Dear Readers,

The Daily Star reports on Monday, March 9, 2009:

Bangladesh has blocked the video sharing website YouTube for hosting a recorded conversation between its prime minister and army officers, officials said in Dhaka yesterday.

Internet users were unable to access the site after it hosted the audio tape, which appeared to show angry officers shouting at Sheikh Hasina over her handling of a bloody mutiny that has threatened Bangladesh's recent return to democracy.

The violence in the capital Dhaka 10 days ago left at least 74 people dead including 56 army officers who were killed and buried in shallow graves by mutinous border guards.

"Internet users have no access to YouTube. We understand that it has been blocked by the authorities," said Sabbir Ahmed, a director of the country's leading Internet service provider, BDCom.

A senior government official told AFP the site has been blocked after it hosted "contents subversive to the state."

"The government can block any site that contains anti-state or subversive contents, which may cause unrest. We took the measure temporarily. It will be lifted soon," he said, speaking on condition of anonymity.

submitted 12 hours 55 minutes ago

ISLAMABAD (AFP) - Two Italian climbers trapped for 11 days on a Himalayan peak were rescued in northern Pakistan by helicopter on Thursday, the Italian embassy in Islamabad said.

Walter Nones and Simon Kehrer had been marooned on the 8,125-metre Nanga Parbat in Pakistan since their companion Karl Unterkircher died in a crevasse fall last week.

“Both the climbers have been rescued safely from the Nanga Parbat peak through a helicopter operation today,” Oddo Sergio, a spokesman for the Italian embassy, told AFP.

“They were in good health and looked well when rescued.”

Sergio said the climbers were being brought to the northern city of Gilgit and that they would hopefully come to Islamabad on Friday.

A military-linked helicopter firm, Askari Aviation, said in a statement on its website that the pair had arrived in Gilgit later on Thursday.

Nanga Parbat, the world’s ninth highest peak, is nicknamed “killer mountain” because it has claimed numerous victims, including Guenther Messner, the brother of famed mountaineer Reinhold Messner.

Unterkircher, 38, from northern Italy, died when he fell into a deep crack on the surface of a glacier.

In August 2005 Pakistani army helicopter pilots rescued Slovenian climber Tomaz Humar from a narrow, snow-covered ledge 6,310 metres up Nanga Parbat.

Separately on Thursday, officials were searching for a British climber who has been missing for the past six days on another peak in northern Pakistan

6. SC moved against UN probe into BB murder

By SAJID ZIA submitted 13 hours 22 minutes ago

LAHORE - A constitutional petition has been moved before the Supreme Court of Pakistan against seeking the United Nations probe into the murder of former prime minister Benazir Bhutto killed in a bomb-and-gun attack in Rawalpindi on December 27 last when she was leaving the venue at Liaquat Bagh after making a public address.

Enlisting President, federation and law ministry as respondents, the petition has been moved by Watan Party invoking various articles of the Constitution to argue that the national sovereignty and independence would be at stake in case the UN is approached for help in the investigation of Benazir murder case.

Through Barrister Zafarullah Khan, the petitioner prayed that the confidence of the people in the state institutions would be badly eroded if the government moved the UN ignoring and casting suspicion on their credibility.

He further contends that the murder case of Mir Murtaza Bhutto, the brother of Benazir Bhutto, was also probed and decided under the law of the land and moving UN to seek probe into Benazir case appears a redundant exercise in face of the fact that local court has already exercised jurisdiction on her assassination. So the government must have confidence in the local judicial system.

The petitioner with reference to the UN probe into murder of Lebanese ex-prime minister Rafik Hariri, said the UN Commission was set up to look into the factors behind murder of Hariri when the US had approached it under political motives which appears not to be involved in the Benazir case.

The petition says the UN probe into Benazir’s assassination would provide for the agencies of other countries to interfere into our affairs while the possibility cannot be ruled out of their extending the scope of investigation up to our nuclear assets.

It says the Constitution of Pakistan does not permit the government to seek help from any other country when a complete legal mechanism is available to serve the end.

