The purpose of the CEL system is to provide eligible families with equitable access to subsidized child care and development services, to provide subsidized child care and development service agencies with efficient and equitable access to information about the families who are eligible for child care subsidies, and to provide planners and policy makers with an accurate assessment about the number and needs of families needs who are eligible for child care subsides.
