Mourners in gutted Beslan school
The bloodbath in Beslan left many questions unanswered

Nearly 400 people who were held hostage in the Beslan school siege are still unaccounted for, according to a website run by teachers who were there.

 

The list of killed, injured or missing on the www.beslan.ru website has 1,338 names - while the prosecutor-general's office gave a total of 1,156.

 

Three local police officers have been charged with negligence over the siege, in which at least 338 people died.

A Russian parliamentary commission has started investigating the tragedy.

Russian Ekho Moskvy radio reports that more than 80 bodies remain unidentified.

Nearly half of the people who died in Beslan in early September were children.

 

The school in North Ossetia, in Russia's North Caucasus, was attacked by a group of heavily armed pro-Chechen militants, who fought a fierce gunbattle with Russian security forces as explosions wrecked the school.

 

Commission starts work

The radio said victims' representatives were not included on the commission - they would be confined to the role of eyewitnesses.

Eleven senators from the Russian Federation Council - the upper house of parliament - are on the commission.

Five of them previously worked for security bodies, such as the FSB or defence ministry, and the other six are civilians with civil service experience.

 

Federation Council Chairman Sergei Mironov said he expected the commission's work to last no longer than six months.

"Not one question will go unanswered," he pledged, vowing that the commission would get to the bottom of "the reasons and circumstances of the terrorist act in Beslan".

Much controversy still surrounds the exact circumstances of the siege and of the violence in which it ended.

President Vladimir Putin has vowed to take tough action, including pre-emptive strikes against Chechen separatists, who claimed responsibility for the school hostage-taking and other recent terror attacks.

New evidence from the Royal Society links Depleted Uranium (DU) to lung cancer after repeated denials by NATO.


After the discovery of cases of cancer in numerous soldiers and civilians who had been involved in areas in which DU weapons had been deployed by NATO aircraft (Persian Gulf, Bosnia and Kosovo), NATO has always refuted allegations that there is any connection. The London Royal Society reveals new evidence.


The Royal Society-s team of experts states that it is not scientifically proved that DU is inoffensive to the health and advises all soldiers who fought in the Gulf and Balkans Wars to give blood and urine samples for testing.


The Royal Society-s report pointed out that although in general very low levels, if any, of DU were found in the majority of tests performed, it was also true that a reduced number of soldiers or civilians who had been in or near a tank during or immediately after an attack with such weapons faced an increased risk of developing lung cancer.


Professor Brian Spratt, of Imperial College, London, was one of the members who drew up the report. He stated that the survivors of a bombing raid in which DU weapons had been used, or those who went to help them, could have been exposed to high levels of radioactivity, which could duplicate the probability of developing cancer.


This type of exposure is called ?Level 1 exposure¦. Statistical studies have shown that per 1,000 people exposed to maximum Level 1 exposure, 123 would be expected to die from various forms of cancer.


It is lamentable that NATO should continue to deny the existence of any link between DU and illnesses such as Gulf War Syndrome and Balkans Syndrome. The fact is that there is a direct link between DU and cancer and Pravda.Ru was one of the first newspapers to make this claim.


That soldiers should be exposed to extra dangers on the battlefield is to be regretted, that civilian areas should be subjected to toxic materials is criminal and constitutes a war crime and a crime against humanity according to the Geneva Convention.


For this reason, those responsible for the deployment of DU weapons in areas where civilians were likely to go in the Persian Gulf and in the Balkans should be tried in their own court, in The Hague, for War Crimes and Crimes against Humanity.

Bush Victory Could Foil Occult Plot

dome.jpgA Bush victory in November could upset a timetable for nuclear world war in 2012. Unfortunately it may result in a smaller nuclear conflagration early next year.

 

This is the view of Tim Rifat, a British Intelligence analyst who unveils the invisible forces behind current events. (See also "Rothschild Targets Putin, Bush-Cheney" )

 

He says John Kerry is an agent of the "British Crown," the ten trillion dollar cartel controlled by the Rothschilds, the Windsors and the City of London.

 

Rifat says the goal of this cartel isn't comprehensible in normal terms. As Freemasons, they worship Lucifer and intend to establish a world government and religion based on the occult.

 

They are planning to rebuild Solomon's Temple in Jerusalem and sacrifice millions of Israelis and Moslems to their evil deity in a nuclear war scheduled for about 2012. This human sacrifice is extremely important in occult terms because the souls of the dead somehow will consecrate the temple.

 

The "Crown" wants Kerry to be elected because Bush's plan to attack Iran next year would derail this master plan. (See "The Countdown to World War Three" )

"Bush will set the occult plan back 200 years because the temple hasn't been rebuilt yet," Rifat says. "It has to be constructed in order to receive the sacrifice."

I know this is extremely bizarre and distasteful but unfortunately there is solid evidence, which I will present later.

If Bush is re-elected, Rifat says the U.S. will launch a nuclear attack on Iran. This will also defeat the Iraqi resistance by eliminating their main source of support.

 

Rifat believes Bush represents American-based elites that do not accept the subordinate position planned for the US in the New World Order. They want to translate US military and economic advantage into global hegemony while they still can. This requires aggressive action before Iran and possibly other countries can acquire more nuclear weapons and ICBMs.

 

The fall-out could extend farther than expected. China and Russia both have ties with Iran and are not going to be pleased. Nor will the "British" controlled UN and the EU. China may get their client North Korea to attack South Korea. The plasma bomb explosion that created a mushroom cloud may have been a warning.

 

If Kerry is elected, Rifat says he will get the United Nations to take America's place in Iraq, and the Rothschilds will get the oil. We will enjoy another few years of Clinton-era stability. This will give Iran and China time to prepare for World War Three, which will destroy Iran, Israel (but not Jerusalem) and the U.S.

 

This may explain why UN Secretary General Kofi Annan declared last week, 17 months after the fact, that Bush's Invasion of Iraq was "illegal."

It may explain why John Kerry leaked Bush's plans to call up additional reserves immediately after the election.

It may explain why there is a spate of incriminating information about Bush's service record and the Iraq war plan predating 9-11 emanating from the Rothschild-controlled press.

Rifat believes the "British" will do everything in their power to elect Kerry.


THE BRITISH "CROWN" AND FREEMASONRY


The British "Crown" does not refer to the Queen of England. It is a private club that embraces the British and European aristocracy and Jewish finance. Called the "Club of the Isles," it is the most powerful financial and political force in the world. Its members are worth one trillion dollars, and control a corporate empire of some $9 trillion. Based in the City of London, it owes no allegiance and is not accountable to any nation.

 

Over the centuries, "British" imperialism has been synonymous with the predatory clutch of this Lucifer loving clan. The New World Order represents so-called "British" imperialism in a new guise. (See "The Jewish Conspiracy is British Imperialism")

 

My source of information is "Who is Sparking a Religious War in the Middle East?" (2000), a 160-page Executive Intelligence Review Special Report by Jeffrey Steinberg, Salvatore Montagna, Scott Thompson, Michael Minnicino and others published by the Lyndon Larouche Organization. While I disagree with some of LaRouche's positions, his research is generally inspired and indispensable.

 

Members of the "Club of the Isles" fill the uppermost ranks of the "United Grand Lodge of England" (UGLE) the "mother

 
lodge of world freemasonry." The entire Masonic hierarchy is based on aristocratic rank and fortune.

Freemasons believe they are descended from the original Phoenician stonemasons who built Solomon's Temple in the 8th century BC. Although they frequently cloak themselves in Christianity, their occult belief is a form of the Gnostic heresy bitterly opposed by true Christians since ancient times.

 

The Club of the Isles and Freemasons are also behind the "British Israel Movement"; a cult that claims the Anglo-Saxon-Celtic race is the true "Ten Lost Tribes of Israel." They believe the British sovereign and oligarchy are descended from King David and Jesus Christ, (who apparently was not crucified but married Mary Magdelene.)

 

They believe the "British" empire is biblically prophesied to rule the world. In 1919 the 40-odd British Israelite organizations were consolidated into the British Israel World Federation (BIWF), which spans the British Empire and the US.

They have fostered the powerful Christian Fundamentalist movement in the U.S. because prophecies based on the Book of Revelations fit "British" imperialist designs. These foresee the return of the Jews to Israel, the rebuilding of the Temple and an apocalyptic war followed by the return of Jesus Christ.

 

Before Zionism founder Theodore Herzl was even born, the "British" planned to establish a Jewish homeland in Palestine in order to check rival Ottoman and Egyptian interests and protect the Suez Canal route to India.

In 1865, when Herzl was five-years-old, the Club of the Isles established the "Palestine Exploration Fund" to finance Jewish immigration and settlement. Long before World War One and Two, they funded excavations to rebuild Solomon's Temple in time for World War Three.

 

Today the Rothschilds are personally financing plans to rebuild the temple on the Temple Mount, the site of the Dome of the Rock, the third most sacred mosque in Islam, where the Prophet Mohammed rose to heaven. The proposal is "to relocate the mosque to Mecca."

This is the background to Rifat's claims. They are supported by the Masonic design of the new Rothschild-sponsored Israeli Supreme Court.

 
CONCLUSION

My aim is to give you something to think about, not to tell you what to think.

As my archives attest, I have opposed the Iraq war and predicted the current morass. If I were President, I would withdraw from Iraq immediately. The U.S. is thwarting genuine democracy.

 

I do not believe Islam represents a threat to the West. The opposite is true. The "British" (i.e. Club of the Isles, Mi-6, Mossad and CIA) and the Bush administration were responsible for Sept. 11. The purpose was to justify "British" imperialism and a series of regional wars leading to World War Three.

Generally speaking, I see our democracy as a charade designed to make the rubes think they have a say. Nonetheless, if Tim Rifat is right, the result of the November election could be very meaningful.

 

Bush appears ready to upset the "British" timetable. If so, Bush serves the U.S., Israeli and world long term interests better than Kerry. On the other hand, a nuclear attack on Iran is unthinkable.

Kerry represents Clinton-like peace and prosperity in the short term, and perhaps time to prevent World War Three without expanding the war in the Middle East. On the other hand, the Rothschilds might order him to step up the proxy war against Putin in the Caucauses.

When Americans vote Nov. 2, it may be their most important vote ever.

COLMAR, Pa., Sept. 9 -- Secret Service agents are famous for their willingness to take a bullet for the president. Less famous is their willingness to take out a heckler for the president.

 

Officially, the Secret Service does not concern itself with unarmed, peaceful demonstrators who pose no danger to the commander in chief. But that policy was inoperative here Thursday when seven AIDS activists who heckled President Bush during a campaign appearance were shoved and pulled from the room -- some by their hair, one by her bra straps -- and then arrested for disorderly conduct and detained for an hour.

 

After Bush campaign bouncers handled the evictions, Secret Service agents, accompanied by Bush's personal aide, supervised the arrests and detention of the activists and blocked the news media from access to the hecklers.

The Bush campaign has made unprecedented efforts to control access to its events. Sometimes, people are required to sign oaths of support before attending events with Bush or Vice President Cheney. At times, buses of demonstrators are diverted by police to idle in parking lots while supporters are waved in. And the Secret Service has played an unusual role; one agent cooperated with a plan by the Bush campaign last month to prevent former senator Max Cleland (Ga.), a Kerry ally, from handing a letter to the agent outside Bush's Texas ranch.

 

The seven activists, with the AIDS group Act Up Philadelphia, signed up as volunteers and came to the event site, a warehouse here in suburban Philadelphia, the night before to set up with the other volunteers. The activists were admitted Thursday to the Bush speech, which they quickly disrupted with chants of "Bush lies, people die," and signs saying, "Bush: Global AIDS Liar."

 

Bush forced a smile as the seven interrupted his speech in waves. As the crowd drowned them out with chants of "Four More Years," the demonstrators were led roughly from the room by event ushers as a few attendees shouted "traitors." Outside, plainclothes Secret Service agents, joined by Blake Gottesman, Bush's personal aide, circled the demonstrators.

 

One uniformed Secret Service agent complained to a colleague that "the press is having a field day" with the disruption -- and the agents quickly clamped down. Journalists were told that if they sought to approach the demonstrators, they would not be allowed to return to the event site -- even though their colleagues were free to come and go. An agent, who did not give his name, told one journalist who was blocked from returning to the speech that this was punishment for approaching the demonstrators and that there was a "different set of rules" for reporters who did not seek out the activists.

 

In the confusion, even Sen. Arlen Specter (R-Pa.) had to cool his heels for 10 minutes before the Secret Service would let him leave the building.

 

The seven hecklers were arrested and charged with disorderly conduct, then kept out of sight until Bush departed. They were left with instructions to call for a court appearance. One of them, Jen Cohn, said Secret Service agents interrogated the demonstrators and stood by as a police officer handled the arrests.

 

Tom Mazur, a spokesman for the Secret Service in Washington, said dealing with hecklers is the job of "the host committee and local enforcement" officers. "The Secret Service normally doesn't get involved." Mazur referred questions about the event to the Philadelphia field office, where Agent in Charge James Borasi was not available for comment.

A White House spokeswoman, Claire Buchan, said Bush's personal aide did keep a reporter away from the demonstrators but was not involved in the activists' detention.

War-games find Iran strike unfavorable

 

Washington, DC, Sep. 19 (UPI) -- CIA and Defense Intelligence Agency war-games have predicted unfavorable consequences of a U.S. pre-emptive strike on Iran's nuclear facilities.

Newsweek quoted an Air Force source as saying, "The war-games were unsuccessful at preventing the conflict from escalating."

 

Newsweek National Security Correspondent John Barry and Special Correspondent Dan Ephron have said administration officials were instead hoping to cause a regime change in Tehran-by covert means. However, the officials weren't ruling out the possibility of using force if necessary.

