Join the WRCA for the Fall 2009 Environmental Engineering seminar series this
Friday. We are pleased to host Peter Gleick, President and co-founder of the
Pacific Institute.  Dr. Gleick will be giving a presentation titled "Peak Water:
The World's Water Crisis." The seminar this week is sponsored by the Water
Resources Center Archives.  The seminar will be held Friday, October 23rd in 406
Davis Hall from 12-1 PM. Please see the attached poster for details of the

The sustainable management and use of fresh water is one of the pre-eminent
resource challenges of our time. As the climate changes, populations grow, and
economies expand, pressures on the planet's limited freshwater resources are
increasing, raising the risk of political and military conflict, worsening human
health, and expanding ecological destruction. Dr. Peter H. Gleick, one of the
world's experts on global water issues, will discuss the water crisis, the
concept of "Peak Water," and the "soft path for water" -- a new approach to
sustainable water management and use. He will discuss innovative use of new and
old technologies, the smart use of economics, ecosystem restoration, and
re-thinking both water supply and water demand. These solutions offer a positive
vision for water in the coming decades. Gleick is a MacArthur Fellow, a member
of the U.S. National Academy of Sciences, and is president and co-founder of the
Pacific Institute in Oakland, California. He has a Ph.D from the Energy and
Resources Group at UC Berkeley (1986).

This is a unique opportunity. A manager at a major Silicon
Valley firm needs a research assistant to help on a personal project. For the
applicant, this is a chance to work with a proven technology manager. You’ll
learn project management skills, get a specific job-related experience for a
resume, and build a relationship with someone who can provide a solid referral.
Compensation may be possible down the line.



The ultimate goals of the project are to combine GIS data in
a way that opens it up for analysis by the public.  Currently, too much
transportation planning
data is locked away, with raw data only available at a cost and the more
refined data from transportation models completely unavailable. As we’ve seen
in many industries, there are many amazingly intelligent people who – given the
chance, the data, and the right tools -- could design new bus routes, evaluate
transportation proposals, and propose terrific new ideas.
  My goal is to take a
few steps in that direction.


There are two parts to this job, a programming role and a
GIS role.  It is possible that they could
be split between two people.
  Part 1: I have existing code that can plan new
routes for fixed guideway transit and then evaluate the ridership potential.
This is currently in Python, and you would be asked to take the existing code
and change out the main algorithm (a version of Dijkstra’s Algorithm) to use
the data from Part 2.

Part 2: Find as
much data available as possible in the Bay Area – preferably Santa Clara County
– that would help create very detailed origin-destination paths for commute and
non-commute travel. For example, census data can provide origin-destination
numbers at the TAZ level. By overlaying zoning information you could narrow
down which areas are more likely to contain origins (residential) versus
destination (commercial and industrial). Parcel outlines can narrow the options
farther, and combined with metadata such as Building Type, Number of Units and
Square Footage, you could make even better guesses about where the true origins
and destinations are. This data will then be shared publicly for use by other
researchers.


Occasionally travel to Mountain View might be required, but
this is mostly done when and where you choose. (Near the Caltrain station and a
10-minute walk from the #22 bus.)

The Position
The Office of Housing and Redevelopment serves as the City’s real
estate development arm. Working closely with the Planning and
Engineering divisions, City Attorney’s office and outside legal
counsel, the Project Manager plays a key role in planning,
coordinating, facilitating and implementing key planning initiatives
which will further the Agency’s work program. The Agency’s projects
encompass the revitalization of commercial corridors, land assemblage
and disposition, business retention and recruitment (in collaboration
with the Office of Economic Development), small business assistance
(the Agency’s Commercial Rehabilitation Loan Program) and
environmental clean up strategies. A sample of current projects in the
Redevelopment Project Areas include: implementation of Bay Street
Streetscape improvements in the Irvington Project Area, development of
key Agency-owned sites in the Niles and Centerville Project Areas,
assisting in the planning for new development areas and affordable
housing developments. This Project Manager position will primarily be
focused on managing administrative undertakings such as Redevelopment
Plan Amendments, preparation of Implementation Plans and analyzing the
legal and financial feasibility of new initiatives. This position will
work twenty-five (25) hours per week. This temporary assignment does
not include benefits.

Additional Responsibilities
-Coordinate complex (and sometimes lengthy) legal processes to modify
Redevelopment Plans.
-Conduct negotiations with affected parties such as taxing entities
and owners/developers of properties slated for redevelopment.
-Serve as key point of contact with outside agencies regarding the
Agency’s legal/administrative undertakings.
-Administer service contracts between the Agency and consultants.
-Monitor and oversee contracts.
-Assist in budget preparation.
-Coordinate with City, federal, state, non-profit agencies and private
companies to develop resources.
-Develop specifications and prepare requests for proposals and grant
applications.
-Prepare and negotiate contracts for development financing, land
acquisition or disposition, technical or administrative assistance,
program services or inter-agency cooperation.
-Review land use and site development plans in conjunction with City
planning staff as required, both in office and on site.
-Coordinate multidisciplinary staff and consultant teams.

The Ideal Candidate
The City is seeking a self-motivated, detail-oriented and
collaborative team player who is able to manage complex projects with
multiple stakeholders. The Project Manager must be effective in
coordinating working groups, conducting community outreach efforts and
making public presentations. The Project Manager must possess
knowledge of principles, practices and legal requirements of
redevelopment, affordable housing and economic development; and be
familiar with financial modeling and financial projections. The
incumbent must demonstrate the ability to communicate effectively
orally and in writing, while comfortably working in a diverse
environment. The successful candidate must also have the ability to
prepare and present comprehensive reports both orally and in writing;
project consequences of proposed actions and implement recommendations
in support of goals; and demonstrate resourcefulness, courtesy and
initiative and communicate effectively with individuals from a variety
of cultural and socio-economic backgrounds.

This classification requires the ability to travel independently
within and outside of the City limits to perform
the assigned duties and responsibilities.

For Palo Alto and other suburbs to meet their greenhouse gas reductions per
state legislation (AB 32 and SB 375), they will have to reduce them from the 
greatest source - transportation.  That means walking, biking, carpooling, and
taking shuttles, buses, and transit more, and driving - yes, even in the
signature car of Palo Alto - the Prius, less.

Can it be done?
What role does land use play?

On Thursday morning, Dan will present his interactive forum on attractive
residential and mixed-use density using pictures from downtown Palo Alto.  These
residences are 'higher' density and walking distance to downtown, the train
station, transit center, and the buses and shuttles that serve downtown.

You will be asked to guess their density in Dan's interactive and captivating
presentation.
