Wednesday December 16th from 7:00 9:30pm: Understanding and Practicing Forgiveness a benefit workshop for the ECAC

Our approach will be to open with a conversation, present relevant steps to practicing forgiveness, and then to look for the willingness within the group to demonstrate the actual practice of forgiveness of another, of an institution, or of oneself.  Time permitting, we will close with a brief discussion of the experience.  Al Lingo is a practicing Christian and a Buddhist, a protestant minister and a lay dharma teacher in the tradition of Thich Nhat Hanh.  He lives in and supports The Mindfulness Practice Center of Atlanta in Georgia, and he teaches psychosynthesis, a spiritual psychology, in the American public and abroad.  On a personal note, Al Lingo has been a dear friend, supporter and mentor to me for many years and has been a supporter of ECAC since its beginning.  This workshop will be a benefit for ECAC in its funding drive to meet its financial needs for 2009. RSVP is not required but would be appreciated.

KALORAMA Q&A

Community Question #1: Why don’t the plans show the new french drain between the basketball court (east side) and the new playing field joining up with the sanitary drain system already in place on the south edge of the basketball court?

 

DPR Response: Yes

Revised plan sheet P-1 shows an underdrain (“French drain”) running the length of the standard gravity retaining wall and special concrete coping and tying into the existing sanitary sewer.

Community Question #2: Why don’t the plans require that the heavily compacted surface area of the new playing field be removed to a depth necessary to reach un-compacted soil? This area was heavily compacted by the contractor’s equipment (bobcats, backhoes, trucks, etc. Since then, two piles of construction spoils (not soil) have been dumped there and have been steadily eroding onto the basketball court with each rain.

 

DPR Response: DPR has committed to removing the soil that was brought to the Kalorama site from another project site. 

 

No areas of this site are “heavily compacted.” Compaction routinely occurs on construction sites. All compacted areas are subject to remediation according to contract documents in preparation of final conditions. See generally, Specifications 02200 “Earthwork.”  No “construction spoils” have been dumped on this site. The large pile of soil on site at this time is soil brought from off-site for use as fill between the proposed multi-use court and the existing basketball court, in accordance with the construction documents. See Specifications 02200 Part 1, Section 1.01.C, contractor shall “[p]rovide suitable fill from off-site if on-site quantities are insufficient or unacceptable, and legally dispose of excess fill off-site.”

 

Before any fill is placed, it will be assessed for suitability according to Specification 02202 Part 2, Section 2.01.C (“Common fill: Mineral soil substantially free from organic and unsuitable materials, and free from rock or gravel larger than 2" in diameter; 80 percent passing No. 40 sieve and not more than 50 percent passing No. 200 sieve.”). 

 

The area intended for the grass multi-use court as shown on revised plan sheet P-1 will be prepared according to Specification 02200, Part 3, Section 3.01.E: fill will be placed “in layers not more than eight inches loose depth for materials compacted by heavy equipment and not more than four inches loose depth for materials compacted by hand equipment to subgrades indicated as follows:…Common Fill: Use under unpaved areas.

 

Community Question #3: How can DPR expect the community to believe that those two piles of

refuse would form any suitable part for the construction of the new playing field? The piles are

clay with many small, medium, and very large stones and broken-up concrete mixed in. They are

JUNK. We need new, proper materials for the construction of this field. See attachment of

conceptual plan from DPR.

 

DPR Response: See above.

 

Community Question #4: Will the existing “curb” or retaining wall at the east side of the

basketball court be removed and re-built? After just about 5 months in place, it’s already showing

many cracks. This doesn’t bode well for its long-term usefulness. And now that the plan has changed and there will no longer be a ramp next to the curb, it will be asked to hold back a lot

more earth and water.

 

DPR Response: DPR is aware of one crack in the concrete coping and is pursuing remediation by the

contractor.

 

The proposed special concrete coping and the standard gravity retaining wall are both DDOT standard

details.

 

Subsurface water will be directed away from both the special concrete coping and the standard gravity

retaining wall via the capillary action of water through suitably porous backfill into an underdrain

comprised of perforated PVC pipe set in aggregate, as shown in at sheet P-2, detail 3 and sheet P-1detail

1, respectively.

 

NOTE: “Weep holes” comprise another, different method for releasing the water and the subsequent

pressure (“surcharge”) behind a low retaining wall. The underdrain proposed here is sufficient for

releasing surcharge behind the special concrete coping and standard gravity retaining wall.