 

Sources quoted by Newsweek said circulated memos echo the administration's unsuccessful Iraq strategy: oust the existing regime and quickly install a pro-U.S. government. The plan has found disfavor with some U.S. military leaders, and there's no evidence it has any backers at the cabinet level.

I don't believe in working from the inside. A radio guy I know who
started his own show exposing Wall Street said to me when I asked him
why he wasn't he accepting jobs at places like CNN, NBC, etc. He said
that if one is to join the culprits and get paid by them  -- How can
one be objective ? -- You lose your credibility with the public. He
is right.

Painesville - At least one Lake County voter would have made quite a comeback to cast a ballot Nov. 2.

He has been dead for more than two decades, elections officials said.

In a seemingly lesser miracle of wayward democracy, an elderly nursing home resident who only scrawls a shaky "X" when signing official documents suddenly regained a firm, crisp cursive signature when she registered.

Both the dead man and the elderly woman were signed up by voter registration advocacy groups, Lake County elections officials said.

"Those were not their signatures," Lake elections board Director Jan Clair said Wednesday. "Now, we're talking about election fraud here, and we're going to take some of these cases to the prosecutor."

Clair said the veracity of dozens of registration cards and maybe hundreds of absentee ballot requests are being investigated by the Lake County board in an election year with possibly record-setting registration efforts. The 12,000 new registrations in Lake County this year more than double the last two years combined, she said.

"Let's just say there are a lot of voter advocacy groups out there this year with a number of zealous participants who maybe don't understand the law regarding this type of activity," Clair said.

"We're not going to be allowing anyone to intrude on the integrity of democracy," Clair said.

She said that the registration of the deceased man was filed by the National Voter Fund, the registration arm of the NAACP, and the woman in the nursing home was registered by the group Americans Coming Together, known in this state as ACT Ohio.

She said ACT Ohio had been to two Lake County nursing homes and a number of registrations were now in question.

A spokesman for the National Voter Fund could not be reached. Its Web site, www.naacpnvf.org, says it is a nonpartisan effort to increase participation of the African-American voter.

Jess Goode, state communications director for ACT Ohio, said the Lake County allegations would turn out to be nothing.

"We honestly believe that there is nothing to this and that it was based on confusion and miscommunication," Goode said. "We have tough, professional standards and . . . a well-trained staff.

"Our goal is to make sure more Ohioans are able to vote legitimately."

ACT is a partisan group formed with the specific intent to oust President Bush from office and promote Democrats on all ballots, according to its Web site, www.actforvictory.org.

Groups like ACT are known as 527 organizations because of the number of the section of the tax code that governs political committees. Published reports have said that the organizations have raised nearly $184 million since the end of 2002 to use for get-out-the-vote operations, political advertising and contributions to state and local candidates.

Clair said she is also investigating a potentially fraudulent registration effort by a political candidate, whom she would not name unless the case gets referred to Lake County Prosecutor Charles Coulson.

None of the cases has been turned over to Coulson yet, although board members Wednesday gave Clair the OK to pursue the cases criminally.

There are other apparent irregularities in Lake County, like dozens of people on one street who filed for absentee ballots.

"Like one entire neighborhood that says it's going to be out of town on Election Day?" Clair asked. "That seems more than a little strange, so we're going out to have a talk with some people."

Environmental warfare may sound new to some, but it has been researched extensively in military circles for years. The first public description of weather modification techniques as a weapon of war was made on 20 March, 1974. At that time the Pentagon revealed a seven-year cloud seeding effort in Vietnam and Cambodia, costing $21.6 million. The objective was to increase rainfall in target areas, thereby causing landslides and making unpaved roads muddy, hindering the movement of supplies. (1) But interest in the exploitation of the environment for military purposes did not end there.

 

Air University, located at Maxwell Air Force Base in Alabama, describes itself as a "center for advanced education" that "plays a vital role in fulfilling the mission of the United States Air Force" and whose "service members must place the nation's defense above self." The Chief of Staff of the US Air Force tasked Air University to "look 30 years into the future to identify the concepts, capabilities and technologies the United States will require to remain the dominant air and space force in the 21st century." The study, completed in 1996, was titled Air Force 2025. One component was of the study was a paper titled Weather as a Force Multiplier: Owning the Weather in 2025. It is a chilling document. It is evident that the authors regard our environment as nothing more than a resource to be exploited for military purposes. They claim that by 2025 US forces can "own the weather" by "capitalizing on emerging technologies and focusing development of those technologies to warfighting applications." The authors describe weather modification as having "tremendous military capabilities" which "can provide battlespace dominance to a degree never before imagined," claiming the project would be "not unlike the splitting of the atom." The paper goes on to discuss how ionospheric research (The ionosphere is a region of the earth’s atmosphere ranging from about 30 – 1200 miles above the surface of the earth.) is necessary to achieve goals in both enhancing US communication capabilities and as a method of disabling enemy communications. "By 2025, it may be possible to modify the ionosphere and near space, creating a variety of potential applications." (2)

 

 

Dr. Bernard Eastlund, while working as a consultant for Advanced Power Technologies Inc. (APTI) in the 1980s, patented devices that are described as capable of "causing…total disruption of communications over a very large portion of the Earth…missile or aircraft destruction, deflection or confusion…weather modification…" (3) These patents were based on the ideas and fundamental research of Nicola Tesla (many of his ideas were stolen by US corporations). Some of Eastlund's patents were temporarily sealed under a US Secrecy Order. APTI and Eastlund’s patents were quickly purchased by E-Systems, a company that is home to many retired and currently employed CIA agents. In 1993 E-Systems received $1.8 billion in classified contracts. Raytheon, the fourth largest US defense contractor and third largest aerospace company, currently holds the patents. (4)

 

 

In light of the above, it is significant to know that since the early 1990s the US Air Force has been sponsoring the world’s largest ionospheric modification project called HAARP (High-frequency Active Auroral Research Program). HAARP, located in the remote bush country of Gakona, Alaska, is a small version of the antenna discussed in the Eastlund patents. APTI initially won the contract to build HAARP. Eastlund feels that the current version of HAARP, although the largest ionospheric heater ever built, is not yet powerful enough to bring the ideas in his patents to fruition, "But," he says, "they're getting up there. This is a very powerful device. Especially if they go to the expanded stage." (5) What they have done to date is definitely a necessary first step in the overall objective. Eastlund says, "The military was interested [in his patents] because, in the event of a Russian nuclear attack on the United States, an Alaskan site would be under the path of the incoming warheads."(6) HAARP is currently a part of the ongoing Strategic Defense Initiative (SDI), popularly known as "Star Wars". A 1990 internal document obtained by Popular Science describes applications of the HAARP project as "Creating a "full global shield" that would destroy ballistic missiles by overheating their electronic guiding systems as they fly" and for "manipulating local weather." (8) The word "local" was used because some 150 international treaties prohibit "weather warfare". (5) However, Pravda reported: "the works continued anyway, despite the signed document. It was simply conducted under the disguise of scientific research or the development of double-purpose technology." (9)

 


HAARP is presented as a harmless scientific project, but The Washington Post reported that a growing number of physicists and others in the scientific community are becoming increasingly skeptical. A "small group of American physicists, some of whom have aired complaints in scientific journals…fear HAARP may not simply be the benign research experiment advocates describe, but possibly phase one of a secret US military program that could be seeking ways to blow other countries’ spacecraft out of the sky or disrupt communications over large portions of the planet." (6) Richard Williams, a physicist and consultant to the David Sarnoff laboratory in Princeton alleges HAARP constitutes "an irresponsible act of global vandalism." He and others fear a secret second stage where HAARP would "beam much more energy into the ionosphere. That could produce a severe disruption of the upper atmosphere at one location that may produce effects that spread rapidly around the Earth for years." (6)

 

In 2002 the website globalresearch.ca reported that the Russian State Duma's International Affairs and Defence Committee expressed concern that "Under the HAARP program the USA is creating new integral geophysical weapons that may influence the near-Earth medium with high-frequency radio waves…the significance of this qualitative leap could be compared to the transition from cold steel to firearms, or from conventional weapons to nuclear weapons." The deputies demanded an international ban on large-scale geophysical experiments of this sort and sent the appeal to President Vladimir Putin, news outlets, scientific groups, the UN and others. The article went on to say that the HAARP program "will create weapons capable of breaking radio communication lines and equipment installed on spaceships and rockets, provoke serious accidents in electricity networks and in oil and gas pipelines and have a negative impact on the mental health of people populating entire regions." (10)

 

Dr. Nicholas Begich, co-author of the book Angels Don’t Play This HAARP, depicts HAARP as "a super-powerful radio wave beaming technology that lifts areas of the ionosphere by focusing a beam on them and then heating them. Electromagnetic waves then bounce back onto earth and penetrate everything - living and dead." This ability allows for better communication with submarines and wide-area Earth-penetrating tomography (similar to radar) that can be used to locate underground missile sites, bunkers and oil reserves. Through his research he has come to the conclusion that HAARP has the potential to jam global communication systems, change weather patterns over large areas, interfere with wildlife migration patterns and negatively affect human health. It is also capable of potentially triggering targeted floods, droughts, hurricanes and earthquakes. (11)

U.S.: Gov't Should Manage Watch Lists
Three years after the Sept. 11 attacks, a person the government suspects has links to terrorist organizations — Yusuf Islam, formerly known as singer Cat Stevens — was allowed to board a London-to-Washington flight despite being on a no-fly list. The Homeland Security Department says that's exactly why the government should take over the task of checking airline passengers against watch lists. "This is a good example of the need for the government to manage the lists, as recommended in the 9-11 commission report," said Homeland Security spokesman Dennis Murphy. In July, the Sept. 11 commission issued a report that said airlines can only check names against "no fly" lists — people the government believes "pose a direct threat to aviation."
The government maintains a much larger set of watch lists, but those aren't used because of concerns about sharing information with private companies and foreign countries. Still, Yusuf's name was on the no-fly list that United Airlines employees were supposed to check.

The vague accusation by American intelligence and officials of the Department of Homeland Security clearly frustrated British officials, who said they had no information that Islam, a British citizen, was a threat to anyone.
Yusuf Islam, the British singer once known as Cat Stevens, returned to London on Thursday saying he was "totally shocked" that American officials, who barred him from entering the United States on Tuesday, considered him a potential terrorist threat. Britain's foreign secretary, Jack Straw, formally criticized Washington's handling of the matter. The popular London-born singer, who converted to Islam in the 1970s, frequently toured in the United States at the height of his career and as recently as May. Islam said he hoped that American officials would acknowledge they had made "a big mistake."
On Wednesday, a spokesman for the Department of Homeland Security, Brian Doyle, said that Islam had been deported because his name was on a "no-fly" list, Reuters reported.

Russia Proposes U.N. Terror Suspect List
Russia, which argues that its war in Chechnya is part of the global fight against terrorism, proposed Thursday that the U.N. Security Council establish a new blacklist of terror suspects that calls for the extradition of anyone on it.
Russian Foreign Minister Sergey Lavrov said the world was facing a turning point and needs to recognize the "true nature of international terrorism." "Through their actions throughout the world, the terrorists have once and for all placed themselves in opposition to civilized mankind," he said in his speech to the U.N. General Assembly.
Russia circulated a draft Security Council resolution asking the committee monitoring what governments are doing to fight terrorism to consider how to create a new list of "individuals, groups and entities involved in or associated with terrorist activities," according to a copy obtained by The Associated Press.
The resolution also asked the committee to consider punishments against people on the list, including an arms embargo, freezing financial assets, and imposing travel bans and "expedited extradition of anyone named in the list."

RFID’s dark side
But it also has a dark side, according to scientist Daniel Munyan, who summed it up in a single observation. The devices that read RFID tags are called readers, as you would expect, but originally they had a more ominous name: “Interrogators,” later changed for PR reasons. The problem with RFID tags was that they broadcast all their information indiscriminately to whichever reading device communicated with them, Munyan pointed out. Thus there was a serious issue of privacy and security for people and organisations that owned that information. RFID tag data was vulnerable to espionage. Customers in a shop using RFID inventory tags on goods should seek to know if the tags were being used only for theft control, he advised, or to track customers on their way through the shop. Retailers might do this to surreptitiously build up a database of customer’ shopping habits for marketing purposes – an intrusion into privacy that could help profits, but also risked offending those same customers. He cited three factors that would shape the technology’s future: “Legislation, lawsuits and boycotts.”
He said the latter two would be instituted by people who felt their privacy had been invaded by inappropriate use of RFID tagging data, which would bring about laws to curb misuses. For a better understanding of the privacy issues involved, Munyan suggested seeing the 1998 film Enemy of The State, in which a lawyer played by Will Smith is tracked via satellite by the film’s villains through devices embedded in his clothing.
The film made its points by exaggeration, Munyan noted, but it has been shown by activists against this kind of intrusive electronic tracking. One problem in fighting RFID’s abuse by "bad people" was that, as Munyan put it, “terrorists and criminals are not FCC-compliant.” (The FCC or Federal Communications Commission is the US Government agency which regulates radio communications and thus RFID). For instance, they might use RFID readers capable of communicating with tags from a greater distance than that permitted by national regulations allowed, for purposes of espionage or snooping.

