anomalous procurement of over P260-million worth of mortar
ammunition in 2008, according to AFP Chief of Staff

Defense Secretary Gilbert Teodoro has ordered a full-blown inquiry
into the supposed purchase of defective mortar weapons following
a report from the US Federal Bureau of Investigation showing that
some of the ammunition delivered were not in accordance with the
specifications required by the military.

77 contracts between 2007 and 2008 with an average cost of

Actually this concern about climate change started seriously
a decade ago but the real cause begun when these now so called
industrialized countries become obsess in ruling the world
economy with the harmful end results of their technologies.
The machineries they built caused much trouble today than what
they thought a century ago. Hence, if you blame them about
this problem that was accumulated for the last one hundred
year, most of their stupid people would of course point out
that the trouble is from the developing countries, LoLz!

They should be the first ones to spend all their collected
assets to help minimize the global warming, isn’t it? :^).
At the same time, we should not follow their old systems/
industrialization methods anymore, but we should be more
concern on how to build cheaper, profitable global friendly
technologies that we could export and utilize (e.g. water or
solar powered vehicles, electronics, houses, buildings and
agricultural facilities).

friend Architect Jun Palafox, who referred to a 1977 World Bank
report on urban planning in Metro Manila that specifically called
for such an infra project to prevent the overflowing of Laguna de
Bay.

Ado Paglinawan, who was in the Marcos government in the 1970s,
wrote in two recent articles that the Parañaque Spillway was
actually programmed by the Marcos government as early as 1974,
and P62 million was set aside for its construction as early as
1986, under Presidential Decree no. 475.

But after Marcos was overthrown in February 1986, the incoming
Cory Aquino revolutionary government junked the spillway project,
but – as in the Bataan nuclear power plant – built or endorsed
nothing to take its place. Cory just did not want to continue

stalemate.

"This is a critical moment", said Annie Geron, General Secretary

HELPING ABANDONED CHILDREN IS AS EASY AS CALLING THE PHONE:

may find them, that are abandoned, orphaned, or simply not being
cared for anymore?

You can actually help these children by dialing these three

Visionary President Cathy Oyao of the Rotary Club of Pasay Gil
Puyat, District 3810 of Rotary International (RI), owns these
numbers, and Cathy and her club would be more than willing to take
the children and then care for them, in line with the thrusts laid
down by RI President John Kenney and District 3810 Gov. Connie
Beltran for Rotary Year 2009-2010.

Cathy told me in an interview during the program "Rotary Moments"
at BATAS INTERNET RADIO (www.batasmauricio.com)
on Tuesday (November 03, 2009) that this is made possible by a
partnership of her club with a Christian group called
"Love of Jesus Children's Foundation" which specializes in
child-caring projects.

The objective is to see to it that the children, who have been
left all alone to themselves by force of circumstances, are given
a new lease on a better life, and ultimately taken away from the
hopelessness and despondency of a deprived childhood.

CHRISTIAN CHURCH OPERATES "SHELTER HOUSE" FOR ABANDONED CHILDREN:
The children will actually be housed in some kind of a "shelter
house" in Pinagbuhatan, Pasig City, which is owned and operated by
the Foundation, which is in turn run and managed by Bishop Tito
Sanchez and his daughter, Pastor Rachel Sanchez, of the River of
God Christian Church.

As of now, the shelter house (which is supported by international
and local partners like Cathy's Rotary club) cares for 28 children
who were all "street children" prior to their having joined the
Foundation. Their ages range from 4 years old (the youngest) to
12 years old (the oldest), without any known parents.

Aside from being provided with their daily sustenance, the kids
are also enrolled in special nursery and elementary courses
depending on their age, which the Foundation itself had been
authorized to offer by the Department of Education.

When they have been sufficiently "de-briefed" and taught basic
values in truthfulness, honesty, hard work and fear and love of
God, the children are then allowed to be adopted legally, or cared
for by foster parents even without the benefit of adoption.

RC PASAY GIL PUYAT PURSUES POLIO ERADICATION AND OTHER PROJECTS:
But, over and above this very noble endeavor by the Rotary Club of
Pasay Gil Puyat in
partnership with Bishop Sanchez and Pastor Rachel Sanchez,
President Cathy is also pursuing other worthwhile Rotary projects.

Every Wednesday, she is undertaking a regular medical-dental-
surgical mission among the poor residents of Tondo, Manila, in
cooperation with the Rotary Clubs of Tondo, Intramuros and
Macapagal, where Intramuros President Art Platon acts as the
surgeon.

