I've yet to see the BSA ask for help, other than the monthly check that I gladly write in support of my council.  Whether you like it or not, "politics" and the money that runs politics - runs America and many a 'cause'.  That being said; the petitioner simply asks for your endorsement.  As to whether or not they'll "eventually" ask for money, I don't know.  As it stands now, U.S. Senators Lamar Alexander (Eagle Scout) and Bill Frist are taking a pro-active stance by introducing legislation to thwart those whose agenda is to, daily, chip away at the BSA. 
 
What you were asked to endorse: 

As a concerned citizen, I am deeply troubled by the recent attacks which have come against the Boy Scouts simply because the Scouts have taken a stand for faith and moral values. As a private organization, the Boy Scouts has every right to set standards for leadership and morality. The U.S. Supreme Court made this clear! I urge you to cease these hostile attacks against one of America's great institutions.

I'll not disagree with your statement above, Gary, and It's not my objective to pick a fight.  But, no less than those who bang the BPL drum on a daily basis, with or without the ARRL's help, guidance or consent in an attempt to salvage radio spectrum for a slowly dying radio service - there will always be members of society (I'll call them Citizens) who will step into the breech, with or without the BSA's help, guidance or consent, in an attempt to keep Scouting, intact, as we all remember it.
 
As you might imagine, Gary, there are members of this group, who, while they participate in Scouting, do so purely from the Amateur Radio perspective.  Without information such as that that I've relayed to this them, they might never know that there's a battle going-on, on the other side.

Check out the National BSA web site at http://www.scouting.org/

You'll notice in the "News" section a reference to "Supporting Our
Scouts Act".  The BSA did not give specific direction, but, the
implication is to write your congressman.

Jon, I'm glad you brought this to our attention.

BTW, a "thread" in the last couple of months of QST, entitled "GOTA"
suggested getting on the air every day and making at least one
contact.  Several good reasons given -- such as occupy the spectrum.

I'd like to suggest GASOTAOAM "Get A Scout On The Air Once A Month".
We often talk about Radio Scouting and lament how few young people
get their licenses.  We should all commit to demonstrating Ham Radio
to scouts so they at least know what it is.  Consider how much
exposure youth get to computers before they ever get on the keyboard
or use a mouse.

Many years ago I was taught that if you make a hundred cold calls on
non-qualified customers you get no more than 17 who are interested
and close on only 1.7.    If we qualify our customers, those that
have a real interest, the closures can be as high as 25% -- and
that's by allowing the customer "hands on" exposure.

What are you waiting for?  GASOTAOAM ! ... and write your congressman.

I would also ask each member of this group to lead a Radio Merit Badge Day
once a year in their council.  Why? Because it's the ideal way to get more
youth hams by first giving the Scouts what THEY want (a merit badge)

It's incredibly easy to run as all of the materials you need to teach it are
in the file section of Scoutradio on Yahoo Groups.  All you need is a
meeting room for a Saturday, and a ham who can set up a portable station.

We ran such a day in January and had sixty Scouts earn radio Merit Badge.
And as a result, we had the Scouts ask US to run Technician Licensing course
as a result.  Our first class session was held at the council office last
Thursday night and we had 11 Scouts and fours adult leaders attend!

Once you get A Radio Merit Badge started it will become a tradition in your
area.  All of the hams who participated in ours had such fun they want to
make it an annual event!

In my experience, you should
have no problem getting them from the usual
source even this late.   I've even ordered previous
years' JOTA patches from them  13 months after
the fact.

subscriptions to the OCARG EAGLE, a monthly email newsletter for
Scouting hams and hamming Scouters. We are just finishing our fifth
year of publication and now have well over a hundred subscribers in
six nations and 20 states. While originally a newsletter for the
Otschodela Council (Oneonta, NY) Amateur Radio Group (OCARG) KZ2BSA,
the EAGLE's subscriber list expanded since, as far as we know, we are
the only ham-Scouting newsletter published and ham-Scouters
world-wide like to share their experiences and knowledge.