City officials converted a disused bus depot on the Hudson River's Pier 57 into what detainees nicknamed "Little Guantánamo" for its outdoor setting and maze of pens divided by chain-link fencing. Numerous arrest victims reported being denied food and water or access to an attorney or a phone. ("Sorry, I can't do that," police said.) Children, some who happened to be walking down the street when the cops arrested everyone present, were locked up for several days. Police refused to tell their frantic parents where they were. Adding to the misery was a resinous layer of gasoline and toxic cleansers coating the floor. "Everybody was laying in filth," said Cincotta. "Nobody was sleeping. A lot of people were screaming in agony." The Times reports that "scores" of RNC detainees contracted mysterious rashes and lesions. Prisoners were shuttled between Pier 57 and the city's central holding jail in similarly dismal conditions. Wendy Stefanelli, a 35-year-old TV hair stylist, spent several hours locked in a hot bus--the weather was humid with temperature in the high 80s--with a man whose colostomy bag had burst. "He was throwing up all over the back of the bus," she said. "The entire bus begged the officers present to please get medical attention to this man. They completely ignored us."

"My experience wasn't nearly as bad as other folks'," says Jon Goldberg, 26, of Brooklyn. "There were people roughed up who were not resisting arrest. I saw one person with bruising on his head; he said a cop had kneeled on his head. A lot of people had their cameras destroyed. One had his photos deleted except for one, a new image of a police officer's boots and his hand protruding toward the lens--showing 'the finger.'"

www.nocards.org), argue that RFID technology can have an invasive effect if retailers keep the tags activated after consumers have left the store. Caspian believes that these RFID tags or “spychips” allow retailers to collect personal information about who buys what, when, where, and how; and even to the extent of monitoring consumers’ usage of the products in the privacy of their own homes.
“With RFID, each individual can of Coke would have a unique ID number which could be linked to the person buying it when he scans a credit card or a frequent shopper card,” says an article by Caspian founder Christine Albrecht.

China Detains New York Times Assistant
A Chinese reporting assistant for The New York Times was detained last week, but Chinese authorities have not explained the reason for the detention, the newspaper's foreign editor said Thursday. Zhao Yan, who works in the Times' Beijing Bureau, was detained Sept. 17. A friend who spoke on condition of anonymity said it was believed that Zhao was under investigation as the possible source for a report by the newspaper about former President Jiang Zemin's plan to give up a key military post. A document given to his family stated he was suspected of "illegally providing state secrets to foreigners" but gave no details of what was allegedly disclosed.
The Times reported Sept. 7, citing two unidentified sources with leadership connections, that Jiang had offered to resign his last major post as chairman of the commission that runs China's military. The report came as a surprise to diplomats and foreign analysts, who hadn't expected him to quit so soon.

California Law Makes E Mail File Swappers Provide Name, Address
As previously discussed, California Lawmakers had been tossing around the idea of forcing anyone who sends a commercial video or audio file via the internet to include their name and address with the transfer. Apparently the law has been passed (SB1506) by Governor Schwarzenegger, and violating it would be a misdemeanor punishable by a fine of up to $2500 and/or up to one year in prison.
It's not clear how technically they hope to enforce such a law.

'Spy' under hood could stop speeding
Speed limiters could be fitted to cars in London under radical plans backed by the Mayor. The electronic under-bonnet "spy" would make it impossible to exceed legal limits over the entire capital. The satellite-controlled black box would "know" the maximum permitted speed at all points along a car's journey and prevent motorists from going too fast by limiting the response from the accelerator. The tough new measure, in Transport for London's Draft Road Safety Action Plan, was unveiled at the Pan-London Road Safety Forum today. The plan calls for speed limiters be fitted initially to public service vehicles such as buses and taxis. This would dramatically reduce average speeds across the capital by forcing other vehicles to fall in line.
However, experts at Transport for London's Road Safety Unit also want motorists to be encouraged to fit the limiters through incentive schemes.

Secret Service Reviews Comments By Dead Soldier's Mom
Threatening comments made about President Bush by a Hopewell Township woman whose son was killed in Iraq are under review by the Secret Service. Federal officials said they are examining comments made in online postings of interviews with Sue Niederer, who was arrested last week during a Republican campaign rally in Mercer County when she interrupted a speech by first lady Laura Bush. In portions of an interview posted online in May on the Web site Counterpunch.org, Niederer said she wanted to "rip the president's head off" and "shoot him in the groined area." The comments caught the attention of a Secret Service analyst and are under review, Special Agent Tony Colgary told The Times of Trenton for Wednesday's editions. It is a federal crime to threaten to kill the president.
Niederer told the newspaper that she was upset about her son's death when she gave the interviews. She insisted that she did not want to kill or shoot the president.

House May Revive Parts of Patriot Act II
House Republicans plan to revive portions of the Justice Department's ``Patriot Act II'' draft in legislation to address the Sept. 11 commission's recommendations to strengthen America intelligence capabilities, The Associated Press has learned. In a draft of the House GOP legislation obtained by The Associated Press, many of the provisions were similar to the draft copy of the ``Domestic Security Enhancement Act of 2003'' that a nonprofit group said had leaked out of the Justice Department in January 2003. The Justice Department said then that they had made no final decision on the legislation, and never submitted it to Congress. But many of the anti-terrorism provisions of that draft show up in the the House discussion draft section on terrorism prevention and prosecution that part of the proposed House legislation.
Among the provisions are measures on the deportation of aliens who become members of or help terrorist groups, required pretrial detention for terrorism suspects, warrants against non-citizens even when a target can't be tied directly to a foreign power, and enhanced penalties for threats or attempts to use chemical or nuclear weapons against the United States, including attacks through the mail system.

Rumsfeld Suggests Limited Iraq Election
Defense Secretary Donald Rumsfeld on Thursday raised the possibility that some areas of Iraq might be excluded from elections scheduled for January if security could not be guaranteed. "If there were to be an area where the extremists focused during the election period, and an election was not possible in that area at that time, so be it. You have the rest of the election and you go on. Life's not perfect," Rumsfeld told the Senate Armed Services Committee. Rumsfeld testified just hours after Iraqi interim Prime Minister Iyad Allawi and President Bush both insisted national elections would be held on schedule in January despite the flaring insurgency. U.N. Secretary-General Kofi Annan has suggested elections may have to be delayed because of security concerns.
Under questioning on prospects for elections amid the rising violence, Rumsfeld first said, "I shouldn't be saying this because I just don't know enough about it. It's something the ambassador is working on."

Allawi says democracy succeeding in Iraq
Iraqi Prime Minister Iyad Allawi told the US Congress on Thursday the "overwhelming majority" of Iraqis are grateful to the United States for ousting Saddam Hussein and said democratic forces are succeeding in Iraq.
Allawi was in Washington as Iraq faced a widespread insurgency before elections scheduled for January, and after a series of kidnappings and grisly beheadings of hostages. Recent polls show most Iraqis want US-led occupation forces to leave the country. "Your decision to go to war in Iraq was not an easy one but it was the right one," the interim prime minister told a joint meeting of the Senate and House of Representatives.
"In Iraq, we confront both an insurgency and the global war on terror, with their destructive forces sometimes overlapping," Allawi said. "I can tell you today they will not succeed."

Denying he has painted too rosy a picture about Iraq, President Bush said Thursday he would consider sending more troops if asked, but Iraq's interim leader firmly said they weren't needed. With violence spreading, Defense Secretary Donald H. Rumsfeld suggested parts of Iraq might have to be excluded from elections in January. Bush and Prime Minister Ayad Allawi, standing in the Rose Garden under a bright sun, agreed that Iraq is making steady progress despite bombings, beheadings and violence that has claimed the lives of more than 1,000 Americans. "On television sets around the world we see acts of violence yet in most of Iraq, children are about to go back to school, parents are going back to work and new businesses are being opened," Bush said. Allawi said 14 or 15 of Iraq's 18 provinces "are completely safe." Rumsfeld, at a Senate committee, was asked how elections could be held if Fallujah and other restive cities remained in revolt in when U.N.-supervised elections are to be held nationwide.
"Let's say you tried to have an election and you could have it in three-quarters or four-fifths of the country — in some places you couldn't because the violence was too great," Rumsfeld said. "So be it. Nothing's perfect in life. You have an election that's not quite perfect. Is it better than not having an election? You bet." Asked later by reporters to elaborate, Rumsfeld said: "Is it dangerous? You bet. Will there be elections? I think so. Might there be some portion of the country where the terrorists decide they're going to mess things up? Possibly. Does that mean that there won't be elections? No."
Asked if it would better to hold a partial election than to delay it, Rumsfeld said, "Sure, in my view." Ultimately, he said, it's up to the Iraqi government.

South Korea completes deployment of 2,800 troops in Iraq
South Korea's defense ministry said it had completed the deployment of around 2,800 troops on a relief and rehabilitation mission to northern Iraq. They will be reinforced by another 800 soldiers in early November, defense officials said Wednesday. The South Korean contingent, the third largest in the US-led coalition in Iraq, is taking up positions in Arbil, a Kurdish-controlled northern town. It will start operating from next month, the ministry said in a statement. The announcement followed a media blackout on the troop deployment which began with a secret airlift on August 3, preceded by protest rallies by South Korean anti-war activists. Seoul had defended the ban on media access, citing the security of its forces and civilians in Iraq since the execution of a South Korean translator by Islamic militants in June.
Abductors beheaded Kim Sun-Il after President Roh Moo-Hyun rejected their demand that Seoul cancel its plan to send troops to Iraq.

NATO Allies OK Increase in Iraq Training
NATO allies agreed Wednesday to expand the alliance's training mission for Iraqi armed forces after allaying French concerns which had delayed the plans for a week. NATO is expected to send about 300 officers into Iraq to set up and run a military academy outside Baghdad, broadening the mission that began last month with the deployment of 40 NATO instructors. "Today's decision by NATO to establish a major collective training program marks a major step by the alliance," said Nicholas Burns, the U.S. ambassador to NATO. "The United States is proud to undertake with its allies a significant expansion of the mission." The agreement represents a compromise between the United States, which wanted NATO to shoulder more of the burden of building up Iraq's armed forces, and France, which initially objected to any alliance presence in Iraq, then sought to keep the mission low profile. Allied officials could not say yet when the mission will start or how many Iraqi officers would be trained at the academy.
While most allies accepted the plan Friday, France and Belgium insisted on more guarantees that costs of the operation would be mostly borne by countries that participate in the mission. Belgium dropped its objections Tuesday.

Iran Converts Uranium in Defiance of UN
The United States, Russia and the European Union reinforced the message by urging Tehran to comply.
Iran defied the United Nations on Tuesday by announcing it has begun converting a large amount of raw uranium to prepare it for enrichment, a process that can be used to develop atomic bombs. The announcement was likely to provoke an angry reaction from Washington and increase suspicion in Israel, which plans to buy 500 "bunker buster" bombs from the United States that could take out Iran's underground atomic facilities. Gholamreza Aghazadeh, the head of Iran's Atomic Energy Organization, told reporters Iran had begun converting 37 tonnes of raw "yellowcake" uranium to process it for use in nuclear centrifuges -- the machines that enrich uranium.
The International Atomic Energy Agency (IAEA), the U.N.'s nuclear watchdog, adopted a resolution on Saturday calling on Iran to suspend all activities related to uranium enrichment. The United States, Russia and the European Union reinforced the message on Monday by urging Tehran to comply.

"Vote for President Hamid Karzai, or we will burn your houses down" -- that is the message a Pashtun tribe has broadcast on radio a fortnight ahead of Afghanistan's first presidential elections. The threat, broadcast by the Terezay tribe in southeast Afghanistan's Khost province, competes with conflicting threats from Taliban insurgents roaming the border region who have vowed to kill people who take part in the vote. Elders of the Terezay tribe, part of the Pashtun ethnic group to which Karzai belongs, called on fellow tribal members to support the incumbent and threatened arson if they voted for one of his 17 rivals. "All the Terezay tribes' people should vote for Hamid Karzi ... if anyone from Terezay tribe votes for other candidates, the tribe will burn their houses," said the statement, broadcast live on local radio.
Meanwhile "night letters" distributed by loyalists of the ousted Taliban rulers threaten to kill all of the 18 candidates and anyone who supports the October 9 election. In a tape of the Terezay tribe's broadcast, obtained by AFP, the elders urged male and female members of the tribe to throw their support behind Karzai. "All of Terezay tribe people, including males and females, have to vote for Hamid Karzai, because he is the only suitable person for the presidential post," it said.
Some 120,000 to 150,000 Terezays are scattered throughout the mountains of southern and eastern Afghanistan.

Annan Warns World to Respect Rule of Law
U.N. Secretary-General Kofi Annan warned world leaders on Tuesday that international law was being "shamelessly disregarded" and cited the U.S. abuse of prisoners in Iraq as an example of such violations. Speaking at the high-level session of the U.N. General Assembly, Annan said "no one was above the law" whether in Sudan, Iraq, Uganda, Russia or the Middle East.
"Again and again, we see laws shamelessly disregarded -- those that ordain respect for innocent life, for civilians, for the vulnerable -- especially children," he said. The secretary-general said in a BBC interview last week the U.S.-led war in Iraq was "illegal" because it did not get U.N. Security Council approval, although he said his office was now doing what it could to help rebuild the country. On Tuesday, he said it was the law, "including Security Council resolutions, which offers the best foundation for resolving prolonged conflicts -- in the Middle East, in Iraq, and around the world."

Russian Ministries Move to Approve Kyoto Treaty
At least one Russian ministry has signed letters agreeing to Moscow's approval of the Kyoto Protocol, a spokesman said on Thursday in what could be a final step on the long road to bringing the global pact into force.
The Natural Resources Ministry has already signed all documents necessary to send the agreement to parliament for ratification and other ministries whose signature is required were working on it, ministry spokesman Rinat Gizatulin said. "The request to us was sent by (Foreign Minister) Sergei Lavrov. Our position is that ratification of the Kyoto Protocol does not have negative consequences for Russia. We have signed the documents," he said. The comments appeared to confirm reports by environmental groups on Wednesday that President Vladimir Putin, whose position on Kyoto has fluctuated since coming to power four years ago, had ordered key ministries to sign the pact.