Cathy's club is also providing scholarships and free schooling for
poor students who are pursuing courses on physical therapy as well
as on livelihood generation (accessory-making, cooking gourmet
"tuyo" or dried fish and Spanish sardines, and beauty parlor
operation, and establishment of operatives).

It is also continuing to implement polio eradication treatments
more particularly along Bgy. Kalayaan, MIA Road, Pasay City,
where the club is also distributing Vitamin A supplements to kids
aged 1 to 5 years old.

LAST SUPPER AND THE INSTITUTION OF THE HOLY EUCHARIST: The fifth
and last mystery in the mysteries of Light (or the Luminous
Mysteries) of the Holy Rosary of Roman Catholic Christians is the
"Institution of the Holy Eucharist through the Last Supper", an
event which is now being used as basis for the Catholics' claim that
Jesus Christ is present in all Catholic masses around the world.

Found in Matthew 26:17-29, Mark 14:12-25 and Luke 22:7-20, the
story about the Last Supper contains an order from Jesus, which is
significant as it is unique: "do this in remembrance of me".

The question of course is: why would Jesus tell his disciples, who
were having the Last Supper with Him, to break bread and drink
wine "in remembrance of me" or "in memory of me"?

There could only be one answer and here lies the significance and
the uniqueness of the Last Supper: Jesus wanted all those who
believe in Him to remember Him every time they partook of food and
drinks, to remember that all the grace and blessings that come to
them who eat and drink actually come from the benevolence of God.

And since everything comes from the benevolence of God, we should
always be thankful to Him, and recognize that without Him, we are
nothing and we have nothing, and that whatever we are eating and
drinking represents Jesus, so that Jesus actually is with us all
the time.

Finally, the order of Jesus to break bread and drink wine "in
remembrance of me" actually asks all of us to remember that Jesus
allowed His body and blood to be offered for the forgiveness of our
sins, thereby confirming that He is not only God, but our Savior.

Nations' decision not to channel through Philippine government
agencies the required aid (in kind) to the victims of the most
recent typhoons because of rampant corruption in the government.

"Cilapulapu" is the one name given to the "lord" of Mactan by
the only eyewitness to have written his name.

There are no other names given by eyewitnesses who wrote on
Magellan's voyage.

Other names are hearsay, e.g., "Calipulako" and imaginative
play on it.

Jose P. Rizal was the first to transmogrify "Cilapulapu" into
"Si Lapulapu" without explanation, reason, justification...NADA.
The rest of the world followed him uncritically, without citing
his authorship.

The waters of the great flood of Metro Manila and Laguna may have receded
somewhat, yet they have left behind destroyed communities and thousands of
impoverished families. The emotional scars remain, caused by the loss of loved
ones, children and parents, drowned, and thousands of homes, lovingly built
brick by brick collapsed and in ruins. That's the aftermath of the floods.

Lack of prevention has been underlined as the biggest cause of such human
suffering. No foresight or emergency response teams were ready. Few trained
disasters or emergency medical personnel were available. Billions of public
funds that should have developed public safety emergency plans and resources
have disappeared through corruption, waste and mismanagement.

Why is it that we have to see the bloated bodies of dead children, parents and
heroes, swept away by flood waters and a torrent of national and international 
criticism before government officials and big business tycoons feel the sting of
shame and are forced to act however sluggishly for the public good and not
always for there own gain.

Every year there are floods and the engineers, bankers and politicians know why
and they know what should have been done. The Manila Times has revealed in an
exclusive report a few weeks  ago that one major cause of the floods are the
alleged corruption riddled  delays of  a vitally important multi-billion peso 
flood alleviation project.

The huge mega project of the Department of Public Works and Highways (DPWH)
worth US$14 million, known as the Pasig-Marikina River Improvement Project was
supposed to start last 2007 and be complete in 2013 yet hardly a bulldozer has
moved or a backhoe mobilized. It is the Marikina Valley that has been most
devastated by the floods.  We have to research the factors that are causing such
disasters, is it incompetence, politicking, corruption?  Hundreds have died
because of the snail like pace of project implementation.

Likewise the Kamanava Area Flood Control and Drainage System improvement Project
in the same area Northeast of Metro Manila worth US$15 million has also been
delayed. It was due to be completed last 2007. It is 90.5% complete but  until
now that vital last section has remained uncompleted due to the haggling and
bargaining going on over money and payments for the right of way  compensation.

The necessity for such flood control projects is simple, the forests have been
cut down, the soil is washing away so there is nothing left to absorb the rains.
Corrupt politicians protecting logging companies and promoting the interests of
foreign mining companies are behind the loss of 70% of the forest cover of the
Philippines over the past 60 years. The archipelago was one massive rain forest
at the turn of the century, now it is has just a few scraps left.

