Scotts Valley is situated in northern Santa Cruz County and serves as
a gateway between the Coast and Silicon Valley. Located in the
picturesque Santa Cruz Mountains, Scotts Valley is only six miles from
the County’s famous beach and boardwalk. The City of Scotts Valley
seeks a highly motivated and creative Community Development Director
who wants to take the next step in their professional development to
Deputy City Manager. The Community Development Director/Deputy City
Manager (CDD/DCM) reports to the City Manager and will assist the City
Manager with the daily management of the City. This position offers a
variety of interesting and challenging responsibilities. The CDD/DCM
would act as City Manager in the Manager’s absence. The CDD/DCM will
be expected to take responsibility for the City’s efforts to maintain
and improve the economic health of the City. The position will also
assist in the completion of redevelopment projects and
responsibilities. The CDD/DCM is also responsible for the current and
advanced Planning Programs, preparation and maintenance of the General
Plan, and Code Enforcement.

The ideal candidate is an experienced administrator who sees the big
picture and incorporates economic development, housing,
transportation, and planning issues into projects. This person will be
expected to bring a high level of professional and technical
expertise, and well-developed management skills to the job. In
addition to management of the day-to-day activities of the Planning
Department, the CDD/DCM is expected to be able to respond to new
opportunities and to facilitate the development of new business and
industry, as well as the expansion and retention of existing business
and industry. Specific competencies should include strong
interpersonal skills and predisposition for innovation, ability to
write and communicate verbally with a variety of audiences, skills in
budgeting, financial and personnel management, and knowledge of
various state and federal programs.

Any combination of training and experience that is likely to produce the
required knowledge and skills is qualifying. Typically, this would be obtained
by: Education: Equivalent to possession of a Bachelor of Arts degree from an
accredited college or university with major course work in civil engineering,
construction technology or related field. And Experience: Sufficient responsible
experience in water, recycled water systems, advanced wastewater treatment
operations and environmental compliance, management, administration,
coordination, and operation, including supervisory experience, to demonstrate
possession of the knowledge and abilities listed above and with a minimum of two
years in a supervisory or administrative capacity.

The City of Healdsburg is accepting applications for the position of Deputy
Public Works Director. The Deputy Public Works Director is a regular full-time
administrative exempt position reporting directly to the Public Works Director.
Under general policy direction manages, plans, directs and reviews the
operational activities of the department with emphasis on the Public Works
utility operations division including water production, treatment and
distribution, wastewater collection, treatment and disposal, storm water
management and performs other related work as assigned. The incumbent will also
serve as the Director in the absence of the Public Works Director and may
represent the Department at various meetings and events. This is an assistant
department head level classification in the Public Works Department. Under
general direction of the Public Works Director, the Deputy Director will
exercise considerable independent judgment in developing and
  supervising the implementation of technical and operational procedures of the
water, wastewater and storm water operations and plans and organizes daily and
long range activities for the utility operations group and other operations
technical staff. This class differs from Public Works Director which has overall
management responsibility for the entire Public Works department, functions, and
programs. General direction is provided by the Public Works
Director;responsibilities include direct and indirect supervision of other
management, technical, maintenance, and clerical staff as assigned.

Planning for Healthy Places (PHP), a project of PHLP, explores

support healthier communities.

Duties & Responsibilities:

• Research and writing on a variety of cutting-edge redevelopment,
economic development, and land use policy issues
• Develop best practices around food system planning at a regional and
local level
• Research strategies to reinforce health and community engagement
concerns in transportation planning and climate change legislation
• Provide research, analysis, and information to strengthen state and
local laws and policies to create healthy, sustainable communities

Desired Qualifications:

• 1st or 2nd year graduate student in city and regional planning or
public policy is required
• Familiarity with land use planning processes, including
transportation, redevelopment, and food system planning
• Excellent research, analytic, and writing skills
• Well-organized and detail-oriented
• Available up to 40 hours/week between May 15th through August 15th,
2011 (approximately 10 weeks)

Compensation:

Sustainable Communities Initiative: A New Direction for America

Shelley Poticha, Senior Advisor
U.S. Department of Housing and Urban Development

Ms. Poticha will describe what it means to be sustainable and why sustainability
is important for Valley communities. Then she will explain why the Sustainable
Communities Initiative was developed and what HUD, DOT, and EPA expect the
program to achieve. Among the regions that received a Sustainable Communities
Initiative grant is the San Joaquin Valley, represented by 14 co-grantee cities.