The only new twist with the SDTC is the name, but any organization with the words "sustainable development" in its title is fraudulent, since SD has no operational meaning. What is significant is that the phrase was dreamed up by a group of devout UN-based socialists -- including key Paul Martin advisor Maurice Strong -- as a counterattack against the victory of relatively free markets worldwide in the 1980s. It has become a blanket term under which money is handed out to increase the constituency of those with a vested interest in the supporting dubious science of man-made global warming. That is the main reason why the government doesn't have to interfere with SDTC, just as long as it is spewing out funds. Interference, however, will surely come. Mr. Strong, meanwhile, as well as being in at the birth of sustainable development, and the mastermind behind Kyoto, was also the founding chairman and CEO of Petrocan. This establishes that Mr. Strong is nothing if not a genius at tacking before the stormy winds of socialist delusion, ever at the prow of the latest bad idea.
The use of the Petrocan proceeds clearly indicates the evolution of Liberals' interventionist thrust over the past 30 years: from nationalist xenophobia to environmental hysteria. U.S. Worries Over Election Terror Threat
As the election nears, U.S. officials say they are increasingly concerned al-Qaida will attempt to mount a devastating attack aimed at disrupting the political process. Though they have no new information indicating a time, place or method of attack, government agencies are stepping up counterterrorism efforts.
In an unusual move, Attorney General John Ashcroft, Deputy Attorney General James Comey and other senior officials recently held a conference call with all 93 U.S. attorneys to reinforce that prosecutors and law enforcement officers must take every conceivable step to counter the threat, two senior law enforcement officials said. The FBI has begun assigning more people to counterterrorism investigations and agents are making more frequent checks with informers and key sources. The Drug Enforcement Administration has been directed to check for terrorism leads among its nationwide web of informants. Authorities also are increasing what they call "overt" surveillance of terrorism suspects — letting the suspects know they are being watched — and they may arrest some on relatively minor charges to get them off the street.
Last week, the Transportation Security Administration stepped up checks of air passengers. Authorities also are paying special attention to truck rentals.

Touchscreen Hack Effort Called 'Monkey Business'
Critics of the Diebold touch-screen voting machines turned their attention Wednesday from the machines themselves to the computers that will tally the final vote, saying the outcome is so easy to manipulate that even a monkey could do it. And they showed video of a monkey hacking the system to prove it. In the minute-long video produced by Black Box Voting, Baxter the chimp is shown deleting the audit log that is supposed to keep track of changes in the Diebold central tabulator, the computer and program that keeps track of county vote totals. Black Box Voting founder Bev Harris said the demonstration shows that the system — which will be used in more than 30 states, including Maryland — is dangerously inadequate when it comes to stopping election fraud.
But a Diebold spokesman insisted that the system is secure despite "incessant" criticism from organizations such as Black Box Voting. "The fact of the matter is what you saw was a staged production ... analogous to a magic show," said David Bear, the Diebold spokesman.

However, his endorsement of Bush registered attention recently after Koch stated it on some TV news shows. On Sept. 12 on Fox News’ “Hannity & Colmes,” on a segment on 9/11, Koch said, “I think [Bush has] been terrific. And I have never voted in the past for a Republican president…. But I am voting for George Bush this time around. And I will tell you why. He has created what is now known as the Bush Doctrine, equal to the Monroe Doctrine. And what is the Bush Doctrine? That we will go after the terrorists and the countries that harbor them. And he’s kept his commitment, unlike anybody else in the world. And certainly unlike any of the nine or so Democratic candidates for president. And the worst one is Howard Dean. I mean, that’s McGovern II.”

There are now 313 billionaires in the United States, the largest number ever and a huge jump over the 262 counted last year, according to Forbes magazine, which today released its annual ranking of the 400 richest Americans. The combined net worth of the 400 rose $US45 billion ($A63.82 billion) and reached $US1 trillion ($A1.42 trillion) this year for the first time since 2000, before the dot-com bust wiped out billions of dollars in wealth. The biggest billionaire of all was again Microsoft Corp founder Bill Gates, whose $US48 billion ($A68.07 billion) in estimated wealth was up $US2 billion ($A2.84 billion) from 2003. Gates was again followed by investor Warren Buffett with $US41 billion ($A58.14 billion), the list's biggest dollar gainer with a $US5 billion ($A7.09 billion) increase, and Microsoft co-founder Paul Allen, who held the No 3 spot although his net worth fell $US2 billion ($A2.84 billion) to $US20 billion ($A28.36 billion).
Members of the Walton family, whose fortune comes from Wal-Mart Stores Inc, again swept spots four through eight, with each having estimated wealth of $US18 billion ($A25.53 billion).

Mark Partridge sprang to the telephone, eager to talk to his 20-year-old son, Brian, who had been based for more than a year on the USS Ardent, a minesweeper patrolling the Persian Gulf. Fulfilling a childhood dream to follow his father into service, it had been a moment of triumph when Brian landed a berth on the sleek gray ship. But what his father now heard on the other end of the line was anything but triumphant. His only child was nearly hysterical, on the brink of tears. "Dad, I've been raped," the young man shouted, as both men recall it. "There's blood all over the place." "Who did this?" demanded his father. "Where is he?" "I don't know," said Partridge, standing in the apartment of the man he says assaulted him. "I beat him up bad." "Go to the base security," his father commanded. "Right now." Partridge did just that. And then, almost immediately, he found himself caught in a legal labyrinth: Partridge's account met mounting skepticism from military investigators, and he soon faced charges himself -- a familiar pattern, according to other servicemen who have alleged abuse and some counselors who treat them.
In the end, humiliated and terrified of what might await him in the brig, Partridge agreed to an other-than-honorable discharge, abandoning his military career.

AUSTRIANS are leaving the Catholic Church in droves in disgust at two high-profile sex scandals involving child pornography and allegations of the molestation of young boys, Church leaders said yesterday. More than 10,000 people have left the Vienna archdiocese in the last few months, with thousands more leaving parishes across the country. Cardinal Christoph Schönborn, Austria’s top churchman, said he could not blame people for leaving after a summer of scandal including the discovery of up to 40,000 lurid images, including child pornography, on computers at a seminary in the diocese of St Pölten. This month, a second scandal hit the Austrian Church when officials disclosed they were investigating one of the country’s best-known priests after several people alleged he had sexually molested them when they were youths in the 1980s.
"We’ve had these unending icy rains the entire summer: more and more scandals, negative headlines, and from many people, cries of ‘We’ve had enough!’," Cardinal Schönborn wrote in a commentary for this Sunday’s edition of a Vienna church newspaper.

Ruined Nazi Holiday Camp Auctioned for $769,000
Part of a 4.5 km-long, 10,000-room German hotel complex built by the Nazis as a holiday resort for soldiers and workers sold for 625,000 euros ($769,900) at auction Thursday. Adolf Hitler commissioned the holiday camp at Prora on the Baltic island of Ruegen in the 1930s as part of the Nazis' "Kraft durch Freude" ("Strength Through Joy") program to create a healthy, strong nation capable of conquering the world.
It was one of the world's first mass tourist resorts. But the outbreak of World War II meant the complex was never opened. The important debate on global warming under UN auspices provides but a partial picture of climate change; in addition to the devastating impacts of greenhouse gas emissions on the ozone layer, the World's climate can now be modified as part of a new generation of sophisticated "non-lethal weapons." Both the Americans and the Russians have developed capabilities to manipulate the World's climate.

In the US, the technology is being perfected under the High-frequency Active Auroral Research Program (HAARP) as part of the ("Star Wars") Strategic Defence Initiative (SDI). Recent scientific evidence suggests that HAARP is fully operational and has the ability of potentially triggering floods, droughts, hurricanes and earthquakes. From a military standpoint, HAARP is a weapon of mass destruction. Potentially, it constitutes an instrument of conquest capable of selectively destabilising agricultural and ecological systems of entire regions.

While there is no evidence that this deadly technology has been used, surely the United Nations should be addressing the issue of "environmental warfare" alongside the debate on the climatic impacts of greenhouse gases...


Despite a vast body of scientific knowledge, the issue of deliberate climatic manipulations for military use has never been explicitly part of the UN agenda on climate change. Neither the official delegations nor the environmental action groups participating in the Hague Conference on Climate Change (CO6) (November 2000) have raised the broad issue of "weather warfare" or "environmental modification techniques (ENMOD)" as relevant to an understanding of climate change.

The clash between official negotiators, environmentalists and American business lobbies has centered on Washington's outright refusal to abide by commitments on carbon dioxide reduction targets under the 1997 Kyoto protocol.(1) The impacts of military technologies on the World's climate are not an object of discussion or concern. Narrowly confined to greenhouse gases, the ongoing debate on climate change serves Washington's strategic and defense objectives.

"WEATHER WARFARE"

World renowned scientist Dr. Rosalie Bertell confirms that "US military scientists ... are working on weather systems as a potential weapon. The methods include the enhancing of storms and the diverting of vapor rivers in the Earth's atmosphere to produce targeted droughts or floods." (2) Already in the 1970s, former National Security advisor Zbigniew Brzezinski had foreseen in his book "Between Two Ages" that:

"Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised... [T]echniques of weather modification could be employed to produce prolonged periods of drought or storm."

Marc Filterman, a former French military officer, outlines several types of "unconventional weapons" using radio frequencies. He refers to "weather war," indicating that the U.S. and the Soviet Union had already "mastered the know-how needed to unleash sudden climate changes (hurricanes, drought) in the early 1980s."(3) These technologies make it "possible to trigger atmospheric disturbances by using Extremely Low Frequency (ELF) radar [waves]." (4)

A simulation study of future defense "scenarios" commissioned for the US Air Force calls for:

"US aerospace forces to 'own the weather' by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications... From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary... In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels.(5)

HIGH-FREQUENCY ACTIVE AURORAL RESEARCH PROGRAM (HAARP)

The High-Frequency Active Auroral Research Program (HAARP) based in Gokoma Alaska --jointly managed by the US Air Force and the US Navy-- is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the Air Force Research Laboratory's Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating "controlled local modifications of the ionosphere". Scientist Dr. Nicholas Begich --actively involved in the public campaign against HAARP-- describes HAARP as:

"A super-powerful radiowave-beaming technology that lifts areas of the ionosphere [upper layer of the atmosphere] by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything -- living and dead." (6)

Dr. Rosalie Bertell depicts HAARP as "a gigantic heater that can cause major disruption in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet." 7

MISLEADING PUBLIC OPINION

HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes." (8) Without explicitly referring to the HAARP program, a US Air Force study points to the use of "induced ionospheric modifications" as a means of altering weather patterns as well as disrupting enemy communications and radar.9

According to Dr. Rosalie Bertell, HAARP is part of a integrated weapons' system, which has potentially devastating environmental consequences:

Ask Your Questions; Prepare to Die

The U.S. Fourth Circuit Court of Appeals, sitting in Richmond, Virginia, stayed true to its tradition of being to the right of the Supreme Court in the decision handed down on September 13, 2004, in the case of the United States vs. Zacarias Moussaoui.

 

The prosecution of Moussaoui in the Alexandria, Virginia federal court has been a tortured one--not in the sense of physically abusing the defendant, but in the prosecutor's abuse of the law and legal process.

When we last wrote about this case several months ago, trial Judge Leonie Brinkema had finally caved in to the government's insistence that national security precluded them from producing "enemy combatant witnesses for Moussaoui's lawyers to question", either in pretrial depositions or at the trial of the case. The government claims that to do so would risk the witnesses, intelligence value and even put the nation at risk of another terrorist attack.

 

So, Brinkema ordered that the government could not seek the death penalty against Moussaoui because she had determined from the government's own reports of what the witnesses would say, that they might testify in a way that would negate a finding that Moussaoui was involved in the September 11 terrorist attacks.

 

If you listened to news reports about this ruling, you probably only heard that the appellate court ruled that Moussaoui could send written questions to the witnesses. He could use their answers to his questions at his trial if he chose. Of course, the government could produce its own version of witness statements. (Any guess as to which party would have the best testimony?) It was not widely reported that the court overruled Brinkema,s order about the death penalty.

 

Every American who thinks the judiciary is a co-equal branch of government that will protect its citizens from overreaching and illegal executive power ought to read the appellate opinion. The court buys the "war on terror" excuse, and backs off from interfering with the executive conduct of war. We should not, indeed we must not, it says, argue when the government tells us that it is withholding evidence in order to protect us.

 

To his credit, Judge Gregory dissented to the part of the majority opinion that put the death penalty back in play. Accepting the prosecutors' arguments about protecting national security, he still thought it a little unfair that a man could be put to death when his sixth amendment right to confront and cross-examine witnesses was so obviously violated.

 

Ah, but we live in different times. The Fourth Circuit agreed with the government's insistence on throwing out the rule book--the Constitution and the Rules of Criminal Procedure. The government does not have to produce its game plan in the form of normal discovery. Its team of prosecutors can audible all the way to the end zone of the death house. The court stopped short of throwing in the towel and discarding all of its yellow flags. Perhaps it will throw down one or two for you someday, the way it has for Moussaoui. But the penalties for the government violation of the rules are meager--like a five-yard penalty for an unsportsmanlike conduct play that ought to get the government players ejected from the game.

 

 

The opinion admits that it the court is going out of its way to make the close calls all in favor of the government. With officials like these on the field, Moussaoui's legal team must surely be casting an eye to officials in the booth.

 

Instant replay before a full panel of justices, perhaps? Maybe, but a petition for a rehearing en banc is likely to turn out like it did for Yaser Hamdi. The full panel went even further than the three-judge court in marching to the war drums of President Bush.

