A week after the September 11th tragedy, a student in URBP 201 raised a poignant question:
What are we doing here, learning about planning, when all these horrific events are happening out there in the world?

His question may also be understood as: How can we, planners, respond to such events?
There are many ways in which we can begin to address this question as individuals.

In the meantime, the American Planning Association (APA) has begun a professional dialogue about the subject.

Dear APA Member:

The American Planning Association and its professional institute, The
American Institute of Certified Planners, expresses its sympathy to those
affected by the horrific tragedies of September 11. To the victims, their
families, and their friends, we offer our heartfelt thoughts and prayers. We
are all strengthened by the many acts of heroism and kindness shown by
caring people and by the continuing contributions so many are making in
service to others.

Our community of Planners has offered assistance to those who must now turn
to the long process of recovery and reconstruction. Many of our members will
be called upon for their personal contributions of talent and expertise
through APA or through others' requests in the coming months. For members
and friends, we will be offering a variety of opportunities for dialogue,

to share in APA's resources for Planning After September 11.

national policy dialogue on so many issues of human settlement and other

Hopefully everyone knows about the Peter Hall presentation tomorrow - not to

Clara st.

Hello all,

Robin Lee and I invite anyone interested in discussing the recent California
Chapter/APA annual conference held last weekend in Sacramento to meet with
us Monday night at Pizza-a-go-go, 117 E. San Carlos, SJ - yes, we reserved
the Boardroom!

On Friday, David, Karli, Anthony, and myself held a "post-conference"
meeting to go over this event.  The notes from our meeting are attached.

Robin was unable to attend, hence the Monday meeting -- and we thought, "Why
not invite anyone interested to join us?"

(Robin, Anthony, David, Karli and I attended the conference)

As some may know, we have a bit of a problem with Tuesday night UPC meetings
- some schedules just don't allow for it!!!!

William McDonough,  internationally acclaimed sustainability designer
and architect, will be in the Bay Area on November 14 and 15, 2001
William McDonough, FAIA
William McDonough is an internationally respected designer and one of
the  primary proponents and shapers of what he and his partners call
“The Next   Industrial Revolution.�  Time Magazine recently
recognized him as a “Hero for     the Planet�, stating that “his
utopianism is grounded in a unified philosophy     that – in
demonstrable and practical ways – is changing the design of the
world.�  His ideas and efforts were also honored when, in 1996, he
received     the Presidential Award for Sustainable Development, the
nation’s highest     environmental honor.

Mr. McDonough is founding principal of William McDonough + Partners,
Architects and Planners, a globally recognized design firm practicing
ecologically, socially, and economically intelligent architecture and
community design in the U.S. and abroad.  The firm has been a leader
in the     sustainable development movement since 1977.  Their design
of the Environmental Defense Fund offices, completed in 1985, helped
launch the   ‘green building’ movement.  Mr. McDonough and his team
are now working to     transform the Ford Motor Company’s Detroit
area River Rouge factory into a    sustainable building complex.
Recent award-winning projects for Gap  Inc.,    Nike, Herman Miller,
and Oberlin College have set new standards for design    quality,
environmental sensitivity, and functional effectiveness.

Mr. McDonough is a professor of Architecture at the University of
Virginia. He is also the former Dean of Architecture. In addition, he
is the founder and creative director, Institute for Sustainable
Design and Commerce, Darden   Graduate School of Business
Administration at the University of Virginia.

After inspiring a generation of environmental professionals in the
fields
of energy efficiency and renewable energy, Professor Gil Masters is
retiring from his illustrious and influential career as an award-winning

teacher in energy, environmental science and technology.

In honor of Professor Masters, a symposium entitled "Greening the
Universities: A Focus on Buildings" will be held on Nov. 10, 2001 from
8:30am - 4:00pm at the Science and Engineering Quad's Teaching Center,
Room 200 (TCSeq200).  The symposium is sponsored by Stanford Land &
Buildings, School of Engineering, Utilities Division, Civil &
Environmental Engineering Department, the Energy Foundation, and City of

Hayward is in the midst of revising its General Plan.  Join Greenbelt
Alliance in exploring how Hayward can take advantage of this rare
opportunity to implement a strategy for recreating the downtown as a
more lively, pedestrian friendly, and livable community that is
accessible to all. The morning will begin with a panel of speakers
and a discussion, followed by a tour to view examples of developments
already in progress, such as the transit hub at BART and the City
Walk town home project.  In addition, we will discuss other areas of
opportunity, such as creating a Foothill Boulevard corridor that is
more conducive to mixed use development and pedestrian use.

A joyous dinner party celebrating Don Rothblatt's 30 years of service to

community, state and nation as San Jose State University, Urban and
Regional
Planning Chair will be held at Fung Lum Restaurant in Campbell on
Friday,
November 30 starting at 6:30 pm.  Don stepped down as chair and retired
during
the summer of 2001, but continues to teach on a part time basis under
the
FERP program.
He is teaching this fall semester but not next spring.

Reservations must be received by Wednesday, November 21 in order for us
to
reserve sufficient tables for this grand event.  Indicate the names of
all
attendees. SJSU MUP students please indicate the year you started in the

program on your reservation.  Bring along a story or experience to
share.

