There will NOT be a Citywide Parks Team meeting on Thursday, December 17, 2009.

As is our regular custom, the Citywide Parks Team will not have a regular meeting in December.  As a mentioned in an earlier message, a handful of us will be meeting during the day on Friday to revisit the groups goals, talk about transferring the group's leadership (now that I'm on the Portland Parks Board), and set up some topics for meetings during the first half of 2010.  If you have ideas for meeting topics, please pass them along.

Dear Friends and Advocates for Urban Natural Areas,

 

Please come testify on behalf the Willamette River!

 

On Wednesday, December 16th at 630 pm Portland City Council will hold its first hearing on the North Reach River Plan. This is a unique opportunity to reverse more than a century of degradation in the Willamette River as it passes through Portland. The North Reach stretches 11 miles from the Fremont Bridge to the Confluence with the Columbia River. It is one of the most degraded stretches of river in the United States.   

 

The North Reach Plan is the City's first major update to the zoning code and design guidelines for this stretch of River since 1987. The Plan took more than two years to develop and proposes more than $500 million  in new infrastructure to support river industries and new trail alignments that will provide the public with greater access to the river. The Plan also proposes critical  new strategies to protect and restore habitat in the North Reach. Specifically the plan proposes the following:

 

·        Environmental Zoning to provide baseline protections for the most important riparian and upland resources;

·        A system of 21 permanently protected restoration sites designed to allow listed salmon and steelhead to safely pass through the North Reach;

·       

Jay “Ding” Darling cartoon from 1923

 

 
A funding structure that requires industry to fully mitigate to replace existing habitat that is eliminated in the course of  development and a small additional fee which will go towards supporting habitat improvement in the North Reach.

 

We expect strong industry opposition to this plan. Industry has been arguing to eliminate environmental regulations on industrial properties and to gut the proposed funding mechanisms. If they have their way, the regulations established under the new River Plan would be even weaker than the regulations that we have today---the regulations that have already allowed the North Reach to become the most degraded stretch of river in Oregon.

 

It is time to set the North Reach of the Willamette on a course towards environmental health!  More detailed emails will follow in the coming days, but PLEASE SET ASIDE THE EVENING OF DECEMBER 16TH TO COME TO CITY HALL TO SHOW YOUR SUPPORT FOR RESTORING THE WILLAMETTE RIVER.

 

THIS WILL BE A ONCE IN A GENERATION OPPORTUNITY TO DETERMINE WHETHER WE BEGIN THE PROCESS OF RESTORING OUR RIVER. PLEASE JOIN US ON DECEMBER 16TH.

Sinkhole closes section of Northgate Park
 
(Portland, OR) – A 20 feet by 30 feet sinkhole has been found in the soccer field at Northgate Park in north Portland. For public safety, Portland Parks & Recreation staff has closed the field and surrounded the sunken area with cyclone construction fencing until the damage can be assessed and repairs made.
 
Located in the middle of the park’s soccer field, the hole is about one foot deep at the edges, dropping to as much as 15 feet to 20 feet deep in the middle. It is located approximately 150 feet from the nearest pedestrian path.
 
PP&R staff is still investigating the cause of the sinkhole.
 
No games were scheduled for the soccer field, but it will be unavailable for pick-up games or other recreation activities until repairs are fully completed.
 
Northgate Park is located at North Geneva Avenue and North Fessenden Street. Nearly 11 acres, the park features, in addition to the soccer field, baseball and softball fields, a disabled access play area, a disabled access restroom, a playground, a tennis court, and water play feature. No other features in the park will be affected by the closure around the sinkhole.
 
As changes occur, PP&R will keep the public informed about the length of the closure and repairs.

Budget and Code! - and before you delete this, consider that every aspect of the Parks system is impacted by these two issues. 
 
