Orange County's Rail Safety Enhancement Construction Notice
LINCOLN AVENUE CROSSING
CONSTRUCTION UPDATE 
 
What:
Construction to upgrade the safety features at the Lincoln Avenue railroad crossing in the city of Orange is currently scheduled to begin Sept. 14. There may be partial road closures at the crossing during the construction work.

The safety enhancements for the Lincoln Avenue crossing will include a median extension on the west side of the crossing, new signage and striping, vehicle gates on the westbound lanes, new pedestrian gates and railings on both sides of the crossing, and pavement resurfacing.

Where: 
Lincoln Avenue railroad crossing in the city of Orange between Olive Orange Road and North Glassell Street.
 
When:
Construction is scheduled to begin Monday, Sept. 14, and is expected to last four to six weeks. This work will occur Monday through Friday from 8 a.m. to 5 p.m.
 
Why:
OCTA is partnering with local cities on the first countywide effort to enhance rail safety at 52 railroad crossings in Orange County. Once construction is complete, cities may be eligible to apply to the Federal Railroad Administration for a designated quiet zone, an area along the train tracks where locomotive horns are not routinely sounded unless an emergency exists.

The baseball team at Santa Ana’s Godinez High School is raising money by
selling advertisements for local businesses on their t-shirts.  You can bet that
the Orange Juice Blog will be included!  If you have a local business and can
help out, the cost is only $25, but you may donate as much as you want.

Your business name will also be seen at games, public appearances, practices and
tournaments this year.

If you don't have a local business you may advertise a personal message instead.

Please email me if you are interested in helping.  My 15 year old son is a
pitcher at Godinez High School.  He didn’t get his talent from me!  I played
chess and served on the debate team in high school.  I wish I could have played
baseball - alas no such talent for me…

The Santa Ana Planning Commission will be conducting a public hearing
tonight, at 5:30 pm, to consider the proposed 31 story Bisno Tower,
which is supposed to be built near the Bisno City Place development -
you know, the one with the human signs in front of it informing us
about how they have had to resort to auctioning their over-priced
luxury condos.

Does no one in Santa Ana know that we are in the midst of the Bush
Depression?  Bisno can't sell his City Place units, how in the Hell is
he going to sell 31 stories full of the same overpriced condos?  How
quickly will this tower turn into apartments?

Already Main St. in that area is a nightmare at rush hour.  What will
2,000 more cars do to our local traffic in north Santa Ana?

If you agree with me that this plan is nuts, please be sure to attend

Toastmasters offer a “learn-by doing” educational program in which members can sharpen and improve their skills in a comfortable and supportive club atmosphere.  Our club currently has 15-20 members who meet weekly to learn and practice public speaking techniques.  There is no instructor; instead, members evaluate each other’s presentations. 

We are a bilingual club English/Spanish with our Spanish language meetings held on the first Tuesday of every month.    Visitors are welcome.

1) Saturday, February 3 -  The 27th annual Black History Parade will step off heading south on Broadway St. to Civic Center Blvd. and turning west to Flower St. where the multicultural faire will be celebrated. The theme this year is “Bridging the Gap through Unity”. As always, the parade includes equestrians, marching bands, youth groups, folklorico and rap/hip-hop dancers, clowns, and floats representing community organizations. 1) Thursday, December 21, 2007 at 4:00 p.m. -     On Sunday, December 17th at about 4:32 pm, a shooting occurred at 200 E. Camille.  Officers arrived and located three victims.   Two 14-year old victims died at the scene, the third victim who is 16 years of age is in critical condition. 

A town hall meeting to discuss youth gang prevention and alternatives will be held at 4 p.m. Thursday, December 21st, at the Santa Ana Police Department, Community Room. The Town Hall meeting is to provide the community with valuable information to effectively bring together resources to implement a strategic anti-gang plan to intervene prevent and suppress gang violence and activity in our community. 

Hear from Santa Ana Law enforcement officials about the latest trends in gang activity, problems in our community that may face when targeting gangs and at-risk youth, and viable solutions to keep our Community free from gang activity. 

This Town Hall meeting is a practical framework for developing a comprehensive anti-gang agenda for our community. Our Community must be proactive in anti-gang efforts through outreach to at-risk youth, the most susceptible target for gang recruitment.

Whether through after school programs, youth mentoring, faith-based intervention, or school involvement, hear about the various ways our community can get involved in providing safe and productive alternatives to at-risk behavior.