Shelley Poticha is the Director for the Sustainable Housing and Communities at
the U.S. Department of Housing and Urban Development. Poticha has also been a
Co-Chair at Transportation for America since its launch in 2008, president and
CEO of the national nonprofit Reconnecting America since 2004, and former
executive director of the Congress for the New Urbanism. Throughout her career,
Poticha has become a national leader for the reform of land-use and
transportation planning and policy and has helped stimulate a national
conversation about the role of transportation in shaping communities and making
them more sustainable and affordable. Shelley has co-authored several books,
including The New Transit Town: Best Practices in Transit-Oriented Development,
Street Smart: Streetcars and Cities in the 21st Century, and The Next American
Metropolis, as well as the Charter of the New Urbanism.

Author of the book Collaborative Planning, Professor Patsy Healey was
awarded the Order of the British Empire and the Royal Town Planning
Institute’s Gold Medal for her contributions to the field. Her talk
will explore actor-network theory, policy ‘discourse analysis,’
hegemonic projects, the origin and traveling stories of ideas, and the
translation experiences through which the ideas and practices get
localised.

Healey is a professor emeritus in the School of Architecture, Planning
and Landscape at Newcastle University. She is widely known for her
work on planning theory, on strategic spatial planning for city
regions and on urban regeneration policies. She was awarded the Order
of the British Empire in 1999 and the Royal Town Planning Institute’s
Gold Medal in 2007. In 2009, she was made a Fellow of the British
Academy.

AMBAG Planning Internships
Summer & Fall 2011

The Association of Monterey Bay Area Governments’ Planning Department has
multiple internships available for the Summer and Fall of 2011 .  The AMBAG
planning intern(s) will assist with the development of one of California’s
first Sustainable Communities Strategies pursuant to CA Senate Bill 375.

AMBAG is both the federally designated Metropolitan Planning Organization (MPO)
for Santa Cruz, Monterey and San Benito Counties and the cities within.  and the
Council of Governments (COG) for Santa Cruz and Monterey Counties. Under SB 375,
the 18 MPOs in California must prepare a "Sustainable Communities Strategy" to
reduce the amount of vehicle miles traveled (VMT) in their respective regions
and demonstrate the ability for the region reduce per capita greenhouse gas
emissions through coordinated land use and transportation planning.
The first Sustainable Communities Strategy for the Monterey Bay Area will be
drafted and integrated into the next Metropolitan Transportation Plan.
AMBAG Planning Internships may range from 10 hours per week to up to 30 hours
per week.  Interns will be expected to work in AMBAG’s Marina office but may
also telecommute for portion of the weekly commitment, based on AMBAG needs.

Internships fall under three categories:

1. Planning & Analyst Intern
2. Planning & Analyst Intern â€" Spanish Translation
3. Visualization/Urban Design Intern

• Familiarity with urban design concepts

• Experience using Adobe Photoshop and/or Illustrator

  Preferred Qualifications

• Demonstrated design skills (inclusive of landscape architecture,

*THE POSITION*

The Analyst will support the Managing Director for Investments in evaluating
a wide range of private equity real estate funds, primarily in the Western

Join us in welcoming Frances Moore Lappé as she challenges us to develop an
“eco-mind”— the ability to think like an ecosystem— to see the world, and
our place in it.  Through the lens of ecology, we can make what Ms. Lappé
calls “thought leaps: ”moving from fixing problems that appear to be outside
ourselves, such as climate change or hunger, to enacting change from within
the ecological systems we are part of."  Ms. Lappé will share stories from
around the world of everyday people shifting from despair to practical
solutions, from fear to possibility. Frances Moore Lappé is the author of 17
books including *Diet for a Small Planet*, which sold 3 million copies. She
is the cofounder of three organizations, including Food First: The Institute
for Food and Development Policy <http://www.foodfirst.org/> and, more
recently, the Small Planet Institute <http://smallplanet.org/>, a
collaborative network for research and popular education seeking to bring
democracy to everyday life.  Frances has received the Right Livelihood Award
(an “Alternative Nobel” in 1987) and the James Beard Foundation
‘Humanitarian of the Year’ Award (2008) for her lifelong impact on the way
people all over the world think about food, nutrition, and agriculture.