 

Ultimately, Moussaoui may appeal to the ultimate arbiter--the Supreme Court, the NFL of the judiciary branch. Perhaps it will have a more measured response to the game as it is being played in Alexandria. Maybe it will have some thought for the future of the game if the rules are allowed to be ad hoc and arbitrary.

 

The Supreme Court told this very appellate court that it went too far in the case of Yaser Hamdi, allowing as how he ought to have a lawyer and be able at the minimum to have his day in court. And now, Hamdi is going to be released, in exchange for his giving up U.S. citizenship and returning to Saudi Arabia. Prosecutors count on Americans, short memory span to not recall their dire predictions, even to the Supreme Court earlier this year, that Hamdi was a grave threat to national security.

 

Maybe the Supreme Court will step in for Zacarias Moussaoui--and all of us--and hold the government to the decency and fair play demanded by the Constitution. It bears repeating that what the prosecutors do to Moussaoui, with the court's blessing, they will do to the rest of us.

 

It will only be a matter of time.

Campaign workers suspected of fraud

Overzealous or unscrupulous campaign workers in several Michigan counties are under investigation for voter-registration fraud, suspected of attempting to register nonexistent people or forging applications for already-registered voters, election and law enforcement officials said Wednesday.

Officials in Wayne, Oakland, Ingham and Eaton counties have been contacted about the problem, which appears to be an outgrowth of unprecedented efforts by political interest groups to register thousands of new voters before the November election.

State Elections Director Christopher Thomas said he hoped criminal prosecutions would result. Thomas, who has held his post for more than 20 years, said the scale of voter-registration drives this year and the irregularities were like nothing he had seen before.

Although there is little likelihood that phony registrations could be used to affect the outcome of an election because of safeguards in place, alleged fraud undermines confidence in the system and burdens local elected officials, Thomas said.

"We don't want to give the impression that there are a lot of people who will be able to vote" using a phony registration, Thomas said, "but these clerks have enough to do without having to screen thousands of duplicates" and bogus applications.

Ingham County Sheriff's Detective Mark Bowser said an investigation of suspected registration fraud has been under way since late August and could be turned over to the county prosecutor by the end of the week.

Bowser said it is unclear how widespread the problems are. He said the investigation has reviewed "a couple thousand questionable registrations."

Representatives from two groups whose workers have submitted apparently-fraudulent applications -- the Public Interest Research Group in Michigan (PIRGIM) and Project Vote -- downplayed the issue Wednesday, insisting that it involved only a handful of workers and a limited number of registrations.

David Leland, national director of Project Vote, said fewer than 100 of the thousands of applications his group has collected in Detroit, Pontiac and other four other urban centers had been identified as fraudulent.

But the massive registration drives have produced thousands of registration applications from voters already on the rolls, city elections officials said.

Detroit Elections Director Gloria Williams said her office has been receiving several thousand new registrations a day, about half of which were duplicates of people already registered.

Heidi Blankenship, regional director of a PIRGIM voter-registration drive designed to generate 20,000 new voters in Ingham and Washtenaw counties, said only three or four workers out of dozens in the project were suspected of wrongdoing. She described them as "young students who didn't realize it was a potential felony."

She said PIRGIM pays workers a flat rate, with bonuses for exceeding registration targets. The group attempts to verify a sampling of new registrations, she said.

Project Vote's Leland said workers from the offices of the Association of Community Organizations for Reform Now (ACORN), which are collecting registrations in Michigan, had produced nearly 70,000 new registrations with a very low error rate.

"I feel very happy with the way it is working out, but we will do whatever we can to ensure the integrity of the process," he said.

There have been scattered reports of similar voter-registration problems from around the country. The Project Vote office in Ohio fired two workers earlier this year for submitting bogus voter applications.

Ingham County Clerk Mike Bryanton said some of the alleged fraud he had reviewed was "pretty obvious," including names taken out of the phone book and as many as eight people registered from a single apartment address.

Bryanton said he didn't know whether the bad registrations violated election law or could be prosecuted under some other statute, such as forgery. But they are a "real pain" for local clerks, he said.

Russia braces for tough new terror laws

Sweeping counter-terrorism laws were debated in the Russian parliament yesterday, including proposals that would allow the country to declare itself at war and impose tight restrictions on travel and the media.

 

Under the plans, Russian television and radio journalists would not be allowed to report on a siege until the situation had been resolved.

The measures are part of a package debated by the Duma, Russia's lower house of parliament, which has been tasked with drawing up a new anti-terror bill in the wake of the Beslan massacre.

 

Two-thirds of the Duma's MPs are members of the United Russia party, which supports the president, Vladimir Putin. This has led some analysts to worry that many of the proposed changes are not related to terrorism, but are part of a Kremlin effort to exert more central control.

It will take months for parliament to receive Kremlin approval for and finalise some of the many and far-reaching laws proposed yesterday.

 

According to MPs familiar with the drafts and Russian media reports, the planned laws could give the Kremlin the right to declare a "state of war" in the event of "a terrorist action representing a threat to national security".

At present, a state of war, which rescinds many basic civil rights, can be declared only in response to an armed invasion by another country.

 

Another proposed law, suggested by the pro-Putin nationalist Rodina party, would ban broadcast coverage of a hostage crisis until after the captives had been freed.

A Rodina MP, Alexander Krutov, said: "This is to avoid the severe psychological impact that terrorist acts have on the population - one of their main aims."

 

He said terrorists gained valuable information from the media during sieges, even helping them to escape.

The media have also been the target of comments by the FSB security chief, Nikolai Patrushev, a key confidant of Mr Putin.

 

"To fight terrorism, the state needs a comprehensive system of measures covering all branches of power: legislative, executive and judicial, and, of course, the mass media," he told reporters this week.

He has also said that the image of police informers and agents needs to be revamped.

New laws are also being drafted on "free movement ... and registration rules".

 

At present, Russians and foreigners have to be registered at a particular address, and re-registered if they move. Some MPs want to tighten the restrictions, limiting internal migration, and allowing police to search someone's home during a routine document check.

 

Greater restrictions are also being considered on the purchase of travel tickets. The suicide bombers who brought down two airliners last month bought tickets with minimal documents at the last minute. A vaguely worded resolution passed last night said that "if necessary, special passport, visa and registration measures must be introduced in individual regions".

 

Stricter punishments for terrorists are also being drafted, although yesterday the parliament rejected one of the harsher proposals - to lift the moratorium on the death penalty.

Measures being considered include the confiscation of property belonging to a terrorist's family, and the criminalisation of the failure to inform the authorities about a terrorist act.

 

A source in the Duma said it was possible the legislation would include a revamp of the special military forces.

Vladimir Pribylovsky, the head of the Panorama thinktank, said the terrorism laws were "simply a pretext to realise the reforms that the president and his inner circle have conceived years ago".

 

Masha Lipman from the Carnegie Centre in Moscow said the Kremlim usually allowed a series of extreme measures to be floated by "faceless MPs" so they could "probe and try" them on public opinion.

"This is the case with the idea to lift the death penalty moratorium. They get to knock it down and look enlightened, liberal and as if they belong in Europe."

WASHINGTON (AP) - An FBI contract linguist who alleged there were security lapses in the bureau's translator program sued the Justice Department on Wednesday to compel its inspector general to disclose results of an investigation into her firing.

The inspector general, Glenn Fine, has said he would work toward releasing parts of his office's investigation involving Sibel Edmonds, who was fired in April 2002. The report, classified at the ``secret'' level, has circulated among the FBI, Justice Department, the 911 Commission and some lawmakers on oversight committees.

 

``We're continuing to work aggressively with the FBI and the department to produce an unclassified version of this report,'' said Paul K. Martin, the deputy inspector general. ``This lawsuit will have no impact on our efforts to achieve that end, efforts that are ongoing and vigorous.''

Martin noted that his office cannot lawfully release the report because it was based on material classified as secret by the FBI. Under federal rules, the classifying agency must agree to the information's disclosure.

Edmonds alleges she was fired after complaining to FBI managers about shoddy wiretap translations and telling them that an interpreter with a relative at a foreign embassy might have compromised national security after the Sept. 11 attacks by passing information from an FBI wiretap to the target of an investigation. She filed her lawsuit in U.S. District Court for the District of Columbia.

 

FBI Director Robert Mueller already has disclosed that Fine's investigation did not conclude the FBI retaliated against Edmonds. But Mueller has acknowledged in a letter to lawmakers that he was concerned by Fine's determination that Edmonds' allegations ``were at least a contributing factor in why the FBI terminated her services.''

Edmonds' lawsuit, filed under the Freedom of Information Act, said the inspector general's office on Aug. 12 rejected her request for records about her case but did not respond to her administrative appeal Aug. 31 and therefore ``wrongfully withheld the relevant records.''

Martin said the inspector general's office told Edmonds in its Aug. 12 denial that she could appeal the decision through the Justice Department's Office of Information and Privacy.

This summer, U.S. District Judge Reggie B. Walton threw out a related lawsuit by Edmonds challenging her firing, ruling that Edmonds' suit might expose government secrets that could damage national security.

Walton said he was satisfied with claims by Attorney General John Ashcroft and a senior FBI official that the lawsuit could expose intelligence-gathering methods and disrupt diplomatic relations with foreign governments. The judge said he could not explain further because his explanation itself would expose sensitive secrets.

Edmonds' lawsuit over her records was assigned to a different judge, Ricardo Urbina.

WITH ALL THE GREAT POTENTIAL FOR UNPRECEDENTED LIGHT and rapid spiritual progress in the world today, it is of little surprise to note that the forces of selfishness (evil) are also particularly engrossed in their own kind of work upon Earth. They are, once again as always, vying for attention by perpetrating all kinds of guileful antics as they endeavour to gain for themselves as much attention and power as they are able to grasp. The age-old struggle between good and evil is again evincing itself here upon Earth, and is, to a growing number of awakening individuals, especially noticeable today as the dawning light of the New Day is throwing shadows in all directions.

 

 

As greater light continues to illuminate the planetary consciousness, darkness is necessarily accentuated; where there is light there must exist its corresponding shadow, or contrast, for in a dualistic universe one cannot exist and is meaningless without the other. More specifically, there has existed for millions of years a great protective barrier of spiritual force around our planet that was instigated and has been dutifully maintained by the Earth's own planetary Hierarchy. This ethereal bulwark regulates the incoming flow of various energies, forces and souls to Earth, while it also functions as a shield from cosmic evil. Without such a measure humanity would have experienced much greater oppression and hardship than that which it has known heretofore. In this time leading up to the birth of the New World, certain doorways are being opened in the barrier in order to allow for a larger influx of benign entities into our Earthly sphere where their aid may be rendered. However, these doorways are presently also being used for access by entities who are rather less than friendly! Nevertheless, such undivine souls have the karmic right to be here on Earth.

 

 

Such entities are representatives of primeval and malevolent powers that still exist in the universe, and today, as ever, they are striving toward effecting stagnation in the world as they invariably seek to retard progress by fostering craving for self and attachment to the known. They work effectively through the selfishness of personal desire, fear, pride and conservative attitudes. Such ancient materialistic forces have ever been pitted against true, spiritual advancement, and thus they are in conflict with the flow of the Spirit which, like a stream, is ever changing, ever new.

 

 

The forces of darkness incorporate very real and wilful intelligences who work to preserve that which is old and material, hence they are pre-eminently the forces of crystallisation, or of form-preservation. They promote the attractiveness of matter, desire for temporal control and power, and the lure of that which exists in the form-life of the lower worlds. They consequently and deliberately attempt to block the influx of anything which is good, true and life-enhancing, as greater divine light certainly threatens their dominion upon Earth. They do this by distorting the new truths and by stimulating desire and excitement in offering false substitutes that may appear to be new and promising, but which are, in fact, only re-presentations of the old ways of self-gratification. Principally, and whenever they are able, they endeavour to preserve that which is familiar and old, to counteract the effects of the oncoming culture and civilisation, to bring confusion to humanity, and to feed steadily the existing fires of separateness, criticism, animosity, etc. These forces work insidiously and cloak their efforts in fair words, leading even sincere spiritual aspirants to feel and express antipathy for certain persons and ideologies, thereby fostering the hidden seeds of hatred to be found in many human beings. They fan to fury the fear and antagonism of the world in an effort to maintain that which is outmoded; they make the unknown and true appear undesirable or unbelievable, and they attempt to hold back progress for their own ends.

 

 

Now, essentially there is no evil in this world, no vice, no sin, except for that which flows from the assertion of the individual self. The propensity of self is to cling to the known, and most people in the world today tend toward the old, the fixed and the 'secure'. Such is the general disposition of humanity into which its social-conditioning and extremely limited education - so painfully devoid of the greater verities of life - have programmed it. The vast majority, then, have become steeped in the ignorance of egotism, and resistance to change is normal for them. However, as purifying forces pour into the subtle energy fields of our planet, the darkness of old, ingrained delusions and selfishness in all their diverse forms are being forced up and out like the poison in a wound. All anxieties, fears and other occult contaminants that obscure the light of the Spirt are necessarily surfacing in our lives today; the true colours of humanity are beginning to be clearly exposed, and there is much more yet to be revealed in a changing world that is struggling to be free of all inharmonious influence.