Even those remaining forests could be a starting point for regeneration and
reforestation, but they too are being hacked to the ground, all laws forbidding
it are ignored.  Three weeks ago, I saw a huge truck hauling massive cut trees
through the heart of Manila.

Reforestation is one of several important things that the G20 nations of global
community need to do to slow global warming.  The forests and the seas are the
great absorbers of the deadly CO2 gas that we generate by burning coal and oil
in our power stations and cars.  Yet it is too late to reverse global warming by
replanting trees alone. Climate change is coming on faster than predicted. We
have to turn to renewable sources of energy on a massive scale and stop burning
fossil fuel.

While the insatiable and criminal greed of Wall Street financial traders and the
irresponsible bankers of the world brought the global economy to the brink of
disaster, it is becoming clear they are too powerful to restrain, regulate and
control.

Perhaps they could be directed to turn their propensity for profit to funding
the next great industrial revolution of renewable energy and the electric car.
Such massive investment is needed to save the planet from irreversible climate
change and reduce the severity of the floods, droughts and famine that are on
the way to the poorest of the poor everywhere. END

Ang aking pananaw noon, ang katiwalian at krimen sa Pilipinas ay dulot ng
kahirapan. Subalit sa mga naganap na pangyayari kamakailan-lamang, napag wari ko
na nagkamali pala ako.  Madaling maunawaan kung bakit may mga taong nagiging
adik o nagiging mga kalapating mababa ang lipad, o mga magnanakaw at mamatay tao
ng dahil sa tinde ng gutom at salat na kahirapan, ngunit ano namang kayang
katwiran ang maibbigay ng mga mayayaman o ng mga taong may mga pinag-aralan
upang ipaliwanag ang kanilang nakahihindik at kakaibang pag-uugali sa lipunan?
Dati, ako ay tuwang tuwa tuwinang may nahuhuli at nakukulong na mga maliliit na
snatcher o mandurukot dahil sa hindi ko pa naintidihan na meron palang mas
malalaking mandarambong at mga pusakal na gumagala ng buong laya  sa ating
kapaligiran at sila pa itong gumagawa ng ating mga batas at nagpapatakbo ng
ating bansa. At kung sino pa itong  mga kawatang ito ng bayan ay sila pa ang di
man lang masaling, ni katiting,  ng mga institusyong inaasahan nating magpatupad
ng ating batas at katarungan. May sasahol pa kaya sa kalagayan nating ito?

Sa aking paguwi tuwing gabi sa bahay , ako ay napipilitang manood ng TV upang
makahabol naman ako sa mga kaganapan sa araw na nagdaan. Ako ay para bagang
namamatanda, ika nga, sa aking nakikitang mga karakter sa TV. Sa aking pakiwari,
hinde mga tao ang aking nakikita. Sila'y mga karikatura ng tao - masyadong
silang di tunay upang maging kapani-paniwala at lubhang napakasama naman nila
upang maging makatotohanan. Ang mga "kagalang-galang" na kawatan ng bayan ay
nagbabatikusan, sila-sila ay  nagtatawagan ng kung ano-anong mga pangalan,
nagtitigan sa mata na sa wari ko baga'y sila na ang mga kung sinong
kalinislinisan sa buong madla at kanya-kanyang pang nag-aakusahan ng mga kung
ano-anong katiwalian gayong sila nanam pala mismo  ay may pagkakasala din sa
bayan . Katawa-tawa at kakila-kilabot ang aking nakikita sa TV. Hindi ko na
malaman tuloy kung ako ay matatawa o mapapaiyak dito. Ito na yata ang
pinakabulok at pinakamababang paraan upang maaliw ang taong bayan.

Ngayon lang ako nakakita ng napakaraming mga "kagalang-galang" na mga pusakal at
mga hambog na buong layang naglilipana sa ating paligid. Ang mga kriminal na
ito, na nakasuot pa ng barong tagalog o ng mga magagarang "Amerikana ", habang
naka-astang akala mo ay kung sinong mayayaman at sikat, ang pumukaw-takot at
mangha sa mamamayang naghalal sa kanila sa kapangyarihan, kaladkad-kaladkad pa
nila ang mga matatas nilang pamagat o titulo tulad ng "Kagalang-galang",
"Senador", "Justice", "General" at mas masahol pa, "Pangulo". Balintuna talaga
ang mg nangyayari sa ating bayan. Kung sino pa itong mga tulisan at pusakal sa
bayan, sila pa ngayon ang nagsasanay sa batas, gumagawa ng ating batas at
nagpapatupad ng mga batas na ito.  At tayo ay nagtataka kung bakit ganoon na
lang ang kilos nang ating mga pulis! Ang mga kagalang-galang na ito ay ang
kanilang mga pinuno, at mga puno ng bansa – mga Robin Hoodlum at ang kanilang
mga kampon na mandarambong. Ang kanilang adhikain? " Nakawan ang mahihirap,
bawasan ang kasakiman ng mga mayayaman."

