I would not say this is true. Even the surveys conducted by San
Francisco State after the very first election showed that voters
favored and understood IRV in large numbers. The complaints you're
referring to might be some media that one of the IRV opponents put
out after the first election. They spun their poll numbers to make
them sound bad, even though their numbers were favorable towards IRV
just as the SF State numbers were favorable.