 

 

Equipped with an adequate understanding of the world situation during its current process of purification, we would all do well to remember the fact that if the mind makes a practice of rectitude in its thinking, then there is no evil that can make entrance into it. However, a growing number of people today are being impressed negatively (and most often unconsciously) by antagonistic forces in order to thwart or to completely quash anything that is supportive of the successful unfoldment of this current phase of the Divine Plan for mankind. Such sinister manipulation is greatly facilitated by individuals who harbour fearful or selfish attitudes and motives, and the forces of darkness who are recruiting today for the final battle are certainly not restricted in their choice of prospective candidates on Earth! Agents of evil are often quickly recognisable, but sometimes manage successfully to conceal themselves, for example, beneath the pious mask of religious philosophy or spiritual idealism. "The devil quotes scriptures for his own designs", and the person who would know the truth must be especially vigilant today amidst the proliferating wiles and illusions that are being consciously perpetrated upon our planet, mostly from hidden spheres. We must learn to recognise and pick out the spiritual wheat from the emotional chaff, bearing in mind always, especially in these exceptional times, that there exists in the world a great deal more chaff than wheat!

 

 

Today, as stimulating psychic forces are unleashed and made available to mankind on an unprecedented scale, the unsuspecting, hasty and unenlightened are exhibiting their new abilities with remarkable alacrity, prematurely stepping forward to inaugurate themselves to the general public as spiritual teachers, healers and masters of wisdom, when in reality they have only made contact with the astral plane. These uninformed and unwary innocents are most often quite blind to the very real dangers of untrained lower psychism (e.g., clairvoyance, mediumship, etc.), its powerful tendency to tempt, consequently inhibit or even to cause a regression of real spiritual progress. They are also usually quite unaware of the potential that astralism inherently possesses for attracting the interest of cunning spirit-beings who simply love to cause as much mischief as they can in these important times of global catharsis and transformation.

 

In being aware of the expanding light upon the horizon of the New World, the forces of darkness are today redoubling their efforts against the Forces of Truth by trying all kinds of new, devious and desperate attempts to further delay the unfolding Divine Plan, and to take for themselves as much of the new light coming to the planet as they are able to snatch away from humanity. In order to ensure greater success in their goal, the dark forces often offer fake spiritual gems that may appear to sparkle in the beginning, but soon fade and become lacklustre, along with the temporary satisfaction which may have been initially gleaned from them.

Source: CBS Worried About Worse Revelations

Senior sources at CBS headquarters in New York tell NewsMax that, while they are pleased that Dick Thornburgh and former AP president Lou Boccardi have agreed to head an investigation into the controversial Dan Rather report on President Bush's National Guard service, there are hints that more revelations are yet to be uncovered.

One CBS insider tells NewsMax that though it is hoped "the worst is behind us," there is a fear that more is yet to come.

While no details on what else may be uncovered by the investigatory panel were discussed, there is a growing acceptance that some high-level firings or "resignations" may be in the works.

Those seemingly "exposed" are on the management side of CBS News operations.

Even the fate of Dan Rather is not assured. Sources explain that the future of such CBS notables as Rather and news president Andy Heyward could be impacted by what the panel may uncover.

Lou Boccardi had a reputation within the Associated Press for having zero tolerance for shoddy news reporting.

In a move still talked about by AP'ers, Boccardi sacked his longtime No. 2, Bill Ahearn, in 2000 when the AP came under fire for "questionable" sourcing on story about a U.S. massacre in the village of No Gun Ri during the Korean War.

Ironically, the AP won a Pulitzer for the story.

    The US plans to deliver 5,000 satellite controlled precision bombs to Israel. Included among these are also 500 so called "Bunker Breakers". Security experts assume that the Teheran atomic program is the reason for the delivery. 



    09/21/04 "Der Spiegel" -- Jerusalem - "These are not weapons, which can be used at the Palestinian front. Security sources report that Israel could use the "Bunker Breakers" against Iran or possibly Syria, thereby confirming a report in the newspaper "Haaretz". Neither the US Embassy in Israel nor the Israeli Ministry of Defense were willing to comment. "Bunker Breakers" are bombs which weight about one ton, are able to penetrate deep into the ground and to pierce up to two meter thick concrete walls. These could possibly enable Israel to destroy Iranian underground atomic plants. 



    According to "Haaretz" the pentagon justification for the sales of the weapons to the US congress was the necessity for the Israeli military to preserve its "Qualitative Advantage" in the region. This also serves the strategic and tactical interests of the United States. 



    From Israeli government circles it was reported that the arms deal went through without any political difficulties, although Israel had already been strongly criticized internationally for the use of precision bombs in the liquidation of Hamas leaders. 



    According to the newspaper report, the transaction, worth a total of $139 million, will not be finalized before the US presidential election on November 2nd. According to the newspaper report, Israel wants to buy 4500 more guided weapons in addition to the 500 bunker breaking bombs. 



    In 1981 Israel had destroyed the building site of the Iraqi atomic reactor "Osirak" with a surprise air raid in order to prevent Iraq from building nuclear weapons. The USA now accuses Iran of hiding the building of nuclear weapons behind its civilian atomic program. Iran denies this and has continuously insisted that its program only serves the generation of electric power. 



    On Sunday Iran rejected the demand of the International Atomic Energy Authority (IAEA) to suspend its uranium enrichment program. Today the work began for the enrichment of uranium. Vice-president Resa Aghasadeh explained that the first successful tests for the transformation of natural uranium to the gaseous uranium hexafluoride had been completed. 



    This material can be concentrated in centrifuges so much that it can used as fuel for atomic power plants but also for the building of explosive atomic devices. Some of the more than 40 tons of available natural uranium had already been used for the transformation, Aghasadeh told journalists in Vienna. The Iranian government insists that it needs the uranium enrichment technology for the generation of electric energy.

    Gotcha, Democrats! That is what you get for not listening to the patriots. Tell me that Skull & Bones is just a harmless fraternity. Did you ever wonder how Kerry pulled ahead from nowhere in the primaries? Who actually voted for him - over Gephardt? Dean? EDWARDS? John Edwards was talking such good game, using rousing populist rhetoric, that I wanted to vote for him, and I'm Libertarian! Honestly, has anyone rounded up the delegates, and really asked them who they wanted to vote for; who they were supposed to vote for? I know that several times these people have been manipulated.



    John Kerry is the man you Donkeys are being told your delegates voted for. Maybe, maybe not. If you would keep an open mind, you will see why the Neo-conservatives selected a brother, John Kerry, to run against his cousin, George Bush. Oh, yeah, that should have been your first warning label. How do men that are related to each other vie for the Championship of the World? We go back to the 'coincidental' vs. 'conspiratorial' view of history. If it were only family relations as evidence that Kerry is a war hawk plant, I would still subscribe to the latter.



    Bush and Kerry are 9th cousins, twice removed. There is a familial tie. This status was upgraded since February 2004, at which time MSNBC claimed they were only known to be 16th cousins. So they may be closer than 9th, but no less. Additionally, they are both related to all sorts of important and royal figures. Both are related to Charlemagne, Walt Disney, MacArthur, and FDR, all Illuminists. They are both related to, tellingly, Benedict Arnold and John Hinckley, Jr. Finally, to go along with those elite sex slavery rumors, the 9th cousins are both 9th cousins with Hugh Hefner, also a royal. Let me see if I have this straight. Charlemagne was crowned the first Germanic Holy Roman Emperor, staged in a bizarre occult ceremony, according to Baigent, Leigh, and Lincoln's 'Holy Blood, Holy Grail.' From here, the line goes out, until some famous, blue-blood Plymouth Rocker gets to America to help spread the English empire. This would be Kerry and Bush's common ancestor, 11 generations ago. Then we have one of the supposed 13 Illuminati bloodlines, Walt Disney, according to Fritz Springmeier. MacArthur's military escapades are still debated, with much of the real information hidden or missing. Oh, I forgot the English traitor, Benedict Arnold. Is it any wonder both Bush and Kerry stand behind England. Finally, family-relation, John Hinckley, Jr., attempted to assassinate Reagan, a man who was against everything Bush, Sr. was for - until after the attempt. Now Bush and Kerry, relations to all those men, and related to each other, are 'locked in a struggle for power.' Come on!



    I guess it is good that Bush and Kerry went to the elite secret society/fraternity a few years apart. I guess the atmosphere went from one ideological spectrum to another. Had they been together, they would have been at each others throator, maybe they would have plotted how to take over the two parties and stage an election which would allow the war hawk to win, thus keeping both the lineal businesses flowing with capital.



    Seriously, though, the Skull & Bones connection has been glossed over too many times by otherwise intelligent Americans. If you didn't know that they were cousins, and both related to prominent Illuminati members, the S&B connection would still be enough to give the entire ordeal a conspiratorial edge. Yes, Skull & Bones was started with Nazi, drug, and slave money. Yes, there are strange rituals that happen inside their lodge, dubbed 'The Tomb.' 'Oh, it's just a college frat,' some say. It is a fraternity that is so tight, the week after Bush was elected he had a meeting in the White House with his Bonesmen alma mater. When asked about the group (and they have only been asked once or twice), both Kerry and Bush said the same thing, almost verbatim. We can't talk about it. Is this how you, Democrat or Republican, want your government to operate?



    This is my theory. I may be wrong, and I am only guessing. 2004 will be a Skull & Bones, Charlemagne election regardless. Bones are very dominate in the Bilderberg group, which I chronicled in 'Webs of Power: Government Agencies, Secret Societies, and Elite Legacies.' Not only did Bush just so happen to be in Italy the same weekend that the Bilderberg conference was held there in 2004; John Edwards attended with fellow Neo-cons and Global Socialists alike. Next thing you know, Kerry has a running mate.



    Alright, so it appears that Skull & Bones, and other Illuminati factions, anointed Edwards. Kerry's primary win was a farce. You see, Kerry hasn't voted for three-quarters of his votes. He has a shadier Vietnam history than Bush, no saint himself. He can't make up his mind. His wife calls the American people idiots (which they might be, but you don't say it out loud. Plus, their ignorance is her gain). Kerry totally chokes the Democratic Convention. He can't put together a cohesive message. Yet, he's supposed to be one of the greatest statesmen that the Dems have to offer?



    This is a set up. The Middle East needs to be rearranged a bit more before good cops (Dems, U.N., World Socialists) come in. Plus, they would rather good cop be Edwards and Clinton, with the Billy Clinton heading up NATO or the U.N. That is, after Bush and Co. rough up the Arabs. Whatever the U.N. and the Democrats give them in 2008 will be ice-cream in Summer after seven years of Republican beatings, bombings, and sanctions.



    A world hoax is being perpetrated. The news media is involved. We spent two weeks on hurricanes, two weeks on Kerry's record, and now two weeks on Dan Rather. We still haven't talked about the fact that Bush is a Socialist and Kerry is planning on at least four more years of Iraq!



    Bush will have four more years! Kerry is a plant in the Democratic Party. Bush will win this election!

    The Consent of the Governed

    As the United States Federal Government invokes new, authoritarian powers over its people, one significant factor has not been discussed. That is, it has been firmly established, and several times proven, that a government cannot rule without the consent of the governed. Once a government - be it monarchy, theocracy, democracy - oversteps the bounds of power, the people have a divine and/or human right to renounce said authority. The first step is simply saying, 'You do not rule me, anymore. I secede from this compact.'

    Of course, once this is done, you are a criminal, a nationless vagabond, wandering the planes of non-existence. One may revoke the rule of a ruler in spirit, however, without announcing it to the world. This is what many people do today. Before long, a few sparks of liberty will ignite a clash between a central government run amok and the true spirit of America, which is the refutation of tyranny.

    Tyranny, I refute you!

    This concept of 'consent of the governed' is not new, though it is possibly the most evolved theory still espoused in the arena of government. I read a book last week. It was excellent, but difficult to discuss. Hopefully, my readers (who are very aware of history revision) will understand. The book was written by brothers J.R. and WD. Kennedy called The South Was Right! Now, I don't want to get into semantics about the 'Civil War,' because it is still such an emotional issue. Whatever you do believe, I would like to remind you that they've brainwashed you before. Indeed, 'civil war' is defined as two or more factions vying for control of one government. Therefore, the U.S. has had no civil war, because the Confederacy simply seceded and started their own government. The most proper term for the conflict is 'The War for Southern Independence.'

    Coming back to the point, James Ronald Kennedy and Walter Donald Kennedy remind us of the 'bloodline' of the 'consent of the governed' philosophy. I summarize and quote from parts of chapter 7 of The South Was Right! John Milton is the father of this theory. Milton was a contemporary of Galileo, and it was he who told the world that politics, like the Earth, was round, circular, symbiotic, not flat and stagnant. 'Milton established for the English-speaking people the right of revolt against tyranny.' This political philosophy was adopted by John Locke, who believed 'that when rulers do not abide by the law of reason and attempt to oppress the natural rights of the people, then a state of war exists.' From Locke, Thomas Jefferson refined the idea of individual and collective freedoms, penning the document which we want to live by, but maybe never have, The Constitution. 'In the Declaration of Independence, Jefferson proclaims the right of the people to alter or abolish any government that encroaches upon certain inalienable God-given rights.'

    Let us not forget that these men, and others of their stripe, were ardently leery of democracy. We can now see that was for good reason. Is it any wonder that the United Nations and her subsidiaries - the U.S., Russia, etc. - are now all promoting world-wide democracy? It is nothing less than mob rule.

    Of course, the Kennedys' book uses the 'consent of the governed' argument to make a positive case for the secession of the South. The authors claim that slavery was never the issue. They cite the Emancipation Proclamation as proof, which states that all slaves were free in States that had seceded. Northern slaves, and in parishes controlled by the North still had legal rights to own slaves. U.S Grant's wife kept slaves until after the war; R.E. Lee did not own any. A damning quote by Lincoln himself, tells the true feelings of the 'Great Emancipator.' From his 1858 presidential debate, the following. 'I am not, nor ever have been, in favor ofthe social and political equality of the white and black races - that I am not, nor have I ever been, in favor of making voters or jurors of Negroes, nor of qualifying them to hold office, nor to intermarry with white people; and I will say in addition to this that there is a physical difference between the white and black races...(I) am in favor of having the superior position assigned to the white race.'

