THE POSITION

Under the direction of the Planning Manager, the Assistant Planner primarily
processes design review permit applications for residential and commercial
projects within the Town, but also processes a variety of other zoning permits
as well as performing advance planning tasks and code enforcement. The Assistant
Planner prepares written staff reports and makes presentations to the Design
Review Board, and may make presentations to the Town Council, Planning
Commission and various committees. The Assistant Planner confers with and
advises architects, builders, attorneys, contractors, engineers, and the general
public regarding Town development policies and standards. The Assistant Planner
serves as the primary Planning Division contact at the public counters, and also
acts as backup to the front desk when the department clerical position is away
from the office. The Assistant Planner is required to make site visits in a Town
owned vehicle.

A valid California Driver's License is required.

THE IDEAL CANDIDATE

The ideal candidate will be a team player able to work cooperatively with staff
members, architects, contractors and homeowners. He/she will work well with the
public; have excellent verbal and written skills; and a personal commitment to
excellent customer service.

The ideal Assistant Planner will be a skilled professional who can work
independently, meet deadlines, and prepare complex reports and documents. The
ideal Assistant Planner shall possess excellent written and verbal communication
skills, have a good understanding of planning and zoning principles, and value a
strong customer service orientation. Additionally, the ideal candidate will:

• Be committed to a "team approach"
• Be able to forge and maintain cooperative relationships with elected
officials, the public and staff members
• Be an energetic, enthusiastic and hardworking individual who possesses a good
sense of humor
• Possess strong organizational skills

QUALIFICATIONS

Education and experience: the Assistant Planner position requires education and
experience equivalent to a Bachelor's Degree from an accredited college or
university with major course work in planning or a related field. As this is an
entry level planning position with the Town, one year of related experience is
strongly desired.

THE TOWN OF TIBURON

The Town of Tiburon, population 9,000, is located just a few miles north of the
Golden Gate Bridge in southern Marin County. The exceptional views, high quality
of schools, serene lifestyle, low crime levels, and quality services makes
Tiburon one of the most desirable places to live in the State.

Tiburon prizes its historic village character while enjoying easy access to San
Francisco. In 2000, Worth Magazine listed Tiburon as the 16th most expensive
place to live in the United States. With such affluence comes the expectation
for high level public services on the part of the residents and the business
community. The Town strives to meet that expectation.

THE ORGANIZATION

Tiburon was incorporated in 1964 as a General Law city and operates under a
Council/Manager form of government. The Town has a five-member Town Council from
which the Mayor is selected. The Town has 41 employees and a total operating
budget of $8.8 million. The Town is fiscally healthy with over $9 million in
reserves. The Town has four operating Departments: Administrative Services,
Community Development, Police, and Public Works. Town Staff takes pride in a
team approach to problem-solving and a congenial work environment.

THE DEPARTMENT

The Community Development Department consists of the Planning Division and the
Building Division. The Assistant Planner works within the Planning Division of
the Town. The Planning Division is responsible for managing the physical
development of the Town in an orderly manner, in accordance with the General
Plan, Zoning Ordinance, Municipal Code, Town Council policies, as well as State
and Federal regulations. The Division consists of four employees: Director of
Community Development, Planning Manager, Planning Secretary and the Assistant
Planner.

COMPENSATION AND BENEFITS

Retirement: the Town participates in the CaiPERS retirement system. Based on
your status with CaiPERS you will either be enrolled in the 2% @ 55 retirement
formula in which employees contribute 7%, or in the 2% @ 62 formula whereby
employees contribute 50% of the normal cost, which is currently 6.5%.

Cafeteria Benefit Plan: the Town provides a monthly allowance of $1,337/mo.
towards medical, dental, life insurance, and long- term disability insurance for
employee and dependents. If the full amount is not used, any remaining portion
up to $400 per month shall be deposited into the Town's Deferred Compensation
Plan in the employee's name.

Vacation: twelve days per year for first five years.