 

Community Question #5: There is a need to have a community discussion about the landscape

plan that has been part of this project. Again, this was not vetted in the community as to type and

number of trees, shrubs and any other plantings or for their suitability, or whether they are native

species and will be likely to prosper. For instance, the plan calls for planting shrubs along 19th

Street where large and understory trees prevent there being adequate sunlight for the new shrubs

to prosper. Please remember that community volunteers have historically taken care of the park’s

planting, watering, pruning and mulching. As a further for instance, the most recent landscape

plan contains 134 Viburnum of two varietals. That’s a LOT of plants to water and prune and care

for in other ways. There are already perhaps a dozen or so on the Mintwood border of the park

that are massively overgrown to about 12-14 feet high.

 

DPR Response: The plans show that two trees will be replaced with three Paperbark Maple, Acer

griseum, Magnolias are not well suited to life in the shade of the nearby Elms nor life on a slope.

Magnolias are lowland trees, e.g., they do best in swamps, bogs, and other low, level land areas, not

well-drained slopes.

 

DPR has committed to re-assessing the two dead trees in the park that are designated for removal in the

plans. DPR will coordinate with DDOT’s Urban Forestry Administration and the community to set up a site

visit.

 

DPR also has committed to consider replacing the two dead trees with other types of trees after input

from the community.

 

The plants proposed at 19th Street, NW, as shown on sheets L-1 and L-2, require shade and are wellknown, shade-loving, hardy plants commonly planted in this area. See Dirr, M., Manual of Woody Plants (1998), pp. 204-205 (Japanese Plum Yew, Cephalotaxus harringtonia ‘Prostrata’, “one of the best

evergreens for use in shade and heat in the South”) and “Recommended Ground Covers for the

Washington, D.C., Area” prepared by Fairfax County Park Authority (Alleghany Spurge, Pachysandra

procumbens).

 

The plants to be planted in the area of the proposed grass multi-purpose court and existing basketball

court are two species of viburnum well-known for their hardiness in the Washington, D.C. area,

specifically David Viburnum, Viburnum davidii and Burkwood Viburnum, Viburnum Burkwoodii. (NOTE:

“Varietal” is a term properly applied to wine; plants are properly classified as species/genus/variety or

cultivar.) Both are excellent choices for this site. See Dirr, M., Manual of Woody Plants (1998), pp. 1057-

1058 (Viburnum burkwoodii “thrives in a polluted [urban] environment” and “is definitely one of the best

viburnums in the Midwest and South.”) and p. 1064 (Viburnum davidii “is a beautiful Viburnum and if it

never fruited or flowered it would still be a plant of the first order.”)

 

The plants at property border between the park and Mintwood residences are Wayfaring Viburnum,

Viburnum Lantana, which typically grow to a height of 10-15’ and a spread of 10-15’, and are an excellent

choice for a screening plant between private and public property. See Dirr, M., Manual of Woody Plants

(1998), pp. 1072-1073 (“Used for hedges, screens, massing, shrub border.)

 

Further, a large canopy tree, such as an oak, Quercus spp., is not recommended because the extensive

root system of the existing Elms would compete adversely for space and nutrients with the root system of

any other large canopy trees planted in the vicinity, thus jeopardizing the health of both the new and the

existing trees. By contrast, Paperbark Maple, as an ornamental tree with an average maximum height of

30’, has a more limited root system that is not likely to compete with the root system of the existing Elms.

Community Question #6: In June, former DPR Director-nominee Hartsock promised that the

basketball court would be re-surfaced as a part of this project. Cracks in the surface have

multiplied and gotten much wider since the project began, Water from the overly compacted area

to the east is invading under the court. The ground under the court is acting like a sponge and

swelling, causing these cracks.

 

DPR Response: There is no evidence that any areas of this site are “overly compacted.”

U Street Atlantic Towers plan faces foreclosure threat

A U Street corridor spot slated to become a 750-unit retail and residential
complex called Atlantic Towers may be headed for foreclosure, assuming a
possible environmental hazard doesn’t tie up the property indefinitely.

Troubled New York-based developer Broadway Management Co. Inc. and Chicago-based
Walton Street Capital LLC bought the 2.1-acre site in 2006 with a $21.6 million
loan from UBS.

The proposed complex encompasses three noncontiguous lots, including the
Atlantic Plumbing Supply building near the intersection of Florida Avenue and V
and Ninth streets NW, where grit intersects with burgeoning glam. The well-worn
9:30 Club is next door. Howard University stands to the east, and new upscale
condominiums like The Floridian flank the west.

Atlantic Plumbing was a family-owned business at 807 V St. NW for 49 years until
Broadway and Walton bought the property during the last days of the real estate
boom to build Atlantic Towers.