    In your Yankee face. The Great Emancipator, indeed.

    What the War for Southern Independence was really about was the South's belief that the Northern Establishment's tendency to empower the central government was going to cause the United States to turn into an elected dictatorship. I guess the rednecks were smarter than many gave them credit for. Their fears have become reality. The North, by inflating the rights of the federal government and snatching the rights of individuals and States, lost the consent of the governed, or at least the consent of the South. Men, both black and white, were in most cases conscripted, drafted by the United States Army. The two races in the South, by a large majority, served the Confederacy willing, until death, and were heartbroken that freedom lost and slavery won. Everything you know is the exact opposite, and here's the red pill for the 'Civil War.' It is plain to see by the letters and interviews of black and white Southerners that one cause brought them together, voluntarily. That cause was liberty and States Rights.

    Now, I'm not trying to start up a we were right, this was wrong, type thing. My point is, the only way to overthrow a domineering government is to cease to consent to their governing. Of course, this is much more difficult than just saying so; because, as Milton through Jefferson noted, once the people no longer consent, the 'natural state of war' arises. However, it is the birthright of all Americans, North and South, East and West, to revolt against tyranny!

    All races, Unite! It is time to throw aside our differences. We all come from slaves, and we all come from warriors. The Celts, Germanics, Zulus, Asians, Latinos, Native Americans, and every other clan: we have all been enslaved at some point in our peoples histories.

    Today, in America, they are preparing to enslave us all once again.

    Kerry Taps Controversial Elian Attorney



    The Elian Gonzalez controversy was the single most critical factor giving George Bush the presidency in 2000.

    It may prove to be a critical factor this year as well – thanks to John Kerry who just tapped a key figure in the Elian controversy for his campaign.

    Kerry must have forgotten that after the Elian brouhaha record numbers of Cuban Americans in Florida voted against Al Gore – ceding the closely contested Florida race – and the presidency to George Bush.

    The Miami Herald reported Saturday that "a lawyer unpopular with many Cuban Americans for his role in the Elián González case will help prepare John Kerry for the upcoming presidential debate to be held at the University of Miami.”

    That lawyer’s name is Gregory Craig, a well-connected Washington attorney who represented Elian Gonzalez’s father.

    Craig worked closely with the Cuban government and Attorney General Janet Reno to gain custody of little Elian.

    In the end, armed federal immigration officers stormed the home of Elian’s uncle and seized the boy. With the help of Reno and the Clinton White House, Craig successfully returned Elian to Castro’s custody.

    Now, Craig has been tapped by John Kerry’s campaign to prepare him for his first debate with President Bush, which is scheduled for Sept. 30 in Miami.

    Craig will also reportedly play the role of President Bush in a series of mock debates with Kerry.

    Craig’s new role in the Kerry campaign underscores Senator Ted Kennedy’s strong control over the Kerry effort.

    Craig has been a longstanding Kennedy operative, and the Herald noted that Craig had "served as a top foreign policy advisor to Sen. Edward Kennedy . . .”

    Superlawyer Craig also served as Bill Clinton's lead impeachment lawyer.

    The Craig appointment is in keeping with NewsMax Magazine’s recent cover story "Teddy’s Back!”

    Authored by best-selling author Richard Poe, the report reveals that Ted Kennedy is the driving force behind the Kerry campaign and that Kennedy operatives – including Kerry campaign manager Mary Beth Cahill and political adviser Bob Shrum – are calling the shots.

    But the selection of Craig will be seen as a major slap in the face to Cuban American voters – a voting bloc Kerry has been trying to woo.

    Kerry has sought to outflank Bush by claiming Bush has been too soft on Castro and Venezuela’s Marxist dictator Hugo Chavez.

    Just this month the Kerry campaign even opened a campaign office in Miami’s Little Havana and began broadcasting radio ads in Spanish attacking Bush’s Cuba policies.

    But Kerry’s efforts in Miami may be for naught with the Craig appointment.

    Even the Herald noted Kerry’s error, calling the Craig appointment a "misstep, signaling a campaign that is still learning its way around Florida -- and Miami's -- complicated mix of politics, six weeks before the election.”

    Efforts to secure part of the Democratic Party's Florida base may cost Sen. John Kerry support from a smaller, but possibly vital, constituency: Arab-Americans.

    In a recent interview with The Palm Beach Post, Kerry reiterated his support for the Jewish state, including its right to built a security barrier through the occupied West Bank territory and its ability to buy advanced weapons, such as "bunker-busting" bombs.

    Israel used such a bomb two years ago to assassinate a terrorist leader in the Gaza Strip, but the explosion also killed 15 civilians, including children.

    Kerry also said that, although he would encourage movement toward a peace plan between Israel and the Palestinians, he would not do so "at the expense of Israel's right to defend herself."

    "Israel has to negotiate Israel's security, not the United States," Kerry said.

    Kerry's position on the Israeli-Palestinian conflict appears virtually identical to that of President George W. Bush, whom Israeli Prime Minister Ariel Sharon has called Israel's strongest supporter ever in the White House.

    Republicans, who have been working to eat into the estimated 80 percent support that Jewish voters in Florida gave to the Democratic ticket in 2000, said it is too late to be shoring up votes from those who traditionally have supported the Democratic Party.

    "Me-too leadership is not what the Jewish community is looking for," said state Rep. Adam Hasner, a Delray Beach Republican and Florida chairman of the Bush-Cheney campaign's Jewish Outreach Coalition.

    Kerry's position supporting Israel in its construction of a barrier — the 480-mile project includes trenches, barbed wire and concrete walls — goes against the international community, which has condemned it. The position also is a change from what Kerry told Arab-Americans at a conference last October, when he called the project a "barrier to peace."

    "It certainly was a bit of a slap in the face to us," said James Zogby, president of the Washington, D.C.-based Arab American Institute. "It was embarrassing."

    Taleb Salhab, head of the Florida Arab American Leadership Council and a Democratic activist in Orange County, conceded that Kerry's stronger pro-Israel line would make it tougher to persuade Arab-American voters to support him.

    Still, he said Arab-Americans interested in seeing Palestinians getting their own state and bringing peace to the region would be better off with Kerry than with Bush, who Salhab said had essentially given Sharon carte blanche to do whatever he wanted.

    During Bush's three years in office, "more Palestinians and Israelis have died than in any other three-year period in the last 30 years," Salhab said.

    There are about 500,000 Jewish voters in Florida and about 120,000 Arab-American voters.

    Michael Lebovitz, Jewish Outreach coordinator for the Bush-Cheney campaign, said Kerry's changing position on the issue would help Bush win more than the 19 percent of the Jewish vote he received nationally in 2000.

    "The president has been steadfast in his support for Israel and helping Israel remain safe and secure," Lebovitz said. "I contrast that with Sen. Kerry, who, depending on the audience he's talking to, says different things."

    Zogby said he believes Kerry took some bad advice when he shifted his position. He said Jewish voters tend to be fairly liberal on social issues and the vast majority of them would have supported Kerry even with his original stance.

    "At the end of the of the day, I don't think they gained five votes, but I think they lost many more than that," Zogby said.

    He said he continues to support Kerry because he believes Bush has been uncritically supportive of Israel and unengaged in the conflict there.

    Kerry, who spoke to The Post Wednesday after meeting with about 65 Jewish community leaders from Palm Beach and Broward counties, also said he would be better for Israel's security by fixing the "mess" in Iraq.

    "I think President Bush has drawn terrorists to the region who weren't there previously," he said of the war in Iraq. Kerry also criticized Bush's close ties to Saudi Arabia's ruling family and promoted an energy policy focusing on alternative and renewable fuel sources.

    "His sweetheart relationship with the Saudis... has not improved Israel's security," Kerry said. "That energy policy will really make Israel more secure, by letting us hold the Arab countries more accountable."

    It wasn't too long ago that Zarqawi decided to go Hollywood with cinematic production videos complete with Apache helicopter footage, and nifty little edits. He and his group really learned video production well considering David Berg's beheading was not only a horrible crime, but quite lousy videography. Is Zarqawi studying film in his leisure?

    My good old government is quick to "misunderestimate" (in the words of my court appointed President) but reluctant to come clean. So here we are using basic reasoning here with the CIA's messages "We know it's Zarqawi we know his voice." Oh really? And just when oh when Mr. Secret Agent Man did you hear Zarqawi speak? Certainly no videotape in existence shows anyone without a mask on, so I could presume someone there has had contact with him to know his voice? Amusing. Nope, wait... They conceded today, it is not Zarqawi... And they've come to this conclusion based on? Ah! Because could it be someone at Langley knows intimately Zarqawi's voice? Again, no video exists with anyone without a mask on. Hell, no one even has a picture of Zarqawi. Woops, cats out of the bag, we may have a picture of Zarqawi. Hope it helps the people at Langley, and those truly interested in removing terrorists from ALL places.

Sure you could follow the government's take on it, that it is a secret how they monitor these terrorists, trace their calls, target their cars with missiles, but how much of it is fiction?     BETHESDA, Md. - In the name of homeland security, America's spy imagery agency is keeping a close eye, close to home. It's watching America.

    Since the Sept. 11 attacks, about 100 employees of a little-known branch of the Defense Department called the National Geospatial-Intelligence Agency _ and some of the country's most sophisticated aerial imaging equipment _ have focused on observing what's going on in the United States.

    Their work brushes up against the fine line between protecting the public and performing illegal government spying on Americans.

    Roughly twice a month, the agency is called upon to help with the security of events inside the United States. Even more routinely, it is asked to help prepare imagery and related information to protect against possible attacks on critical sites.

    For instance, the agency has modified basic maps of the nation's capital to highlight the location of hospitals, linking them to data on the number of beds or the burn unit in each. To secure the Ronald Reagan funeral procession, the agency merged aerial photographs and 3D images, allowing security planners to virtually walk, drive or fly through the Simi Valley, Calif., route.

    The agency is especially watchful of big events or targets that might attract terrorists _ political conventions, for example, or nuclear power plants.

    Everyone agrees that the domestic mission of the NGA has increased dramatically in the wake of Sept. 11, even though laws and carefully crafted regulations are in place to prevent government surveillance aimed at Americans.

    The agency is not interested in information on U.S. citizens, stresses Americas office director Bert Beaulieu. "We couldn't care less about individuals and people and companies," he said.

    But that's not good enough for secrecy expert Steven Aftergood, who oversees a project on government secrecy for the Federation of American Scientists. "What it all boils down to is 'Trust us. Our intentions are good,'" he said.

    Adds Marc Rotenberg, executive director of the Electronic Privacy Information Center in Washington: "As a general matter, when there are systems of public surveillance, there needs to be public oversight."

    Geospatial intelligence is the science of combining imagery, such as satellite pictures, to physically depict features or activities happening anywhere on the planet.

    Outside the United States, it can be a powerful tool for war planners who may use imagery to measure soil wetness to determine if tanks could travel an area. It can help weapons proliferation experts look for ground disturbances that can indicate new underground bunkers.

    Before Sept. 11, the NGA's domestic work often meant things like lending a hand during natural disasters by supplying pictures of wildfires and floods.

    But now the agency's new Americas Office has been called on to assemble visual information on more than 130 urban areas, among scores of other assignments, including maps of the national mall, the country's high-voltage transmission lines and disaster exercises.

    Sometimes, agency officials may cooperate with private groups, such as hotel security offices, to get access to video footage of lobbies and hallways. That footage can then be connected with other types of maps used to secure events _ or to take action, if a hostage situation or other catastrophe happens.

    The level of detail varies widely, depending on the threat and what the FBI or another agency needs.

    "In most cases, it's not intrusive," said the NGA's associate general counsel, Laura Jennings. "It is information to help secure an event and to have people prepared to respond should there be an attack, or to analyze the area where a threat has been made."

    According to Executive Order 12333, signed by President Reagan in 1981, members of the U.S. intelligence community can collect, retain and pass along information about U.S. companies or people only in certain cases.

    Equatorial Guinea authorities want to ask Mark Thatcher if he has ever met with one of the oil-rich country's exiled opposition leaders - and if he has ever been known by the name "Scratcher".



    The queries are part of 42 listed questions that Equatorial Guinea authorities hoped to put to Thatcher in the Wynberg magistrate's court on Wednesday, as part of the trial of 19 suspected mercenaries in the country's capital Malabo.



    Thatcher was arrested on August 25 in Cape Town in connection with allegations that he bankrolled the alleged plot to overthrow President Teodoro Obiang Nguema to the tune of $275 000 (about R1,7-million).



    Thatcher was granted a two-month reprieve on Tuesday from the court order that he answer questions written by Equatorial Guinea prosecutors.



    Thatcher, who says he is innocent of playing any part in the alleged coup, contends that the subpoena compelling him to answer questions related to the alleged coup plot is unlawful.



    Two sets of questions from Equatorial Guinea authorities are included in Sir Mark's application. The first is largely concerned with Sir Mark's relationships with former SAS soldier and suspected coup plot ringleader Simon Mann and South African Nick du Toit, who is on trial in Equatorial Guinea for his part in the alleged plot.



    Mann was sentenced to seven years in jail in Zimbabwe on September 10 for attempting to buy weapons that were allegedly to be used in the coup.



    According to Mann's handwritten confession, which his lawyers claim was extracted under duress by the authorities in Zimbabwe, he held a series of meetings in January with potential investors on how they would benefit from replacing Obiang with Spanish-based exiled opposition leader, Severo Moto.



    The first set of questions from Equatorial Guinea authorities asks Thatcher to provide details of what he knows of the "judicial position" regarding "the attempted coup in Equatorial Guinea" of Moto, Mann's business partner Greg Wales and Lebanese oil millionaire Eli Calil.



