SITUATION: Flush with funding from wealthy donors and foundations in Washington D.C., a group called the Wilderness Workshop is pushing for 600,000 acres of new Wilderness in Colorado by next year.
HOW THIS WILL AFFECT YOU: Mountain bike, snowmobile and OHV users will lose world-class trails and areas. This proposal would make over 75% of the Four Mile, Clear Fork, Spruce Mountain, Basalt Mountain, Red Tables, Hagerman Pass, Huntsman's Ridge and Thompson Creek areas Wilderness.
CONGRESSIONAL CONFIRMATION: This Hidden Gems proposal appears to be much more than the typical "wish list" from the Wilderness activists. BRC confirmed with the Natural Resource staff for Representative Jared Polis that, although there is no bill at this time, Representative Polis is holding meetings and talking to stakeholders. The goal is to have draft legislation prepared soon.
Local staff for Representative Salazar, whose district also includes lands in the Hidden Gems proposal, said that at this time they had no immediate plans to sponsor or co-sponsor the Hidden Gems proposal.
Congressman Salazar is concentrating on his own Wilderness bill, called the ''San Juan Mountains Wilderness Act." This legislation includes 63,475 acres on the Grand Mesa, Uncompahgre, Gunnison and San Juan National Forests, as well as lands managed by the San Juan Bureau of Land Management (BLM) Resource Area.

This hearing will have Chairman Inez Tenenbaum of the Consumer Product Safety Commission as the only witness to discuss the Consumer Product Safety Improvement Act of 2008 (CPSIA).

It was a pretty rough jeep road down from Taylor Pass on the Aspen/Snowmass side. It was one of those slide areas, what we would call riprap if it was on an interstate bridge, but the 4 wheel traffic had pushed most of the rocks down into the dirt, so you wouldn't even need to slow down through it. Randy Hawkins was following him, said he wasn't going unusually fast, something just took out the front and he was down instantly. No tumbling. He got his bell rung for sure, and some kind of an abrasion on his head even though he still had his helmet on when Randy got there. It must have rolled back on impact or something.
Last I heard he was in the hospital. I expect they will keep him overnight since he was knocked out for a while.

You know Kerry don't you? He pulled a Jack Daniels today. 1 mile from the end of the dirt riding on the Colorado 500, he crashed and knocked himself out. He was conscious and talking, but pretty woozy when we got there. There were EMTs on the ride helping him, so we left to clear the way for the emergency personnel. We saw an ambulance and police headed that way as we headed out.
As far as I know, no real date is set. They seem to not be writing tickets now, but that could change at any time. Who knows?
They are kicking around the Mississippi Travel Management plan, but it's still up in the air.

Just thinking about it, I can't help wondering if it might help to pass the Pre-Fab Comment, etc. along to the AMA's Motorcyclist of the Year (if I happened to be a close associate) in case he might be inclined to help recruit some additional participation. I would like to see the USFS E-Mail System overwhelmed with incoming mail from all over everywhere.
The attachment to this e-mail is what I believe (based on a lot of thought & contemplation, plus what adds up to be a good bit of experience with USFS methods-of-operation) to be a relatively well worded Comment on the current plan for the Implementation of the National Travel-Management Plan in Mississippi. While there is a perfectly legitimate need to deal with problems caused by irresponsible use of dirt-bikes, 4-wheelers, 4X4 trucks & other Motorized Vehicles in lots of places within our National Forests across the Country, the level of outright closure of land that (theoretically, at least) belongs to all of us is totally unacceptable.
The National Forests in Mississippi web site points out that there are One Million, Two Hundred Thousand Acres (almost 2,000 square miles) of National Forest Land in Mississippi. A few years ago, I did some 4th Grade Arithmetic & determined that one mile of OHV Trail (assuming an 8-foot-wide 'corridor' sort of like the Right-Of-Way along an Interstate Highway that is considerably wider than the actual roadway itself) covers slightly less than ONE ACRE of land. If just One Tenth of One Percent of OUR National Forest Land in Mississippi were opened up as Designated Forest System Trail, there would be 1,200 Miles of Designated OHV Trail on National Forest Land in Mississippi.
If anyone has been wondering what you might be able to do to help try to save some of what little access we still have to OUR National Forests, simply 'copy & paste' the attached Comment Letter to an e-mail or print the Letter & mail it to Forest Supervisor Margrett L. Boley. Supervisor Boley has a reputation for being 'really pro-responsible-user-group' from her previous position in Louisiana. She is (like all of us are these days) faced with the task of getting a job done in a short time & with a shortage of personnel to look after every little detail. In case anybody is not already aware, we (the Off-Road Riding Population) are viewed by the average (& below average) Forest Service Official as being one of those "minor little details" that does not deserve to be taken seriously (at least not in the same way as those all-important Radical Anti-Access "Environmental Protectionist" Groups are viewed by A LOT of people within the Forest Service) when making Big-Time Important Forest Service Decisions.
I have been fairly successful in the recent past with making some progress in the effort to build a Mutually Beneficial Working Relationship with some Forest Service Officials. This should indicate that there actually is the possibility for us all to "get along & work together" when we occasionally run into someone at the Forest Service who is willing to take a different approach than the Old School USFS Attitude that says "ignore them & they will probably just go away." I would like to see the 'spark' that my efforts have created catch hold & flare into a massive 'wild-fire of participation' (we all know how concerned the Forest Service is with wild-fires) by maybe a few thousand people who share my love of riding on trails in OUR National Forests. State Boundary Lines are not a factor. Just because you don't live in Mississippi should not make you feel that you're not in a position to participate in this Public Scoping Process. The very expression "NATIONAL Forest" indicates that every responsible citizen of this NATION has a stake in how a relatively small number of people see fit to look after OUR property.

