Attached is an announcement for the Urban Planning Department Barbecue on Saturday, May 3.  The word document can be used as a color poster for the event.  It includes directions.  Could you please send it to everyone in the Urban Planning Department. 
 
All the arrangements for the food and the site have been made.  However, if anyone would like to help plan some activities (e.g. contests, games) it would be appreciated.  I will be bringing a frisbee, football, paddle balls and a kite but maybe some of the other students have ideas or equipment that could add to the fun.  Anyone who wants to coordinate activities can let me know.
 
I am looking forward to May 3.  It should be a lot of fun!

The Costs of
San Jose's Urban-Growth Boundary and Light-Rail Transit

San Jose's urban-growth boundary and other land-use rules caused the
increase of housing prices to be tenfold over the last 25 years.  Housing
prices in many less-regulated but faster-growing areas have increased only
fourfold.  Light-rail transit carries so few people that it increases
congestion, relative to alternative uses of the space and resources. Santa
Clara County light rail is the nation's second-worst-performing light-rail
system, with high operating costs and low ridership.  Government
intervention has reduced livability and made the poor suffer.


Randal O'Toole is senior economist with the Thoreau Institute, a non-profit
organization dedicated to finding ways to protect the environment without
big government.  As a resident of the Portland area,
he began working on urban planning issues in 1995 by studying Portland's
"smart-growth" plans for higher-density housing and light-rail transit. This
led to his book, The Vanishing Automobile and Other Urban Myths.  In recent
years, O'Toole has been invited to teach at Yale University, the University
of California at Berkeley, and Utah State University.

O'Toole currently lives in Bandon, Oregon, on the southern Oregon coast.

The California Planning Foundation offers nine statewide scholarships ranging from $ 500 to $ 3,000 for students entering their final year of an accredited professional plannning degree program.

Application deadline is May 2nd, 2003.

Applicants must submit the application form, an official transcript, and three sealed letters of recommendation (two from faculty and one from either an academic or professional acquaintance.) Recommendations must be from individuals who are familiar with the applicant's background, potential as a planner and/or financial need.

Application forms are available in the Urban Planning Department's main office and bulletin boards. Please make sure to apply!

S P R A W L and Sustainability: Land Use and the New

Sprawl is a major challenge to planning and sustainability
efforts in metropolitan areas throughout the US, and
particularly in California. Current land use and tax
policies in tandem with the tight economy will increase
municipalities' dependence on land use for revenue.
As planners, residents, and workers address historical
inequities, new budget realities are likely to exacerbate
the historical inequities that have so shaped our cities.
Our Roundtable will provide a forum for professionals
to tease out the core tensions surrounding urban sprawl
in the context of creating a more sustainable and equitable
infrastructure.

Philip J. Ethington is Professor of History and Associate Dean for
Regional Initiatives (Information Services Division) at the University
of Southern California.  He also serves as the North American Editor of
the journal Urban History (Cambridge University Press).  An
interdisciplinary historian of urban politics and society, he has
contributed to the fields of historical political science, historical
sociology, architectural history, and to the intellectual history of the

humanities and social sciences. His first book, Public City: The
Political Construction of Urban Life in San Francisco, 1850-1900
(Cambridge Univ. Press, 1994; Univ. of Calif. Press, 2001) was called a
"breakthrough book" in urban studies by Lingua Franca.  He has pioneered

the use of multimedia for advanced scholarship, publishing the American
Historical Review's first online-only multimedia essay "Los Angeles and
the Problem of Urban Historical Knowledge" (2000).  He is now leading a
digital publishing initiative for Cambridge Journals Online.  Ethington
is currently completing his second book, about global political economy,

racial segregation, visual culture, and the rebuilt spatial environment,

called Ghost Metropolis: Los Angeles and the Cartography of Time,
1921-2001.  His 1940-2000 census time series maps have been featured in
the New York Times, the Los Angeles Times, and the News Hour with Jim
Lehrer.

This coming Wednesday, Professor Joan Nassauer will discuss, "The role of
landscape scenario design in developing landscape indicators."

Landscape indicators are needed to measure changes in the appearance of
the
landscape that might be effected by policy.  To anticipate the effects of
policy, landscape scenarios that imagine a future different from the past
may
be useful.  Nassauer will talk about an approach to landscape scenario
design
that she has used in past projects that focused on agricultural landscapes
and
sprawl, and she will examine how this approach could be used to develop
landscape indicators.

Joan Iverson Nassauer, FASLA, is Professor of Landscape Architecture in
the
School of Natural Resources and Environment at the University of Michigan
in
Ann Arbor, Michigan. Her work seeks to understand what people value about
the
appearance of landscapes and to use their values as a means of introducing

ecological benefits by design. Recent projects address urban landscape
ecology
- retrofitting the city to improve ecological health in residential
neighborhoods and in brownfield redevelopment, ecological alternatives to
sprawl, and methods for generating alternative future landscapes.

A national survey released on April 1 found that Americans are eager to
walk more places, more often, and willing to invest in making it possible.
The STPP poll was made possible by the support of the Robert Wood Johnson
Foundation and found that 55% of adults would like to walk more. The poll
shows overwhelming support for policies that make the walking less
dangerous for people of all ages, especially children. A majority (68%)
favors spending more federal dollars to improve walkability, even within a
constrained budget.  Kristi Kimball will present an overview of the poll
results and make copies available.