Nakakapagisip ako tuloy kung saan lupalop nagmula ang mga taong ito, at kung ano
ang kanilang kinalakhan na kinakailangan nilang ipakita sa buong mundo ang
kanilang ginagawang kalapastanganan sa bayan. Naitatanong ko rin sa aking sarili
kung saan nagaral ang mga ito, anong uri kaya ang mga guro nila, anong uri kaya
ang kapaligiran na kanilang pinangalingan na nakakaya nilang maglubid ng
buhangin , lokohin at nakawan ang bansa nilang baun na sa utang at  mga
kababayan nilang tigib sa kahirapan at pinanumpaan nilang pagsilbihan ng buong
linis at katapatan. Naging palaisipan ko na rin kung ano kaya ang tingin sa
kanila ng kanilang mga anak at inapo, at kung sila na nga ang simula ng isang
bagong henerasyon ng mga pinagbuting  KAWATAN at SINUGALING  na  FILIPINO. Huwag
naman po sana!

Isa akong  karaniwang mambubuwis at mamamayan lamang.  Pinalad lamang ako na
magkaroon ng isang trabaho na nakakasagot sa aking mga pangangailangan at ng
aking pamilya, kahit na 30% ng aking  kita ay napupunta sa pananalapi ng bansa.
Katulad ng iba sa aking pulutong, ako ay madalas na nagrereklamo hinggil sa
kakulangan ng ating gobierno sa pagbigay ng mga pangunahing serbisyong
karapat-dapat at inaasahan ko. Mga kalsadang  binatbat ng hukay, mga sistemang
malaki ang kakulangan tulad ng sa edukasyon , serbisyong panlipunan, serbisyong
para sa kalusugan, at ng sa lahat na. Ngunit hinde ko rin naman nalilimutan na
ito siguro ang kalakaran ng  isang  " third world country" at kaya siguro, ang
lahat kung reklamo ay di na nga nagkaroon ng kasagutan o kahulugan sa
kinauukulan kahit ano pa man.

At pagkatapos, ito pa.  Mga " scandalous government deals".   Mandarambong na
mga pangulo na mahilig magtuturo ng kanilang mga daliri sa panunumbat ng iba.
Mga Senador ng Bayan na nasa bulsa ng mga kawatan. Mga Congressmen na mahilig sa
lagay. Mga " big time" na mga abogado o mananangol ng mga mga pating sa katihan.
Isa na riyan si De Venecia, na nagkakalat ng sekreto nila ng kanyang amo –
ngunit ginawa lang niya ito --  noong matapos ang kanyang tila walang hanganang
panahon sa luklukan ng kapangyarihan ng siya ay patalsikin sa pagka-ispiker ng
mga kampon ng dati niyang amo; si Enrile nagtatanong tungkol sa moralidad ng
ibang tao! Sina Abalos at Arroyo, na sobra na sa kayamanan, na walang patid pa
rin ang pagnanasa sa  marami pang kayamanan  maski na hinde nila kayang ubusin
ito sa tanang buhay nila at ng kanilang mga inapo. Si Joker na ginawa ang
sariling katawa-tawa ng ilabas niya ang kanyang salawikain  "pag bad ka, lagot
ka!". Si Defensor, na wala nang kayang magtanggol. Si Gen Razon na nakasangkot
sa pagkidnap. Mga security men na kayang-kayang pangalagaan ang kahit na ano
maliban sa bayan na pinanumpaan nilang  iadya sa panganib. At ang lahat na ito
ay tungkol lahat sa pera, pera, at pera pa rin na di kayang abutin ninumang
mamayan, maski na sa pananginip lamang. Katakataka pa kaya kung bakit ang ating
mangilan-ngilan na natitirang disente at masipag na mamamayan ay nagsisikap na
lisanin ang bayan upang magtrabaho sa ibang bansa?

