Evo, malo se pomučih i evo BSC-a na engleski. Uz zahtjeve i viziju ovo je treći tekst na engleski. Čim stignem pokušat ću ostale svoje tekstove prevesti tako da to pošaljem na par grupa na kojima smatram da ima smisla. Ako ne dobijem pametnih komentara od tamo krećem s implementacijom na SourceForugu ;-)

1. Vision
To define a vision it is required to consider market trends, competition, expected technology, and requirements and expectation of users.
We try to constitue a new world political order which will be based on Internet democracy. An order that should make it possible to hear the voice of the people, not only the voice of politicans or political parties. An order in which the only competitive advantage will be ones knowledge, not manipulative capabilities. An order in which ideas of great value to the community will be accepted, not ideas of great value to specific interest groups and people. An order in which the best in specific parts of humanity will be revealed.
The Internet seems to be the technology media for making such an order true, specifically through OpenSource as a philosophy of free software. The open interface of the Forum which should be a virtual place for political discusions, project management and decision making is the main tool of this order in which all stated should be made possible. This interface should be the framework of interconnecting a netowork of political subjects.
2. Missions
The vision is the main criteria to form the missions. Missions are current and future occupations the organization wants to deal with. A mission has to give the answers to the following questions: 1. What (What are the new products and/or services?), 2. How (Which processes and technologies to use?), 3. Why (What do we get with the production and selling of this products and/or services?), and Who (Who are the users/consumers?)
The Forum, as an open interface for political discussion, is the most important product of this order. The Forum should be implemented in form of a interactive Internet interface. Authentification and authorization, implementation of discusion management, decision and idea making procedures have to be considered.
It should make the revealing of competent peoples ideas possible. In the same way it should indulge fair disscusion, idea and problem evaluation, and decision making.
In this way a larger amount of knowledge enters the decision making process, because a greater amount of ideas and knowledge pulls greater quality of solutions, consideration of political problems from more perspectives and a greater probability of progress and prosperity.
The interface should provide political project management in a transparent and openstanding way. Everyone should be able to start a political project.
The Forum is a platform which can be the central interface for transparent political project management, but it is possible that there are many of them. Because of this possibility it should provide a way of interconnecting and itegration with common technologies as well as with other Forums.
Users of the Forum can be every person which feels to be competent for political disscusion and/or project management. The seforganizing mechanism of the Forum will reveal the most competent.
3. Strategies
Missions are converted to strategies in order to strengthen the advantages of the organization system, and eliminate his weaknesses.
In the beginning of this project it was easy to find to main aspects:

This two aspects represent the two main strategies of this order, until the project is finished as a whole.
The first strategy concerns the promotion of this idea through different mediae and the gathering of critical mass to temporar virtual places (like forums, mailing lists, wikies, conthent management systems etc.). For the management of this project a core team of relevant and competent people is required, so the formation of this core team is also part of this strategy.
The second strategy starts with the logical modeling and planning of the future information system. After the logical model is finished, technology and ways of implementation have to be chosen. After that it is possible to create a list of jobs which have to be done (TODO list) in form of tasks. This tasks should be contributed by people who are interested in developing the system, because it will be OpenSource
4. Strategic goals
The strategies are converted to strategic goals and put in a cause&effect diagram thruog four perspectives. This goals state what should be done in near future. The main goal in the finance perspective is financial success, in the users perspective the satisfaction of users needs, in the processes perspective their efficiency and efectiveness, and in the perspective knowledge motivated, competent and satisfied participants.
For every goal there are critical success factors, which are features on which the success of a goal depends. Also there are measures which provide means of measuring the realization of a goal. In the end an action plan for every goal has to be defined.
After an analysis of the strategies 27 strategic foals have been defined (view cause&effect diagram).
4.1. Knowledge perspective
In the knowledge perspective there are the following goals:
Motivation – motivation of participants in this project has to be achieved. The critical factors of this goal include clear vision, project security, successes, and direct wellfare of participants. Other critical factors are out of our control. The action plan of this goal would be the formulation of a clear vision and the accent on rise in reputation one can get by participating in this project. This goal can be measured with the number of posts/messages on the mailing list.
Knowledge management – it is necessary to make clear who posesses what knowledge and which knowledge is needed to efectively realize this project. Critical factors of this goal include the definition of needed knowledge and the good will of participants. The action plan would be to find participants who would periodicaly search for needed literature and forward it to other participants. There has to be a concensus that his literature has to be studied. The goal can be measured by testing the knowledge of participants.