The petitioner has prayed to the court for declaring illegal and unconstitutional the government move to seek appointment of a UN commission to look into the assassination of Benazir Bhutto. It has also sought a court declaration that fundamental rights as provided by the Constitution would be violated if interference by any other country or agency is allowed into our domestic affairs.

7. Champions Trophy remains in Pakistan

By Agha Akbar submitted 13 hours 25 minutes ago

LAHORE - While the erstwhile colonial powers may not be happy at this turn of events, but the fact is that the Champions Trophy stays in Pakistan.

Though even the high ups in the Pakistan Cricket Board would not really want to jubilate, at least for the moment, the fact remains that despite the fine prints in the ICC communiquT, there is little doubt that there remains only but an outside chance of the second most important global cricketing event would be moved out of Pakistan.

Though the ICC task force has been assigned to look at the finer points on the security issues, it is now certain that for once the PCB has been able to silence the doubters.

This may be a setback to Australia, which aborted its tour earlier this year on the news of security, and would now be forced to visit the land that it has not in the last ten years raising the bogie of security. Australia is singled out on this point because it is the only Test playing nation to have not visited Pakistan post 9/11.

The ICC verdict on Thursday may not be a complete vote of confidence on the security situation in Pakistan but it quite substantively subscribes to the PCB and an ordinary cricket fan’s view in this country.

And this ICC decision may in the end quite effectively silence the other doubting Thomases in the sporting world who have dented Pakistan’s already fragile sporting set up by moving international events from here.

But all said and done, everybody who is keen on this championship to be held in Pakistan would have to keep his fingers crossed in case the security situation deteriorates.

For the moment though the view for Pakistan and the PCB is optimistic.

Text of ICC Press communique:

The ICC Board today held a teleconference to discuss the location for this year’s ICC Champions Trophy, at the end of which it reiterated its decision of 2006 to stage the event in Pakistan.

8. India dismisses Pakistan talk of arms race

Source: Agencies submitted 14 hours 11 minutes ago

NEW DELHI  - India on Thursday dismissed a warning by Pakistan that the Indo-US nuke deal will accelerate an atomic arms race in the Sub-Continent, declaring there was no scope for any “nuclear weaponisation”. Indian External Affairs Minister Pranab Mukherjee also made it clear that the deal was purely a civilian issue with no military consequences.

“The deal is a civil nuclear cooperation agreement with the international community. Where is the scope for arms race,” Mukherjee told a TV channel.

Mukherjee’s remarks came in the backdrop of a warning by Pakistan that the India-specific safeguards agreement being finalised with the IAEA would hurt non-proliferation efforts and “threatens to increase the chances of a nuclear arms race in the sub-continent.”

The warning came in a letter dated July 18 and addressed to members of the IAEA Board and a 45-nation consortium known as the Nuclear Suppliers Group(NSG). The letter has been sent in all to 60 countries.

The safeguards pact will come up before the Vienna-based International Atomic Energy Agency(IAEA) for consideration and approval on August one.

US Ambassador David C Mulford viewed with “concern” Pakistan’s position at the IAEA on India-specific safeguards agreement and said Washington was talking to it and hoped Islamabad will “see things in right light” and “be cooperative”.

9. Lanka deploys 12,000 additional police for Saarc summit

Source: AFP submitted 14 hours 14 minutes ago

COLOMBO  - Sri Lanka is deploying 12,000 more police to guard South Asian leaders, who will also have their own heavy security, for a regional summit next week, officials said Thursday.

Police deputy Inspector General Nimal Mediwaka said the 12,000 men will reinforce soldiers, who will also deploy in strength ahead of the two-day South Asian Association for Regional Cooperation (SAARC) summit starting August 2.

“The heads of state will have their own security personnel to provide close protection,” said Mediwaka, who is responsible for security in the already tightly-guarded capital of 650,000 people.

He said key roads in the city will be closed for normal traffic during the summit that will be attended by leaders of Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka.

India is reported to be bringing in thousands of troops as part of security for its Prime Minister Manmohan Singh, who will also travel within Sri Lanka in Indian military helicopters and bullet-proof cars.