    Equatorial Guinea's Information Minister, Agustin Nze Nfumu, has alleged Calil arranged to pay Mann $5-million (about R30-million) to hire a group of mercenaries to oust Obiang.



    A second set of questions, dated September 3, focuses on Thatcher's movements at the time of Mann's arrest in Zimbabwe and his alleged plans to buy a helicopter.



    One of the questions states: "The name 'Scratcher' appears in a letter sent by Mr Mann from prison in Harare. Is this a name by which you are known or have been known in the past?"



    It is understood that the letter referred to is one that Mann attempted to smuggle to his wife, but was intercepted by intelligence officials. In the letter Mann pleads for help from some of his influential friends, whom he calls "Scratcher" and "Smelly".



    The list of questions concludes with a request to Sir Mark to "explain why Mr Mann claims that you had agreed to provide funds for the coup d'etat in Equatorial Guinea".

    What might oil producers do with all that extra cash?

    IT SHOULD be easy to work out what people with $300 billion to spend are doing with their money. According to America's Department of Energy, that is the sum that members of the Organisation of Petroleum Exporting Countries (OPEC) will haul in this year. Thanks to the surge in the price of oil, to nearly $50 a barrel a few weeks ago, the cartel's export earnings are running at almost three times what they were in 1998, when a barrel fetched only around $10.

     

    In fact, getting to the bottom of the bonanza is no simple task. For a start, the amount of oil exported is not known with great precision, thanks to OPEC's secretiveness about production capacity. That makes it impossible to put a precise figure on OPEC's revenues. Sharif Ghalib of the Energy Intelligence Group, an industry publisher, uses different assumptions from the Department of Energy and comes up with a figure of $360 billion.

     

    As for what is being done with the money, it is hard to unravel patterns of domestic spending inside OPEC, given that the accounts of most oil producers are not worth the paper they are printed on. Finally, it is tricky to work out the impact of “petrodollars” on the global financial system—especially when economic growth is decent, credit is easy and sources of liquidity are hard to identify.

     

    History suggests that petrodollars can cause trouble, both for oil producers and for others. During the last great oil-price boom, in the 1970s, OPEC countries spent a lot, on lavish infrastructure projects at home, and saved a lot, in western commercial banks. The former wrought predictable distortions on their domestic economies. The latter had ill effects too, after the western banks lent freely to developing countries. This looked fine at the time—after all, the world's poorest countries needed capital. Alas, too much was lent and borrowed. Bankers were left embarrassed. Many of the world's poor suffered far worse, as their economies were saddled with enormous debts.

     

    This time around, there may be less need to worry. One reason is that the windfall is smaller. Although revenues of $300 billion would be close to OPEC's largest ever in nominal terms, they would be far below the peak once inflation is taken into account (see chart).

     

     

    Even so, oil producers have a fair bit in their coffers. The Institute of International Finance (IIF), a think-tank run by the financial industry, estimates that the six oil economies of the Persian Gulf will spend perhaps $200 billion on infrastructure projects during the next three years. Even so, reckons the IIF, they will enjoy a combined fiscal surplus this year and next of about 10% of GDP. Plenty will be invested abroad: the six should chalk up a current-account surplus of some $70 billion this year and next, about 15% of GDP.

     

    Some are worried that easy money will spawn old mistakes, in the shape of popular but unsustainable spending schemes at home. That would be unfortunate, given that the shock of $10 oil has only recently led many oil-producing countries to embrace subsidy reform, trade liberalisation and saner fiscal policies. In the case of the big producers in the Persian Gulf, that worry looks premature. So far, it seems that these countries, especially Saudi Arabia, are using their windfalls to reduce their debts and balance their budgets. Moreover, says Fareed Mohamedi of PFC Energy, a consultancy, the population boom of the past few decades means that the capacity of these economies to absorb extra public spending is far greater today than it was three decades ago.

     

    There is more cause for concern about Venezuela and Russia. Venezuela's president, Hugo Chávez, has used his windfall to expand social spending in politically clever, if economically incautious, ways. In Russia, which now vies with Saudi Arabia to be the world's biggest oil producer, there are signs that President Vladimir Putin, who has recently consolidated the state's grip on various parts of the energy sector, may loosen the budgetary belt.

     

     

    The Russian authorities have attempted to squirrel away some of their petrodollars, and avert upward pressure on the rouble, by setting up a stabilisation fund to capture extra revenues. Unfortunately, the kitty is open to raids by politicians. Although Alexei Kudrin, the finance minister, promised the money would be used to repay debt and plug pension holes, some analysts worry that the prime minister, Mikhail Fradkov, who is set on fulfilling Mr Putin's goal of doubling GDP by 2010, has other ideas. Recently, Anne Krueger, a top official at the International Monetary Fund, publicly warned the Russians “against further fiscal relaxation, however good the current numbers look.”

     

    The impact of the extra oil revenues on international financial markets is hard to assess. Flows of funds are never easy to trace, especially when their sources are keen to keep them quiet. There are dark whispers in oil circles that cartel members, especially Saudi Arabia, want to keep much of their new money out of American banks and markets because of “post September 11th scrutiny.”

     

    Official statistics on the ownership of American Treasury bills, for example, show that OPEC countries' holdings are around $44 billion, $8 billion less than two years ago. Rebecca McCaughrin of Morgan Stanley, who has analysed the recent windfall, believes that the cartel is even shunning American goods. So far this year, oil producers' imports from the euro zone are up by a quarter on 2003: imports from America are up by just 8%.

     

    Meanwhile, tens of billions of dollars are certainly finding their way into the offshore funds set up by some oil producers. Norway's pot, for example, contains perhaps $140 billion, and may receive another $13 billion this year. Other countries, including Mexico, Azerbaijan, Kazakhstan and East Timor, have set up similar funds, and are pouring money into them. Now Russia is joining the club.

     

    Some are sceptical about the value of this—one recent article on the topic in the IMF's own quarterly was entitled “Oil Funds: Problems posing as solutions?”. However, argues Svetlana Tsalik of the Open Society, a group financed by George Soros, a well-known investor and philanthropist, these funds can help to sterilise capital inflows and (in theory) to save for a rainy day. The key, she insists, is that countries should get their policy and institutional frameworks right.

     

    Whether or not these funds are good for producing countries, their investments in foreign markets appear to be no cause for concern just now. Ms McCaughrin estimates that “the [OPEC] cartel probably accounts for no more than 5% of global cross-border capital flows.”

     

    This tallies with the IIF's estimates that the six big Gulf economies have increased their foreign assets by an average of $30 billion per year over the past five years, and might do so by about $80 billion this year and next. That may sound like a lot, but given that the world economy is far larger than it was during OPEC's last bonanza, Ms McCaughrin concludes that it is “still much too small to have more than a marginal impact.” For the moment at least, the world seems safe from the menace of another petrodollar crisis.

    Like scores of her colleagues, Georgian television journalist Nana Lezhava reported on the terrorist school seizure at Beslan.

     

    But her coverage ended in arrest by the FSB, Russia's security service once known as the KGB. Tests show she was drugged during interrogation - one of several incidents that are raising questions about Russian handling of the media.

     


     

     
     



    Officials have acknowledged deliberately downplaying hostage and casualty numbers. A top newspaper editor in Moscow has been fired for "emotional" coverage; even one of Russia's state-controlled TV broadcasters has complained of lack of truth. And two known Kremlin critics were prevented from reaching Beslan at all, by KGB-style methods.

     

    "When Nana was interrogated by FSB officials, she was offered a cup of coffee," says Tudu Kurtgelia, head of news for Georgia's Rustavi-2 TV. "She was told they added some cognac to the coffee and she lost her senses. She doesn't remember anything, and only came to a day later, in hospital."

     

    Hundreds of miles away, on a flight from Moscow to get to the Beslan hostage scene, journalist Anna Politkovskaya asked for tea from a stewardess. After drinking it she lost consciousness, and upon landing was taken to a hospital.

     

    "Somebody did not want me to reach Beslan," says Ms. Politkovskaya, a writer for Novaya Gazeta and frequent critic of Moscow's policy in Chechnya, who - because of her contacts with the relatively "moderate" rebel faction of Aslan Maskhadov - had played a mediating role in a previous siege.

     

    In this case, Politkovskaya was on the phone constantly at the airport, perhaps raising official eyebrows as she tried to convince those close to the at-large former Chechen president to intervene in the hostage crisis. "We have old Byzantine traditions to eliminate unwanted people," says Politkovskaya. "Even a hint from a top official to his subordinates is sometimes enough for them to act."

     

    Media fallout from Beslan

    The two suspected drug cases are part of the media fallout from Beslan, where at least 330 people died, half of them children. While many journalists were able to report the events relatively unhindered, analysts say the stream of official misinformation, incidents of harassment, and suspected druggings have set a new precedent in attempts to control the media.

     

    A nationwide poll of nearly 2,000 Russians found that 85 percent felt they were not receiving the full story; nearly 20 percent said they were constantly being deceived. The irreverent print media - the least controlled format in the country - poured scorn on official versions of events.

     

    Official information was often contradictory or wrong. Initially, aides to President Vladimir Putin listed hostage-takers' demands; later officials said there were none. The precise figure of 354 hostages was clung to, even as locals said more than 1,200 people were captive.

     

    "A triple credibility gap arose, between the government and the media, between the media and the citizens, and between the government and the people," notes a report by the Organization for Security and Cooperation in Europe issued last Thursday. "This is a serious drawback for democracy."

     

    Kommersant-Vlast magazine listed some of the guidelines to limit what the press could and couldn't report. At NTV, for example, a "semiofficial document" was circulated early in the Beslan crisis, demanding media self-censorship on everything from troops deployed to names and nationalities of witnesses, relatives, and even hostages.

     

    The words "special operation" was prohibited, as was "shahid" [suicide martyr] - a word that, along with the phrase "war in Chechnya," has already been prohibited on state TV for a year. Forbidden, too, were listing of hostage-takers' demands and interviews with hostage relatives. Analysis of options to save the hostages, of steps already taken, or reasons for the crisis was also forbidden.

     

    The impact was felt even at Rossiya TV, considered the Kremlin's mouthpiece, which acknowledged government deception. "At such moments, society needs to know the truth," Rossiya news anchor Sergei Brilyov announced on air, blaming "generals, the military, and civilians" who refuse to act "until the president gives them the order."

     

    Debating the role of journalists

    These attempts to control the media are sparking a debate in Russia about the role of the media as acts of terror unfold - a debate that raged in October 2002 after Chechens seized a Moscow theater and 800 hostages. Later, broadcasters voluntarily agreed to a list of self-censorship restrictions.

     

    Some critics argue that full disclosure of the facts can be dangerous. "I think this is the kind of lie that saves lives," says Alexei Pankin, editor of Sreda magazine. "I take it for granted that [authorities] are not competent, and I know that attacking them and revealing they are lying will not make them any better, only more frustrated."

     

    Journalists have a broader responsibility, too, Mr. Pankin says. The terrorist "objective is to intimidate ... by the sheer scope of villainy," he wrote in a recent editorial. "They are the only ones with an interest in the broadest and fullest coverage of the catastrophe; they murder people precisely in order to get on TV screens and newspaper pages."

     

    That view differs from results of one call-in poll Friday of more than 3,000 by Ekho Moskvy, Russia's last independent radio broadcaster. Some 85 percent believe that an uncensored press helps battle terror.

     

    "The authorities were hysterical after the [Beslan] terrorist acts, so they vented their anger on harmless journalists," says Oleg Panfilov, head of the Center for Journalism in Extreme Situations. "But Rus- sian journalists didn't seem to learn how to resist."

     

    Among those who did is Raf Shakirov, the former chief editor of Izvestia, who was forced to resign after the crisis. The paper's critical reporting culminated in a powerful day-after issue: The front-page was covered by an image of a rescuer carrying a near-naked schoolgirl; on the back page, one photo of a woman grieving as she touched the head of a dead child.

     

    "I was reproached for coverage that was too emotional, and I was told I should not traumatize people," says Mr. Shakirov. "Wasn't it more harmful to ignore information or give wrong information? When they gave wrong figures and said terrorists gave no demands, wasn't it a threat to hostages' lives? No doubt it was."

     

    The media debate is already shifting into Russian politics, where some State Duma deputies want to block press talk of terrorist attacks at all.

     

    "We should make sure that the media do not facilitate terrorist activity and all means are good for this," Lyubov Sliska, a ranking Duma deputy told one newspaper. "We should not be afraid of the suppression of freedom of speech, the suppression of democracy."

    CHRIS MCGREAL, GUARDIAN - An influential Anglican group is to ask church leaders to impose a boycott of Israel and firms that do business there in protest at the occupation. The call, by the Anglican Peace and Justice Network, comes amid growing concern in Israel at rising support among churches, universities and trade unions in the west for a divestment campaign modeled on the popular boycott of apartheid South Africa. In July, the Presbyterian church in the US became the first major denomination to agree a formal boycott of Israel.



    The network said it would press leaders of the 75 million Anglicans and Episcopalians worldwide to impose sanctions on Israel after an eight-day visit to the occupied territories.



    The leader of the group, Jenny Te Paa, said the delegation from Anglican churches across the globe was so shocked by the plight of the Palestinians, including the construction of the concrete and steel barrier through the West Bank, that there was strong support for a boycott.



    "There was no question that there has to be a very serious kind of sanction in order to get the world to see that at least one major church institution is taking very, very seriously its moral responsibility," she said.



    "It happened in South Africa, and in South Africa the boycott had an effect. Everybody said it wouldn't work and it did work. So here we are taking on one of most wealthy and incredibly powerful nations, supported by the US. That's the Christian call."