Technology – it is necessary to have technology which will make good communication between participants possible. Critical factors of this goal are technology improvement and the availability of this technology to participants. The action plan of this goal would be considering technologies for the interconnection between participants (like a mailing list, forum etc.) and a concesus about the technology which should be used. This goal can be measured with questioning participants.
Finding relevant people – it is necessary to find relevant people for specific aspects of the project (political, psychological, social, informational, organizational and cultural) which could form the core team. This persons should be competent for their aspect so that quality disscusion between them could emerge. The critical factor of this goal is the communicative competency of participants. An action plan would include making connections to different organizations and trying to find relevant people. This goal can be measured by the number of found people who match this criteria.
Motivation of relevant people – it is necessary to motivate found relevant people so they could understand the possible benefits this project provides for them. The critical factor of this goal is also the communicative competency of participants. An action plan would be a cost-benefit analysis for particular relevant people. This goal can be measured by the number od people which join the core team.
Creating the core-team – in order to realize this project faster and more efective it is necessary to create a core-team which has to handle all aspects of the project. This team has to be self-organizing and decentralized and a creative and stimulant work climate has to be achieved. Thus it is necessary to develop techniques of creative thinking and teamwork (like brainstorming, idea writing etc.). The critical factor of this goal is the motivation of team members. This goal can be measured by the number of original creative ideas or by the number of written papers.
Creating project teams – project teams should menage concrete political projects. Thus it is nercessary to find activists who are interested in participation and trying out open principles of political work. Critical factors of this goal include communicative competency of participants and motivation of activists. An action plan would be to mace connections to activists groups, teach them the open principles of political work and form them into project teams. This goal can be measuerd by the number of created project teams.
Participants satisfaction – in is necessary that participants are satisfied by working on this project. Critical factors of this goal include motivation and success of the project. The action plan form this goal would be surveying what would participant motivate to work more on the project and taking actions accourding to the results. This goals can be measured by surveys about the satisfaction of participants.
4.2. Process perspective
In the process perspective we have the following goals:
Efective project organization – the project has to be coordinated and managed efectively from the design phaze till the implementation. Critical factors include project leaders who have to manage the project, information and communication technology (ICT) and the platform for project realization. An action plan would include creating a virtual OpenSource project management place and organizing participants for different phases of the project. Participants should be chosen by specific knowledge needed for specific phases of the project. The goal can be measured by the deviation of planned and realized time.
Logical modeling of the information system – it is necessary to define the logic of the Forums information system using papers and flowcharts. Critical factors of this goal include competent participants for the modelling, needed software and technology, modelling tchniques and concesus about the model. The action plan includes a requirements definition for the Forum information system, selection of a team/participant for logical design, selection of software and techniques for the logical model, and an incremental development of the logical model (under incremental we assume the realization of temporary versions for disscusion of other participants). Procedures have to be build into the logical model (concrete recipies for discussion leadership, decision-making, closing of discusion and concensus making etc.). This goal can be measured also by the deviation of planned and realized time.
Selection of technology – it is necessary to pick a technology for the realization of particular modules form the logical model. Critical factors of this goal include available technology and the knowledge of participants.An action plan could include selection of recommandations, selection of information about technologies (strengths/weaknesses), evaluation of possible variants and the selection of the tachnology for implementation. This goal can also be measured by the deviation of planned and realized time.
TODO list – it is necessary to create a list of tasks and phazes of the implementation. The critical factor of this goal would be the concensus about the tasks priorities. The action plan would be a concensus about the module analysis and tasks priorities, creation of a TODO list, vreation and publication of this list with the needed documentation for every task. This goal can be measured also by the deviation of planned and realized time.
Realization of beta versions – it is necessary to publish all enough functional versions as beta versions for testing accourding to OpenSource standards. Critical factors of this goal include the realization of the logical model, and the motivation of users and participants in the project. An action plan would include creating a Web-space for publishing beta versions, motivation of potencial users and participants in using and testing the versions, and discussion about the versions. This goal can be measured by the number of published beta versions.
Mediae promotion – it is necessary to promote the project in avalable mediae (Internet as the primary media, press, radio and TV). Critical factors of this goal include financials for promotion and motivation of participants. An action plan would be the selection of a marketing team, concensus of the team for promotion, and finally promotion of the project in available mediae. This goal can be measured by the number of new participants.