New Delhi is sending war ships to anchor off Sri Lanka’s coast to evacuate its delegates in case of any closure of the island’s only international airport, diplomats here said.

Sri Lankan authorities have in the past shut the airport and the island’s air space when Tamil Tiger rebels used light aircraft to carry out bombing missions over Colombo.
The Tamil Tigers, however, have announced a unilateral truce for the duration of the summit.

Afghanistan and Pakistan are also set to bring considerable security contingents to protect their leaders, officials here said.

The 15th summit of SAARC should have been hosted by the Maldives, but the atoll nation agreed to allow Colombo to stage the event to coincide with the island’s 60th anniversary of independence from Britain

10. Auto sales growth likely to decline during FY09

By ERUM ZAIDI submitted 16 hours 16 minutes ago

KARACHI - In view of frequent price-hike in gas and petroleum products, the four wheelers’ sales growth is likely to decline significantly during the FY09.

In addition, the increase in prices due to the imposition of Withholding Tax, Federal Excise Duty and GST along with halt in auto financing facilities and rising interest rates on auto loans, charged by the commercial banks, the local cars and LCVs unit sales is expected to report negative growth of around 9 per cent in FY09.

The local auto assemblers profit is also projected to remain under pressure owing to expected exchange rate depreciation and rising costs. Since most high valued components used in assembling vehicles being imported, declining rupee has significantly increased costs of local auto assemblers.

The car dealer told The Nation on Thursday that the soaring PoL product prices badly affected their cars and Light Commercial Vehicles (LCVs) sales business and consumers were reluctant to buy any variant of new or used locally produced/imported car. The impact of increase in WHT, FED and GST directly passed on to the buyers.
According to the new price list issued by the assemblers in line with the Budget 2008-09, cars prices swelled drastically ranging from Rs 30,000 to 0.4 million on various engine capacities in terms of different taxes levied on car sales, dealer said, adding that even if the current sky-rocketing trend in oil and gas prices get continued, consumers will be scared about the maintenance of their vehicles rather than to buy a new car.

It is pertinent to mention here that since March 2008, the record three -times fuel adjustments had taken place. Currently, petrol is being sold at above Rs 86 per litre, and CNG is being available at Rs 47.25 respectively.

Meanwhile, industry analysts are of the view that the fall in auto sales is expected due to inflationary pressures in the economy refraining people from purchasing luxury items. Moreover, government has imposed 5% FED and fixed rates of WHT on auto sales in Budget FY09, to discourage consumer spending on luxury items. Furthermore, rising interest rates have made auto financing expensive, which accounts for almost 60-70% of the total auto sales. Already in FY08, auto sales have depicted negative growth of 11% to 187k units compared to 204k units in FY07.

Economist expects further rupee depreciation, on average exchange rate, of 13% in FY09 against the US$. This would substantially increase costs for CKD (Completely Knocked Down) kits for the local companies, negatively impacting their gross margins.

Steel prices have been continuously rising in the international market as shown in the graph below. For our analysis, we have used CRU (Commodity Research Unit) Asia Steel Price Index which has crossed US$320 per ton.

This sharp rise in steel prices has caused the cost of both imported and local components to rise, increasing purchase costs for local auto assembling companies. In future, steel prices are expected to remain high on account of huge demand in India, Middle East and Africa due to construction activities.  In the quarter ended Jun-08, Gross Margins (GM) of local assemblers including PSMC, IMC and HACL are expected to remain under pressure following the unabated rise in steel prices (22% QoQ) and depreciation of PKR against the Yen (7% QoQ) and Euro (10% QoQ). Consequently the car manufacturers increased their prices (4%-7% QoQ), which has aided in arresting the GM decline

11. Moscow tops list of pricey cities

Source: OUR MONITORING DESK submitted 16 hours 19 minutes ago

MOSCOW has topped the league of most expensive cities for expatriates to live in for the third year running, reported BBC.

The research by human resources firm Mercer took account of expenses such as rent, eating out and petrol.