The site is the fourth property — of the four Broadway owns — that the
developer has nearly lost in the real estate crash. Most recently, Goldman Sachs
Mortgage Co. put Broadway’s Senate Square apartments into receivership, and PB
Capital Corp. is in the process of foreclosing on Broadway’s Dumont
Condominium at 401-425 Massachusetts Ave. NW.

UBS Real Estate Securities Inc. sliced the $21.6 million note on the Atlantic
Towers site into commercial mortgage-backed securities, which were sold to
multiple investors.

Like hundreds, if not thousands, of other commercial property owners are
learning, that meant when the note came due this past May — with virtually no
means to refinance the loan — there was no individual lender to work with
Broadway on a solution.

After the May default, Wells Fargo Bank, which is serving as trustee for the
commercial mortgage-backed securities, transferred the loan to a special
servicer — Capmark Finance Inc., which itself declared bankruptcy on Oct. 25,
according to court records.

On Sept. 4, Wells Fargo filed a notice of foreclosure, setting an Oct. 13
auction date for the property. That date came and went, and parties to the
matter declined to explain why the site was not sold or comment on this story.

On Oct. 26, Wells Fargo filed a second notice of foreclosure, setting a new Feb.
17 auction date.

In the meantime, the trustee also filed a lawsuit on Nov. 17 seeking to put the
property into receivership, citing neglect.

According to the complaint, filed in D.C. Superior Court, District officials
have notified the owners of the presence of both trespassers and weeds.

The site’s industrial past may be one factor complicating a foreclosure sale.
Lenders are often reluctant to take title to land burdened with environmental
liabilities, according to legal experts.

On Sept. 22 — three weeks before the first scheduled foreclosure auction — a
consultant produced a report indicating the presence of environmental
contaminants in soil and groundwater samples from the property.

Although the contamination levels are within limits designed to protect
groundwater — and both remaining underground storage tanks were found to be
tightly sealed — the report states that the results must be reported to the
D.C. Department of Health. The department is likely to require a comprehensive
site assessment to determine whether it should order corrective action, the
report said.

Having an active, informed network of neighbors is one of the most important ways to not only create a feeling of community, but to reduce the risk of crime. By joining forces with a broad-based program like ours, your block will gain information, visibility, and the capability to recognize and resolve problems more quickly and easily by leveraging others' knowledge and experience. The time-commitment is flexible. Of the many things that Block Captain can do, beyond the minimum duties, each Block Captain is free to choose what's right for them and their block.

Molotov Theatre Group Season Auditions, December 7 and 8, Playbill Cafe

Molotov Theatre Group announces auditions for its first two productions of the 2010 season: Skinhead Hamlet/Mondo Andronicus, and The Horrors of Online Dating. All actors are paid a percentage of box office net profits.

Auditions for both shows will be held from 7:00PM until 10:30PM on Monday December 7 and Tuesday December 8 at the Playbill Café Theater space located at 1409 14th Street NW, Washington DC.

Please bring a headshot and resume. You may audition for one or both shows. Audition slots are first come, first serve.

Skinhead Hamlet/Mondo Andronicus will rehearse from January 31 until March 5 with rehearsals scheduled Sunday – Wednesday evenings. Performances will be from March 6 until April 3 with shows Wednesday – Sunday at 8:00PM.

Fall Workshop: The Politics of Displacement and Community Se

Where: White-Gravenor Hall 201A  - Georgetown University

Simón Sedillo has spent the last seven years documenting, producing and teaching community-based video documentation in Mexico and the US. Through multimedia presentations, Sedillo helps show some effects of neoliberalism on indigenous communities, immigrant communities, and communities of color in the US and Mexico. Through collaborative media projects, Sedillo’s work has contributed to a growing network of community based media production whose primary objective is to share, teach, and learn from one another, about community based media production and the collective construction of horizontal networks of community rights defense.

This workshop identifies several specific institutions, which threaten the lives of average everyday people everywhere. From banks and corporations to non-profits and universities, what role do these institutions have in making the poor stay poor, while making the rich get richer? This workshop also shows how the political devaluation of traditional forms of self governance and self determination, has lead to the degradation of entire sectors of society. Finally this workshop shares some indigenous strategies for community based self determination in guiding struggles for urban community liberation.

The Call Center Operations Analyst

The Operations Analyst will work at Census project sites (Greenbelt, Rockville, MD) collecting and evaluating data, both real time and historical, to enhance the performance of various CALL CENTER OPERATIONS. Must have strong work ethic, ability to commit to the full term of the project, ANALYTICAL, REPORTING and communication skills and possess a BACKGROUND IN CALL CENTER OPERATIONS.

