closely examined before eating.
Advise children that they should never enter strangers’ homes.
Children should never accept rides from strangers.
Children should never take shortcuts through backyards or alleys.
Set a specific time limit for your children to be out on Halloween night.
Instruct children not to stray from their group.
A responsible adult should escort children while trick-or-treating.

B. With your help, the department can earn a $10,000 grant. This will be my health and welfare newsletter day.I don't have any crime to add, we haven't had any new burglaries and we do have some lines on the one that told you about in the last newsletter.
1-For those that live within earshot of the Transfer Station, the department will be doing firearms qualifications and lowlight shooting on Thursday, October 8.We will start about 3 PM, and anticipate we would be done by 9 PM.This will be our only night shoot this year, so I waited until a time of year when the windows will be closed so we shouldn't bother you too much.
2-The Health Officer is taking charge of an inventory of disabled persons equipment that we have.Many people have donated hospital beds, walkers, wheelchairs, canes and other equipment.If you or a family member need to borrow one, just contact Jim at home, or by as e-mail.
3-If you're looking for some good, fun, inexpensive activity, we could use a few players for our floor hockey group.We play Sunday mornings from 8 to 10 at Sunapee High School.There is no fee, all equipment is supplied, and it's a really good workout.If you're interested, just give me a call or an e-mail and I'll give you the details.
4-As I'm starting to notice the leaves turning, and my guys are even talking to me about putting the snow tires on the cruiser, just to remind those of you packing up your cabins for the season, to go to the website and fill out our Vacant House Check Request Form.Fill it out and send it back, fax, or e-mail it.There is no fee for us to check your house while you’re gone, and it seems to work.Of all the break-ins as we had in the winter of 2007, and a couple last winter, none of them were on house check.We're not as good as an alarm system, but a lot less expensive.Contact me if you have any questions.

A. There have been no burglaries since my last report you. The suspects have been identified, and a green Jeep located. They seem to have located to another part of the region, and are no longer in Sullivan County, but we are all still working the case cooperatively among several agencies.

Be Alert for suspicious/unknown people or vehicles, we have had a reported burglary in LAE.
This morning an officer took a report of a burglary at a year round residence on Ashuelot Dr. This evening a report was taken of a potential attempted burglary on Adams Dr.
Please be especially vigilant for people or vehicles you have not seen in the area before. Please note descriptions, plate numbers, unique things on the car. If you have your camera or cell phone feel free to take pictures or video if they are in a public place.

Two items of importance for local residents-
A. Approx. 1215 today a local resident, one of my part-time officers, came across an individual in his yard he did not know.When the officer confronted the person the man said he was looking for the “Gassett’s”.We have not found anyone in the area by that name.The person drove away as if heading toward the far end of the road, but the officer stayed to watch. The car came back by a short time later.
The officer’s house on Millen Pond Rd. is for sale and most of the property has been moved out already, his car was in the garage.There is a realty sign in the front yard.
Descriptions-
Vehicle: Older Jeep Cherokee, green with a two-tone green/tan front bumper.There was an outline of a removed inspection sticker on the front windshield where a NH sticker would have been.When it left the officer saw it was a DMV issued temporary plate, the first digit possibly an 8 but he is very unsure.
Occupants-
Driver: Male in his late 20s/early 30s, about 5’08, short cropped beard, hair was cut neatly.
Passenger: Female, late20s/early 30s, with long, darker hair, and wearing sunglasses.She did not get out of the car.
Shortly after I took this report, Lempster had a report of resident that had interrupted a burglary in progress at her house. The vehicle and occupant descriptions match. Please keep your eyes open and alert for this vehicle and occupants. If you see then get as complete a description as you can and call the local police in the jurisdiction you are in, or straight to 911.
B. There is a potential of a large storm coming our way this weekend. At this point we do not have much more information about T.S. Danny that what we have all been seeing on TV and the web. So far we have not been provided any information from the State or DHS. As the forecasters are predicting it, if it follows the track they are seeing now, it will become a Cat. 1 hurricane, track over Cape Cod and provide us a fair amount of rain and some wind. If it moves 50-75 miles west we could get some severe weather. We are monitoring and will provide updates and information as we get them. I will send by e-mail and post to the web as I get them.
Your Town Emergency Management team is preparing our response plan if needed, checking our equipment and making sure we are prepared to handle the worst, while we hope for the best. If it moves 50-75 miles west we could get some severe weather. We are monitoring and will provide updates and information as we get them. I will send by e-mail and post to the web as I get them.