Moscow has particularly expensive coffee, with a cup in a cafe costing $10.40 (ú5.19) including service. Tokyo climbed two spots into second place in the survey, followed by London, which dropped one place into third, and Oslo, which came fourth. “Moscow’s position as the most expensive place for expatriate living has been strengthened by the appreciation of the rouble against the US dollar and the continuous rising accommodation costs,” said Yvonne Traber, a research manager at Mercer.

The survey compared the cost of 200 items in 143 cities. The three cheapest cities were Karachi in Pakistan, Quito in Ecuador and Asuncion in Paraguay.

Asuncion was the cheapest city for the sixth year running.

Mercer said that the weakening value of the US dollar had caused significant changes in the rankings. “Although the traditionally expensive cities of Western Europe and Asia still feature in the top 20, cities in Eastern Europe, Brazil and India are creeping up the list,” Ms Traber said. “Conversely, some locations such as Stockholm and New York now appear less costly by comparison.”

In the UK, as well as London slipping one place, Birmingham dropped from 41st to 66th, while Glasgow fell from 36th to 69th.

“In contrast to the strengthening euro and other European currencies, the British pound has remained relatively stable against the US dollar,” said Ms Traber. “As the cost of living in the eurozone has risen relative to the US, UK cities have declined in the rankings.”

12. IT exports reach 0.5 Billion $

Source: OUR STAFF REPORTER submitted 16 hours 22 minutes ago

LAHORE - The Chairman and CEO NetSol Technologies Ltd, Salim Ghauri has given a wake-up call to the government for investment in IT training of youth to ensure an IT Pakistan of Tomorrow.

Talking to The Nation here Thursday Ghauri said the IT exports of Pakistan have reached to half a billion dollar and number of highly skilled human resource is very impressive in the sector but still it needs from the government to do more.

He said Pakistan, with a population of 170 million, 60 percent of which consists of under-25 youngsters, is an ideal country where IT sector can spearhead the economy in the days to come.

“Once the government realizes this potential and ready to invest on technical training of Pakistan youth, IT revolution will start in the country,” he said.

Ghauri’s IT firm, NetSol Technologies is doing miracles in the field of IT and exports of its flagship product LeaseSoft, a suite of end to end leasing and finance software solutions catering to the needs of Retail and Wholesale finance Businesses, has touched to the level of $20 million in a short span of time.

“We are foreseeing exports of LeaseSoft will touch $100 million in next three years,” he said.

He said that leading international business houses like Mercedes Benz, Yamaha Motors, Toyota Motors, Dongfeng Nissan, UMF, BMW and FIAT group in Asia Pacific Region, besides a good number of leading brands in Europe and North America are successfully using LeaseSoft. Ghauri said the IT industry has already realized the potential and started putting infrastructure in place to have more and more human resource in the years to come.

“NetSol has recently come up with the concept of NetSol Technology Institute (NTI) and it has planned branching out all over Pakistan to ensure short courses for Pakistani youth,” he said, adding: “We want to dispel the impression that IT belongs to the youth of elite class.”

He said that the government could ensure a real economic revolution by providing IT training to youth on war footing basis on the one hand and automation of public sector organizations on the other. “A strong leadership with a visionary approach towards IT sector is an urgent need of the hour,” he commented.

When pointed out that senior employees’ in public sector organizations are a major hurdle in automation drive, Ghauri said this is where a strong and clear-headed leadership is required. “We would have to decide whether we have to live with 20th century Pakistan or we are determined to enter into 21st century Pakistan.”

13. Libya halts Swiss oil shipments

Source: Agencies submitted 13 hours 40 minutes ago

TRIPOLI  - Libya’s state shipping company said on Thursday it has halted oil shipments to Switzerland in protest at the brief arrest of Libyan leader Muammar Gaddafi’s youngest son, and threatened further action if the Swiss did not apologise for the arrest.

Geneva police held Hannibal Gaddafi for two days after he and his pregnant wife allegedly hit two of their staff. The couple face charges of bodily harm, threatening behaviour and coercion. They have denied any wrongdoing over the alleged incident on 15 July.