At ang pinakamasama sa lahat na ito, tayo ay muling nagkaroon ng isang pangulong
hayok sa kapangyarihan na para bagang nagmistulang  isang talaba sa tagiliran ng
isang makalawang na barko. Ang kasabihang  "Ang magmahal (ng kapangyarihan) ay
bulag" ay nagkaroon ng isang buong bagong kahulugan sa panahon ni  PGMA na
paulit ulit na nagbubulagbulagan sa mga " financial deals" ng kanyang asawa. At
bulag kuno sa lahat nanangyayari, siya ay walang tinggil sa kanyang pamamasyal
sa buong mundo , kabuntot ang isang damulak niyang mga kaalyado at alalay,
habang ang kanyang bansa ay nararatay sa matinding kahirapan .

Sabi nila, ang mga iilang ugok na tulad ko, na gusto pa ring manatili sa
Pilipinas, ay manhid na upang makaya pang magpakita ng suklam sa mga nangyayari.
Hindi ako sang-ayon dito. Marami pa rin  ang katulad ko ang nakakaramdam ng
matinding galit sa harap-harapang paglabag ng batas ng mga taong tinatawag
nating  lider,  marami pa rin  ang katulad ko na naninindig ang balahibo sa
kahihiyan sa tuwinang matatawag na kababayan ng mga ganid na ito,  marami pa rin
ang di maka-iwas na madama  ang mahapding pagkabigo sa mga nangyayari sa ating
bansa, bagamat  hindi  ko rin mailigtas ang aking sarili sa matinding kawalaan
ng kakayanan na may magawa pa tungkol dito.  Hindi dahil sa hindi ko  kayang
manindigan o hindi ako maninindigan.  Bagkus ang aking matining na pangamba ay 
wala ring kahihinatnan ang lahat, anuman ang aking gawin. Sa katunayan,  kayang
kayang gawin ng mga makabagong halimaw na ito ang kahit na ano. Sa katotohanan,
ako at ang aking pamilya ay maaari nilang saktan. Sinisimulan na nila ito
bagamat hindi ko pa ito nararamdaman.

Sa kaila ng lahat, kailangan kong gawin ang sulat na ito. Kailangang  ipa-alam
ko sa balana na ang nakakaraming mga  karaniwang mamamayan tulad ko ay hindi
nananatiling at mananatiling walang sigla sa mga isyu na makakaapekto sa atin at
sa ating mga anak. Gusto kong malaman ng madla na mayroon ding mga Pilipino na
ang paniginip ay ang mas makakabuti  para sa Pilipinas. Gusto kong ipaalam sa
mundo na ang ating bansa ay hindi kuta ng mga kawatan at mandarambong sa bawat
sulok nito, at gusto ko rin malaman nila na may natitira pang mga mamamayan na
naniniwala sa kagandahang-asal, sa pagkakamakatarungan, sa karapatang magsalita
ng bawa't  isa, sa  malayang karapatan ng bawa't isa na marinig ang  tinig at
mga panukala ng iba, sa karapatan ng mamayan na pagsabihan ang mga taong
pingkatiwalaan nilang pangalagaan ang kapakanan ng bayan at dahil dito ay
nailukluk sila sa kapangyarihan, na sila ay abusado sa kanilang kapangyarihan at
ngayon ay panahon na  upang sila ay bumaba. Hindi ko matatangap na ang bansang
ito ay mapapunta sa impiyerno dahil ito lang ang tanging bayan na matatawag ko
na aking bansa at pananagutan ko na gawin ang lahat na abot kayang  ko'ng gawin
upang maisatuwid and kanyang kalagayan.

Yaon  ating mga kasamahan na walang  sapat na kakayanan, kayamanan,
kapangyarihan o posisyon na kinakailangan upang labanan ang liderato ng krimen
sa ating pamahalaan ay di tunay na walang kakayanan at di dapat mapanawan ng
pagasa. Sila ay maaaring manawagan at humingi ng saklolo sa pamamagitan ng
pagdarasal sa Kapangyarihan ng Kabutihan. Maaaring gawin ito ng ating mga
pamilya sa bawat gabi. Maaari nating ipagdasal at iaalay ang ating mga dalangin
sa bawat oras na ipinagdiriwang natin ang misa sa simbahan.  Maaari nating
hilingin ang iba na magdasal, kasama ang kanilang mga kamag-anak at mga kaibigan
dito at sa ibang bansa. At maaari nating din iaalay ating mga ibang personal na
sakripisyo kasama ng ating panawagan, mapaabot lang sa Kanya ang ating
pagkawalang-taros na kahilingan mailigtas ang ating bansa sa mga salot ng bayan.
Hindi ako naniniwala na sila ay maaaring maging mas malakas pa kaysa sa Poong
Maykapal!

