To Whom It May Concern:
First and foremost this is a one way discussion between I, Radamase Cabrera, a Black Man, and the African American Men in Maryland, specifically in Prince George's County. Sistas please forgive me as I clear my throat and have this private, public discussion among the brothas.
The facts of the Governors Redistricting Advisory Committee Plan are as follows:
- The plan creates 12 African American +18 Voting Legislative Districts.
- The plan creates 4 Majority Minority Legislative Districts.
- The plan protects Voting Rights of African Americans in Baltimore City and Prince George's County.
The wrong that is done in this plan is as follows:
- The plan should have created 15 African American +18 Voting Legislative Districts
- The plan should have created 1 Latino +18 Voting Legislative District
- The plan should not have politically gerrymandered Charles County, Calvert County and St. Mary's County.
- The plan does not create a majority African American Legislative District or Single member Delegate District in Montgomery County or Charles County.
The GRAC plan will only be viable for the election of 2014
and 2018. The population counts and demographic data are from the census of 2010. There should have been voter projection studies calculating the Black and Brown voting age population that would exist in 2014.
Dr. Bruce Cain, the Redistricting Expert for the State of Maryland, argues that the 2010 Voting Age population base is the only viable statistical analysis to be utilized in creating African American majority Districts. Utilizing the Cain formula, there
should be 13 African American +18 Voting Age Districts and 1 Latino +18 Voting Age District. The GRAC plan does not meet the Cain formula targets or even discuss the Cain methodology
in its report or press release.
Brothas..you have to ask, "Why is this?" Why are Senate Pres. Mike Miller, House Speaker Mike Busch and Assistant Attorney General, Dan Friedman diluting Black and Brown voting strengths? Why are they politically oppressing and socially degrading the Black community.
This reminds me of a movie entitled " The Liberation of L.B. Jones," which came out in the 1970's. The movies plot was centered around a small town in Tennessee and was based on the Political degradation of the African American community and the sexual exploitation of the African American Woman. The main protagonist was a Black man who was a funeral director and was the wealthiest and most influential individual in the Black community. The Actor who starred in this role was actor Roscoe Lee Brown. His wife was a loose
woman who gave her body to White Men because of her desire and need for power. Lola Falana starred as the wife. Please note that Halle Berry was not the first major Black actress to get nude and have sex with poor whites in a movie. Lola Falana's claim to fame was based on her being nude and having sex with White men in this movie.
You have to ask the question, "WHY IS THIS RELEVANT?" Every White man 60 years of age and older who grew up
in America was socialized to believe the following notions:
- One can treat a Black Man any way one desires and if the negro gets sassy, he can be threatened with lynching or castration.
- Any Black woman rich or poor, north or south is a free target of sexual desires of any White man.
- Negroes are intellectually, spiritually and morally inferior to White people because of the curse of "Ham" outlined in the King James Bible.
Therefore, Steny Hoyer, Ben Cardin and Mike Miller who are all above 60 years of age suffer from the socialization process of believing they are superior to Black Men. This was a common fact in 1970 which is why the movie was denounced
by White Liberals and applauded by Black communities. The character of Sonny Boy (played by Yaphet Kotto) was considered a "Bad Ass" negro who sought revenge on the town sheriff who consistently raped Black women and pistol whipped Black men.
Are Black Men going to challenge this redistricting process which will lay out leadership in Maryland for the next 10 years? It is time for Black Men to GET BAD ASSED and stop letting the Black Community be socially degraded, politically suppressed and economically exploited. Are Black men going to challenge the racist attitudes of Hoyer, Cardin, Miller and Busch with regard to questions of Black Political Empowerment in Prince George's County? Will any Black Man stand up to Governor Martin O'Malley on Tuesday, December 22, 2012 at the Public forum on legislative
redistricting in Annapolis at 10:00am to challenge this White racist map?
Or.....Will Black Men continue to do the negro shuffle and suffer from "Intellectual Castration?" Any Black Man who thinks that Slots and Casinos should pay for Education and Health Care in Prince George's County suffer from Negro Intellectual Castration. C'mon Brothas...you've seen the HBO specials on Prostitution in Atlantic City. Black woman running around nude in clear heals and g-string soliciting White men coming out of the Casinos. Or...conversely, does Negro Intellectual castration say its okay for Black Women to sexually service the needs of White Casino customers?
I know you brothas think I am out of my mind.
This is the problem I confronted being a poor negro child growing up in Harlem, NY in the 1950's. Drugs, prostitution, crime and poverty was the order of the day in my neighborhood and on my block. I REFUSE TO LET MY GRANDSON GROW UP IN THIS MADNESS AND SUFFER FROM NEGRO INTELLECTUAL CASTRATION.