Bay Area residents have demonstrated increasing support for urban growth

boundaries to reign in sprawl development. But imposing growth
boundaries
without corresponding changes in local land uses simply cuts off land
supply
and drives up costs. While "smart growth" and "livable communities" have

become popular buzzwords, the fact remains that land use policies that
introduce higher densities, reduce the amount of land used for parking,
or
move away from single-use zoning are highly controversial. Developers
still
find it easier to build in greenfield areas than in vacant or underused
lots
in older neighborhoods.

Urban Ecology is building an informed and effective constituency for
smart
growth. This one-day workshop will provide you with the tools to
evaluate
development projects for sustainable features and explain how to get
involved
in local land use issues.

party he has planned for Mon night.
It's expected to start shortly after class does - about 7:30pm.

Job Description: Project Manager, Green Resource Center

Summary: Lead staff at Berkeley non-profit Green Resource Center,
managing
and implementing two new and innovative green building projects.
Full-time,
$20/hr position.

General Information:

The Green Resource Center (³GRC²) is a non-profit 501(c)3 corporation
that
provides public information about green, environmentally sustainable
building. It currently holds two contracts to provide two specific
programs
to support and promote green building activity in Berkeley and the Bay
Area.
The GRC¹s Project Manager will be the lead staff person for the GRC, and

will be in charge of supervising and, in many cases, implementing the
two
contracted programs, extending green building information to a large
sector
of homeowners and also interacting with a wide range of architects,
engineers, consultants, developers, and homeowners. Other opportunities
may
include general representation of the GRC to visiting groups such as
researchers, designers, developers, and government. Other staff at the
GRC
includes an office manager/ bookkeeper, a variety of volunteers, and
office
space is shared with the ³Smart Lights² program of Community Energy
Services
and with Architects/ Designers/ Planners for Social Responsibility. The
GRC
is located at 1931 Center St. in downtown Berkeley, near the Berkeley
BART.

Project Information:

The Berkeley¹s Best Builders Program (³BBB²) is the City of Berkeley¹s
first
Green Building program. It conducts outreach to developers of
commercial,
industrial, and multi-family residential buildings to encourage ³green²,
or
lower-environmental impact, building strategies and technologies. It
provides developers and architects with free consulting sessions with
technical experts with a broad range of specialties and produces
follow-up
reports that contain green building recommendations. The BBB program was

begun in March 2001 and is the first project of its kind in the country.
It
is administered by the Green Resource Center (³GRC²) under contract with
the
City of Berkeley, and funds for the program come from the State of
California Integrated Waste Management Board, Alameda County Waste
Management Authority, and Pacific Gas & Electric Co. Applicants are
encouraged to view the program web site at
www.greenresourcecenter.org/bbb.

The Ask an Expert program will provide ³hotline² green building advice
and
information to primarily residential builders as an extension of a
volunteer
service already offered by the GRC. It receives inquiries about green
building topics, and provides replies through a combination of FAQ
sheets,
basic research by project of volunteer staff, or referral to a pool of
local
experts in a variety of green building fields. The formal,
contract-based
version of the current hotline system has not yet been implemented; the
Project Manager will help launch this exciting new service to the Bay
Area.
Ask an Expert is administered by the Green Resource Center (³GRC²) under

contract with the City of Berkeley, and funds for the program come from
the
Alameda County Waste Management Authority.

Job Description:

- Project Management: oversee project budget, tracking of completed and
pending consulting schedules, reporting to city supervisors, project
billing.
- Program Coordination: developer and architect outreach, management of
expert consultants, coordination with other program staff and city staff

involved in green building promotion.
- Board Communication: work with supervising Board members in developing

current projects, report to Board on progress of work. Board members
handle
most contract matters with City and grant sponsors.
- Consulting Supervision: preparation of BBB consulting sessions,
attendance
at consulting sessions, review and compilation of consultant reports,
final
reporting to program clients (i.e. developers and architects) and to
city
staff
- Ask an Expert Hotline Operation: Track and maintain a database of
inquiries and responses, coordinate limited consultations with green
building experts
- Volunteer Coordination: Supervise work of BBB volunteers in staffing
Ask
and Expert hotline and in other office functions as available. Recruit
and
train additional volunteers.
- Program Outreach: promote hotline and BBB service in local media and
through green building web sites or other community locations.

  Skills and Requirements:

- Architectural content: ³Green² architectural or other design and
construction experience is a requirement. A professional degree in
architecture is preferred but not required. (Please note that while
familiarity with these issues is a requirement, this position is also an

excellent opportunity to learn even more about green issues and the
developing demand for green services, and to become familiar with a
variety
of experts in the field.)
- Non-profit project management: Familiarity with managing small-scale
projects (e.g. budget and reporting functions) is highly preferred, but
architectural or other experience may be substituted instead.
- Self-sufficient office skills: ability to work with existing project
files
in MS Word ,MS Excel, and MS Outlook on Macintosh systems is required.
Filemaker Pro experience is greatly preferred. Other office functions
include general project correspondence and record-keeping.

  Length of Employment & Pay:
- Interviews will begin as soon as possible. Job is to start Jan. 14 or
as
soon as possible, beginning with a two week training period.
- Job is full time 40 hrs/ week. A 4/5 time position would also be
considered.
- Pay will be $20/hr ($40,000/year). Unfortunately, no benefits can be
offered at this time outside of the rewarding nature of the work and the

opportunity to develop and become a valuable part of the exciting and
progressive green building community
- Program length is subject to extension of City contracts, but minimum
of
one year duration.
