Dr Pellegram summarised the Council's officer report that recommends refusing the Copyhold application, mainly on the grounds of the Green Belt location and the visual impact of the EfW plant.
The Committee heard further evidence from local councillors representing residents' concerns, especially over the size and location of the proposed development, as well as traffic and safety issues. One stressed the need for a municipal waste strategy in which incineration could play a part.
Debate on the application was wide-ranging. Highways matters continued to come up, and there were queries over the growth of the waste stream and the role of recycling in Surrey. Diverse views on recycling and incineration nationally as well as locally were also highlighted.
The Committee unanimously agreed the officer recommendation to refuse the application.