Ako ay nanawagan sa mga  ina ng tahanan na alagaan ang iyong mga anak sa
pinakamahusay na paraang kaya ninyo. Huwag natin silang bigyan ng labis-labis na
layaw, o sobra-sobra sa materyal na buhay kahit na kaya nating bilhin ang mga
ito. Turuan natin silang malaman at maintindihan na may mas mahalagang mga
bagay-bagay sa mundo. Ako ay nagsusumamo sa mga ama ng tahanan na maglaan ng
oras sa kanilang mga anak. Turuan natin sila sa kadakilaan ng pagsisikap sa
buhay, ipamulat natin sa kanila ang biyaya ng katapatan, ang ginuntuang yaman na
napapapaloob sa makatarungang pamamahagi ng ano man sa buhay, sa tunay na lakas
na nagmumula sa isang malinis na  karangalan at makataong pakikiramay - mula pa
sa kanilang maliit na mundo hanggang sa sila ay may sapat ng pagiisip at
kakayahang magsarili sa kanilang mga buhay. At hindi lamang sa ating tahanan, sa
trabaho man, sa paaralan, o saan man mapapunta tayo. Maging mabuting huwaran
tayo ng mga nakapaligid o nagmamasid sa atin. Maging bantayog sana tayo ng
halimbawa para sa ating mga anak upang sila ay lumaking mabubuting mga mamayan
at ng maipamana naman nila sa kanilang mga anak at ating mga inapo ang marangal
at kapuripuring pangalan ng ating pamilya. .

Tinatawagan ko ang ating mga tapagapagturo at guro –huwag ninyong maliitin ang
impluwensia ninyo sa murang kaisipan ng ating mga kabataan. Hikayatin natin
silang malaman ang mga nangyayari sa kanilang kapaligiran.  Itanim natin sa
kanila ang halaga ng tiyaga upang makakuha ng tunay at kapaki-pakinabang na
kaalaman. Tulungan ninyo kaming mga magulang na maihubog ang aming mga anak na
maging mga mararangal na kalalakihan at kababaihan. Tulungan ninyo kaming
mahikayat ang ating mga nagtapos na kabataan, ang ating mga pinakamahusay at
pinkamagaling, na magawa sana nila ang kung ano mang maaaring gawin, mai-angat
lang ang bansa natin sa maputik na kinasasadlakan nito dahil  sa ating mga
tradisyunal nating mga pulitiko.. Nasa kabataan ang kinabukasan ng lahat. Nasa
palad nila, sampu ng kanilang mga magulang, tagapagturo at guro, ang pagbabago
sa bayan. At nasa kanila rin kung kaya makakaya natin magawang maghari muli ang
mga mabubuting  lider, Pangulo, Senador, Congressmen, Justices, Mambabatas, Law
-enforcers at ang mga mabubuting mamamayan  sa ating bansa..

Aking hinahamon ang lahat na mag-aaral, mga kabataang mamayan at mga propesyonal
,sa lahat ng dako, masdan ang inyong paligid at makisangkot sa mga nangyayari.
Huwag hayaan ang iyong  kabataan ay maging isang  dahilan upang kayo ay
magpasawalang-kibo na lamang sa nakikitang mabagsik na katotohanan sa buhay.
Iwasang gamitin ang inyong kabataan na maging dahilan upang kayo ay maging
mapangutya. Kailangan namin ang iyong idealismo at ang kadalisayan ng inyong
pananaw katulad ng pangangailangan ninyo sa kaalamang-laon ng mga nakakatanda sa
inyo. KAILANGAN KAYO NG ATING BANSA! Hayaan marinig ng lahat ang iyong mga
tinig.  Gawin ninyo ang lahat na abot ng inyong makakaya para  sa bayang
nagbigay sa ating lahat ng ating mga ninuno at ng ating pinangalingan. Gamitin
ang teknolohiya at ang lahat na mapagkukunan ng gamit upang maikalat ang tama at
mabuti. Text or magpapadala ng mga makabuluhang mensahe na nakakagising at
pupukaw sa panlipunang budhi ng bayan. Ihayag ninyo ang pinakamahusay sa inyong
sarili laban sa kabulokang umiiral sa ating kapaligiran. Hinde kayo magsisisi
pagdating ng panahong kayo ay isang magulang na rin. Lilingunin ninyo muli ang
iyong nakalipas at mga pagkakamali at kayo ay mapapanalangin na sana ay makagawa
ng mas maraming kabutihan kaysa inyo ang  inyong mga anak,.