This year, Congress must reauthorize the federal transportation law
TEA-21.  The poll shows that Americans want more of the nearly $300
billion that will be spent in the new law to go toward building walkable
communities. In California, only 0.6% of federal funds were spent on
pedestrian/bicycle facilities.  Kristi will provide an update on STPP's
work in Washington DC on the national TEA-21 reauthorization debate and
share information about how this bill impacts California, as well as, ways
to become involved.

TSCN members and public health officials want to make walking and
bicycling easy options for people of all ages, especially as they face the
epidemic rise in obesity, diabetes, and asthma. In California, 22 percent
of adults are considered obese. This can be done if policies are designed
to alter land use patterns and the transportation system in order to
reduce health and safety risks to people and the environment.  Meanwhile,
47 percent of all trips in California under a half-mile are made in a
motor vehicle -- trips that could be taken by foot or bicycle. Often,
barriers such as wide, high-speed streets, large parking lots, or lack of
sidewalks/bike paths make walking and bicycling unsafe.  In California,
pedestrians comprise more than 18 percent of all traffic deaths.

STPP is a national coalition of more than 800 organizations working to
ensure that transportation policy and investments strengthen the economy,
promote social equity, protect neighborhoods, provide better travel
choices, and make communities more livable.  STPP has become the
nationally recognized coordinator of the U.S. transportation reform
movement ? working with policy makers, grassroots groups, citizens,
community and environmental organizations, and the media to shape the
massive federal transportation system. In California, their efforts have
shifted millions in state transportation funds into livable community
projects and new incentives for smart growth. STPP was a sponsor of the
popular Safe Routes to School Act, which has sparked similar proposals in
nine other states.

Kristi works on STPP's state-level policy initiatives and legislation
related to transportation and smart growth. Also, she is involved in local
policy reform efforts in the San Francisco/Monterey Bay Area.

The Friends of Sausal Creek are seeking an Operations Manager to provide
organizational support to the group.  The Friends are a
community-based group of residents, teachers, students, merchants, and
elected officials working together to improve the Sausal Creek Watershed
within the City of Oakland, with an ultimate vision of a healthy riparian
corridor linking the hills and the Bay. Our organization's primary creek
improvement activities, the weekend workdays and field events in the
watershed and at the Native Plant Nursery, depend on volunteers to carry
out a variety of field tasks, such as removal of non-native plant species,
propagating and planting native plants, and monitoring.

Position Description
The Operations Manager provides organizational support to the Friends of
Sausal Creek, based in Oakland. The Operations Manager acts as the liaison
for the organization and its Board of Directors, providing information and
services to the public, members of the group, city and county personnel
who support the program, other community groups, and our funders. The Operations
Manager also plays a leadership role
within the organization, through fundraising, tracking and implementing
all the group's activities, and managing the finances under the Board's
direction.

General Characteristics and Required Skills
The Friends, a nonprofit organization, seek an individual who can work
with the Board of Directors and other active volunteers to raise funds and
establish administrative systems for a recently incorporated nonprofit.
The successful candidate will be able to: (1) plan, implement, and
coordinate a variety of projects simultaneously; (2) work independently
while at the same time accepting guidance from Board of Directors and
volunteers; (3) delegate tasks and projects when appropriate; and (4)
communicate effectively both orally and in writing. Experience
facilitating groups is desirable. A working knowledge of word-processing,
spreadsheet and database software is required; desktop publishing and webpage
design experience is helpful. Experience
writing grants and/or reporting to funders, and prior work in a nonprofit
setting are strong plusses.  Applicants should be prepared to work from home,
have a valid driver's
license, and access to a car.

Direction Received
The Operations Manager receives guidance and direction from the FOSC Board
of Directors and will report to a designated member of the board.


Responsibilities
·        Handle all paperwork for the group
·        Work with bookkeeper and treasurer to ensure that FOSC's financial
records are in order and do billings
·        Field all phone calls--be point person for information regarding  all
group activities
·        Provide support and guidance to Board members and other volunteers on a
variety of projects
·        Work on fund development
·        Do outreach for FOSC events, including update website listings, staff
table at street fairs, write articles for local papers
·        Empty the P.O. Box and handle correspondence
·        Coordinate and maintain systems to track all FOSC activities and
accomplishments
·        Maintain database
·        Publish bi-monthly newsletter in coordination with our newsletter
designer

·        Plan and lead monthly volunteer meetings
·        Attend monthly Board of Director meetings
·        Attend monthly Administrative Committee meetings and other meetings as
needed
·        Assist with outreach to volunteers throughout the watershed, 
particularly
in the Fruitvale area of the lower watershed
·        Attend a work event once a month

Terms
This is a position without benefits, starting June 1, 2002. There is a
six-month probationary period.  The rate of pay is $15-20 per hour, DOE;
the number of hours required would average 20 hours per week.  More hours

An exciting and challenging career opportunity exists in the City of
Grover
Beach for the position of Community Development
Director. The new Director will be responsible for a wide variety of
functions, including the City's planning and community
development.

Successful candidates will possess the equivalent of a bachelor's degree
with major course work in city planning, engineering,
public administration, or a related field, as well as broad and extensive
work experience in community planning, redevelopment,
CIP implementation, and/or public works, including at least two years in a

supervisory or a department head capacity. A valid
California driver's license and a satisfactory driving record are also
required. A master's degree is highly desirable.