It is been most of the summer since you have heard from me, and I apologize, but we have been very busy this summer.To give you an idea of what Washington is like this year, and demands on the police department, here are some numbers.On this date last year, we had responded to 452 calls for service and had 314 motor vehicle & OHRV stops.So far this year we have 595 calls for service and 525 stops.This is all with one less officer than we had last year.So, we are doing our best, but some things get sacrificed.
1. Dogs- we’ve got a hit list from the Town Clerk’s Office of unlicensed dogs.A hit list that is 2 ¼ pages long.Dog licenses expired April 30.If yours is not licensed, and you are a permanent resident of Washington, please get it licensed.
2. A little clarity about law enforcement on private roads.There is a misperception that we cannot enforce any laws on private roads or at the residences on them.No so!All laws except motor vehicle laws still apply in the private areas.We can and do enforce criminal, drug, alcohol, and OHRV laws on the private roads.We cannot enforce the rules of neighborhood associations.Those are for the Board of Directors to act upon.
The only laws we cannot enforce are motor vehicle laws that require the offense to occur on a “way”.Roads posted as private/no trespassing/residents only, etc are not ways.If the road is open for anyone to travel, then it is considered a way and we can enforce many motor vehicle laws on the road.
Some private roads where motor vehicle laws cannot be enforced- all of LAE, Washington Heights Rd., lower end of Long Pond Rd., Wild Acre Dr. Fox Run Road, Old Haying.
Some private roads where certain motor vehicles laws (those occurring on a way, but not a public way) can be enforced- East Shore Road, Ames Rd.Symonds Ln., all private roads in APA, Pine Point, Balsam Cir., upper Long Pond.
Let’s make it easy, if you have a problem, call.When we get there we’ll do what we are authorized to do, and be “creative” if we have to.
3. Calling the police-Another pet peeve, when you need us/ see it happen/ are the victim of the event- CALL AT THE TIME.We cannot do much for you when you tell us that something happened a couple of days ago and you want us to do something about it.It is frustrating when some says there was no one was at the police station so I didn’t stop to tell anyone.If things are going the way I want them to, no one should be at the police station, we are patrolling.
We can’t do much to help you about a loud party at the neighbor’s house at 2 am when you chose to call at 6:30 am after they have all passed out and it is quiet.We can’t take action on the guy that passed you on a hill in a no passing zone 3 days ago because you waited 3 days until you saw the cruiser at the police station to report it.
Especially annoying are people who call the police station, hear the voice mail saying “do not leave a message and here is the Dispatch number to call”, but leave a message anyway.Often it is about something that is happening, and, although there is an officer on duty, we do not respond because we do not get the message.Then I get an angry call because we did not respond to your request for assistance.
All requests for police service should go to 911 or Dispatch at 495-3233.If you chose any other method, or decide to wait until you see the cruiser, you may not get the level or type of service you expect.We all have pagers, cell phones and wives so we can’t hide.
4. Back to the private roads.Residents and Boards of Directors, would you please make sure the roads are properly posted?We have noticed some street signs missing.You can contact Ed Thayer to make arrangements to purchase a new sign if needed.We really need to have these signs posted, it’s for your safety that we get there as efficiently and promptly when you call our neighboring mutual aid agencies and us.
5. Web site- the Health Officer has a web page now, www.washingtonnh.org/Health_officer.htmHe is feeding me information on swine flu, EEE and West Nile that is being posted.He also keeps you updated on pandemic planning and what you can do to prepare or assist.There are links to resources and phone numbers.More will be added as he gives it to me.
Also, to make it easier for you to navigate through the web site, I have added a new feature.Whenever something out of the routine is added, I will note it on the Events & Notices page by a flashing icon that it is new.Routine things like meeting minutes, police activity & stats, town calendar, etc. will not be included in that.
6. School is starting on Wednesday, so please watch for students at the bus stops, and the busses picking them up.

