Here's my story:
I used to be a manager, in the mid-90s. When IBM started the practice
of ranking employees, I was told by my 3rd-line to rank one of the
folks in my dept a "4-check", which was the kiss of death at that time
(the old-timers, who joined before Gerstner took over, will
understand). The guy had 30 years with the company and did NOT deserve
a low ranking. So I refused to do it. And I resigned.
I came back to IBM a few years later. This time alas, I am on the
other side of the table: I refused to give out an unfair appraisal,
but my current boss doesn't have the same scruples. So I am on the RA
list.
That's ok, karma will take care of things.

the next year when we did the same thing all over again. With the
skills thing most of the stuff didn't even apply to what we did. The
whole damn PBC/Skills thing was nothing but a waste of time. Who
dreams this stupid things up anyway?