Please join City Council Members, Santa Ana Police Department and Orange County Probation Officers.


2) Princeton Summer Institute for the Financially Under resourced HS Student

Princeton University Summer Journalism Program

I am writing to inform you of a 10-day all-expenses-paid summer journalism
program held in August at Princeton University for students from under
resourced financial backgrounds.

All expenses, including travel costs to and from Princeton , will be paid
for. This will be the sixth year of the program, and if this summer is
anything like the last five, it will be a great experience. Our last five
classes of journalists were taught by writers from The Washington Post, The
Philadelphia Inquirer, The Miami Herald, and The New Republic; toured The
New York Times and ABC News, meeting with editors and producers; attended
and covered Yankees, Mets, Jets and Liberty games; and reported, wrote,
edited, designed, and produced a 12-page edition of The Princeton Summer
Journal on the program's final day.

The program is also designed to give students a taste of what life is like
at one of the best colleges in the country âEUR" students live on campus and
eat in one of the university's cafeterias. Students meet with the Princeton
University 's president and the school's dean of admissions âEUR" people who
are able to offer guidance on the difficult decisions about college that
high school students face. The program is staffed by young alumni of
Princeton, current Princeton students, and students who attended the program
in past summers.

To apply for the program, you must meet the following qualifications:
1) You must be entering your junior or senior year of high school in fall
2007.
2) You must have at least a 3.0 grade point average (out of 4.0).
3) You must have demonstrated an interest in journalism.
4) The combined income of your custodial parent(s)/guardian(s) plus child
support payments, if any, must not exceed $45,000.

This program is intended for students from underresourced financial
backgrounds. If the combined income of your custodial parent(s)/guardian(s)
plus child support payments, if any, exceeds $45,000 and you still wish to
apply, you can attach a note explaining why you believe your family
qualifies as financially underresourced.

1) City Council Opens Nominations  for Ward 1 ole0.bmp
On November 29, 2006 three newly elected City Councilmembers were installed; they include: Sal Tinajero, David Benavides, and Michele Martinez. Following this installation, Councilmember Jose Solorio took office as the State Assemblyman for the 69th District. A recruitment for qualified nominees to fill the vacancy in City Council Ward I has been initiated. The City Council has 30 days from December 4, 2006 to appoint a candidate. Please read more for information on the application process.

The City Council will convene a Special City Council Meeting in late December to interview qualified applicants. They anticipate making an appointment to fill the vacancy at their regularly scheduled meeting of Tuesday, January 2, 2007. free garage sale and  community project of the Vietnamese Alliance Church.
This event is intended to assist people in  Santa Ana, and the surrounding
cities,  who work full-time and are living from paycheck to paycheck, just
barely able to get by. People we don't normally think who are poor because
they have normal jobs, but they are barely surviving on bare necessities.

2)  Wednesday, June 28th - Community Forum

The County of Orange in its Harbors Beaches and Parks department (HBP)
operates a regional park system that includes  Irvine Regional Park and Mile

Square Regional Park. HBP also operates several
wilderness parks, numerous beaches and a network of riding and hiking trails
and
off-road bikeways (like as the Santa An River Bikeway).

HBP has begun a public process to evaluate its vision, mission, goals and
objectives in an effort to improve its service to the public. During this
several-month process, HBP will conduct 5 Community Forums (all identical)
in
each supervisor district (there are five). All meetings begin with an Open
House
where you can meet the County Supervisor and speak with park staff. The open
house
begins at 5:30 PM and the meeting will begin between 6:15 and 6:30 PM.

Supervisor Correa will host the First District Community Forum on June 28th

3) Bike Helmet Safety - Mini Grant Applications Due June 29, 2006.

The County of Orange Health Care Agency is committed to assisting
organizations such as yours in preventing injuries among their clients. Our
program has identified a need for resources in the county that offer helmets
at no cost to low-income families. We would like to offer your organization
an opportunity to make your helmet safety efforts even better and to help
prevent injuries in the populations you serve.
If you are interested, please consider applying for a Helmet Safety
"Mini-Grant." The top five applications with a minimum score above 70% will
be selected as "mini-grant" recipients.
Selected Organizations Will Receive...
· Helmets to distribute at no cost over a nine-month period (50-400 helmets)
· Helmet safety materials
· Technical assistance (resources, opportunities to collaborate, etc.)
· Training in helmet safety education.