We are removing a double recliner couch with a center area that comes down as a tray. The couch comes apart in three pieces. For the most part it is good shape. It may need a nice cleaning. It has been a while, but there just has not been a lot of stuff for me to pass along to you. We here at the Department have been very busy, and there is plenty to do, but as for "community interest" things, I'm not going to send a newsletter just for the sake of sending one. So here is what I have:
A. Some very good news. There was a series of burglaries on Halfmoon Pond Rd. on March 20th. Three suspects were identified and are in custody. I brought the case to the Sullivan County Grand Jury yesterday and all three have been indicted. Court action will follow. We are close to charges on a person for the burglaries and copper thefts in the winter of 2007. Stand by for more information on that. We have a suspect and are working toward charges on a burglary at a house on E. Washington Rd. last month.
B. To make sure credit goes where itis due, 4 of these cases have been brought to conclusion by our neighbors in Hillsboro, and especially Lt. Darren Remillard. As is often the case, when these suspects start a spree, they don't care about town lines. Lt. Remillard developed his case in Hillsboro and that lead to Washington information. He shared it with us and the case was resolved.
C. Due to the times, the company we had the loaner ATV from has taken it back. We now find ourselves with no means of patrol or rescue in the woods. Should the times not allow you to ride your machine, and you wish to have it run, me and guys will be glad to help you out with it as a loaner. Too expensive to keep, maintain, register, insure, etc? I can write you a really nice letter for taxes should you care to donate it!
D. Reminder to the pet owners, the dog licenses are overdue. I have a "hit list" of un-licensed dog that is a page and a half long, so please go see Sandy or Colleen and get that taken care of please.
E. Neighborhood Association leaders- if you would like a representative from the Selectmen or Police to attend your annual meeting, please give a call so it can get on the schedule. LAE and APA you are all set, I have you in the PDA already.
F. Thinking ahead, we need a few names (new ones would be wonderful) for the 09-10 Student of the Month Sponsors. There are 7 sponsorships available.

With over 15 years of experience, from MA to VT, I've worked in a variety of environments within the software and retail industries. I'll gladly forward my credentials to anyone who may be interested. I'm willing to relocate anywhere in New England.
3.) I have two pet cats that can't travel anywhere : does anybody know of any 'cat' pet sitters within / around LAE that are reasonable and able to pet sit if my mother and I went away ? Not a tough job ; just kitty litter and daily feeding.

and yes we (I) do get email in Arizona so it could be one and the same...
all is great here.. Ray misses the country life somewhat however neither of us misses the snow, pot holes, black flies or mud season.. I love having all conveniences within walking distance. We are in a really pretty area, it was pretty exciting the 1st year to pick fresh lemons and oranges off our own tree nothing better than fresh picked fruit.. the winters average 70 degrees and we rarely have cloudy days.
I am working for a great company doing well (thanks God) Ray is working for the largest Chevrolet dealership in Phoenix and doing well also, we do of course miss friends and family but I do have a brother and cousin here, Ray is in Bike heaven riding daily..
So has the old house sold again?? we heard it was back on the market, so sad they couldn't stay there as it really was a beautiful spot.

This notice is for your information only, and to bring you up to date on the new swine flu in the United States and how that might affect us here in New Hampshire .
Every year people get sick with a "seasonal" flu in the winter months. This new virus called "swine influenza" has the same symptoms: fever,chills, sore throat, cough, headache and body aches ( sometimes with nausea vomiting and diarrhea). This new seine flu can be spread from person to person, and has caused illness and death in Mexico . As of April 27 the State Centers for Disease Control and Prevention (CDC) is reporting 40 confirmed cases with in the US . This situation is evolving and we can expect that more cases will be identified.
At present there are 2 potential cases of seine flu in New Hampshire . The CDC and Health Officials are doing all we can to prevent transmission within the state.
Action we ask you to take;
If you have any flu-like symptoms see you healthcare provider immediately.
If you have recently returned from an affected area, Monitor for symptoms for a period of 7 to 10 days.
If you or any member of your family is sick, stay home from work or school, Keep sick people away from those who are not sick.
Wash your hand well and often. Wash with soap and water for at least 20 seconds, or use a sanitizer that is at least 60% alcohol.
Cover your cough. Throw away used tissues.
If some one in your home is sick and cannot see a healthcare provider, care for them at home. Give Plenty of clear fluids and call a healthcare provider for further assistance.
You can disinfect hard surfaces use a solution of one ounce bleach to one gallon of water.
If the swine flu continues to spread in the U.S. and if it causes severe illness, closing of schools and businesses may be considered. It's important to keep informed about what's happening. You can get more information from:

E. Washington Police, Fire & Rescue, with the authorization of the Board of Selectmen, have formed the State's second Public Safety Explorer Post. This is a career development program of the Boy Scouts of America open to youths (male and female) 14 years of age and out (or nearly out) of 8th grade. Learn more about NH Exploring at www.nhexploring. org. Nancy Tanner is the Post Advisor assisted by several members of the Fire, Rescue and Police Departments. F. A request for help from a local Cub Scout Packmaster- I am the Cubmaster for Pack 73 which has families from Hillsborough, Deering, and Washington. We are having a weekend event for our pack on June 12-13th at Windsor Hills Retreat Center . I am in need of someone to supervise a station where the boys will make boomerangs from cardboard and play a game with them. The station will run groups of about 8 – 10 boys from 8:30am – 4pm Saturday. If you have anyone interested in helping out, have them contact me. I will provide all the supplies and game, and will have a brief staff meeting the week before the event.

