The monthly meeting of the newly-formed citizens' City Wide Parks Team will be held Thursday, March 17, at 7 p.m. in the Pettygrove Room on the second floor of City Hall (NOTE - not the Rose Room as previously announced).
Chet Orloff and other members of the Parks Board will talk about what the Parks Board does, who participates, and how neighborhood volunteers can help inform recommendations from the Parks Board to City Council. Then, there will be a general discussion about the ongoing Parks bureau Budget issue - potential cuts, closures, and what citizens may be able to do to influence Council's decisions.

The response from Robin Grimwade seems to be at odds with an element of the Off-leash recommendations made to City Council on December 22nd. On page 22 it states: "PP&R should reconvene the Off-Leash Advisory Committee in late spring and late fall 2005 to provide further advice on implementation of its recommendations."
As a member of the OLAC, it is/was my understanding that we would have these followup meetings.

I, too, "have found Gay Greger a very effective person to work with
at Portland Parks." But Gay is only helping to organize the
one-time training of volunteer monitors. That's the limit of her
responsibilities when it comes to the off-leash dog parks. At least
that's my understanding of what's happening.
When I sent a note to Cheryl Fairfax, later in the day, asking who
complaints/concerns should be directed to now that the Off-Leash Task
Force has been disbanded, she provided this information:

There are several ways citizens can log a complaint about dogs in
parks.
1. Call 503-823-DOGS (3647) and leave a message. This is a record only
line.
Parks will respond within 2 days to a message left with a name and
phone
call back number.

incident and which park. Date and time is very helpful. ALL emails

Hello,
As this is the week that these meetings specific to parks budgets is
being held, I wanted to send this reminder of meeting times and places.
Please double check that these times are still correct.
One issue of great importance to the present and future of our city's
livability is the lack of park acquisitions in this time of tremendous
outlying growth and in-filling. Property prices are only going to
increase and available property will decrease. These factors have and
will continue to make acquisitions more and more difficult.
Portland only became a city famous for parks due to citizen activism.
What boosted our park acreage into a notable place was the creation of
Forest Park in 1947. Forest Park was slated, in 1915, to be a large
development, thus Leif Erickson Drive. Circumstances derailed that
project but the City was not keen on acquiring this land for a park.
It was the will, and the pocketbooks, of the people that have
essentially driven the political and bureaucratic processes that have
led to park creation and led to our green reputation.
As we enjoy our parks today because of the foresight of previous civic
leaders, we owe it to future generations, of humans and wildlife, to
set aside land. Even if undeveloped for our use, it will be available
for them. Without our voices, this is not going to happen. We cannot
afford to say that we cannot afford to acquire or maintain parks
without a great loss to our lives in Portland.

Portland Parks & Recreation (PP&R) and the Skatepark Leadership
Advisory Team (SPLAT), our siting committee, are working to finalize
the list of sites recommended for the city-wide skatepark system.
Beginning next week, we are hosting a series of public meetings with
many of the Neighborhood Associations, to discuss the most promising
sites for skateparks in the City of Portland. These meetings are
primarily intended for members of the community to learn more about
the project and share their thoughts about the sites still being
considered - so mark your calendars and spread the word.
These meetings will include a brief presentation on the siting
process, the vision for Portland's proposed skatepark system and a
discussion of the sites in that area. The primary purpose of the
meetings is for members of the SPLAT and representatives from the
various neighborhood associations to hear from you.
The project website
(http://www.portlandparks.org/planning/skatepark/index.htm) has all
the information you need to learn about the project; the proposed
system, a city map with all 22 sites still being considered, as well
as a set of flyers announcing the meetings . These full sheets and
quarter sheet pages are there for you to print out and distribute as
you see fit.
We'll have plenty of time for people to both learn about and voice
their thoughts on the sites being considered at these meetings.
Opportunities to review the information and to provide your input will
be available on the project website by the end of the day on Monday -
March 7th. We will take comment on the proposals for one month.
The SPLAT will use the comments it receives from this series of
meetings to make the final decisions about which sites to recommend
for future development, and which two should be developed first, with
Parks Levy funds.