Scientific papers – it is necessary to promote the idea of this project in the scientific comunnity by publishing papers, participating on scientific conferences, and research on all asoects of this idea (political, psychological, social, information, organizational and cultural). The core team is responsible for this goal. Every paper has to be disscused by participants before publishing. Critical factors of this goal include the knowledge and the motivation of the core team. This goal can be measured by the number of published papers.
Development of a manifest/book – it is necessary to create the main structure on which the idea would rely. The best way to accomplish this is to create a manifest and/or book about this idea which would enable the holistic perception of it from all aspects. The book/manifest has to be disscused by participants. The book/manifest has to define the main terminology like open politicians, transparency, publicity etc. The goal can be measured by the number of written pages.
Realization of concrete political projects – it is necessary to fine concrete political problems which have to be solved. Critical factors include the motivation of participants and their knowledge in political problem solving. An action plan would include finding a concrete political problem in the daily press, scientific reserch on the problem (finding relevant people who want to help with their opinion), defining possible, argumented solutions, and publishing the result of this research on the Internet and classic mediae. This goal can be measured by the number of solved political problems.
4.3. Users perspective
In the knowledge perspective we have the following goals:
System functionality – the system has to be functional. Critical factors of this goal include the realization of the project and beta versions, competency of participants, and the constant feedback loop to the users. The action plan for this goal includes continous improvement of the system by the analysis of user feedback. This goal can be measured by the number of positive and/or negative users feedback messages.
Testing by users – users have to be involved into the realization of the information system. Critical factors of this goal include users motivation and the needed infrastructure for feedback information. An action plan would include selectiong a public infrastructure for OpenSource project management, creating survey papers for users, and retaining constant users feedback loops. The goal can be measured by the number of aquired survey papers.
Development time – the system has to be realized as soon as possible, but also as excellent in quality as as possible. Critical factors of this goal include motivation of participants and users, financials and available technology. The action plan includes project planning by creating milestones for every project phase. This goal can be measured by the deviation of the deviation of planned and realized time.
Users contribution – some tasks can and should be realized by advanced users. Critical factors of this goal include motivation for task realization, and the number of competent users and participants. The action plan includes motivation and promotion of project involvement. This goal can bemeasured by the number of realized tasks.
Promotion of the idea – the idea of this project has to be promoted in order to collect the critical mass.Critical factors of this goal are users motivation, the recognition of this idea by the “ordinary man”, and competent participants/participating teams. The action plan form this goal consists of creating a team for requirements analysis, requirements analysis of target groups by using marketing techniques, creating a marketing strategy for the promotion of this idea it's implementation. The realization of this goal can be measured by the number of new participants.
Virtual communities development – it is necessary to create virtual places for comunnities of potential users before the information system is realized. Critical factors of this goal include financials for aquiring virtual places, available technology and the interconnection of the virtual places (if there are many). An action plan would include creation of a team for community development, aquiring of needed information, evaluation of possible solutions, creation of a community strategy and it's implementation. The goal can be measured by the number of virtaul places, and the number of users in the communiites.
Users satisfaction – the users of the forum have to be satisfied by using it. The critical factor of this goal is the quality of the information system and the virtual places before the forum is realized. The action plan of this goal consist of continous surveys on users opinions and feedback analysis. The goal can be measured by the results of this surveys.
4.4. Financial perspective
In the financial perspective we have the following goals:
Costs minimization – the forum has to be realized with a minimum of costs. Critical factors of this goal include the number of participants who are willing to work on this OpenSource project, available free technologies and available information. The action plan for this goal includes constant costs monitoring, and means for getting information about cheaper technologies. All costs have to be public so they could be optimized (by users feedback loops). This goal can be measured by the actual costs.
Users donations – it is possible that the project could not be realized without any financial funds, so some income will be needed. Critical factors of this goal include the motivation of users for donations and the number of users. The action plan form this goal consist of creating a team for the financial perspective of the project, publishing and enabling users donations (if the donators don't wish to be anonimous), and teamwork for donation promotion. This goal can be measured by the number of donations and by the total of collected funds.
Sufficient funds – it is necessary to have sufficiend funds available for the realization of particular phases of the project. Critical factors of this goal include efective and efficient cost management, and donations. The action plan includes continous minimization of costs and maximization of income (donations). This goal can be measured by the financial/econimic parameters like liquidity.
