This group was formed to serve virtual school administrators and others interested in creating virtual K-12 public schools in Texas.

Texas Education Agency studied virtual schools with the Virtual School Pilot Project in 2000-2001 and then established the Electronic Course Pilot (eCP) in 2004.

Legislation by Shapiro and Madden to establish a Virtual School Network was signed by Governor Rick Perry June 15, 2007.