Tandaan natin na may mangilan-ngilan lang sa atin ang may kakayahang magpatakbo
ng ating bansa. Maaari tayong sumanib sa kanilang hanay ng madagdagan ang
kanilang dami. Tayo  ay pagod na sa makalumang mga politico at sa kanilang mga
pamamaraan. Kailangan ng bayan at ng madlang Filipino ang matatapang at mga
idealistang lider na magbibigay muli ng pangunahing diin sa tama at mabuti para
sa bayan at mamayan. Habulin ninyo ang sukdulan ng inyong kakayanan upang maging
pinakamagaling sa iyong napiling larangan. Maging mabuting abogado,
tagapaglingkod sibil, accountants, computer techs, mga inhinyero, doktor, mga
militar at kung sakaling dumating ang pagkakataon matawag kayo upang maglingkod
sa bayan, kayo ay  mayroon ng isang makatotohanan at kapanipaniwalang talaan na
maaaring magsalita para sa inyong pagkatao.

Para sa pagmamal sa bayan, para sa kinabukasan ng ating mga anak, para sa
maraming nagagsialay na ng kanilang mga pagkakataon at sa mga nangamatay upang
ma-itaguyod ang ating mga karapatan at mga paniniwala, nakikiusap ako na gawin
natin ang lahat na magagawa natin.  Bilang  karaniwang mamamayan, marami tayong
maggawa para sa ating bayan at sa mamayang Pilipino kaysa sa umupo na lang tayo
sa isang sulok at hayaan na lang ang mga mandarambong, na nasa luklukan ng
bayan, na dalhin ang ating bansa at tayong lahat sa kapahamakan. Ito ay isang
tungkulin, natin hindi lang sa ating sarili. Ngunit higit sa lahat,  ito ay
isang banal na tungkulin natin sa ating inang bayan.

At 4:00 pm of 09 October 2009, a Mother, Disaster Victim, Urban
Poor Leader, Womens Rights Advocate, and Development Activist
was brutally shot and killed, along with her teenage son, by
security forces of a private landowner claiming a parcel of
land at Pechayan, North Fairview, Quezon City, Republic of the
Philippines.

Myrna Porcare was a long-time leader of the Samahang
Magkakapit-bahay sa Pechayan, North Fairview (SAMASAPE), an
affiliate grassroots organization of the Damayan ng Maralitang
Pilipinong Api (DAMPA). Her community was recently devastated by
severe flooding from the typhoons Ketsana and Parma, where close
to 100 families, including herself, lost their homes. Within the
week after the flood, while the people were still rummaging
through the wreck of their houses to salvage the few remaining
things that were spared by the flood, about 200 security forces
representing an unidentified individual claiming to own the
property swooped down on the community and proceeded to build a
fence around the area.

Myrna led a mobilization to the Human Rights Commission, which
declared the fencing illegal, and halted construction, since
the land was still being contested by various individuals and
agencies. The commission also told the people that since there
was no permit for the fencing, the people can remove them.
Unarmed, and only with the intent of ensuring that their
community had an access route, Myrna attempted to remove a part
of the fence that surrounded their community. She was then shot
twice in the stomach with a shotgun, with the second shot pumped
into her frail body while she was already down and bleeding on

in the heart, killing him instantly. Myrna was brought to the
nearby FEU Hospital but died two hours later.

The vulnerability of poor people to the effects of disasters is
great, and they need the most protection, especially from those
who would exploit the situation of the poor to satisfy their
greed, and from representatives of authorities who would look
the other way while crimes are committed against the poor, and
in the worst of times possible. Please help to ensure that
justice is served, and that the perpetrators of this crime do
not go unpunished. Please help us put pressure on the Philippine
Government, the Philippine National Police, and the Office of
the President, so that they will act with haste to resolve this
crime, and prevent more crimes from being committed against the
poor, especially in their time of great need.

You can help by:
1. Calling the PNP to inquire about the progress of the case.
Three security guards were caught by the police officers of
station 5 near the Fairview wet market. However, witnesses also
reported that two police officers wearing from the same station
were at the scene of when the crime happened. They were
reportedly wearing plain clothes and did nothing to stop the
second and third shots. By calling the PNP, you will have let
them know that we are concerned about the case, and that we are
watchingthem to make sure the perpetrators caught would not
vanish under mysterious circumstances.

2. Call the office of Mayor Sonny Belmonte in Quezon City, to
let him know about what happened to his constituents who,
instead of getting help, got one of their own shot, because she
was helping her own fellow poor.

3. Keeping this e-mail circulating. That way, we will sure to
get the attention of people in power, so that they may axtend
assistance to Myrna's family, and community.