Saturday June 17
The Lyon Street community announces its 2006 "Annual Health, Safety and
Resource Fair." This year's theme is "Healthy Eating & Physical Activities
for a Better Neighborhood." Festivities will take place on Saturday, June
17, 2006, from 10 a.m. to 2 p.m. at 801 South Lyon Street (between Village
Meadows apartment and La Serena). Access to health care is a constant
challenge for these families due to lack of insurance and high cost of
medical care. To meet this need, we hold an Annual Fair that brings health
services and information to the community. Attendees receive free health
screenings (including cholesterol, diabetes, blood pressure, and vision).
There will be information booths on various health and prevention related
topics, legal assistance, personal business matters, and education, along
with cooking demonstrations, physical activities, games and entertainment.
Participants include: Blue Shield, Santa Ana Public Library, WIC, American
Heart Association, Power Play MD-OC, American Diabetes Association, The
Coalition of Orange County Community Clinics, Orange County's Credit Union,
CHOC, American Cancer Society, City of Santa Ana Parks & Recreation,
Community Action Partnership, Latino Health Access, Hometown Buffet, MOMS
and more. Applications for health insurance will also be accepted to Healthy
Families, MediCal, California Kids, and Kaiser. To apply, bring for each
child: birth certificate, social security card (if they have one), pay stubs
or proof of income, identification card for parent applying, and payment of
$15 per child in check or money order. Supervisor Lou Correa and Mr. Miguel

1) In 16 years, Paint Your Heart Out volunteer teams have repaired & painted
665 homes for seniors and disabled homeowners in the cities of Anaheim,
Santa Ana and Brea. These efforts have a huge impact on those less fortunate
and give a meaningful boost to the communities in which we work. On average,
the organization and its volunteers provide approximately $7,500 worth of
improvements to each of the 80+ homes it renovates each year. And all in two
days!
We need volunteers! Santa Ana will have 30 homes painted by volunteers on
May 20th and June 3rd.

3) Please distribute the attached application for the Hispanic National Bar
Foundation's Second Annual Summer Law Camp to any high school students or
high school contacts. The Summer Law Camp will take place in Washington, DC
at Georgetown University in July 2006. Ignore the dates in the application
and brochure because the application deadline of March 30th -- has been
extended to May19.
The Summer Law Camp provides students with an introduction to basic legal
concepts, including the fundamentals of a trial, the operation of
government, and the creation of law and policy in our nation's capital.
Participating judges, elected and appointed officials and distinguished
attorneys will serve as role models for the students. Students will learn
about the many career paths that they can pursue with a law degree, about
the business world, and about networking and becoming leaders in their
communities. They will also learn about preparing for college and available
scholarship opportunities.
The Summer Law Camp culminates with a mock trial competition with various
distinguished judges hearing arguments and a graduation and awards ceremony.
Just so know, I am also looking into whether we can get the application fee
waived because I would really like to get students from southern California
to participate.

Centro Celebrates Children's Importance and Promotes Bilingual Literacy
On Sunday, April 30th, Centro Cultural de México presents the 6th Annual Día
de los niños/Día de los libros Celebration. The event is sponsored by Wells
Fargo Community Development Fund and supported by El Consulado de México en
Santa Ana (the Santa Ana Mexican Consulate). The event is held at Centro's
space at 310 West Fifth Street, Suite 200 (on the corner of Fifth and
Broadway) and runs from 11:00 am to 4:30 pm. The event is free and open to
the public.
An important Mexican holiday since 1925, the day celebrates children's
importance in society and endorses their well-being. New to this year's
event is the inclusion of Día de los libros. A coupling inspired by
children's book writer Pat Mora, the purpose of the new addition is to
achieve the following goals: promote bilingual and multilingual literacy,
honor home languages and cultures, and involve parents as valued members of
the literacy team.
Throughout the day, children participate in arts and crafts, are entertained
by live music, sing-a-longs, and puppet shows, and receive books and other
reading-related materials. For the Junior High and High School age kids,
workshops in creative writing and poetry run from 1:00 pm to 3:00 pm.
At the end of the day, participants can experience a two-act play entitled
The "Mexican" O.C. A title inspired by that of TV's The O.C., the play
focuses on the history, positive contributions, or struggles for social
justice of Mexican communities in Orange County from the late 19th Century
to present day.
ABOUT EL CENTRO: El Centro Cultural de México is an alternative space in
Santa Ana where the community can find cultural, educational, and artistic
activities that strengthen their identities, develop their talents, and
evoke a sense of leadership in their community.