Budget -
As we start the budget planning process for fiscal year 2010/11, the City of Portland continues to face uncertainties from the ongoing financial crisis, including reduced state and federal funding and reduced General Fund discretionary dollars. As with the development of the current year's budget, the City will take a conservative approach in preparing next year's bureau budgets.
What does that mean?  Things don't look great - last year Portland Parks & Recreation reduced its General Fund discretionary budget by approximately $2 Million - this reduction translated into the loss of the three planners, increased program fees and we didn't hire several positions that were vacant.
The impact to the public meant less staff was available to help to create and improve parks in your community AND fewer opportunities to enjoy the amenities that do exist. 
FY - 2010-11
This years financial forecast could be this bad again.  There has been suggestion that Portland Parks & Recreation will be asked to reduce it's budget again by up to 5%.  This could mean as much as $2 Million.  There is little left 'behind the scenes' and cost increases can not fill the gap again.

Proposed Code Changes -
For more than fifty years, Portland Parks & Recreation and Portland Public Schools have worked together to provide thousands of children, youth, and adults sports programming and recreational opportunities on hundreds of sports fields in almost every neighborhood in the city. 
 
Problem
  • The need for sports fields has increased steadily over the past two decades – as the population continues to grow and need increases, we fall further behind in our ability to provide adequate recreational facilities to children, youth, and adults in the city
  • Current studies regarding obesity and access to nature indicate an increasingly critical need for children and youth to be exposed to outdoor recreational activities
  • Current code language limits our ability to improve existing fields to address the growing need
  • High levels of use on currently available fields degrades those fields more quickly and clusters impacts to certain neighborhoods
  • Current code language is ambiguous or silent on when review (and public notice) is required for sports fields.
 
Since December of 2008, Portland Parks & Recreation, the Bureau of Planning & Sustainability and Portland Public Schools have been working together to clarify and refine City Code to allow these agencies to better meet the needs of all Portlanders. 
 
General Approach to Changing the Code
1. Create measurable thresholds to more clearly indicate exactly when Conditional Use (CU) reviews are required (includes public notice).
2. Improve public notice procedures when CUs are not required.  Require school districts and/or Portland Parks & Recreation (PP&R) to provide notice to neighbors where field changes are proposed. The notice will provide information on proposed changes, opportunities for input and contact information for staff.
3. Identify parameters for using a Good Neighbor Agreement (GNA) as a tool to address both the concerns of the community and the need for Parks and Schools to provide safe, adequate recreational opportunities to children, youth, and adults in the City of Portland.

Applications Invited for American Hiking Society's 2010 National Trails Fund


The American Hiking Society's National Trails Fund is the only privately supported national grants program that provides funding to grassroots organizations working to establish, protect, and maintain foot trails in the United States.

National Trails Fund grants are designed to give local organizations the resources they need to secure access, volunteers, tools, and materials to repair and protect America's hiking trails. To date, American Hiking has granted nearly $382,000 to 105 different trail projects across the U.S. for land acquisition, constituency building campaigns, and a variety of trail work projects.

Awards typically range from $500 to $5,000 per project.

CPT was formed to
provide a forum for information-sharing and an exchange of ideas -- and for respectful discourse on park issues and policies.  A key goal was to  improve communication between park users, as well as between Portland Parks & Recreation staff and park advocates. 

It is time to talk about how that communication has changed (or not, as the case may be) -- and to share what has/hasn't worked for various groups of park advocates.  This grassroots citizen-led approach to address concerns about park equity, policies, funding and needs has brought in a wide range of individuals in open forums to discuss issues with PP&R staff over the years.  We think communication has increased/improved but we're not sure how much and whether improvement has been consistent across the city.  This will be an opportunity to determine what role CPT can play in the future to help those individuals/groups that have been less successful at getting their voices heard. 

Let's come together to share successful partnerships, nurture new approaches and relationships between the community and parks, and learn from attempts that have been less successful.  Please join us and share your knowledge.  (Light refreshments will be provided to help energize our discussion.)