The stopping of oil shipments comes a day after the Swiss Foreign Ministry complained of Libya taking “retaliatory measures”, such as forcing Swiss firms to close Libyan offices.

Libya’s General National Maritime Transport Company - which has links to Hannibal Gaddafi - said in a statement that it had halted all oil shipments to Switzerland.
The firm handles most of Libya’s oil exports. However, the AFP news agency reported that oil carried by commercial vessels would not be affected.

In a joint statement with the national port authority, the company also said ships sailing under the Swiss flag had been banned from entering Libyan ports.
It is a row that could prove costly to both countries, says the BBC’s Imogen Foulkes in Geneva.

Switzerland imports at least half its crude oil from Libya but Libya owns a large oil refinery in Switzerland. Libya’s influential people’s committees have also called for Libya to withdraw its deposits from Swiss banks if an apology for the arrest is not forthcoming.

The Swiss Foreign Ministry said on Wednesday that Libya had “taken a number of worrying retaliatory measures” for Hannibal’s arrest since he was released on bail on 17 July. It said Swiss companies ABB and Nestle had been ordered to close their Libya offices and that Swiss staff there had been arrested.

Flights between Libya and Switzerland had been reduced, Libya had stopped issuing visas to Swiss citizens and Tripoli had recalled some of its diplomats from Bern, the Swiss Foreign Ministry said

14. Australian police raid Muslim charity

Source: AFP submitted 13 hours 42 minutes ago

SYDNEY  - Australian Federal Police raided a Muslim charity’s Sydney office, it was reported Thursday.

Police raided the office believed to belong to Muslim Aid Australia (MAA) on Thursday morning, the Sydney Morning Herald website reported.

A police spokeswoman confirmed a search warrant had been executed in Lakemba, the centre of Sydney’s Muslim community, but would not reveal further details.

The Australian newspaper reported earlier this month that the government was considering referring the charity to police over alleged links to a group banned as a terrorist organisation in Australia.

The organisation, Interpal, is a British-based pro-Palestinian organisation that the newspaper said had worked with MAA to distribute aid in Gaza.
MAA could not be contacted for comment

15. Cellular towers installation in residential areas stopped

Source: Our Staff Reporter submitted 1 day 15 hours ago

LAHORE - Justice Syed Asghar Haider of the Lahore High Court has observed that the cellular companies should not be allowed to erect towers in residential areas.
The judge made observation while disposing of a petition by Pakistan Mobile Telecommunications Limited against sealing of their two towers by the District Officer Environment.

The judge directed the petitioner to raise his grievance before the District Coordination Officer, who shall decide the matter in 30 days.

The petitioner said on May 19, 2008, the District Officer (Environment) stopped them from erecting the Base Transceiver Station (BTS) at Data Colony Faisalabad and Kot Lakhpat.

The petitioner added their towers were set up under the Companies Ordinance 1984 after obtaining a license from the government of Pakistan. They added they have set up BTS throughout Pakistan with the permission of Pakistan Telecommunication Authority. They said when they were about to finish setting up of their 22 meters high tower in Faisalabad and Kot Lakhpat, the DO (Environment) sealed the BTS as well as the equipment. They added the principle of natural justice was not followed, as the petitioner was not issued with a notice.  They said the DO wrongly invoked section 12 of Environmental Act 1997 before sealing their equipment. They added the petitioner and other cellular companies had been in the business of setting up towers since 1992 whereas the Environmental Act came into existence in 1997.

They said the legislature had excluded the setting up of tower from the act. They added they were not required to file Initial Environmental Examination (IEE) unless the project was likely to cause an adverse environmental effect.