The EAGLE is not unlike Scouting magazine in that it gives ideas and
experiences for programs, but is tailored for amateur radio in
Scouting. We publish most anything related to ham-Scouting including
anecdotal information, news, tips, emergency preparedness, useful
online links we've found, JOTA and Jamboree info, and a host of other
subjects. While we often obtain material from the BSA National Office
and the ARRL's Field and Education Services division, most of our
articles come from voluntary reader contributions which make for
informative reading.

Subscriptions are free, there are no ads, no spam, no solicitations,
no nothing except the newsletter in attached PDF format. The
subscriber list is as carefully protected as a State Secret and all
editions are sent out as Blind CCs to prevent a ready-made list for
spammers.

Archived copies are available at

only to January 2003.

Check out the Ham_Instructor Group here on Yahoo Groups.  You'll find links
to a website there with PowerPoint presentations for each of five classes
for a Tech License prep course.  Those presentations have diagrams for a
repeater and an IRLP node in them

By the way, the Tech course materials there are excellent follow-ons to your
Radio MB class.

(a) IN GENERAL- (1) To protect life and property, the Secretary of
Commerce shall, through the National Weather Service, be responsible
for the following:

(A) The preparation and issuance of severe weather warnings and
forecasts designed for the protection of life and property of the

(B) The preparation and issuance of hydrometeorological guidance and
core forecast information.

© The collection and exchange of meteorological, hydrological,
climatic, and oceanographic data and information.

(D) The provision of reports, forecasts, warnings, and other advice to

product (other than a service or product described in subsection
(a)(1)(A)) that is or could be provided by the private sector unless--

(1) the Secretary determines that the private sector is unwilling or
unable to provide such service or product; or

(2) the United States Government is obligated to provide such service
or product under international aviation agreements to provide
meteorological services and exchange meteorological information.

© ISSUANCE OF DATA, FORECASTS, AND WARNINGS- All data, information,
guidance, forecasts, and warnings received, collected, created, or
prepared by the National Weather Service shall, to the maximum extent
practicable, be issued in real time, and without delay, in a manner
that ensures that all members of the public have the opportunity for
simultaneous and equal access to such data, information, guidance,
forecasts, and warnings.

(d) PROHIBITION ON CERTAIN DISCLOSURES- An officer, employee, or agent
of the National Weather Service, or of any other department or agency
of the United States, who comes by reason of that status into
possession of any weather data, information, guidance, forecast, or
warning that might influence or affect the market value of any product,
service, commodity, tradable, or business may not--

(1) willfully impart, whether directly or indirectly, such weather
data, information, guidance, forecast, or warning, or any part thereof,
before the issuance of such weather data, information, guidance,
forecast, or warning to the public under subsection ©; or

(2) after the issuance of such weather data, information, guidance,
forecast, or warning to the public under subsection ©, willfully impart
comments or qualifications on such weather data, information, guidance,
forecast, or warning, or any part thereof, to the public, except
pursuant to an issuance that complies with that subsection.

(e) REGULATIONS- Not later than 90 days after the date of the enactment
of this Act, the Secretary shall prescribe regulations to implement the
provisions of this section.

(f) EFFECTIVE DATE- The provisions of this section (other than
subsection (e)) shall take effect 90 days after the date of the
enactment of this Act.

(g) CONFORMING AMENDMENTS- The Act of October 1, 1890 (26 Stat. 653) is
amended as follows:

(1) Section 3 (15 U.S.C. 313) is repealed.

(2) Section 9 (15 U.S.C. 317) is amended by striking `, and it shall
be' and all that follows and inserting a period.

SEC. 3. REPORT ON MODIFICATION OF NATIONAL WEATHER SERVICE ACTIVITIES.

(a) REPORT REQUIRED- Not later than 90 days after the date of the
enactment of this Act, the Secretary of Commerce shall submit to the
appropriate committees of Congress a report that sets forth--

(1) a detailed statement of the activities of the National Weather
Service that are inconsistent with the provisions of section 2;

(2) a schedule for the modification of the activities referred to in
paragraph (1) in order to conform such activities to the provisions of
section 2; and

(3) the regulations prescribed under section 2(e).