I asked a PP&R employee how we can find out about internal meetings about the budget, as we discussed at the February Parks Team meeting. No answer to that question yet. Has anyone been attending the general budget meetings? Please post your observations, if so.

Any ideas, then, on why I'm not able to sign-in at portlandonline? I tried
clearing the cookie file and allowing the acceptance of cookies, as
suggested. Also tried turning off pop-up blocker and emptying the
temporary file.
I'm using a PC that's less than a year old with Windows XP as the operating
system.
I was able to set up an account, and received confirmation with a
password. Was even able to request a new password (thinking I'd forgotten
the correct one). Even tried setting up another account, but wasn't
permitted to because an account already exists for my email name. When I
try to sign-in, I don't get an error message; the screen just returns to
the page I was at before trying to sign-in.
Don't know what else to try. Anybody have any ideas?

I've had some communication with some of the technical assistance folks at
ONI, who have concluded that the problem is probably that I use Netscape as
my browser, instead of Microsoft's Internet Explorer. They say they've put
in a request to 'portlandonline' to 'support Netscape' but there is little
more they can do.
Has anyone else had this problem? Have you found a way to get around it?

Mount Tabor Park's History - Spend St. Patrick's Evening Celebrating
the Green with a Slide Show and Presentation
March 17, 2005 in the Chapel at the Western Seminary, S.E. 55th Ave. &
Hawthorne Blvd. at 7 P.M.
Join people who care deeply about Mount Tabor Park, as well as all of
Portland's parks, as the Friends of Mount Tabor Park host an evening
slide show recounting Mount Tabor Park's rich history. The slide show
will be presented by Cascade Anderson Geller. A long-time resident of
Mount Tabor neighborhood, she was a founding member of the Friends of
the Reservoirs and was instrumental in getting Mount Tabor Park, and
the reservoirs at both Mount Tabor Park and Washington Park, listed on
the National Register of Historic Places in 2004. She has prepared a
timeline of events, marking the development of Mount Tabor Park, for
participants.
Zari Santner, director of Portland Parks and Recreation, will lead off
the evening with a review of budget considerations that can impact not
only Mount Tabor Park's future, but all of Portland's parks.
Mount Tabor Park's history is a perfect starting point to help
determine the future of this, and all of Portland's parks. If not for
citizen activism, Portland would not have the nearly 200 acres that
comprise Mount Tabor Park, Portland's largest park for nearly fifty
years. If not for turn of the century citizen "push clubs" advocating
for park land to be acquired, Portland would not have gained the
reputation of a city dedicated to green space. Just as burgeoning
population caused intense interest in public parks at the turn of the
last century, in the 21st century, citizen involvement is needed more
than ever to make sure that Portland acquires and maintains the park
lands that have made it famous.
This event is co-sponsored by the Friends of the Reservoirs, and both
groups will have T-shirts and other items, available for sale.
This evening kicks off the plaque drive. Donations will be accepted
for the purchase of plaques to be placed in the park indicating that
the park and reservoirs are on the National Register of Historic
Places. The Friends of the Reservoirs are also donating their Spirit
of Portland Volunteer Group of the Year 2004 award plaque for mounting
in the park. Beautiful cards, created and donated by local artist Dee
Packard, will be available to purchase and these proceeds will go
towards the plaque fund.
Refreshments will be served.
Some things you might not have known about Mount Tabor Park and many of
Portland's historic parks:
Mount Tabor butte was chosen as a site for the first two of the four
reservoirs built in 1894 that delivered Bull Run mountain water to the
City of Portland. Utilizing service by gravity and expert
craftsmanship, the reservoirs were designed with the City Beautiful
principle of "beautility." In 1911, two more grand reservoirs were
constructed. All of these reservoirs, including the two at Washington
Park, are some of the most significant historic resources in the City
and the State of Oregon. They were listed in the National Register of