I'm not sure they REALLY would be happy if I were to just drop by one morning, but...
Once again, as it states in the Scoping Letter: "Only those who submit timely comments will have standing to appeal the decision..." What this actually means (primarily) is "if you don't like what appears to be coming our way, speak now or be prepared to sit home every weekend in a few months (& forever thereafter) wishing there was somewhere in OUR National Forests to ride & just be quiet" because, before long, nobody will be listening. We have something like 10 days (maybe 2 weeks) from right now (March 22, 2009) before the Comment Period closes & anything after that will be just a waste of time.
I urgently encourage EVERYONE to print, cut/paste (or whatever feels right) the attached Pre-Fab Comment to the Forest Service & send it to them in whichever format you prefer, so that we will all have the opportunity to submit Appeals when the Process takes moves everything up to the Regional Forester (in Atlanta). At that point, an overwhelming number of Appeals from people in several Southeastern States (and/or across the Country) might also lead to getting some things going in other states (at least) within the Southern Region. I can't guarantee a lot of success if we get a monumental amount of support for this endeavor. I can, however, guarantee that, if we just sit back & let the bureaucrats do things their way, there will not be a lot of reason to be excited over the future of Trail-Riding in OUR National Forests. Forward the e-mail to EVERYBODY who might also be inclined to participate. Right now, it's all about numbers.

This bill, H.R. 5151, includes more than 150 bills that would: create/expand a number of wilderness areas; establish new conservation areas; create/ add to wild and scenic designations; designate new national scenic trails; add new national and historic park units and nearly a dozen new national heritage areas.
In total, this package would create more than a million acres of wilderness, restrict the development of energy resources on various federal lands, and place hundreds of thousands of acres under new or enhanced federal control and further restrict many forms of use and access to public lands.
Not only that, but this bill would lock in, by statute, the Clinton Administration-inspired "National Landscape Conservation System" (NLCS) within the BLM. The bill would give federal land managers the ability to alter the long-standing multiple use management philosophy of the BLM by elevating the purposes to “conserve, protect, restore” above other purposes for NLCS units. This could mean agriculture, energy exploration and production and other economic uses could become imperiled on huge swathes of Western public lands. What's At Stake:
NLCS legislation would create a bureaucracy to manage specially designated BLM lands. This bureaucracy would be tasked to "restore" the over 106 million acres of wilderness that is already off-limits to OHV, mountain bike and other forms of recreation as well as areas that currently can allow all types of recreational uses like wilderness study areas. I called about
the trails Monday at the ranger station and was told that all trails were
closed due to storm damage and that they were not sure when they would be opened
again. She did say to check back on a weekly basis because they were going to
work on the trails this week.