(b) APPROPRIATE COMMITTEES OF CONGRESS DEFINED- In this section, the
term `appropriate committees of Congress' means--

(1) the Committee on Commerce, Science, and Transportation of the
Senate; and

(2) the Committee on Science of the House of Representatives.

Hello All,

o I believe Accuweather.com and Weather.com and other commercial
vendors provide a valuable service to the public by repackaging the
information they get from the National Weather Service; however, I do
not wish to have my ability to get that information directly from NWS
taken away. We all pay the taxes that pay for the National Weather
Service. Why should we have to pay again to get the same information
from a commercial vendor?

o On one hand, the bill restricts what the NWS can do. On the other
hand, Senator Santorum’s office posted it on his website as a
"Modernization" to better serve the public. See his press release on

That fool Santorum would have the National Weather Service work only the
for-profit weather companies. Since when does a branch of the government serve
only for commercial interests at the expense of everyone else? Maybe Santorum
himself should be privatized and taken out of government service since he
clearly isn't working for the interests of the Public.

As a weather spotter and SKYWARN participant, I also like receiving my wx data
directly off NOAA's sites rather than filtered, "packaged", interpreted,
commercialized, and delayed by the private interests.

If you think this is a bad idea, write your Senators and
Representative and tell them you oppose Senate Bill S786.

You can write your Senator at

You might tell them that you don't want to have to pay a private
firm to get NWS weather data and that you're afraid that lives will
be lost.  Make sure they know your street address so they can tell

Why not the usual Scout frequencies for starters - 7270, 14290, 21360
phone, 7030, 14070 (be considerate of PSK), and 21140 CW.

I await your announcement. I'll most likely be on the air from our
district camporee this weekend as well, using my own call. I'll look for

It kinda depends if you have scheds or plan to
call CQ, or search and pounce.

If you are calling CQ, use the JOTA freqs as suggested
earlier.   If you are setting up scheds, that works too.

Most of the time when I am demonstrating HF, I find
search and pounce to be the best... and I do that
on whatever HF band(s) are open.... and what is
going on.   During a contest, I may show the contrast
between 20m and 18m... some of the boys like
the contest idea and want to try.... some will like
the ragchew.

Sitting and calling CQ is rarely enough entertainment
to hold their interest in my experience.

Greeting all:  Just wanted to make an official posting.  Scout Radio
from the Stonewall Jackson Area Council (BSA) in the Shenandoah Valley
will be operating (or attempting) a special event station from their
council wide camporee at Seneca Rocks, WV.  We will operate under the
call N4PKJ and others if other hams help.  Time of operation will be
from approximately 14:30 UCT to 20:00 UCT (9:30-3:00) longer if the
interest and bands holdout, shorter if it wains.  Frequencies will be
the suggested scout frequencies 7270, 14290, 21360 phone, 7030, 14070
and 21140 CW.  We will be operating at 10 watts which in some circles
qualifies as qrp.  We will be logging all calls and are developing a
good looking (hopefully) QSL card.  We will at least do email qsl's.
Some local 2M operation will be done on local repeaters.

The Theme of the Camporee is "Lewis and Clark" who  didn't have radio.
  We will be spreading the news of the camporee and how much fun we are
having.  Come join us on the air

Hey gang:  Thanks for anyone who tried to get in contact with the
Seneca Rocks Camporee in WV this last weekend.  A number of
unfortuante radio incidents happened (al weather).  My station canopy
blew off and I had to operate from the back of the car.  Then the main
wire antenna literally collapsed breaking the center balun?  Was left
with an MP-1 which did well for the situation.

Am attending the Moose Merit Badge Camporee in Covington VA 5/20-22.
A local ham is offering Radio Merit badge and will being trying for
contacts probably on the scout frequencies ( as before).  I will
hopefully be able to help if time allows.  Don't know the call to be
used...Hopefully see you on the air.  Time would be Mid day and mid
afternoon, or just mid afternoon depending how the badge is being