Sick Leave: accrue one day per month with unlimited cap.

Holidays: twelve paid holidays per year.

Work Schedule: the Assistant Planner position works a 9/70 schedule, with every
other Friday off. The Town works a 35 hour work week.

The Town of Portola Valley, a small rural (population 4,500) community
located 5 miles west of Stanford University in the foothills of San
Mateo County seeks a highly organized and enthusiastic Intern to assist
with the Town’s sustainability-related efforts. The Sustainability

related to energy and water conservation. The primary assignment will be

INTENT OF THE INTERNSHIP:  The intent of the internship is to give
individuals, who are usually fresh out of planning school (graduate or
undergraduate), the opportunity for professional growth while they
contribute to a studio that is doing cutting-edge work.  We provide an
intermediate experience between school and professional work.  An
internship here is an opportunity to participate in an office with a
distinct social agenda – promotion of community, creating more

While our firm is predominantly an architecture firm, we are very
involved in neighborhood design, planning and development research,

SKILLS and RESPONSIBILITIES:

DESIGN PHILOSOPHY:  It is our aim to honor natural resources and to

in creating a more livable, walkable living environment through

COMPENSATION:  Interns volunteer for the first month and are then paid
minimum wage for the following months.  We do not attempt to make

Department of Planning and Building: Strategic Planning Division

The City of Oakland Strategic Planning Division is seeking an intern
to assist with long-range planning projects; the internship provides a
great opportunity to learn about efforts the City is making to improve
the quality of life for residents, and to encourage new housing,
office, and retail development.  On-going projects the internship
would assist with include: the West Oakland Specific Plan; the Lake
Merritt Station Area Plan, the Broadway Valdez Specific Plan, as well
as other projects. Interns will be expected to help with logistics and
facilitating community workshops, preparing maps in GIS, preparing
graphics, and conducting research.



Skills and Abilities: Minimum qualifications include proficiency with
Microsoft Word and Excel, along with graphic and mapping capabilities.
Interns should be comfortable using ArcGIS, which would include, at a
minimum, having skills in basic map design and experience performing
attribute and spatial queries.  Candidates should also know how to use
programs in the Adobe Suite (e.g. Illustrator, InDesign, and/or
Photoshop); also familiarity with SketchUp is ideal.



Compensation Range : Up to $16 per hour, D.O.E.



Availability: Interns should be available to work at least 15 hours
(up to 22 hours) per week during regular business hours.  This
internship is only guaranteed through June 30, 2013, with the
possibility of summer employment, depending on the resolution of
ongoing budget negotiations.  Days of the week are flexible.

City Design Collective seeks an entry or mid-level urban designer to assist
with a wide range of urban design project types. The ideal candidate will
have a strong interest in urban design, and its role in the planning and
revitalization of economically, environmentally, and culturally vibrant and

Current City Design Collective project types include:

Joseph Kott will be presenting “Sustainable Streets, Sustainable Transportation”

Abstract: Since automobile use became widespread in North America,
Europe, and Australia during the first two decades of the 20th
century, cities and their streets have been re-shaped to adapt to the
motor vehicle surge. Efforts are now underway to re-define the purpose
of arterial streets and to re-design these important thoroughfares
accordingly. This movement has taken a variety of names, including
“Livable Streets”, “Context Sensitive Streets” and “Complete Streets”.
Such streets are multimodal transport links as well as places for
socio-economic life and active living.  This talk presents partial
findings, mainly those pertaining to pedestrian activity, from
research on assessing just how “active” and “sustainable” are a set of
arterial streets in five San Francisco Bay Area cities. Six streets,
two re-designed as more “livable” or more “context sensitive” streets,
and four more conventional arterial streets, are compared across a set
of objective performance metrics and subjective assessments from
street users and businesses. The analysis was grounded in a mixed
methods approach. Streets were evaluated on an array of quantitative
measures, as well as the results of six street user focus groups and
surveys of 716 street users and local businesses. An important outcome
of the research is a framework or model for influences on and supports
for street activity and sustainability. Thesis findings affirm the
importance to communities of multi-purpose street environments.
Thesis results show that arterial streets can be re-designed to
engender activity and promote sustainability. This research confirmed
the importance of providing space on arterial streets for pedestrians,
cyclists, and transit users.