4. Lastly, if you have time, you can visit the Myrna's wake at
their community. It is very near the road, and you will easilly
find it.  Going to Fairview and having passed Fairview Center
Mall and the NCBA to your left, cross the bridge, make a U-turn,
and go back to the bridge. Stop before the bridge, and go down
the small sidestreet to your right. Her body and that of her son
lies in cheap caskets on the stage of the small basketball court.
They lost their home to the flood,and this was the only place
her neighboors can use to remember her by.

While you are there, talk to the people, listen to their stories,
hear their joys and sorrows. If you are not calloused enough.
you just might hear  your own heart talking.

Dutch engineering technology (building or house structures) is
probably developed compared with ours, yet we still have to make
our own structural designs based on our geography where the
archipelago is always bombarded with typhoons. We can also adopt
and redesign foreign technologies based on the natural calamities
we always encounter.

But, I am still hoping for the government to practice integrity
on implementing projects :^(, because engineering technologies
are ineffective, if they would not function well as the result of
the substandard quality.

I strongly endorse this - without an iota of mental reservation.
I fully agree with all that have been said hereby this Korean,
who I envy a lot.

To at least try to catch up, I vow to improve on the speed and
manner at which I am inculcating patriotism - a genuine love of
country - on the heart and minds of my grandchildren. Honestly,
I do this, in the hope that my family and I may be able to
contribute our modest share in the task of rebuilding a nation
that has been abused, ravaged, raped and dehumanized by the
greedy oligarchs and their cohorts.

For decades now, the Philippine oligarchy has been distorting
our culture and fanning divisions among us - fitting Filipinos
against brother Filipinos - in a bid to corner with much ease,
the now-seriously- depleted Philippines' patrimony.

Sad to say, these public menace, who pass themselves off as the
"champions of democracy," had been put under check until the
advent of the Cory Aquino government, which breathed new life
into their financial carcasses and offered to return to them -
on a "golden platter" - all that the government had to foreclose
for their failure to repay their foreign creditors with whom the
government had to settle as those loans were covered by sovereign
guarantee. Not contented with just running away with the principal,
these shameless oligarchs never even bothered to repay the
government for all the value-added to those properties, as they
went on to reclaim their status and role as the Philippines'
political king-makers.

Release P1 B funds for forest development - group

Budget advocates are calling for the immediate release of some
P1-billion budget intended for the development and rehabilitation
of the country's forest to boost the government's Climate Change
mitigation and adaptation efforts.

The P1 billion 'impounded' budget is part of the 2009 budget
allocation for the maintenance and other operating expenditures
(MOOE) and Capital Outlays of the Department of Environment and
Natural Resources (DENR).

As of October 2009 or less than three months before the end of
the current fiscal year, the said amount which is part of DENR's
budget for forest management and development, has not yet been
released by the Department of Budget and Management (DBM), says
Jonathan Ronquillo, Envi-Campaigner of the La Liga Policy
Institute (LLPI).

LLPI, which acts as the secretariat of the Alternative Budget
Initiative - Environment Cluster (ABI-Envi), learned that the
P1 billion impounded budget is seriously compromising the
operations of the DENR, particularly the Forest Management
Bureau (FMB).

The DENR can only do its job of protecting the forests when the
budget intended for it is in their hands, says Ronquillo.

Ronquillo cited the importance of developing and rehabilitating
the country's denuded forest in protecting the ecosystem, and
mitigating the impacts of global warming and climate change.

Forest management essentially involves the management of forest
lands and resources, development, protection; community-based
forestry program, soil conservation and watershed management,
and forest boundary delineation. For 2009, an amount of
P3,905,715,000 was allocated for these budget items in the
General Appropriations Act enacted by both Houses of Congress.

A big chunk of the 'impounded' budget was allocated for
reforestation program which calls for the massive planting of
indigenous trees to rehabilitate the denuded forests.

According to Ronquillo, the delay in the release of such fund
compromises on-going programs related to Climate Change.

Meanwhile, the group reiterated its appeal for the immediate
release of some P80 million for the development and rehabilitation
of some of the country's Protected Areas and National Parks.

Among these protected areas and national parks are the Tubbataha
Reef, Apo Reef, Mts. Banahaw and San Cristobal, Mt. Kitanglad,
Northern Negros National Park, and Central Cebu National Park.

The group also urged lawmakers to provide funding support for the
development and rehabilitation of the parks, which will no longer
receive funding in the proposed 2010 National Budget. (30)

Gloria is going down in history as the first to seek compensation
from the world for being a victim of climate change. Addressing a
forum the other day, she said the government, through state firm
National Development Co. (NDC), will issue P50 billion in what
sounded like reparation bonds for which she was obliging
multilateral institutions such as the World Bank and the Asian
Development Bank (ADB) to subscribe to.