Four of us went over Monday and rode the motorcycle
trail. We found several logs in dangerous positions across the trail as well as
a few other problems. We took a four wheeler and tools to the problem areas and
removed the logs and other debris. I would consider the trail completely
repaired from the recent storms and hopefully we won't get any more this
season.
I didn't get to look at the Bethel ATV trail or work on our dual sport
preparations, but will get back over soon to take care of my part of that job.
Yeah, I only had about two miles cleared coming in from Farm Road, but I'm sure
that has grown back up. Weather is looking good for clearing/riding, though!

Thanks Mark. Andy and John Burguard rode the North and South Loops of the Bethel ATV Trail two weeks ago. They didn't know the Trails were closed till they got back to where the South Loop crosses the Road just behind the gate and found the Gate closed and a sign indicating the ATV Trails were closed. The Recorder at the Wiggins Office also indicates the ATV Trails are closed. They found a couple of logs down but nothing they couldn't get over or around. George Hoffer tells me that The Saw Dust Piles has a lot of logs down and is not ridable. I have not been able to get back out to the Event Trails after the storm. I hope to get out there this week. If not maybe next week. I am still concentrating on the Creek Trail. Johnny & Jimmy May and I along with David Ashton Rode Hattiesburg Hollow a couple of Months ago and it had really grown up this Spring and Summer.

Wondering, I forward these "Alerts", everyone goes through and sends the letters/votes/etc... right?
As you read through this one, you'll see another draw on the funds available for recreation, Rob Peter and pooweee for Paul... The bill mentioned would put in place another avenue for the FS to get cash for Fire Fighting, and presumably other things, without depleting the recreation kitty.
Scroll down and hit the "Click here to take action" button on the right side... and since this needs to (pardon me) "Spread Like Wildfire", use the "Tell a Friend" feature and forward it to others you know that may not be on our SERA and Sandblasters Groups!

Support a "Rainy Day" Fund for Wildfire Suppression
The Forest Service has depleted all funds from its fire suppression account for fiscal year 2008. This means that Forest officials have to reduce spending on other priorities like recreation to continue to fund firefighting activities. $400 million has been recalled from agency programs throughout the nation.
Clearly fighting wildfires is of paramount importance and the Forest Service must do whatever is necessary to prevent and suppress fires; however, funding for other priorities needn’t be put in jeopardy. H.R. 5541, the Federal Land Assistance, Management, and Enhancement Act or FLAME Act, would establish a "rainy day" fund that land management officials could draw from in the event that fire suppression accounts are depleted in the future.

As a member of Americans for Responsible Recreational Access, I am writing in support of H.R. 5541, the Federal Land Assistance, Management, and Enhancement Act or FLAME Act. This measure recently passed the House of Representatives and is now pending before the Senate Energy and Natural Resources Committee.
2008 has been a devastating year in terms of forest fires. The financial resources of federal land agencies have been depleted due to rising fire suppressive costs. Today, more than 48% of the Forest Service budget is devoted to such expenditures and in a fire season like we have had this year, even that number isn't enough.
A better way is needed for managing the cost of catastrophic, emergency wildland fire suppression activities. From my standpoint, the FLAME Act meets this need by creating a special fund that could be tapped only when appropriated funds have been depleted. Having this flexibility would eliminate the need for the Congress to pass emergency supplemental funding measures when fire suppressive costs exceed the budget.
Also, the Forest Service has already recalled $400 million from agency programs throughout the nation to continue to fund firefighting activities this year. While fire suppression is necessarily of paramount importance other priorities like recreation and trail maintenance obviously suffer when they have funding taken away. Please enact the FLAME Act and support appropriating funds for the account that do not come at the expense of other land management priorities.
It's important that the Senate act on this measure during the closing days of the 110th Congress. Please encourage the Senate Energy and Natural Resources Committee to report H. R. 5541 to the full Senate and ask the Senate leadership to schedule a floor vote on this important legislation. Please don't adjourn for the November elections before passing this much needed legislation.

Jim that's about how I would describe it too. We did our Colorado trip 3 weeks ago (drove through Gunnison) ended up staying in Ouray and riding the "Alpine Loop" area (Engineers Pass, Imagine, Cinnamon), Gods country for sure! And very off-road friendly state!