Historic Places in 2004. Siting these reservoirs at the butte helped
to encourage Mount Tabor's official designation as a city park,
Portland's largest for nearly 50 years.
Though already being utilized as a park by citizens, Mount Tabor, was
identified as prime parkland by John Charles Olmsted in 1903 in his
report to the Park Board. This report, that identified and made
recommendations about potential parks throughout the City, became a
defining tool, still used today, in Portland's park planning. The
esteemed Olmsted Firm, made famous by John's father (and uncle),
Frederick Law Olmsted, helped to create the profession of landscape
design, that grew into urban planning. Their many projects in the
nineteenth and twentieth centuries helped to define America's designed
landscape. Their work includes some of the most gracious famous public
and private green spaces in the nation including the nation's Capital
Building grounds, New York's Central Park, Niagara Falls, Arnold
Arboretum at Harvard University, and many others.
Mount Tabor Park's design, including the nursery, was carried out by
park superintendent Emanuel T. Mische. Mische was a master
horticulturist trained at Kew Gardens in London, who was a landscape
designer for the Olmsted firm and recommended to the City of Portland
for the position of park superintendent personally by the Olmsteds.
Mische's design adheres to the design principles as defined by the
Olmsted principles of landscape design. An example of this is the way
that all of the historic restrooms are built in positions so as not to
detract from the natural features of the landscape.
Mische's assistant, Charles Paul Keyser, who supervised Portland's
parks for 40 years, helped insure that Mische's basic design features
were developed and maintained. The influence of these three people is
still enjoyed by thousands of users in parks throughout Portland today.
Mount Tabor Park is the second Portland park to achieve a listing on
the National Register of Historic Places. The first was Laurelhurst
Park, another Olmsted park in southeast Portland.
Mount Tabor Park is the site of one of the few urban volcanoes in the
world. Cinders from the crater site have been used throughout the
region for road building and landscaping.
Mount Tabor Park has viewpoints, such as the one overlooking reservoir
6 to the west, protected by the City's Scenic Resources Protection
plan.
The statue of Oregonian editor Harvey Scott, erected in 1933 by his
family, is the work of Gutzon Borglum, designer and sculptor of the
faces of the Presidents at Mount Rushmore Monument in South Dakota.
The once prevalent China pheasants, whose crows were a distinctive
element of a park visit, were established early in the park's history.
They have apparently become extinct due to habitat loss and increased
human and canine activities.

It would be helpful if Parks Team participants send an e-mail to this listserve when you add items to the web site, to alert everyone of new content. One of the goals of the Parks Team is to promote information sharing and education for and between parks advocates, and the web site and this listserve are key strategies to help achieve that objective.

The EPNO Parks Committee discussed the subtle forms of support not visible-the hours and resources spent supporting projects. One technique would be to have a paper and pencil handy at the phone and computer to jot down the amount of time spent on parks, who was called, the efforts needed to get a garden, park or event going. Data gained from tracking volunteer hours may be very useful in writing grants and demonstrating the value of volunteers to the City and Bureau. The East Portland Parks Coalition decided, at our meeting last night, to track all our volunteer time related to parks -- at least for a few months. So, I'd be interested in getting a copy of any volunteer tracking form used by Portland Parks or other similar groups. Thanks.

Yes! Thanks Paula & Ellen for getting this email list up and running.
Now I have a request. Someone at the meeting on Feb 17 (I believe it was
Ellen, but I'm not certain), said there is a form available for tracking
park volunteer hours.
The East Portland Parks Coalition decided, at our meeting last night, to
track all our volunteer time related to parks -- at least for a few months.
So, I'd be interested in getting a copy of any volunteer tracking form used
by Portland Parks or other similar groups. Thanks.