The Operations Analyst will be responsible for the production and analysis of reports as requested by the call center operations teams. He or she will utilize various data sources to compile and interpret critical information. He or she must be able to assess data and perform credible analyses using sound judgment and reasoning to draw conclusions leading to improved processes and performance.

Qualifications:

- Bachelor's Degree or Masters (Required)

- Three (3) or more years call center operations experience (Supervisor/Manager/Lead preferred) - Proficient in Microsoft Excel and other Microsoft Office Products

- Experience developing queries within various databases

- A general understanding of data warehousing processes

- Detail Oriented with a strong analytical aptitude and ability to mold data into information - Ability to organize and present data to staff members

- Ability to prioritize and organize workload - Must be self motivated with the ability to work alone or with others - Experience in delivering excellent customer service

- Excellent skills in organization, prioritization, time management and multitasking

- Effective written and oral communication skills - High level of commitment, initiative, vision and enthusiasm - Experience with Cognos, Impromptu, FileMaker, Access or similar program plus

Positions available from 10.19.09 to 9.30.10. 40 hr /5 day work week, weekends day(s) and some holidays will be required 1.1.2010 - 7.31.2010

Compensation: $200 to $250/day (8hrs) 1099 or W4 Contract

Dear Friends of the Columbia Heights Community

	 As many of you are aware, my good friend Buddy Moore's wife, Carolyn has been
diagnosed with Amyotrophic Lateral Sclerosis (ALS) aka Lou Gehrig Disease.  This
is a very debilitating and life span diminishing illness that affects a
multitude of individuals here in the U.S. and around the world and for which
there is currently no known cure.
	 Nevertheless, there is continued research to find a cure and The ALS
Association, which is a National Organization, is at the forefront of this
research. To insure that ALS research "remains on the front burner", the ALS
Association is very persistent in lobbying Congress for continued research
funding.
	 The ALS Association also assists those who suffer from ALS, with a host of
social services, which includes providing: Social Workers; wheel chairs; power
chairs; hospital beds, medical supplies and a host of other services and
equipment.
	 The ALS DC/MD/VA Chapter of the ALS Association has indeed been very generous
with its services to Carolyn. In return, I would like to support the ALS
Association in its ongoing efforts.  Therefore, I am asking you to make a
donation to the ALS Association's DC/MD/VA Chapter.
	 To simplify the process, I have uploaded a form that can be utilized when
making your donation. Please donate whatever you can afford.  No donation is too
small or too large.  Please make checks and other negotiable instruments payable

Attend a Benefit Workshop: Understanding and Practicing Forgiveness on Wednesday December 16th from 7:00 9:30pm

Our approach will be to open with a conversation, present relevant steps to practicing forgiveness, and then to look for the willingness within the group to demonstrate the actual practice of forgiveness of another, of an institution, or of oneself.  Time permitting, we will close with a brief discussion of the experience.  Al Lingo is a practicing Christian and a Buddhist, a protestant minister and a lay dharma teacher in the tradition of Thich Nhat Hanh.  He lives in and supports The Mindfulness Practice Center of Atlanta in Georgia, and he teaches psychosynthesis, a spiritual psychology, in the American public and abroad.  This workshop will be a benefit for ECAC in its funding drive to meet its financial needs for 2009.

Featured artists at this year's gala include Washington, DC Poet Laureate, Dolores Kendrick, as well as renowned poets Ty Gray-EL, Munday Nite, Brenardo, Ladi Di, Sistah Joy and more.  Event MC will be Josephine Reed, host of WPFW literary talk show, "On The Margin."  Musical performances by the Malcolm X Drummers and Dancers, Lorenzo Sands (bass), Sydney March (flute & sax) and James "Curley" Robinson (bongo).

 DHCD Announces Public Hearing About FY 2009 Funding

(Washington, DC) –The Department of Housing and Community Development (DHCD) will hold an annual public hearing on Wednesday, December 9, 2009 for District of Columbia residents to express their opinions about the District’s use of federal funding for the purpose of meeting the District’s housing and community development needs. The public’s comments will be included in the Fiscal Year 2009 Consolidated Annual Performance Evaluation Report (CAPER) to the US Department of Housing and Urban Development (HUD). The hearing will be held from 6:30 pm to 8:30 pm inside of DHCD’s Housing Resource Center which is located at 1800 Martin Luther King Jr. Avenue SE.