The paved section, approximately 500 feet north of the Morrison Bridge, is expected to remain closed for at least a month as engineering solutions are determined
 
(Portland, OR) – On Friday afternoon, November 6, Portland Parks & Recreation (PP&R) closed a small portion of the Eastbank Esplanade to bicycles and pedestrians for safety purposes. The 400' section of the paved portion of the trail along the popular route that parallels the Willamette River will be closed for repairs until further notice. A simple, adjacent route is available on the cantilevered section along the same route.
 
NOTE: The location of the closure is roughly 500 feet north of the Morrison Bridge. SE Stark Street is an east/west directional indicator of the location of the closed section.
 
Over the past number of weeks a short section of the paved section of trail in this area has experienced some sagging. In order to do further investigative work, and to protect the public's safety, PP&R has closed off access to this small section of trail, which parallels the grated metal section of walkway that is cantilevered out over the Willamette River.
 
The section is expected to be closed for at least a month as staff investigates the cause and scope of the trail failure, and determines an engineering solution that will prevent the problem from happening again in the future.
 
"We are very lucky that the section that needs to be closed has a perfectly safe alternative right next to it," said Eileen Argentina, Services Manager for PP&R.   The cantilevered section of grated metal walkway will remain open for all users during the time the parallel section of trail is closed. During the closure PP&R will investigate to determine the cause and potential solutions for the trail slumping, after which appropriate repairs will be made.
 
All users of the Eastbank Esplanade, including pedestrians, cyclists, dog walkers, runners, and others, will need to use the adjacent cantilevered section of the trail. Trail users should be cautious when using the metal grated walkway as all users, moving in both directions, will need to share this space. Additionally, trail users are encouraged to be mindful of construction vehicles and crews who will be present on the trail. 
 
When construction begins on repairs, crews will also be staged in the parking area underneath the Hawthorne Bridge, which is a common access point onto the Eastbank Esplanade.
 
As changes occur, PP&R will keep the public informed about the length of closure and construction timing.

Public meeting & workshop set on park

improvements at Powell Butte Nature Park

The Portland Water Bureau and Portland Parks & Recreation will host a public meeting and workshop on Thursday, November 12, 2009, at Parklane Christian Reformed Church, 16001 SE Main Street in Southeast Portland, from 5:30 pm to 8:30 pm.

The meeting is being held to gather public input and feedback on draft design concepts of proposed park improvements, including park trails and new and upgraded structures. The park facilities are an interpretive center and public restroom, a caretaker's house, and a maintenance building.

A Project Advisory Committee (PAC) was established in September to help guide landscape and design architects in developing the improvements. PAC members represent the local neighborhood associations, nearby homeowners, and park user interest groups, such as the Audubon Society and the Friends of Powell Butte Nature Park.

What:    Community open house on PP&R’s off-leash program

Where:   Community Music Center, 3350 SE Francis St., Portland
 
Portland Parks & Recreation's Dog Off-Leash Open House on Monday, October 26, will be a chance for the community to learn more about how well PP&R’s off-leash program is doing and to ask questions of PP&R staff about the program.
 
PP&R will also introduce the concept of an Off-Leash Advisory Group to help guide the bureau in addressing ongoing management of its off-leash program. Interest forms will be available during the meeting and afterward at www.portlandparks.org for those who wish to be considered for the advisory group.
 
Dog Off-Leash Background
PP&R first established an Off-Leash Task Force in 1999. As a result of their recommendations, a pilot program began with three fenced off-leash areas at Gabriel Park, Chimney Park, and East Delta Park, and a large unfenced area was available at West Delta Park.
 
Today Portland has 32 off-leash areas, sites which are diverse and accessible to residents across the city. Five are fenced, all-day areas. The remaining areas are unfenced, with seasonal hours depending on site restoration and adjacent uses. Boundary markers are in place at the unfenced sites.