Bio: Joseph Kott, PhD, AICP, PTP:  Dr. Joseph Kott has over thirty
years of experience in transportation planning at the local, regional,
and state geographic scales for both public agencies and private
consultancies. He served as Chief Transportation Official for the City
of Palo Alto for seven years.  Dr. Kott teaches courses in
transportation and the environment and planning for sustainable urban
and regional transportation as an adjunct faculty member within the
San Jose State University Department of Urban and Regional Planning
and the Stanford University Program on Urban Studies, where he also
serves as Visiting Scholar.

Dr. Kott holds a B.A. from Wayne State University in Detroit, a
master’s degree in urban and regional planning from the University of
North Carolina at Chapel Hill, master’s degrees in both transport
planning and traffic engineering from Monash University in Melbourne,
Australia, and a PhD in urban and regional transport planning from
Curtin University in Perth, Australia, where he was affiliated with
the Curtin University Sustainability Policy Institute lead by
Professor Peter Newman.  Dr. Kott is a Michigan native, from a family
with four generations of service within the automobile industry in
Detroit and its environs.

Mark Tewdwr-Jones is Professor of Town Planning at Newcastle
University’s School of Architecture, Planning and Landscape. He
possesses 20 years of experience teaching and writing about urban and
regional planning, housing, local communities, public participation,
and the history of places. He has advised ministers in UK Government
on aspects of planning, and has recently served as a lead expert for
the Government Chief Scientist’s Foresight project on Land Use
Futures. A 13th book, The Collaborating Planning, is currently in
print. Tewdwr-Jones’s current research focuses on planning and place
making, specifically how we perceive change in our environments, and
how environmental capacity of land can contribute towards local
economic development.

The Impact of a Mass Rapid Transit System on Residential Property Values:
The Case of Kaohsiung, Taiwan


Abstract: The construction of a public transit system in a large
metropolitan area can relieve congestion, enhance mobility, and
improve air quality. In a well-functioning housing market, these
benefits will be reflected in housing prices. In this paper, we
analyze transactions of apartments with elevators from 2007 and 2009
in Kaohsiung (Taiwan’s second largest city) to capture the impact of
the opening in 2008 of a new mass rapid transit (MRT) system. Our data
includes time on market information (TOM) so we integrate two-stage
least-squares in a geographically weighted regression model to tackle
the joint determination of price and TOM while allowing for spatial
non-stationarity. We find evidence of spatial non-stationarity but
accounting for TOM has a negligible impact on our results. Moreover,
the opening of the MRT had a statistically significant and positive
impact on the value of apartments with elevators, although the value
of this MRT was (surprisingly) not fully capitalized in the housing
market in 2007.


Bio: Jean-Daniel Saphores is an associate professor in civil and
environmental  engineering at the University of California, Irvine. He
earned a PhD in  applied economics as well as a Master in
environmental systems engineering  from Cornell University. His
research interests include transportation  systems and environmental
systems

Excellent writing, oral communication, and computer skills are required.
Candidates should be able to demonstrate an active interest in current
environmental planning issues; affiliations with relevant professional
organizations are a plus. The successful candidate will have the best
combination of skills and experience from at least some of the following
areas: NEPA and CEQA compliance, environmental regulation analysis and
assistance, permitting, land use entitlement permit applications,
plan-making, GIS development and analyses, local or regional agency

reduce green house emissions to 1990 levels, municipalities are seeking ways to
implement the commercial recycling componenet of the Bill.

International Zero Waste Week 2013 will feature professionals in the solid waste