LHC admits petition

On the petition filed through SM Masud, the Court has also ordered the authorities for maintaining status with regard to the award to Gold Medal to the student, Syeda Fiza Abbas

16. Hats off to Saudi king

By IRFAN ASGHAR submitted 1 day 16 hours ago

The custodian of the Two Holy Mosques King Abdullah is the quintessential leader with no equal. He is the guide par excellence. King Abdullah has left other leaders of the world in the dust by reaching out to other faiths in a bid to take the edge off tensions and misgivings that have got spawned between Islam and primarily the other two Abrahamic religions - Christianity and Judaism. He has written a new chapter in interfaith relations by mounting a three-day World Interfaith Dialogue Conference in Madrid with the purpose of enhancing interfaith relations. King Abdullah has footed the bill of this prestigious conference. Madrid was selected as the site for this meeting of note as Spain was where Islam flourished and coexisted peacefully with other religions for the good part of 500 years.

King Abdullah hit upon this idea of arranging a gathering when he met the Pope Benedict XVI at the Vatican in November. It is instructive to note that the king is the first Saudi ruler to have made an official visit to the Vatican where he met Pope Benedict XVI. For all practical purposes, Saudi king has made reaching out to other faiths a hallmark of his rule since taking the helm of the oil rich kingdom following the death of his half brother in 2005. Last month, he hosted an extraordinary jamboree of 600 religious scholars and intellectuals in Makkah, in the vicinity of the Grand Mosque to put a thinking cap on ways of building bridges with other faiths. He, indubitably, deserves a Nobel Peace Prize for his blockbusting performance in this regard.

Madrid Conference, which was attended by more than 200 participants, brought together religious figures from all leading religions including Islam, Judaism, Christianity, Hinduism, Buddhism, Shintoism and Confucianism. This has been a good fist of tearing down the psychological barriers that sprung up after the 2001 terrorist attacks in the US. Sept 11, 2001 attacks have put a crimp on the image of Muslims, the world over. What makes one hacked off is that extremism, prejudice and fanaticism are spreading something that may, at long last, add up to a collision resulting in disaster. It is a historical reality that religious, cultural and ethnic differences have stoked up misunderstandings, hostilities and conflict. So the motif of this Madrid Conference was to weed out the communication deficit between the various belief systems.

King Abdullah had struck a right note in the conference when he made a plea for "constructive dialogue" to end disputes between the world's major religions. He exhorted the followers of the world's leading faiths to turn away from extremism and embrace a system of reconciliation. He analysed the situation through and through and concluded that religions could combat many of the problems of the modern society - terrorism, the breakdown of families, drugs, exploitation of the weak - as all this is the fall out of a spiritual void. The conference called for an international agreement to combat terrorism, "a universal phenomenon that requires unified international efforts." The participants of the gathering appealed for a special session of the UN General Assembly to promote dialogue and stave off a clash of civilisations.

The low-down on the conference is that its essence cannot be underestimated or overemphasised as dialogue between faiths is sine qua non if the world is to sport an idyllic look. Dialogue is the bedrock of mutual respect and making it up. If people do not look up to each other, how can they coexist. And at the heart of the respect for each other has to be the respect for each other's faiths and religious sensibilities. Back in the day, all this mattered less.

Cultures and faiths lived side by side, but it was just that - side by side. They were geographically isolated and they did not come into daily contact with each other. But now it is a different kettle of fish. The segregated world no longer exists. We now live in a global village. Go to the USA, to Britain, to France; there are Americans, Frenchmen, Britons who are Muslims, Jews, Hindus, living and working side by side with the majority Christian communities. Go to almost any major city in the world; none of them are any longer single - faith societies. Work, economic development, investment and education: all have drawn in people from different races, cultures and faiths. Mass tourism, cheap flights, the Internet and satellite TV have further eroded the dividing walls and exposed us to other cultures and ways of life. Dialogue does not entail any dilution of faith. Just because Muslims, Christians and others interact and learn about each other does not make a Muslim any less a Muslim or a Christian any less a Christian. It is about breaking down bigotry, thus helping weaken Islamophobia and all the other religious phobias that have marred international relations.

But building bridges between different faiths will be a long haul and take a lot of doing. It would necessitate persistent and unabated efforts matched by well-conceived practical steps as it is not a cushy number. In order to make interfaith dialogue get off to the flying start, commonality should be searched for rather than differences between different faiths. Above all, we need to plug away at these steps