up to date on the new swine flu in the United
States and how that might affect us here in New Hampshire.
Every year people get sick with a "seasonal" flu
in the winter months. This new virus called "swine influenza" has
the same symptoms: fever,chills, sore throat, cough, headache and body aches
( sometimes with nausea vomiting and diarrhea). This new seine flu can
be spread from person to person, and has caused illness and death in Mexico. As of
April 27 the State Centers for Disease Control and Prevention (CDC) is
reporting 40 confirmed cases with in the US. This situation is evolving
and we can expect that more cases will be identified.
At present there are 2 potential cases of seine flu
in New Hampshire.
The CDC and Health Officials are doing all we can to prevent transmission
within the state.
Action we ask you to take;
If you have any flu-like symptoms
see you healthcare provider immediately.
If you have recently returned from an affected
area, Monitor for symptoms for a period of 7 to 10
days.
If you or any member of your family is sick, stay
home from work or school, Keep sick people
away from those who are not sick.
Wash your hand well and often.
Wash with soap and water for at least 20 seconds, or use a sanitizer that is
at least 60% alcohol.
Cover your cough. Throw away used tissues.
If some one in your home is sick and cannot see a
healthcare provider, care for them at home. Give
Plenty of clear fluids and call a healthcare provider for further
assistance.
You can disinfect hard surfaces
use a solution of one ounce bleach to one gallon of water.
If the swine flu continues to spread in the U.S. and if
it causes severe illness, closing of schools and businesses may be
considered. It's important to keep informed about what's happening. You can

Public Safety Explorer Post. This is a career development program of
the Boy Scouts of America open to youths (male and female) 14 years of age
and out (or nearly out) of 8th grade. Learn more about NH Exploring at www.nhexploring. org.
Nancy Tanner is the Post Advisor assisted by several members of the Fire,
Rescue and Police Departments. We will be holding an open house to
recruit youth members on May 14th at 7 pm at the Center Fire Station.
Parents and interested youth are encouraged to come see what the program is
about. The adult leadership, as well as members of our sister
post in Alstead will be here. This is a great program I have been
involved with for 23 years and recommend it highly!
F. A request for help from a local Cub Scout
Packmaster- I am the
Cubmaster for Pack 73 which has families from Hillsborough, Deering, and
Washington. We are having a weekend event for our pack on June 12-13th
at WindsorHillsRetreatCenter. I
am in need of someone to supervise a station where the boys will make
boomerangs from cardboard and play a game with them. The station will run
groups of about 8 – 10 boys from 8:30am – 4pm Saturday. If you
have anyone interested in helping out, have them contact me. I will provide
all the supplies and game, and will have a brief staff meeting the week
before the event.

A cold, wet, rainy, spring day is a great time to by writing a
newsletter instead of running radar somewhere. Here we go-
A. To alleviate some fears, we have not seen the start of a another
burglary ring come to town. The Halfmoon Pond house that I mentioned
last week was a specifically targeted property. We have already
identified some suspects and have some of the property back. That
information lead to the service of three search warrants in two other
communities leading to more stolen property and drugs. Our case is on-going.
While I still urge you all to use due diligence and watch out for
your neighbors, you can bring in the trip wires and step down to DefCon1.
B. DPW has posted the Class VI roads with the annual mud
restrictions. No vehicle over 2 tons allowed on the Class VI roads
until they dry up and the postings are removed. Sorry Jeepers and 4
wheelers, you need to wait a few weeks.
C. While the storm is here, there is no ice. Those of you planning
to clean up the storm downfall, our Fire Warden has told me that as
of Monday morning permits will be required for burning. As a
reminder, the Warden is John Pasieka- 495-1089, the Deputy Wardens or
Issuing agents you can get permits from are Robbie Ostertag at DPW,
Brian Moser at the Transfer Station, Jed Schwartz in E. Washington,
and all the police officers except Ofc. Puchtler. If you can't find
any of us to get a permit, just call Dispatch at 495-3233 they will
get a hold of someone for you.
D. I mentioned it before, but reminding you, there are certain rules
and restrictions regarding burning brush-campfires-chimineas- barrel
burns- etc. The Warden and District Forest Ranger will be scheduling
an informational session to answer your questions in the next month
or so. I'll post it here and on the web site when the date is set.

