Former and current intelligence officers say Goss
never had a strategic plan for improving spying on
terrorist networks.

Kappes, on the other hand, had slowly [!] begun
to put his ideas...into action.

Part of [Kappes'] plan called for deepening ties
with foreign intelligence services." [2]

This very much-respected Kappes?

"Hayden's expected appointment of...Kappes for
a leadership role was seen as another indication
that Negroponte and Hayden believe that exper-

Experienced spies are the key = deepening ties