William Julius Wilson, Lewis P. and Linda L. Geyser University Professor at
Harvard University, and Myron Orfield Executive Director of the Center on

speakers at a conference focusing on Inequality in Southern California.
This event is being held on May 10-11, 2006 at the Beckman Conference
Center, 100 Academy, on the University of California Irvine campus.

members of the media are all encouraged to attend.

The conference, "Inequality: Southern California's Major Fault Line" will

applications for the 2006 Ford CHLI Leadership Program. We are seeking eight
highly-qualified university students to participate in our intensive
six-week program, which will run from June 17 to July 29, 2006. Application

2006 Ford Motor Company CHLI Leadership Program

policy development. Interns will have the opportunity to interact with

Chavez Holiday at Cesar Chavez Campesino Park, 3311 W. 5th Street, from 1:00 p.m. to 5:00 p.m., with a full program of speakers, entertainment, and family fun. We invite you and your community organization or agency to join with a booth at the event’s community fair.

The City takes pride in celebrating the legacy of the Cesar E. Chavez, a man who is recognized as a great leader, humanitarian, and authentic hero who serves as a role model to millions around the world. As the founder and president of the United Farm Workers (UFW), Cesar E. Chavez devoted his life to raise awareness of the plight of farm workers in this country. He fought consistently throughout his lifetime to eliminate the unhealthy and intolerable working conditions that farm workers endured. Beginning in 2001, March 31st became an official state holiday for Cesar E. Chavez.

I hope you are able to join us in the festivities to honor the legacy of this world-recognized leader. I am proud to announce Casa Bonita's 6th Annual Latino Hero Celebration.
This year we will be honoring Fr. John Coffield for all his work fighting
for the rights of the poor and minorities. This event will take place in the
heart of Casa Bonita's neighborhood association in the form of a street fair
on March 18th from 3:00 p.m. until 5:30 p.m. at 1900 W. Myrtle Street.
Fr. Coffield was one of the original founders of Delhi Community Center, he
marched with Martin Luther King Jr., and was a friend and mentor to Cesar
Chavez, just to mention a few of his contributions.

5) The new year has begun and school is back in session. THINK Together
will be offering volunteer orientation trainings (see schedule, below)
for individuals and  groups who are interested in assisting academically
at-risk students with homework help and tutoring. Volunteers choose the
days, times, location, and grade level of students (1-12) to work with.

An orientation training offers the opportunity to receive all the
necessary information and materials to begin volunteering. Call or email

computer workshops for the busy professional

Attached is the latest schedule of our upcoming Mini Computer Workshops from
January-March.  These classes are designed for those who already have
knowledge of the programs listed but wish to learn more advanced
competencies, or for those who wish to learn the basics.  We are also
offering a new Computer Tricks and Tips class for the busy professional.  In
this class you will learn about purchasing a computer, install applications
and other hardware, and how to troubleshoot minor computer problems.
Remember, you can take one or more classes.   You may register the first

1) Wednesday, November 9th  -  Members of the Santa Ana  Resource Network
are invited to a special  meeting  on Wednesday, November 9th at 10:00 a.m.
at WISE Place - 1411 N. Broadway.  Our meeting will focus on the study
underway in Santa Ana of the local economy by Social Compact.  This study is
significant because it examines the nature of our cash / informal economy is
ways not considered previously.   Staff from Social Compact will be out from
Washington, D.C. to participate in our discussion with representatives of
community-based organizations.  The following is a description of the
meeting agenda:

Social Compact is a coalition of businesses from across the country
dedicated to promoting successful business investment in low-income
communities for the benefit of current residents. A non-profit organization
based in Washington, DC, Social Compact's principle program is the
neighborhood market DRILLDOWN, a market analysis tool that profiles
underserved communities and identifies market opportunities. That data
provided by the DRILLDOWN is not only used by cities and corporations but
can also serve as a useful data source for community development
organizations and advocacy groups.
Social Compact researchers are very much looking forward to meeting with the
Resource Network Steering Committee in Santa Ana, the seventh city we have
worked in. This meeting offers a valuable forum for representatives of
community-based organizations and Social Compact to learn more about one
another. Social Compact researchers will use the occasion to explain in more
detail what the DRILLDOWN is and how it can impact communities. It will also
allow researchers to get neighborhood insights, answer questions and address
concerns. We hope that participants will also offer advice on how the
DRILLDOWN findings can be utilized to best meet their various objectives and
how best to disseminate the information among community organizations.