much like the smooth driving conditions on the roads right now. I

No change in the weather report, still mud season. And we seem to
have a special kind of mud this year. It's a kind of surface slippery
yet rutted tire grabbing mish-mush of mud & quicksand!
A. On the mud issue, the DPW guys are working real hard trying to
keep the roads together and passable. I've directed my officers to
strictly enforce the weight limits so please cooperate and don't put
you or us in a bad position.
B. Folks in the Halfmoon Pond Road area, I am looking for any
information on unrecognized people or vehicles on the 20th between
noon and 6 pm. We are investigating a burglary and looking for any
help you can offer. This is not the start of another series of
events like last season. This was directed specifically towards this
house and did not involve the copper or wiring like last time.
C. From one of your neighbors on South Main St- Just an FYI, folks
may want to take their birdfeeders in now as "Boo-Boo" is back. He
arrived at dinner time last night to get the feeder off the deck and
not even 6 people sitting at dinner screaming "The Bear, The Bear"
deterred him from his appointed rounds. 5 minutes later came up and
took the other feeder. So ends my birdfeeding for this year.
D. Anyone with 14-20 year olds in the family or neighborhood that may
be looking for something to do for a week this summer (assuming
summer comes), I run a one week program based on the police
academy. Take a look at our web site

your house number is posted where we can see it from the road. It is
easiest for us if it is on post sides of the mailbox. there is a
town ordinance that requires it be at least 3 inches high, visible
from the road and a contrasting color of the background. We do our
best to enforce the ordinance informally, but there are some folks
that seem to want to push it beyond the friendly, informal
stage. Remember it is for your safety.

A. Here's a news flash! With the warmer weather arriving, the mud
and frost heaves are here. Slow down, stay in control and prevent
damaging your car!
B. I have had many inquiries about where in NH Raymond Guay is being
relocated to. I have had no contact from the Federal Parole Officers
about him coming here. Last time it was thought he was coming here
they talked to me nearly daily. They denied his request to come here
as we have no public transportation, no mental and physical health
services, no employment opportunities and little to offer. None of
that has changed. The last report I saw on Channel 9 was that he was
living in Chichester.
C. Thanks to all who attended Town Meeting and took the time to come
in and vote or file absentee. I appreciate the kind words and
support of the Department and our budget. I was especially grateful
for the Birthday wishes, (I guarantee no other police chief had 200
people singing Happy Birthday to him at Town Meeting!). That, along
with Lynda baking me a lactose free cake so I could eat it was really
wonderful. It was a double celebration, as yesterday (the 14th) I
also celebrated my 26th year as a police officer in NH. The last
nearly 10 years have been the best (Lynda, can I have another cake on
June 30th when it will be fully 10 years?).
Oh yea, Town Meeting. I have the bulleted results of Town Meeting on
the web site (Documents Page). As soon as the Minutes are completed
and sent to me I will get the official Minutes up there as well.

It was reported on Channel 9 last night,
with a confirmation from the local police, that he has been relocated to Chichester.

Steve, Thanks for the reply. My concern was
that they didn't tell any police department because they knew what a furor it
would create. This was the opening paragraph in the Monitor article:
"Raymond Guay, the child killer who once
kidnapped a Concord
couple during a prison break, is no longer living in the city. Federal
probation officials notified the Concord
police today that Guay had been relocated to another town. Which town,
though, remains a mystery. Deputy Police Chief John Duval said this afternoon
that even the police department was not told where Guay had gone. "
By the way, I think you guys do a great job. My concern was the same as
what you stated--that Washington has very
limited resources--especially compared to larger cities like Concord or Manchester.
Thanks again for the response. I am going to keep an eye out for
updates on this.

The first time through the Federal Parole officers were in nearly
daily contact with me as this was being planned. They were absolutely
against him coming here due to our lack of transportation, employment, health
and psychiatric services. Obviously none of this has changed, and I
have not heard a word form Parole, so it is safe to say I we are not in this
loop.
If the cities of
Manchester and Concord feel he is too great of a threat,
how are we can we deal with him here with our small part time police force?
Because your small professional police force has the time to give
much more personal and direct attention than the cities guys!

just read an update in the Concord Monitor stating that Raymond Guay, the
convicted child murderer has been relocated out of Concord
to an undisclosed town in New
Hampshire . Here's the link:
At one point the feds wanted to place him in Washington with family. I hope
that they didn't place him here; we don't have the resources to deal with
that. Steve, do you know anything about this?
For those of you who haven't heard of him, here's a recent article
describing his past crimes and his potential relocation to a "Sullivan
County" home of his brother (in Washington):
